    The Constantine tramway line in Algeria has many variables that can be analysed to assess the impact of the line. These variables include social ones, such as the rational supply of transport between different modes of travel, the place of people with reduced mobility in the supply and interior and exterior design. Moreover, the economic variables that are the most dominant in relation to its importance in the development of the economy of the city are the reliability and comfort made to the regularity of the transport time in relation to time savings and intermodality at stopping points. To this end, this article examines these different variables during several commissioning periods in order to determine the impact of the introduction of the tramway line in the Constantine metropolitan area. Its approach is carried out through a field survey, interviews and on-site observations with a population made up of users of different travel modes. The results confirm that the tramway line linking the city of Constantine and the new town of Ali Mendjeli has a strong effect on ridership. On the other hand, its effects seem minimal in terms of rational supply and intermodality between different travel modes. Meanwhile, reliability and regularity are topics that deserve to be explored. The accessibility of people with reduced mobility is considered a primary objective of the tramway system.

    The paper presents various ways of protection from traffic noise used in railway infrastructure in Poland. The sources of noise in rail and tram transport were discussed. Also commonly found solutions on the railway network were analyzed such as noise barriers and rail dampers. Modern tram surfaces have been presented as one of the noise protection methods in the tram infrastructure. In the tram infrastructure a noise protection method was presented in the form of tram track lubricators on sharp curves. In addition, the effectiveness of noise protection methods was assessed on the basis of tests and research.
    W artykule zaprezentowano sposoby ochrony przed hałasem komunikacyjnym stosowane w infrastrukturze szynowej na terenie Polski. Omówiono jakie są źródła hałasu w transporcie kolejowym i tramwajowym. Przeanalizowano rozwiązania powszechnie spotykane na sieci kolejowej takie jak ekrany akustyczne i tłumiki szynowe. W ramach infrastruktury tramwajowej przedstawiono metodę ochrony przed hałasem w postaci smarownic torowych na łukach o małych promieniach. Dodatkowo omówiono nowoczesne nawierzchnie tramwajowe, które mogą redukować hałas. Na koniec dokonano oceny skuteczności metod ochrony przed hałasem w infrastrukturze tramwajowej na podstawie testów i badań.

    The Moroccan government has recently promoted sustainable public transport projects such as tramway services namely in the two largest cities of country, Casablanca and Rabat-Salé. Since its launch, the tramway service is increasingly present in citizens' daily lives in both cities. To maintain its attractiveness, operators and transport authorities should examine the performance of tramway service from user’s point of view. That is, an in-depth understanding of how passengers perceive service quality and what make them satisfied. The purpose of this study is to compare the performance of tramway service in the two cities based on the opinions of a sample size of 613 and 435 individuals in each city. The outcome of this peer comparison allows to determine the strengths and weaknesses of provided service and identify priorities for improvement in each city. Regarding the methodology, we adopted a two-step approach to achieve our research purpose. The first stage intends to compare users' perceptions regarding Service Quality Attributes (SQAs) and overall satisfaction and to identify any significant differences between the two cities. To this end, we applied, in the first stage, a student t-test of two independent samples. The second stage employs an ordered probit regression model to identify the most important SQA; i.e., which most influence the overall satisfaction, and improvements priorities for the current service tramway. The results showed that, in average, passengers found service quality as good and are satisfied with tramway service in both cities. Tram vehicles’ is the best appreciated service attribute in both cities while Comfort in Rabat-Salé and Lines’ connectivity in Casablanca are the least appreciated. Moreover, the service performance of Rabat-Salé tramway exceeds that of Casablanca tramway in terms of service Availability, service Reliability, Fares level, Tram vehicle, Drivers’ competence, Lines’ connectivity, and overall satisfaction. On the other hand, we found that among top six important attributes, Reliability and Administrators should be prioritized for improvement in Casablanca; and staff, Lines, Comfort, and Administrators in Rabat-Salé. Results showed that improvements in all these service aspects would increase significantly overall user’s satisfaction.

