    Opis:
    This article discusses the issue of explanations given by an accused person, showing their dual nature - that of evidence and that of a measure used for the purpose of defence. The author raises a question if the scope of the right to defence granted to the accused encompasses the right to lie, and takes a stand on the limits to the accused making false statements. This is followed by comments on the practice of defence counsels making use of falsehood as part of their defence strategies. The reflection has been based on the author's own studies involving in-depth interviews made with barristers working as defence counsels.

    Purpose – The purpose of the article is to rate the diversity of the financial situation of municipalities in Świętokrzyskie voivodship in relation to their financial independence. Research method – The financial situation and independence are multidimensional. They are shaped by, among others, economic, legal and financial factors. The assessment of the financial standing and independence was based on the value of the synthetic measure determined by the TOPSIS method. The study covered the years 2009-2018. The article uses data obtained from the Regional Accounting Chamber of Kielce. Results – The subject of the discussion presented in the article are the issues of the financial situation and independence of the municipalities (102) of Świętokrzyskie voivodship. As part of the research, a set of diagnostic variables was selected, their nature, synthetic measure, and their division into quartile groups were determined. Originality / value – Stability and certainty of income determine the scope and level of tasks performed by the municipalities. The financial situation and independence of municipalities are not a permanent category. The financial situation of the municipalities in Świętokrzyskie voivodship was shaped by the development potential, the level of financing public services and implemented transfers, income and expenses independence and budget solvency. The best municipalities were characterized by a good situation and a high level of financial independence.

    Cities with ‘powiatʼ (county) rights are a specific combination of commune and powiat self-governments. They carry out both the tasks of the commune and powiat. To this end, they create their own financial policy. Local finances, as a resource of the individual, become a development factor. Finances are the basis for the implementation of public tasks and determine the conditions for economic development. The rate and structure of income that determine investment activity have a decisive impact on the pace of socio-economic development. The conditions of the financial situation may be shaped by the area (e.g. location and size of local government units, available resources and natural values, investment attractiveness) and may also be independent of it (e.g. economic fluctuations in (the country and in the world, the state of public finances, the scope of income control) and expenditure LGUs).
    Miasta na prawach powiatu są specyficznym połączeniem samorządów gminnego i powiatowego. Wykonują one zadania zarówno gminy, jak i powiatu. W tym celu kreują własną politykę finansową. Finanse lokalne, jako zasób jednostki, stają się czynnikiem rozwoju. Finanse stanowią podstawę realizacji zadań publicznych i rozstrzygają o warunkach gospodarczego rozwoju. Na tempo rozwoju społeczno-gospodarczego decydujący wpływ mają poziom i struktura dochodów, które warunkują aktywność inwestycyjną. Uwarunkowania sytuacji finansowej mogą być kształtowane przez obszar (np. położenie i wielkość JST, dostępne zasoby i walory naturalne, atrakcyjność inwestycyjną), a także mogą być od niego niezależne (np. stan finansów publicznych, zakres władztwa dochodowego i wydatkowego JST).

    The process of a unit’s operation takes place in a space of endogenous and exogenous resources. Entrepreneurship plays an important role in the efficient allocation of resources. The purpose of the article is to analyse the diversity of the level of entrepreneurship of counties (‘powiat’) in relation to their competitiveness using the synthetic measure of counties of eastern Poland. Data from BDL CSO for 2010-2017 were used as source material. Entrepreneurship and competitiveness are the main determinants of the region’s development. A much higher level of competitiveness was characteristic of counties with a higher level of entrepreneurship measure, and the best units are: Mielec, Bieszczady, Leski, Tarnobrzeg, Mielec and Białystok. In 2010, the entrepreneurship measure ranged from 0.04 to 0.43, in 2017 from 0.13 to 0.53 (competitiveness measure from 0.31 to 0.46; from 0.32 to 0.52). The position of counties was shaped by investment outlays, gross value of fixed assets, sold production of industry, economic entities, and own income.
    Proces działania jednostki odbywa się w przestrzeni endogenicznych i egzogenicznych zasobów. Przedsiębiorczość odgrywa istotną rolę w efektywnej alokacji zasobów. Celem artykułu jest analiza zróżnicowania poziomu przedsiębiorczości powiatów względem ich konkurencyjności z zastosowaniem miary syntetycznej powiatów Polski Wschodniej. Jako materiał źródłowy wykorzystano dane z BDL GUS z lat 2010-2017. Przedsiębiorczość i konkurencyjność są głównymi determinantami rozwoju regionu. Zdecydowanie wyższym poziomem konkurencyjności charakteryzowały się powiaty o wyższym poziomie miary przedsiębiorczości. Najlepsze jednostki to powiaty: mielecki, bieszczadzki, leski, tarnobrzeski, mielecki, białostocki. W 2010 r. miara przedsiębiorczości wahała się od 0,04 do 0,43 w 2017 r. od 0,13 do 0,53 (miara konkurencyjności od 0,31 do 0,46; od 0,32 do 0,52). Na pozycję powiatów wpływały nakłady inwestycyjne, wartość brutto środków trwałych, produkcja sprzedana przemysłu, podmioty gospodarcze, dochody własne.

