The technology has impacted all the domains of human life and one of them are military affairs. The combination of sophisticated technologies and human capacities has created new qualities based on training and education allowing to achieve advantage over less developed nations. On the contemporary battlefield this combination of people and modern weapons could cause success or lead to failure if not achieved. The range of emerging military technologies is very wide including reducing dependency on people enhancing combat efficiency. However, the technological culture of societies matters to ensure that qualified personnel could operate such a variety of systems. This is related to the values of a society and respect for other people and nations facilitating understanding and following the rules and laws, which are recognized in democratic and civilized societies. The war in Ukraine has demonstrated the importance of synergy between technology and soldiers especially when comparing the Ukrainian and Russian armed forces. There is a different perception of those armed forces based on their performance during war. The paper will focus on the Russian way of conducting aggression against sovereign Ukraine to discuss two aspects of the Russian Federation’s armed forces: technology and the human factor. The paper will use official documents and data within primary and secondary research allowing analysing and synthesising specific aspects of Russian efficiency during war.

Arctic has lately slipped slightly from the radar of the International Community as a consequence of the Ukrainian, economic austerity, Ebola spread and also combating radicals like Islamic State. Even global warming is not major topic of news. In spite of this, the Arctic race is ongoing involving all the nations interested in that region considering future profits connected with resources, shipping routes and fishery. Among them Russia is currently a key player in many domains especially as it is treating Arctic very seriously and has already invested into grounding national position there. Present-day peaceful cooperation is very promising but growing military presence in Arctic, especially Russian build-up, is causing more and more concerns about the future. The paper is discussing major reasons of the Arctic race, depicting briefly legal aspects e.g. UNCLOS, international organizations like the Arctic Council and also role of actors there. International disputes are also mentioned especially those related to the Russian Federation, being major player there. The main focus is on Russian interests, economy related competition and also military developments to support national interests. The Western sanctions are negatively influencing exploration of natural resources making Moscow nervous and the country must be treated very seriously to avoid creating new “Cold War” type icy relations and confrontation.

The Arctic has been affected by the climate change stimulated institutionalisation of cooperation among ‘Arctic nations’, and the Arctic Council has been influential toward a peaceful future. The purpose of the paper is to analyse the Council as a regional intergovernmental organisation facilitating nonviolent cooperation and collaborative solutions toward the Arctic, preserving its ecosystems and natural environment. The research questions are how the Council deals multidimensionally with the Arctic and what is conflict potential due to security developments. The thesis is that the Council is effectively performing its missions as a cooperation forum despite differing agendas among members and observes. One of the reasons is that the military aspect is not included in the agenda. The paper is based on qualitative research founded on academic papers and official documents, including member states and observer nations’ perspectives and positions toward the region and Council. The assumption is that the Council must distinguish between individual national and shared goals to preserve peaceful cooperation. The teamwork is essential but is increasingly complicating as of differing nations’ agendas. The paper is contributing to systematise the perception of the Council and the challenges it is facing. 
Zmiany klimatyczne w Arktyce wpłynęły na instytucjonalizację współpracy „państw arktycznych”. W tym kontekście utworzenie Rady Arktycznej było ważne dla pokojowej przyszłości regionu. Celem artykułu jest analiza Rady Arktycznej jako międzyrządowej organizacji regionalnej promującej pokojową współpracę i skoordynowaną eksplorację Arktyki, z zachowaniem jej ekosystemów i środowiska naturalnego. Pytania badawcze dotyczą tego, jak Rada radzi sobie z obecną wielowymiarową sytuacją w Arktyce oraz czy istnieje potencjał sytuacji konfliktowej w związku z ewolucją sfery bezpieczeństwa. Teza artykułu przyjmuje, że obecnie Rada Arktyczna skutecznie wypełnia swoją misję jako forum współpracy, pomimo różnych celów państw członkowskich i obserwatorów. Jednym z problemów jest nieujęcie w programie aspektu militarnego. W artykule wykorzystano badania jakościowe oparte na analizie oficjalnych dokumentów i opracowań akademickich, w tym stanowiska państw członkowskich i obserwatorów wobec regionu i Rady. Oceniono, że Rada Arktyczna musi dokonać rozróżnienia między indywidualnymi oraz wspólnymi celami państw, tak by kontynuować pokojową współpracę. Współpraca jest kluczowa, jednak staje się coraz bardziej złożona ze względu na różne cele zaangażowanych państw. Artykuł powinien przyczynić się do usystematyzowania i lepszego zrozumienia działań Rady Arktycznej oraz wyzwań, którym musi sprostać.

