In this paper, an attempt has been made to present and discuss the changes in maritime surveillance and management of maritime information in the European Union. These changes are just now under way. The main reasons of these changes constitute mainly the economic and political factors. The main objectives of these changes is ensuring for the European Union the very high position in the world's economic and political competition in the today's world, as well as ensuring the sustainable development of the whole maritime economy of the European Union.
W referacie podjęto próbę przedstawienia dokonujących się zmian w Unii Europejskiej dotyczących całego procesu obserwacji morskiej oraz zarządzania informacją morską. Przyczyny tych zmian mają głównie ekonomiczny i polityczny charakter, są one bowiem generowane przez stale zwiększające się i zaostrzające współzawodnictwo między podstawowymi regionami ekonomicznego, politycznego, technologicznego i społecznego rozwoju współczesnego świata. Unia Europejska staje się coraz bardziej istotnym uczestnikiem wspomnianego współzawodnictwa. Zapewnienie trwałego i zrównoważonego rozwoju gospodarki Unii Europejskiej, a zwłaszcza gospodarki morskiej, wymaga stosowania coraz to nowych i bardziej efektywnych narzędzi realizacji polityki morskiej przez Unię Europejską.

In this paper, and attempt has been made to present and discuss the process called the Integrated Coastal Zone Management and its relation with the maritime navigation tasks and activities. Coastal natural processes, and even shore line management are not new and therefore, they are commonly known. However, the notion: Integrated Coastal Zone Management and its subject are considerably new; hence, the necessity and propriety to present and discuss not only the subject of this term but also the scope of the maritime human activities constituting the meaning of this term.
W referacie podjęto próbę przedstawienia problematyki Zintegrowanego Zarządzania Strefą Brzegową i jego relacje z nawigacją morską. Scharakteryzowano również rolę, jaką spełnia Zintegrowane Zarządzanie Strefą Brzegową wraz z morskim planowaniem przestrzennym w realizacji Zintegrowanej Polityki Morskiej Unii Europejskiej, która została proklamowana przez Komisję Europejską w 2007 roku.

In this paper, an attempt has been made to present the most important issues regarding the maritime navigation affairs in the European Union. The authors' main objective is to show the place and relations of maritime navigation to the basic maritime affairs and activities, especially maritime navigation activities and affairs. Authors have tried to show the main institutions and services of the European Union dealing with the maritime navigation affairs as well as characterize the activities of these Directorates-General of the EU whose activities are very closely connected with the maritime navigation affairs.
W artykule podjęto próbę przedstawienia najbardziej istotnych zagadnień dotyczących stanu i rozwoju nawigacji morskiej w Unii Europejskiej. Oprócz międzynarodowego i narodowego poziomu zarządzania bezpieczeństwem morskim oraz ochroną żeglugi od kilku już lat (2002 r.) regionalny poziom zarządzania, tj. poziom Unii Europejskiej, staje się coraz bardziej istotny. Autorzy starali się przedstawić te instytucje Komisji Unii Europejskiej, a zwłaszcza te Dyrekcje Generalne Komisji Unii Europejskiej, których działalność w bardzo dużym stopniu związana jest ze stanem i rozwojem nawigacji morskiej.

The aim of the study was the comparison of the changes of cross-sections and longitudinal profi le of the Mała river at the distance of 600 m. The paper presents the geometry changes of the river from field measurements made in 2013 in comparison with design assumptions from 1967 which were implemented in 1971. The four (available historical) cross-sections (hm 7+700, 7+800, 7+900, 8+000) and longitudinal profile (hm 7+700÷8+300) of the river were analysed and compared. The large scale of subsidence of the land surface on both banks was observed (even to 0.5 m). Probably it is the effect of peat shrinkage and mineralization processes of organic soils. The bottom of the Mała river was still located at the same altitude in sand deposits in the analysed period 1971–2013. The designed slope of bottom of the Mała river equals 0.7‰ (1967) and present slope (2013) was estimated to be around 1‰. The subsidence of peat layers on both river banks, changes in cross-sections’ parameters (present irregular shapes in comparison with designed trapezoidal cross-sections) caused the reduction of cross-sectional area and water discharge of about 40–50% in comparison with parameters designed in 1967 and made in 1971.
W pracy przedstawiono aktualne (2013) zmiany geometrii odcinka nizinnej rzeki Mała w stosunku do założeń projektowych (1967), zrealizowanych w 1971 roku. Analizą objęto cztery przekroje poprzeczne (hm 7+700, 7+800, 7+900, 8+000), dla których zachowały się materiały archiwalne oraz profi l podłużny o długości 600 m (hm 7+700÷8+300). Przeprowadzone w 2013 roku badania terenowe wykazały znaczne obniżenie brzegów rzeki (nawet o około 0,5 m) w okresie 46 lat (osiadanie z racji procesów kurczenia i mineralizacji masy torfowej). Nie zaobserwowano natomiast znacznych zmian w rzędnych dna (podłoże piaszczyste). Projektowany spadek dna na analizowanym odcinku w 1967 roku wynosił 0,7‰, natomiast obecnie uległ nieco zwiększeniu i wynosi około 1‰. Pomimo przeprowadzanych okresowo prac konserwacyjnych analizowane przekroje poprzeczne obecnie różnią się swoim kształtem od projektowanych przekrojów trapezowych. Zmiany geometrii koryta na analizowanym odcinku rzeki wykazały również dużą zmienność pola powierzchni w poszczególnych przekrojach poprzecznych oraz zmniejszenie obecnie przepustowości analizowanego fragmentu rzeki o około 40–50% w stosunku do założeń projektowych z 1967 roku.

In this paper, the navigational infrastructure, i.e. the infrastructure of maritime navigation, has been presented and discussed. There is shown the place of navigational infrastructure in Maritime Safety System and in Maritime Navigation Safety System. There are discussed the parts, kinds and elements of navigational infrastructure as well as the basic requirements towards this infrastructure. There are also presented and discussed the basic features which should be taken into consideration while establishing the new elements of the navigational infrastructure, especially of coastal or local coverage. The basic changes of today’s elements of navigational infrastructure have been also presented.
