This article is about rural development. This theoretical concept encompasses the perspective of neo-endogenous development, i.e., a developmental idea rooted in the assumption that two different types of resources should be utilised side by side: internal resources, unique for a particular community, and external resources, offered by the state, non-governmental organisations and supranational institutions and organisations. The combination of two major types of knowledge plays an important role in this mechanism: so-called external, expert knowledge contributed by experts and representatives of the said institutions and local knowledge, contributed by members of the local community and based on experience and tradition. The main idea of the article is that only the combination of both types of knowledge will guarantee success, i.e., specific change. This process is empirically illustrated by a case study of the reintroduction of the “Polish red cow” in one of the local administrative districts of the Małopolska voivodeship. This study was conducted in 2005 by a group of sociologists from the Jagiellonian and Ło´dz´ Universities within the framework of the CORASON Project (A Cognitive Approach Towards Rural Sustainable Development), part of the European Union Sixth Framework Programme.

The paper analyzes, on the basis of Ryle’s concepts of knowledge that and knowledge how, both objectified (verbalized, justified and verified) forms of expert knowledge and the performative (procedural, interactional) nature of expertise. Both theoretical and practical aspects of the identified categories are studied from historical and social (institutional) perspectives as phenomena characteristic of post-modern information society. In virtue of the selected social examples an epistemological model of performative expert knowledge and expertise is constructed in which crucial elements are distinguished: experts’ cognitive attitudes and dispositions, intellectual skills, intuition and mistakes as well as types of interactional versus contributory expertise. Also considered are the epistemological consequences derived from the research concerning expertise in psychiatric treatment where both expert knowledge and expertise fall into line with institutional requirements (medical or juridical) as well as procedures (correspondence with facts and/or other procedures).

Opis:
The paper focuses on technical aspects of creating a centralized expert knowledge base of vehicle repairs which is shared among its contributors. The proposed system is storing unstructured data gathered over the network from different sources such as workshops and authorized resellers. The novelty of the proposed system is to use a semantic web data store in form of OWL (Web Ontology Language) ontology in order to classify and explore the gathered data to significantly improve the process of resolution of challenging vehicle repair problems. Similar problems can be identified by using appropriate pattern recognition techniques and algorithms utilizing the Resource Description Framework (RDF) and its query language - SPARQL Protocol and RDF Query Language (SPARQL).

Opis:
The paper presents the method of describing the connections between the process components and the elements of a diagnostic system with the use of the set of relatively simple relations. Such a structure created at the configuration stage includes the information about the diagnostic relation. The method of an automatic determination of the preliminary diagnostic relation based on connections written down in the hierarchical structure was proposed. Considered algorithm was illustrated based on a real application for simple, exemplary process.
W artykule zaprezentowano metodę opisu struktury połączeń elementów procesu oraz systemu diagnostycznego za pomocą stosunkowo prostych i intuicyjnych relacji. Tak utworzona na etapie konfiguracji systemu diagnostycznego struktura zawiera informacje o relacji diagnostycznej. Zaproponowano metodę automatycznego wyznaczania wstępnej relacji diagnostycznej za podstawie zależności występujących w zaproponowanej strukturze hierarchicznej. Rozważany algorytm został zaprezentowany na rzeczywistym przykładzie prostego stanowiska.

Studies of applied constructionism are opportunities for scholars to explore how social constructionism is a resource used by claims-makers in describing and justifying their orientations to professional practice. The present paper expands sociological constructionism by analyzing applied constructionism in social problems work in Copenhagen, Denmark. Based on interviews with staff members in narrative drug treatment, we explore two themes: the relationship between dominant and liberating narratives and the position of expert knowledge in narrative therapy. Our guiding framework is Ian Hacking’s inquiry into the Social Construction of What? and Kenneth Burke’s dialogic approach of comparing statements to counterstatements. The purpose of the paper is to link academic studies of the social construction of realities to applied constructionists’ principles in addressing social problems. We do this by describing narrative therapists’ critical reflections on their own work, suggesting that these reflections are not only useful when it comes to developing narrative therapy but also for the advancement of academic constructionism.

The problem of vessel collisions or near-collision situations on sea, often caused by human error due to incomplete or overwhelming information, is becoming more and more important with rising maritime traffic. Approaches to supply navigators and Vessel Traffic Services with expert knowledge and suggest trajectories for all vessels to avoid collisions, are often aimed at situations where a single planner guides all vessels with perfect information. In contrast, we suggest a two-part procedure which plans trajectories using a specialised A* and negotiates trajectories until a solution is found, which is acceptable for all vessels. The solution obeys collision avoidance rules, includes a dynamic model of all vessels and negotiates trajectories to optimise globally without a global planner and extensive information disclosure. The procedure combines all components necessary to solve a multi-vessel encounter and is tested currently in simulation and on several test beds. The first results show a fast converging optimisation process which after a few negotiation rounds already produce feasible, collision free trajectories.