    This article presents an approach of a technical state monitoring method in aimed to the railway track wear diagnostic and its influence on the rail vehicle dynamics. The method is based on the vehicle dynamic response measurements in order to determinate principle excitations and their influence on the vehicle ride safety. Measurements are performed with accelerometers and inclinometers mounted on the measuring bogie. In this paper, authors present assumptions, methodology, the most important results and conclusions of performed numerical and experimental research.
    W artykule przedstawiono propozycję metody monitorowania stanu technicznego toru tramwajowego w aspekcie diagnostycznym oraz wpływ jego zużycia na dynamikę pojazdu szynowego. Prezentowana metoda bazuje na pomiarze odpowiedzi dynamicznej pojazdu w celu określenia zasadniczych wymuszeń oraz ich wpływu na bezpieczeństwo jazdy pojazdu szynowego. W pomiarach wykorzystano akcelerometry i inklinometry zainstalowane na wózku pomiarowym. W referacie autorzy zaprezentowali założenia, metodykę, najważniejsze wyniki oraz podsumowanie przeprowadzonych badań numerycznych i eksperymentalnych.

    Tramways have made a remarkable comeback in France since the 1980s. An organization of public transport based on the decentralized administration system set up in the early 1980s has allowed local urban authorities to make their own choices to develop public transport networks in the context of automobile domination. As in many other countries, worries about fossil fuel dependency and demands concerning sustainable urban development appear as strong elements in favour of urban light rail. However, in France, tramways are not just technical solutions for traffic congestion, they have also become a symbol of a cultural mutation in urban development planning. Coupled with a national political push for a more inclusive city in social terms, tramways are the backbone of contemporary urban policies, in a French version of transit-oriented development (TOD), especially for mid-size cities.

    Satellite measurement techniques have been used for many years in different types of human activity, including work related to staking out and making use of rail infrastructure. First and foremost, satellite techniques are applied to determine the tramway track course and to analyse the changes of its position during its operation. This paper proposes using the least squares with conditional equations method, known in geodesy (LSce). When applied, this method will allow for improvement of the final determination accuracy. This paper presents a simplified solution to the LSce alignment problem. The simplification involves replacement of the parameter binding equations with equivalent observational equations with properly selected weights. The results obtained with such a solution were demonstrated with a randomly selected section of a tramway track in Gdańsk. The article presents the theoretical foundations of the test method, the experiment organisation and the results obtained with MathCad Prime 3.0 software. It also presents the outcome of a study associated with the execution of the project No POIR.04.01.01-00-0017/17 entitled “Developing an innovative method of precision determination of a rail vehicle trajectory” executed by a consortium of the Gdańsk University of Technology and Gdynia Maritime University.

    Promoted by many cities to meet the commute needs of their residents (for work, education, etc.), urban rail transport is a spatially expanding system. The safety of rail passengers and road users is one of the most important factors to consider when designing the infrastructure and assessing the operation of the urban tram system. One of the unsolved issues in the functioning of tram transport are sections of tramways with large longitudinal slopes. The article presents an attempt to use risk management for assessing the operational safety of tramways located on road sections with large longitudinal gradients. This particular problem occurs on a tram route in Gdansk. It runs along a street (partly on an overpass) with a gradient above 5% and a small horizontal curve. Risk was assessed using TRANS-RISK, a risk management method. In the first stage, a risk analysis was carried out using the Bow-Tie methods and error trees. The main risks of serious accidents on the analysed section of the tramway were identified. Three sub-concepts were used to assess risk: individual, societal and collective. Although not generally used for assessments of urban transport infrastructure, the latter was found most useful for assessing the safety of the analysed infrastructure. The results of the analyses and assessments helped to formulate design and maintenance principles for tram infrastructure located on sections with steep gradients.
    Miejski transport szynowy wielu miastach stanowi istotny element systemu transportowego i jest przestrzennie rozwijającym się systemem zapewniająacym mieszkańcom codzienną obsługę transportową. Bezpieczeństwo pasażerów transportu szynowego i użytkowników dróg jest jednym z najważniejszych czynników, który należy uwzględnić w trakcie projektowania infrastruktury oraz w ocenie operacyjnej systemu miejskiego transportu tramwajowego. Jedną z nierozwiązanych kwestii funkcjonowania transportu tramwajowego są odcinki dróg tramwajowych o dużych pochyleniach podłużnych. W artykule przedstawiono próbę zastosowania metody zarządzania ryzkiem do oceny bezpieczeństwa funkcjonowania dróg tramwajowych na obiektach zlokalizowanych na odcinkach dróg o dużych pochyleniach podłużnych. Taki problem występuje na trasie tramwajowej w Gdańsku przebiegającej na ulicy (częściowo na estakadzie) o pochyleniu położonej powyżej 5% i małym łuku poziomym. Do oceny ryzyka zastosowano metodę zarządzania ryzykiem w transporcie TRANS-RISK. W pierwszym etapie przeprowadzono analizę ryzyka zagrożeń, korzystając z metod Bow-Tie i drzewa błedów zidentyfikowano główne zagrożenia poważnymi wypadkami na analizowanym odcinku drogi tramwajowej. Do oceny ryzyka zastosowano trzy podejścia oceniając ryzyko: indywidualne, społeczne i kolektywne. To ostatnie, nie używane w tego typu ocenach miejskiej infrastruktury transportowej, okazało się najbardziej przydatne do oceny bezpieczeństwa analizowanej infrastruktury. Wyniki przeprowadzonych analiz i ocen pozwoliły na sformułowanie zasad projektowania i utrzymania obiektów infrastruktury tramwajowej położonej na odcinkach o dużych pochyleniach.

