The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

In the last ten-odd years we have been observing a discussion held in the European Union on the change of the regional policy paradigm in terms of its objectives, priorities, tools and the geographical scope of intervention. Changing development conditions require modification of the European cohesion policy model, the main priority of which still is to equalize the level of development of regions in the Community Member States. At the turn of the centuries we can see changes in the way the European cohesion policy is implemented and also the orientation of the equalization policy (which compensates the social and economic backwardness of regions) towards the development policy (which supports competitiveness, takes advantage of the endogenous potential for development and eliminates various barriers). Such policy is to contribute to a more effective use of the potential for development in the entire Community to stimulate growth, employment and cohesion. This paper aims at attracting attention to the evolution of the European cohesion policy model towards a place-based policy.

Opis:
The aim of this article is to typify the verbal and visual means that determine whether a media expression, seemingly monologic in form, fits the interview genre. The research material consists of monologued audiovisual interviews of a confessional nature from the series “Room Number Seven” published on YouTube. Given the repetitive and cyclical nature of vlogs, the monologued interview in an audiovisual platform like YouTube evolves into a sub-genre with a relatively stable set of features. These characteristics no longer define individual messages but rather shape the content in a serial format. Internet user comments on selected episodes from the series “Room Seven” clearly demonstrate that, for viewers, monologued confidences are an unconventional demonstration of the interview genre pattern.

Objective: The aim of the present study is to examine whether the European Union budget comprises significant resources for financing measures relating to social cohesion. The analysis is based on the contents of the Europe 2020 Strategy. Given the constraints of space and for the sake of clarity of the argument, the author focuses on the role of the EU budget rather than all measures aimed at social cohesion undertaken by EU institutions or targeted by policies of individual Member States.Methodology: Documents, studies and reports published by the European Commission constitute the main source of information. In addition, the author has taken into account macroeconomic data demonstrating the deterioration of the social situation since 2009, as well as the instruments that the European Commission has deployed since 2013 in order to respond to post-crisis challenges.Conclusions: It can be roughly estimated that more than 40 percent of total resources within the Multiannual Financial Framework 2014–2020 shall be allocated to the social cohesion policy. Opportunities afforded by the implementation of the Europe 2020 Strategy include primarily the definition of objectives whose priority is indisputable and the introduction of the hitherto neglected analysis of certain socio-economic indicators, classified by country or region and, in certain cases, examined in more detail than required by the European Commission. The monitoring of objectives is conducive to the introduction of new solutions and implementation tools, as exemplified by the new instruments within the Multiannual Financial Framework 2014–2020, as well as the adjustment of available funds in light of the most pressing challenges. The European Semester has facilitated the task of comparing progress in strategy implementation by individual Member States, as well as the provision of recommendations for each of them and an individualized approach.Research implications: This article contributes to the discussion on further integration of the European Union’s social dimension, with particular emphasis on the need to work out a common approach to immigration policy.Originality: The author presents her own opinions regarding current events in terms of the post-crisis social cohesion policies of the European Union, taking into account the European Commission’s financial instruments.

EU's structural policy is based on shared responsibility divided between member states on the one hand, and the European Commission on the other. While member states bear responsibility for managing structural funds on the national and regional level, the European Commission takes an ultimate responsibility for executing the budget and managing funds in the right way. Structural funds and Cohesion Fund constitute a particularly significant instrument of the European Union's economic policy. The goal of economic and social cohesion of the member states is to be attained in a series of activities aimed at accelerating the process of diminishing discrepancies between individual regions of the Community. The key issue for the Polish economy in the period of 2004-2006 is continuing the development of such elements of transport infrastructure, which lead to an increased competitiveness of the economy. Modernized transport infrastructure will contribute to an increased competitiveness of goods and services, of entire sectors, regions, as well as of the whole economy through growth in investment activities, in excessively crowded areas, via broader access to and penetration of new markets, thanks to facilitating co-operation in production, especially in high-tech sectors, improving logistic systems and enhancing quality of goods and services. Financing activities with money from structural funds is becoming more and more popular. Motor Transport Institute is active in applications. Experience gained while planning, managing and monitoring works co-financed by the EU budget has a real-life, measurable value. If we think how to improve competitiveness of our unit, then the very investment in modernity and personnel seems to be an action allowing looking optimistically into the future. The ability of effectively using structural funds should guarantee long-term, high level functioning of the unit.

The evolutionarily conserved proteins forming sister chromatid cohesion complex are also involved in the regulation of gene transcription. The participation of SA2p (mammalian ortholog of yeast Irr1p, associated with the core of the complex) in the regulation of transcription is already described. Here we analyzed microarray profiles of gene expression of a Saccharomyces cerevisiae irr1-1/IRR1 heterozygous diploid strain. We report that expression of 33 genes is affected by the presence of the mutated Irr1-1p and identify those genes. This supports the suggested role of Irr1p in the regulation of transcription. We also indicate that Irr1p may interact with elements of transcriptional coactivator Mediator.