This article presents an attempt to use inductive machine learning methods to knowledge acquisition from the databases for the purpose of marine diesel engine diagnostic 's expert system. The existing methods of acquiring knowledge based on Information about the exploitation of technical objects stored in databases was characterizes. The selected machine learning methods was used to obtain the relationship in the form of diagnostic rules. The results obtained with algorithms LEM2, MODLEM and EXPLORE was compared. MODLEM algorithm allows the use of numerical data directly without having to pre-discretization. Learning examples stored in the diagnostic database was obtained as a result of the active experiment, carried out on laboratory Sulzer engine 3AL 25/30. During the experiment the damages of the turbocharging system, fuel injection system and combustion chamber was simulated. Only the elementary states (single damage in the same time) in a variable load were included. 10-fold cross validation techniąue was used for evaluation of the obtained rules classifiers. The obtained diagnostic rules have also been assessed in substantive terms, including an analysis of the relationship between disability states and received symptoms. Used machine learning techniques can be used for automatic knowledge acquisition for the diagnostic expert system.
W artykule przedstawiono próbę wykorzystania indukcyjnych metod uczenia maszynowego, do pozyskania wiedzy z baz danych dla potrzeb ekspertowego systemu diagnozowania okrętowego silnika tłokowego. Scharakteryzowano istniejące metody pozyskiwania wiedzy na podstawie informacji o przebiegu eksploatacji obiektów technicznych zapisanych w bazach danych. Zastosowano wybrane metody uczenia maszynowego do uzyskania relacji diagnostycznych w postaci reguł. Porównano wyniki uzyskane za pomocą algorytmów LEM2, MODLEM oraz EXPLORE. Algorytm MODLEM umożliwia wykorzystanie bezpośrednio danych numerycznych bez konieczności stosowania dyskretyzacji wstępnej. Przykłady uczące zapisane w diagnostycznej bazie danych uzyskano w wyniku realizacji eksperymentu czynnego, przeprowadzonego na silniku laboratoryjnym Sulzer 3AI 25/30. Podczas eksperymentu symulowano wybrane uszkodzenia układu wymiany czynnika roboczego, układu wtryskowego oraz komory spalania. Uwzględniono tylko stany elementarne (pojedyncze uszkodzenia w tym samym czasie) w warunkach zmiennego obciążenia. Oceny sprawności uzyskanych klasyfikatorów regułowych dokonano techniką 10-fold cross validation. Uzyskany zbiór reguł diagnostycznych został również poddany ocenie merytorycznej, obejmującą analizę związków pomiędzy diagnozowanymi stanami niezdatności a uzyskanymi symptomami. Wykorzystane techniki uczenia maszynowego mogą zostać zastosowane między innymi do automatycznego pozyskiwania wiedzy dla potrzeb systemu ekspertowego.

During its operation, the laminate shell of the watercraft hull can be exposed to local stability losses caused by the appearance and development of delaminations. The sources of these delaminations are discontinuities, created both in the production process and as a result of bumps of foreign bodies into the hull in operation. In the environment of fatigue loads acting on the hull, the delaminations propagate and lead to the loss of load capacity of the hull structure. There is a need to improve diagnostic systems used in Structural Health Monitoring (SHM) of laminate hull elements to detect and monitor the development of the delaminations. Effective diagnostic systems used for delamination assessment base on expert systems. Along with other tools, the expert diagnostic advisory systems make use of the non-destructive examination method which consists in generating elastic waves in the hull shell structure and observing their changes by comparing the recorded signal with damage patterns collected in the expert system database. This system requires introducing certain patterns to its knowledge base, based on the results of experimental examinations performed on specimens with implemented artificial delaminations. The article presents the results of the examination oriented on assessing the delaminations artificially generated in the structure of glass- and carbon-epoxy laminates by introducing local non-adhesive layers with the aid of thin polyethylene film, teflon insert, or thin layer of polyvinyl alcohol. The efficiency of each method was assessed using laser vibrometry. The effect of the depth of delamination position in the laminate on the efficiency of the applied method is documented as well.

The following paper presents the problem of classification (identification) elements in the internal structure of a technical object. This problem is directly linked with diagnostics and compilation of an expert data base. The basis of a process of grouping elements into classes is to make a diagnostic model of a given object in a form of a structure or set of basic elements of an object. In order to conduct the grouping of elements into subsets of s-th classes, the following paper compiles and presents analytical formulas and classification rules. Theoretical considerations presented in this paper are also verified using an engine control system as an example of a complex technical object.