    The green economy is an important tool for ensuring sustainable development, and is characterised by a high quality of life for the population, along with careful and rational use of natural resources. The aim of the article was to analyse the spatial differentiation of the green economy in 2010-2020. The research used a synthetic measure that allows for the studied districts to be ranked and grouped according to the main criterion, as well as investigating whether and to what degree the variables determine differentiation in the green economy. In order to achieve this aim, the authors used the following research methods: analysis of the subject literature, followed by statistical analysis using a synthetic measure. To construct the synthetic measure, the Technique for Order Preference by Similarity to an Ideal Solution method was used. The research results present the spatial differentiation of the selected districts in the period 2010-2020.
    Zielona gospodarka jest ważnym narzędziem zapewnienia zrównoważonego rozwoju i charakteryzuje się wysoką jakością życia ludności oraz ostrożnym i racjonalnym wykorzystaniem zasobów naturalnych. Celem artykułu była analiza przestrzennego zróżnicowania zielonej gospodarki w latach 2010-2020. W badaniu wykorzystano syntetyczną miarę, która pozwala na uszeregowanie i pogrupowanie badanych powiatów według głównego kryterium, a także zbadanie, czy i w jakim stopniu zmienne te definiują zróżnicowanie w zielonej gospodarce. Aby osiągnąć cel, autorzy wykorzystali następujące metody badawcze: analizę literatury przedmiotu, a następnie analizę statystyczną z wykorzystaniem miary syntetycznej. Do konstrukcji miary syntetycznej wykorzystano metodę Technique for Order Preference by Similarity to an Ideal Solution. Wyniki badań przedstawiają zróżnicowanie przestrzenne wybranych powiatów w latach 2010-2020.

    This article offers insights into criminal law aspects of rail accidents on the ground of 4 E theory. The authors show correlations between offences against safety in transport and criminal repercussions of this incidents. The concept of a rail disaster is scrutinized and the role of prevention in the process of ensuring safety is highlighted. In the further part of the article the readers’ attention is turned to the role and methods of managing a public institution which acts as the National Security Agency (NSA) in rail transport. The article discusses some ideas for the NSA management modernising process as well as the viability of developing the concept of New Public Management and logistics in of-fices of public administration.

    One of important factors of attractiveness of a region is its natural environment, namely a set of natural elements which are of interest to a tourist. In terms of economy, it is a source of raw materials and energy, it ensures geographical space, business opportunities and a place to live and relax. The aim of the research included in this article is to indicate the possibility of using synthetic measurement to recognize spatial disparities of the natural environment on the basis of selected diagnostic features of 102 municipalities of the Świętokrzyskie Voivodeship. The data presented in this article refer to 2009, 2012 and 2015 and come from the Local Data Bank. The following variables were selected: the total use of household water per one inhabitant, the distribution network per 100 km2 - water pipe system, the distribution network per 100 km2 – sewage system, woodland area, areas protected by law, protected monuments. The elements indicated refer to entities which function and operate in a territorial unit. The methods presented enable us to identify areas of human life (or human impact on the environment) of higher/lower efficiency (which depends on the level of synthetic measure) and, then, programme their support from public funds within the framework of the regional policy.

    The evolution of the synthetic indicators is explored. We calculate the values of the synthetic indicators. For this we built the matrix of the transition probabilities. The purpose of this work is to predict the values of the synthetic indicators for the next year.

    The aim of this research was to indicate the possibilities of using synthetic measure to find and analyse spatial disparities of the natural environment in 102 diagnostic communities of the Świętokrzyskie Voivodeship as a peripheral area. The research was conducted on the basis of selected diagnostic features. The data presented refer to the years 2009, 2012 and 2015 and come from the Local Data Bank. Bearing in mind the research aim, the following hypothesis was formed: The use of proper synthetic measures makes it possible to recognise spatial disparities which appear in the natural environment. This paper is a continuation of the work entitled: Synyhetic Measure Used as Assessment of Spatial Disparities of the Natural Environment (Przybytniowski, Dziekański, 2019). The analysis of the natural environment of municipalities occurs through human activities, and having a direct impact on the environment (indirectly related to the environment).