Purpose: The study concentrated on the process of evaluation of public programs currently implemented with the support of European Union funds in Poland. The aim was to show how the evaluation practice was adopted in the regional administration within programming and implementation of Regional Operational Programs 2007–2013 (ROP). The author analysed what types of decisions are primarily supported by evaluation and what functions evaluation serves. Methodology: The quantitative analysis was based on data drawn from documentation of the full population of ROP evaluations completed in 2007 to 2012, which was acquired from 16 ROP evaluation units. Findings: The practice of evaluation was well adopted in regional administration and has grown rapidly in recent years. 236 studies, costing more than 16 million PLN, were completed by the end of 2012. However, most studies were of limited value as they concentrated on the implementation process, not on the effects and justification of intervention. Implications: This study focused on quantitative aspects of the knowledge production process (evaluation reports). It omitted the question of actual evaluation use, which together with evaluation process quality and development of evaluation culture should be a subject of further investigation. Originality: This study was the fi rst review of ROP evaluations in Poland. It went far beyond the scope of data collected previously by the Ministry of Regional Development and proposed novel categorizations of evaluation subjects that may be useful for other than ROP evaluations.

Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

Flipped classroom innovation has attracted the attention of English Language Teaching (ELT) researchers to examine its effectiveness. This inquiry, therefore, elaborates on the effect of flipping (i.e. reversing) individual and collaborative instruction using a WhatsApp application on the cohesive ability of English as a Foreign Language (EFL) learners as one of the essential elements of writing skills. A quasi-experimental study with a non-equivalent control group and a pre-test/post-test design was implemented to find any significant difference between the two combinations. The first group (N=25) was treated using 5 to 10 minutes of cohesion-based video materials and tasks from the WhatsApp group activities of the group members. Meanwhile, the second group (N=25) was treated similarly using individual WhatsApp activities. The findings reveal that the mean score from the collaborative group at 66.17 is higher than the mean score of individual ones at 50.19 with a level of significance <0.05. This means that teaching the topic of cohesion in writing using a flipped approach instruction model through the WhatsApp group turns out to be more effective than the individual one. The results suggest that teaching cohesion using a flipped approach through collaborative WhatsApp learning activities may serve as one of the suitable alternatives to improve EFL learners’ cohesion in writing.

The aim of this paper is to offer an empirical insight into the spatial effects of growth of regional income and disparities across EU regions (NUTS 2). Since regions are spatial units and there are interrelated standard linear regression is not sufficient to evidence the convergence process. Two models (Spatial Lag Model – SLM and Spatial Error model – SEM), derived from spatial econometrics, have been used to identify and explain spatial effects in convergence clubs—all EU countries (EU-28), countries that entered the EU in 2004 (EU-13) and countries that were in EU prior to 2004 (EU-15). Unconditional and conditional β-convergence has been examined in the period 2000-2015 thus covering two financial perspectives (including n + 2 rule3). Dummy variables have been also applied to catch the country-specific effects, such as national policies, legislation, technology progress, etc.

The paper is concerned with shifts of cohesion and coherence in several Polish translations of G. K. Chesterton from the point of view of the procedural approach, in which the choice of particular linguistic/textual devices is indicative of the text producer’s intended meaning. As regards cohesion, the paper touches upon lexical cohesion and conjunction. It discusses the eff ects of replacing repetition with variation, and of disambiguating and explicating conjunctions. As for coherence, an analysis is carried out which shows how the translator’s failure to render a polysemous word adequately detracted from the TT’s coherence. Also, an example is given of coherence being affected by polysemy in the TT. The aim of the paper is to find out what kind of issues and regularities connected with cohesion and coherence emerge in the translation process and how these affect target texts.

The paper reports the results of a comparative analysis of the two groups students coming from temporarily disconnected families due to foreign work parents (TDF, n = 68; male = 30, female = 38) and teenagers with the same social environment (NDF, n = 179, male = 89, female = 90), but without the experience of separation time (N= 247). The subject of the analysis was: the cohesion of a family from the perspective of the evaluated adolescent and three factors of psychological loneliness: social loneliness (sense of social marginalization and isolation), emotional loneliness (solitude) and existential loneliness (sense of self-alienation). The Loneliness Scale (SBS) was used based on an original concept of multidimensional sense of loneliness. The questionnaire for the survey of family cohesion (KSR) were used too. The age (12-14 and 15-17), gender, family structure and the family lifestyle were controlled. Obtained results revealed significantly lower cohesion and significantly higher existential loneliness in group of teenagers from temporarily disconnected families (TDF). Not confirmed the supposition that made in earlier studies of temporarily disconnected families due to economic migration, that these teenagers suffer from a sense of emotional loneliness There has also confirmed the belief that the level of family cohesion and a sense of loneliness in adolescents is associated with atypical organization of family life associated with the duration of migration of parent/parents, frequency of contact with family members working abroad: mothers, fathers or broth parents, the duration of stays at home

Aim. The subject of our interest is to research the forms of prejudice about Christians among university students. Part of the research focuses on the question of the forms of prejudices of the research group in relation to religious classmates – peers and part of on significant influence of media on the negative perception of Christianity in the society. The reflection of the findings is a consideration of the decline in social cohesion due to (1) the existence of prejudices in the university environment in Slovakia, and (2) the often negative media presentation of Christian religion in the Slovak media. Concept. The starting point of the issue is the research into the forms of prejudice and the potential for social exclusion of young people due to the existence of prejudice in the university environment. The need for this kind of research and reasoning arises from growing fears and the strengthening of phobias that accumulate within the groups we observe. Results and conclusion. The reflection of the findings is a consideration of the decline in social cohesion due to (1) the existence of prejudices in the university environment in Slovakia, and (2) the often negative media presentation of Christian religion in the Slovak media. Cognitive value. Qualitative statements confirm the decline in social cohesion among peers due to religious diversity. We consider the presence of religious prejudices as an urgent call for such forms of education that would effectively contribute to the acceptance of cultural and religious diversity in society and to the promotion of social cohesion in the university environment.