The article presents the problem of knowledge representation contained in COLREGS for its use in navigation information systems. The idea of knowledge and representation of knowledge was discussed. A comparison of selected methods of knowledge representation was made and possibility of their use to represent the COLREGS rules was considered. By using selected COLREGS rule and presented methods of knowledge representation, functionality of the knowledge base was analyzed.
W artykule przedstawiono zagadnienie reprezentacji wiedzy zawartej w MPDM dla potrzeb jej wykorzystania w nawigacyjnych systemach informacyjnych. Omówiono pojęcie wiedzy oraz sposoby jej reprezentowania. Dokonano porównania wybranych metod reprezentacji wiedzy. Rozpatrzono możliwość ich zastosowania do reprezentacji prawideł MPDM. Na przykładzie wybranego prawidła przeanalizowano funkcjonalność bazy wiedzy utworzonej z użyciem przedstawionych metod reprezentacji wiedzy. Sformułowano wnioski.

The current paradigm of modelling uncertainty in expert systems knowledge bases using Certainty Factors (CF) has been critically evaluated. A way to circumvent the awkwardness, non-intuitiveness and constraints encountered while using CF has been proposed. It is based on introducing Data Marks for askable conditions and Data Marks for conclusions of relational models, followed by choosing the best suited way to propagate those Data Marks into Data Marks of rule conclusions. This is done in a way orthogonal to the inference using Aristotelian Logic. Using Data Marks instead of Certainty Factors removes thus the intellectual discomfort caused by rejecting the notion of truth, falsehood and the Aristotelian law of excluded middle, as is done when using the CF methodology. There is also no need for changing the inference system software (expert system shell): the Data Marks approach can be implemented by simply modifying the knowledge base that should accommodate them. The methodology of using Data Marks to model uncertainty in knowledge bases has been illustrated by an example of SWOT analysis of a small electronic company. A short summary of SWOT analysis has been presented. The basic data used for SWOT analysis of the company are discussed. The rmes_EE SWOT knowledge base consisting of a rule base and model base have been presented and explained. The results of forward chaining for this knowledge base have been presented and critically evaluated.

This paper investigates the mechanisms of subordinating the system of science and higher education to the needs of boosting capital in the conditions of a new business model characteristic of neoliberal capitalism. The author uses as a theoretical framework of critical studies of science and higher education systems developed in Poland by Krystian Szadkowski based on political economy (Simon Marginson and Gigi Roggero). The weakness of the recently implemented reform of Polish education, the essence of which is making the status of ‘scientist’ dependent on publication in high-ranking journals belonging to publishing corporations’ oligopoly, is that the natural and technical disciplines have been places on an equal evaluation footing with social sciences and humanities. This practice impoverishes the educational and critical functions of humanities, impoverishes the research questions, impoverishes the research methodology, and consequently, their cognitive values. The assessment of the quality of a social researcher’s work, to be reliable, should include several other components—the presence of an “invisible university” in international networks (e.g. measured by selected citation indicators), but also problematization and interpretative innovation, as well as an original contribution to the achievements of the discipline. Monographs mainly document this. Qualitative expert assessment is required for evaluation. Therefore, the publication of monographs in reputable Polish and foreign publishing houses should become a showcase of the Polish social researcher, rather than contributing journal papers. In the paper, the author synthesizes his various analyses of contemporary capitalism and the role that science and the research and development sector play in accumulating capital.

The paper presents the conception of knowledge management system for a diagnostic expert system. Development of knowledge management system is necessary during the construction of the expert system. The most important reason is that knowledge in this system is not a static whole, but is subject to dynamic growth, is modified and updated. Advantages afforded by the creation of diagnostic systems based on knowledge, such as expert systems, compared to traditional diagnostic systems based on closed algorithms were characterized. The conception of knowledge management system established in the diagnostic work associated with the development of expert system for marine diesel engine diagnosis. The main elements of the developed management system are: dictionary editor, rule editor, knowledge assessment module and import and export module. Knowledge management system is also equipped with an electronic form that is used to obtain knowledge from experts, specialists in diesel engines operation. The article presents the tasks and the performance of individual components of the system. The knowledge management system enables integration within a single frame of both information collected from experts and automatically collected one. A doubtless advantage of expert system is the opportunity of updating and developing the content recorded in the database. Due to this feature, the effectiveness of the system may grow during engine operation and facilitate gaining new experience.