The common belief that safety in aviation is created through global and regional international aviation organizations is true, however it does not fully convey the core of the problem. The standards and directives shaping the safety system in aviation are important, however these are merely strategic tools for shaping the policy and safety strategies in aviation. The real activity in this area is performed at the very bottom of the aviation structure, directly in an air company, particularly in an airline, that is, by a carrier who provides carriage and cargo services. The reason for initiating research in this area was an attempt to find answers to the following questions: to what extent does safety policy pursued by air companies influence the image of those companies as well as the assessment and safety feeling on the part of the passengers? Is investment in safety profitable from the standpoint of an airline? The above-mentioned problems, presented in a form of a report of the conducted research, constitute the bulk of this article. It should be noted that the fragmentary research undertaken in the course of work over the subject of safety conditioning in airlines may form the basis to plan further research in this area.

Opis:
The widespread use of civilian unmanned aerial vehicles (UAVs) has created a new threat for air traffic. This is why there is a requirement to initiate research in that domain as UAVs have already were seen flying too close to manned aircraft, including commercial and military flights. It was notified in airspace of many countries. Such incidents have occurred in many countries causing a need to conduct a multi-vector analysis of the matter. The issue is facilitated by very easy access to drones, lack of law regulations, and people’s lack of understanding of the threat. Unidentified drones have already landed within area of nuclear power stations, military units and even highly secured interior of the White House. So, the challenge is rather significant. It could lead to undermining the security of air traffic, but at the same time to terrorists’ attacks, the violation of privacy, and sabotage, including acts against critical infrastructure. It is necessary to study the issue and the paper could be a contribution to enhancing the understanding of the challenge and facilitator of further research.

The term ‘hybrid warfare’ proved to be very popular among academics, military thinkers and professionals leading to a variety of definitions and approaches. It was linked with the new generation concept popularised by Russian military thought. The essence of the hybridity is not new, as using a combination of military and non-military instruments is as old as mankind and is recognised but interpreted differently. The paper examines both the concept and its implementation based on case studies and theoretical considerations. It debates possible ways of using it to confront targeted nations by a combination of a variety of tools and approaches.

The Arctic area with its harsh climate and austere icecap has not raised any great international passions in the past. However, enduring global warming has opened new views on exploitation of that area. If the climate gets steadily warmer in the future, it could mean the opening of the Northwest Passage for ship routes. On the other hand, it is estimated that the region has got remarkable gas reserves, which could amount to as much as 30 % of the world’s undiscovered reserves, as well as oil, which encompasses some 13 % of world’s undiscovered stocks. As for now, any serious international conflicts in this area are not likely, even though there are real expectations and claims imposed by several nations. The current peaceful cooperation is supported by feasible treaties that are already in place. Until lately, the work of the Arctic Council has not raised any great international attentiveness, but the expected development in the area has activated stronger interest from many countries, and not only those from the Arctic region. There are several regional disputes among the five states, USA, Canada, Russia, Norway and Denmark about the Arctic Ocean. As expert opinion still differs quite significantly about the resources available in the Arctic region and about the feasibility of the Northwest and Northeast routes, it is hard to say if there are any practical economic gains to be achieved. Although cooperation between the nations has been peaceful, the military presence in the area is increasing. Moreover, it remains to be seen how the recent Ukrainian crisis will affect the development in the area.