    Advancing urban development of huge urban and agglomeration spaces triggers development of municipal transport services. Along with development of individual and collective transport, higher and higher percentage of population lives in constant noise and vibrations hazards, which are very often harmful for human body. Trams are a specific source of vibrations and noise in cities. Brief and high level of generated acoustic and vibration signal of impact characteristic is typical for those vehicles. However, because of periodicity of their passages, they do not generate serious vibroacoustic hazard for the environment. This is different in case of passengers, who do not have direct influence on transport process and are endangered by vibroacoustic interactions in closed tram’s space. Common carriers need to deal with more and more current and even critical task of minimizing the influence of means of transportation on both passengers and the driver. Minimizing adverse effect of means of transportation on passengers has a beneficial influence on raising ride comfort and by this, it increases competitiveness of certain means of transportation in the market of transport services. With a problem descried in such way, it is necessary to assess and estimate the vibroacoustic climate in a vehicle based on procedures other than homologation tests carried out in ideal conditions. Differences stem from necessity to take into consideration operation conditions and the way rolling stock is managed. Because of variety of types of used vehicles it seems to be justified to work out universal measure of vibroacoustic activity of vehicle from the perspective of vibration and sound interaction on the driver and passengers in a vehicle. In this paper the author present methodical assumptions to solve the problem of assessing vibroacoustic climate in rail vehicle on the basis of carried out preliminary operation tests.
    Rozwój przestrzeni zurbanizowanych oraz aglomeracji miejskich wymusza równoległy rozwój usług transportowych. Wraz z rozwojem indywidualnego i zbiorowego transportu, coraz wyższy odsetek populacji żyje w ciągłym zagrożeniu drganiami i hałasem, które są często szkodliwe dla ludzkiego organizmu. Tramwaje stanowią specyficzne źródło drgań i hałasu w obszarach miejskich. Jednakże pomimo generowania wysokiego poziomu sygnałów wibroakustycznych w szerokim zakresie częstotliwości nie stanowią one znacznego wpływu w ogólny hałas komunikacyjny miast. Inaczej jest w przypadku pasażerów, którzy nie mają bezpośredniego wpływu na proces transportu i są narażeni na oddziaływanie drgań i hałasu w zamkniętej przestrzeni tramwaju. W związku z koniecznością podwyższania jakości usług w zakresie transportu miejskiego przewoźnicy muszą radzić sobie z coraz bardziej aktualnym problemem minimalizowania wpływu środków transportu na pasażerów i operatora. Minimalizacja negatywnego wpływu środków transportu na pasażerów ma korzystny wpływ na podniesienie komfortu jazdy i przez to zwiększa konkurencyjność niektórych środków transportu na rynku usług transportowych. W związku z tym konieczne jest dokonanie oceny i oszacowania wibroakustycznego klimatu w pojeździe na podstawie procedur innych niż badania homologacyjne prowadzone w normatywnych (idealnych) warunkach. Rozbieżności wynikają z konieczności uwzględnienia warunków pracy i sposobu zarządzania taborem. Ze względu na różne rodzaje używanych pojazdów wydaje się uzasadnione, aby wypracować uniwersalną metodę oceny aktywności wibroakustycznej pojazdu. W niniejszym artykule autor prezentuje założenia metodyczne do rozwiązania problemu oceny klimatu wibroakustycznego w pojeździe szynowym na podstawie przeprowadzonych badań wstępnych operacji.

