The article examines the issue of double diplomas in the context of improving the quality of education, using the example of Polish universities. It analyses the educational market of universities in Poland. The implementation of international double degree programs affects the formation of the innovative educational environment of the university and contributes to the development of students’ set of key competencies and the formation of human capital. The article describes the advantages and disadvantages of participating in double degree programs for students, faculty, and higher education, in general. It further shows the influence of the double diploma program on the quality of training of highly qualified specialists. The development and implementation of double degree educational programs in practice correspond to the general strategic interests of the development of Polish universities in the modern educational space from the point of view of improving the quality of education and scientific research, increasing the competitiveness of universities and generally comply with the main principles and provisions of the Bologna process. An algorithm for the implementation of double diploma programs has been developed, which will contribute to the internationalization of higher education, and its integration into the world educational space.
Artykuł analizuje problematykę podwójnych dyplomów w kontekście podnoszenia jakości kształcenia, na przykładzie polskich uczelni. Dokonano analizy rynku edukacyjnego szkół wyższych w Polsce. Realizacja międzynarodowych programów podwójnego dyplomu wpływa na kształtowanie innowacyjnego środowiska edukacyjnego uczelni oraz przyczynia się do rozwoju zestawu kompetencji kluczowych studentów i kształtowania kapitału ludzkiego. Opisano zalety i wady uczestnictwa w programach podwójnego dyplomu dla studentów, wykładowców i ogólnie szkolnictwa wyższego. Ujawniono wpływ programu podwójnego dyplomowania na jakość kształcenia wysoko wykwalifikowanych specjalistów. Rozwój i realizacja programów kształcenia dwustopniowego, w praktyce odpowiada ogólnym interesom strategicznym rozwoju polskich uczelni we współczesnej przestrzeni edukacyjnej. Z punktu widzenia podnoszenia jakości kształcenia i badań naukowych, a także podnoszenia konkurencyjności uczelni, należy przestrzegać głównych zasad i postanowień Procesu Bolońskiego. Opracowany został algorytm realizacji programów podwójnego dyplomowania, który przyczyni się do umiędzynarodowienia szkolnictwa wyższego i jego integracji ze światową przestrzenią edukacyjną

The purpose of this paper is to provide the overview of current education management situation in Vietnam from the past until now. The paper summarized the definition of quality management and pointed out clearly the weaknesses of Vietnam education’s system. Paper includes recommendations and suggestions are proposed to improve the current situation. Paper as a result of cooperation between the Polish teacher and Vietnamese student, who was on the Czech university within the international students’ exchange program, includes student’s reflections on Vietnamese higher education quality.
Celem niniejszego opracowania jest dokonanie przeglądu aktualnej sytuacji zarządzania oświatą w Wietnamie pod kątem jakości kształcenia. W artykule podsumowano definicję zarządzania jakością w edukacji i wskazano wyraźnie słabości systemu edukacji w Wietnamie. Artykuł zawiera również zalecenia i sugestie proponowane w celu poprawy obecnej sytuacji. Artykuł jako rezultat współpracy polskiego pracownika naukowo – dydaktycznego oraz studentki z Wietnamu, która przebywała na czeskiej uczelni w ramach międzynarodowego programu wymiany studenckiej zawiera refleksje wietnamskiej studentki na temat jakości nauczania w szkolnictwie wyższym.

The article summarizes the results of the pilot study on the implementation of the model of information and communication competencies of the university teaching staff that was conducted at Borys Grinchenko Kyiv University, Ukraine, and describes the basic stages of the research and the conditions of an effective implementation of the model. The article examines ways of improving the quality of higher education in Ukraine in the context of European quality standards for university educational space. The European standards and guidelines are considered in relation to internal quality assurance. The author examines the model of ICT competencies of teaching and research stuff and describes structural components of this model: motivational target component, organizational and procedural com- ponent, contents and operational and technological component, diagnostic and effective components. The article suggests tools to measure the level of educators’ formation in the ICT competence of teaching and research stuff. The tools are considered in accordance with the form activities of teaching and research stuff. The tools are formed in accordance with the recommendations of UNESCO Standards and Quality Assurance in the European Higher Education Area, namely: understanding and awareness of the role of ICT in education, and basic use of ICT tools.