Opis:
The security of Europe has been evolving in the last decade, causing the verification of national defence policies. Being members of the European Union but not NATO, Sweden and Finland are revising their defence policies to face complex threats. Their geographical proximity is one factor causing their close military cooperation, supported by building–up their national military and civilian capabilities to deter potential threat from Russia and face hybrid challenges. The progress is visible, especially over the last decade. They are not disregarding closing ranks with other Nordic countries, NATO and specifically the US recognising that a joint effort with those nations and organisations, sharing the same values and facing similar threats, is foundation of their security. The paper utilises the qualitative research approach using a case study, desk research, analysis, and synthesis as methods.
Bezpieczeństwo Europy ewoluuje w ostatniej dekadzie, powodując weryfikację narodowych polityk obronnych. Będąc członkami Unii Europejskiej, a nie NATO, Szwecja i Finlandia zmieniają swoją politykę obronną, aby stawić czoła złożonym zagrożeniom. Ich bliskość geograficzna jest jednym z czynników powodujących zacieśnienie ich współpracy wojskowej, wspartej budowaniem ich narodowych zdolności wojskowych i cywilnych, aby odstraszać potencjalne zagrożenie ze strony Rosji i stawić czoła wyzwaniom hybrydowym. Postęp jest widoczny, zwłaszcza w ostatniej dekadzie. Nie lekceważą zamykania szeregów z innymi krajami nordyckimi, NATO, a konkretnie ze Stanami Zjednoczonymi, uznając, że wspólny wysiłek z tymi narodami i organizacjami, wyznającymi te same wartości i stojącymi w obliczu podobnych zagrożeń, jest podstawą ich bezpieczeństwa. W artykule wykorzystano jakościowe podejście badawcze, wykorzystując studium przypadku, badanie źródeł wtórnych, analizę i syntezę jako metody

The three Baltic states: Estonia, Latvia, and Lithuania, gained independence for the second time in the late 20th century, and are now investing in the whole society’s approach to defence, recognizing the threat from Russia, especially after the wars in Georgia (2007/8) and Ukraine (2014, 2022). Voluntary territorial defence forces are an important constituent of their national defence strategies. This paper aims to analyse these forces as an integral component of national security, based on a close connection with society, armed forces, and government. The similarities and differences between the three different volunteer forces will be highlighted and ultimately proven how they are strongly embedded in national and regional security setup, while also enhancing cross-border cooperation.

Poland’s power plays an important role in building the image and international position of the country in the region. It is a good starting point to conduct a proactive policy, which gives Poland the opportunity to act on behalf or in defence of smaller regional neighbours. This, of course, can increase Poland’s own significance and potentially opens new political opportunities to contribute to the realization of its own geostrategic interests and goals; in this sense, broadening its influence. It is therefore worth analysing the roles that Poland plays within its region and find the answer to the question of how its position evolves, and to what extent regional roles have an impact on the international position and strength of the state in the European Union. The paper argues that Poland does not effectively exploit cooperation in regional organizations. Thus, its role remains below its own capabilities and it is inferior to the nation’s ambitions. Nevertheless, there is still potential to strengthen the state’s position and its international role in the European Union and beyond.
Siła Polski i jej znaczenie w regionie odgrywa ważną rolę w budowaniu wizerunku i międzynarodowej pozycji kraju. To dobry punkt wyjścia do prowadzenia aktywnej polityki, która daje Polsce możliwość działania w imieniu lub w obronie mniejszych sąsiadów. To oczywiście może zwiększyć znaczenie Polski i potencjalnie otwiera nowe możliwości polityczne dla przyczyniania się do realizacji własnych interesów i celów geostrategicznych. Warto zatem przeanalizować role, jakie Polska odgrywa w swoim regionie i znaleźć odpowiedź na pytanie, jak ewoluowała jej pozycja i w jakim stopniu role regionalne wpływają na pozycję międzynarodową i siłę państwa w Unii Europejskiej. Artykuł argumentuje, że współpraca w ramach organizacji regionalnych nie jest przez Polskę efektywnie wykorzystywana, a jej rola jest poniżej jej własnych możliwości i ambicji narodu. Niemniej jednak nadal istnieje potencjał do wzmocnienia pozycji państwa, a tym samym pozytywnego wpływania na jego rolę międzynarodową w Unii Europejskiej i poza nią.