    The article presents, in a multifaceted manner, the changes that occurred in urban electric transport in Ukraine after 1991. The purpose of the article is to research the diversification of the degree and directions of development and transformation of urban electric transport systems in the context of the transport policy. The legal and financial conditions for the functioning and development of the system are discussed, and a SWOT analysis of the current situation is carried out. In order to assess the direction of the changes occurring on individual networks, a synthetic index was used, constructed on the basis of the statistical data from 25 years available. The research has shown that in 1991‒2016, in the vast majority of Ukrainian cities there was a regression in urban electric transport, the largest in the east of Ukraine. That was of a bipartite nature: in the first years it practically applied to all networks, later a polarization in cities occurred ‒ in parts of cities the situation of urban electric transport has improved slightly. In the context of numerous diagnosed problems, the challenges faced by urban electric transport in Ukraine were indicated.

    Opis:
    The development of sustainable transportation means and systems is one of the European policies. Different criteria are taken into consideration to find an optimum solution when urban transport is investigated - in both traditional and innovative technical solutions. In the paper an alternative proposal to inland systems is proposed and the concept of design solutions is presented as well. The proposal is addressed partly to the local waterways in Szczecin and western Pomerania region and is based on a sustainable passenger traffic analysis. It may also be interesting for application in the conditions of other cities and regions - Wroclaw, Dresden and Praha.
    Rozwój środków i systemów transportu zrównoważonego stał się jedną z naczelnych dyrektyw Unii Europejskiej. Badania nad środkami transportu miejskiego, w dwóch aspektach - tradycyjnym i innowacyjnym, wymagają wzięcia pod uwagę wielu różnych kryteriów i poszukiwania optymalnego rozwiązania. W publikacji przedstawiono propozycję alternatywnego wykorzystania dróg śródlądowych w celach transportu miejskiego. Zaproponowano wstępną koncepcję rozwiązania projektowego. Rozwiązanie przystosowane jest do warunków panujących na lokalnych drogach wodnych Szczecina i rejonu Pomorza Zachodniego i spełnia warunki uzyskane z analizy zrównoważonego transportu pasażerskiego. Rozwiązanie to może stanowoć ciekawą alternatywę również dla innych miast - Wrocławia, Drezna i Pragi.

    The paper presents experimental research carried out to determine the possible actions to reduce the noise generated by trams in a highly urbanised area. A few design strategies affecting tram ride quality have been presented – especially in the aspect of the acoustic phenomena. Main sources of the noise in trams were characterised. The paper includes selected results of comprehensive studies of tram noise in the pass-by test based on the authors’ research methodology. The tests were carried out on various types of trams to recognise the acoustic phenomena characteristic for the rolling stock in a selected tram system. The results of the measurements were analysed both in the field of amplitudes based on noise maps and in respect to frequencies based on noise spectra. The results indicated the rolling noise as important issue demanding taking some actions in order to reduce its level. In this area, elements for the application of individual attenuation solutions, i.e. at the source and during propagation, were presented. The results of the measurements were used as input data to the assumptions of the noise attenuation passive system, which was the final outcome of the study. Dedicated external dampers were used in the case of wheel and rail pairs, where the dominant power of the noise is emitted. The acoustic properties of the bogie area and the bogie side covers were redeveloped to hamper the noise propagation, which is a novel application. The presented results indicate measurable benefits from the applied solutions on the tram noise reduction.

    Urban transport in countries of East-Central Europe, including the Czech Republic, Poland and Slovakia, played an important role in the residents’ daily mobility. The underdevelopment of individual motorisation contributed to the lasting significant role of public transport. Due to the operating characteristics of electric vehicles, as well as emerging fuel crises, electric public transport played a key role, especially in large cities. Differences in the development of economies in the electrotechnical segment influenced the structure of public transport in the analysed countries. The higher level of development of the Czechoslovak transport sector contributed to a greater share of trams and trolleybuses in total transport. Despite many development plans in Poland, the process of developing traditional means of electric transport slowed down with the political change in 1989. The situation was slightly different in the Czech Republic and Slovakia, where, despite financial difficulties, the development of tramway and trolleybus networks continued. Modernisation of public transport began after joining the European Union. Technological development has led to the emergence of a new means of transport –electric buses. The apparent ease of putting them into service revolutionised the situation in Poland, thus popularising electric transport. The situation was different in the Czech Republic and Slovakia, where the main focus was on the development of tramway and trolleybus transport. The article reconstructs the development of urban electric transport after 1989 in the analysed countries and identifies factors that differentiate contemporary transport development policies in the Czech Republic, Poland and Slovakia.