The author, who has been involved in higher education teaching for about 60 years (including about a decade abroad and another decade in the Polish private higher education schools), calls for an urgent reform of the majority of the existing private tertiary education establishments in Poland. Generally the quality of private higher education in Poland (re-established in 1991) is very low. This realisation seems to challenge the post-1991 domestic private higher education foundation premise which assumed that this sphere of human activity can be treated as a commercial good. Presently one third of the total number of the Polish students who have not been granted admission by foreign or Polish state universities are studying in numerous private higher learning institutions. It means that the preparation and predispositions of those students for higher level education are generally beneath the entry examination requirements of the above mentioned state universities. In consequence those students should require higher quality individual care (especially tutoring) than that at the disposal of the domestic private schools. However, in practice those schools are short of high quality academic personnel and the teaching is usually done by rather inexperienced people. In addition, those schools do not provide tutorials in small student groups (except for languages). A teacher of a core subject may have as many as 350-600 students at lectures. A closer look at the founders of the private higher learning schools makes one notice that they do not follow the noble rule of bringing up young people but are rather preoccupied with getting as much money out of this activity as possible. Some of them could possibly be good enough as managers in some other businesses, but generally not in such delicate activity dealing with the minds of the young people. In conclusion, the author suggests discontinuing at least half of the existing more than 300 of such private higher schools and taking under strict quality control the other half.

Some ideological trends in higher education global discourse, and practical changes in higher education institutions that occur in countries participating in Bologna process, are leading to decreasing the quality of teaching and learning in many fields of university studies. In this paper an attempt is made to characterize the quality of higher education as a subjective or inter-subjective construct referring to the effectiveness and usefulness of the educational process. Also, some aspects of the marketisation of universities (in particular some of its underlying reasons and consequences) are discussed in the last part of the paper.
Niektóre tendencje ideologiczne w globalnym dyskursie edukacyjnym oraz faktyczne zmiany w szkolnictwie wyższym dokonujące się w krajach uczestniczących w procesie bolońskim prowadzą w szczególności do obniżania się jakości nauczania i uczenia się na licznych kierunkach studiów uniwersyteckich. W artykule podjęto próbę scharakteryzowania jakości kształcenia na poziomie wyższym jako zsubiektywizowanego konstruktu odnoszącego się do skuteczności i użyteczności procesu kształcenia. W ostatniej części artykułu omówione zostały niektóre aspekty urynkowienia uniwersytetów (w tym niektóre jego przyczyny i konsekwencje).

The quality of education in higher education concerns both the process of education and higher education as a good produced as a result of education processes. In the last several dozen years, the quality of education has become a major issue dealt with as part of public policy in the area of higher education both in the dimension of particular countries participating in the Bologna Process, and in the European Higher Education Area. As a result, social sciences have shown more interest in education processes in higher education, with managing the quality of education becoming one of the ideas central to the matter. Studies into the quality of education are conducted nowadays by representatives of many social sciences, adopting many different research approaches. The research approach proposed in this article refers to the organisational game concept and draws on the assumptions and the notional apparatus of the so-called decision-making approach as regards making public decisions. A particular assumption that has been made is that the activity of entities involved in the process of education and performing different roles therein (public authorities, higher education institutions and their associations, accreditation agencies and other institutions assessing the quality of higher education, the so-called stakeholders of higher education institutions) can be described and explained as decisions of players playing multiplayer and multilevel games for the organisation of education processes and for higher education. Games for education processes and for higher education are currently played not only in the hierarchical structure of the state, but also in a broader organisational perspective, which is the European Higher Education Area. Managing the quality of education in this area is not controlled top-down, and involves mainly arranging some binding and guiding institutional solutions which are to lead to an increased competitiveness of education processes and higher education offered by European higher education institutions.

Abstract: The reform of higher education has introduced some changes in the scoring of publications and the award of degrees and academic titles. Missing are changes in the regulations concerning the financing of studies. Students still do not know how much money is spent on their education. Thus, financial resources should be reflected in the quality of information received. This article is a case study of students of Economics and Management from the Faculty of Agriculture and Economics of the University of Agriculture in Krakow and the Faculty of Management and Production Engineering of the State Vocational College in Oświęcim. The SERVQUAL survey method was applied. The research was conducted during the summer semester of the 2018/19 academic year. The results of the research indicate that students at the public college in Oświęcim have higher expectations than those from the university in Kraków. The students of the University of Agriculture evaluated the quality of their education as being closer to their expectations. Moreover, students of part-time studies are usually more demanding than their full-time counterparts. However, it is easier to satisfy lower expectations. Through appropriate marketing of the university, the marketed product can be shaped in such a way that the quality assessment is satisfactory for the university.

The goals of the paper apply to higher education institutions and are: (1) elaboration of the definition of the quality of internationalisation and identification of (2) instruments used in the assessment process and (3) the benefits of assessing the quality of internationalisation. In order to achieve this goal, the analysis of existing data (desk research) method was used. The paper concludes with the observation that there are no universal standards for assessment of the quality of internationalisation. However, some interesting instruments, which have been developed over the last years, have been presented in the article.
W artykule określono następujące cele odnoszące się do szkół wyższych: (1) opracowanie definicji jakości internacjonalizacji, (2) identyfikacja instrumentów wykorzystywanych w procesie oceny oraz (3) ukazanie korzyści z oceny jakości umiędzynarodowienia. Wykorzystano w nim analizę danych zastanych (desk research). Artykuł kończy się stwierdzeniem, że nie ma uniwersalnych standardów oceny jakości internacjonalizacji. Przedstawiono w nim jednak kilka interesujących, opracowanych w ostatnich latach instrumentów oceny jakości umiędzynarodowienia.

Qualitative methods of assessment play a decisive role in education in general and in language learning in particular. The necessity to perform a qualitative assessment comes from both increased student competition in higher education institutions (HEIs), and hence higher demands for fair assessment, and a growing public awareness on higher education issues, and therefore the need to account for a wider circle of stakeholders, including socie-ty as a whole. The aim of the present paper is to study the regulations and laws pertaining to the issue of assessment in Latvian HEIs, as well as to carry out literature sources analysis about assessment in language testing, seeking to select criteria characterizing the quality of English for Specific Purposes (ESP) tests and to apply the model of evaluating the quality of a language test on an example of a test in sport English, developed in a Latvian higher education institution. An analysis of the regulations and laws about assessment in higher education and li-terature sources about tests in language courses has enabled the development of a test qu-ality model, consisting of seven intrinsic quality criteria: clarity, adequacy, deep approach, attractiveness, originality/similarity, orientation towards student learning result/process, test scoring objectivity/subjectivity. Quality criteria comprise eleven indicators. The relia-bility of the given model is evaluated by means of the whole model, its criteria and indica-tor Cronbach’s alphas and point-biserial (item-total) correlations or discrimination indexes DI. The test was taken by 63 participants, all of them 2nd year full time students attending a Latvian higher education institution.A statistical data analysis was performed with SPSS 17.0. The results show that, altho-ugh test adequacy and clarity is sufficiently high, attractiveness and deep approach should be improved. Also the reliability of one version of the test is higher than that of the other one. One of the ways to improve test quality could be to involve other HEIs in the process of designing tests, because in a small institution it is difficult to collect authentic material for test design and create reliable language tests in a narrow field (in our case: sport English).

This research was realized within the Bookbinding course during one semester. The purpose was to evaluate the quality of teaching process through the collaborate principle of learning. For evaluation, survey and questionnaire were used. This evaluation has put emphasis on students’ critical thinking about teaching process quality, including different teaching environments. At the end of a semester, students completed the evaluation survey and questionnaire form for two teachers, for the one who holds theoretical lessons and for the other one who holds practical lessons. The Bookbinding course curriculum was presented to students at the first theoretical lesson. Students were given precise instructions about all lessons in a timetable, together with all their obligations and expectations through a semester. The research showed that students prefer to collaborate teaching process and that critical system ensures students and learning environment development. They are actively engaged in solving meaningful problems throughout social network model of thinking. In addition, students’ comments and suggestions could stimulate teachers to improve their teaching and learning processes based on critical thinking.

The paper analyzes the impact on the concept of Quality attributable to the innovations introduced by the Apostolic constitution Veritatis gaudium. The document offers not only operational indications but outlines the objectives that the academic community is invited to take up.Three distinct levels of challenges are highlighted: the role of academic institutions and the need to innovate learning systems; the relationship between higher education centres and the whole society; interdisciplinarity and multidisciplinarity as levers to support knowledge. The article concludes with an invitation to reflect on how to initiate the profound reform process to which higher education institutions are called by Veritatis Gaudium.

Nowadays with China’s gradual entering into the globalized time, the goals and functions of the Chinese higher education should be innovated correspondingly. To cultivate the global citizen with internationalized perspective should become the fundamental dynamics of the present innovation in Chinese higher education. The international world of academy has different understanding to the concept of global citizen, but it also has some consistent opinions. For instance, the global citizen should have a world vision and perspective, and should not only concern the affairs of the local area and one’s own nation, but also turn the vision of concentration to the whole globe; should form core values that could be recognized internationally and used in the management of the global affairs; and should also take an active stance in order to change the reality of the world so that the environment of the globe could become better gradually. To cultivate the global citizen with high quality, the following requirements should be paid attention to: (1) the consciousness of global citizen and globalization as well as the competencies of cross-cultural communication should be cultivated in higher education with teachers’ cultivation one step ahead; (2) the country should have legislation to strengthen the educational goals of cultivating global citizen in higher education in order to cultivate the students to become the real global citizen with high quality who could make their contributions to the country and the world and who could also offer the intelligence and capacity as a tribute; (3) the core values with global significance in Chinese traditional culture should be refined, and the world populated core values should be analyzed scientifically so that the corevalues in globalized epoch could be formed and established gradually with the communication between the cultures of East and West; (4) the Chinese universities’ ‘going global’ should be greatly pushed so as to make the world understand China and to make China understand the world better and better.

Próba analizy wdrażania standardów jakości w szkolnictwie wyższym w Polsce. Studium przypadku

A significant improvement of quality assurance in the higher education institutions is one of the aims of the Bologna Process. In 1995 ENQA (the European Association for Quality Assurance in Higher Education), in collaboration with several other organisations, presented a set of standards and guidelines for quality assurance in higher education. The paper examines a few questions concerning the state of implementation of the internal quality assurance standards and guidelines defined by ENQA at Polish universities, using the case study of one of the leading private technical schools in Poland, the Polish-Japanese Institute of Information Technology in Warsaw. The study is based on an anonymous survey, conducted in an electronic form, and an examination of the School’s procedures and regulations. The results of the survey and the procedures included in the School’s regulations were confronted with the criteria on quality assurance defined by ENQA (concerning such aspects as the Institution’s policy and procedures for quality assurance, monitoring of programmes and awards, assessments of students, the quality of teaching staff, learning resources and student support, information systems and public information). The findings have shown that there is a noticeable progress in the proquality activity in Polish schools, though there still remains a lot of room for further improvement. It seems that the most important challenge nowadays is to build a good system of communication between all the School’s stakeholders.
Znacząca poprawa jakości w instytucjach szkolnictwa wyższego jest jednym z celów procesu bolońskiego. W 1995 roku ENQA (Europejskie Stowarzyszenie na rzecz Jakości Kształcenia w Szkolnictwie Wyższym) we współpracy z kilkoma innymi organizacjami przedstawiło zbiór standardów i wskazówek dotyczących zapewnienia jakości kształcenia w szkolnictwie wyższym. Niniejszy artykuł omawia kilka kwestii dotyczących stanu wdrożenia wewnętrznych standardów jakości określonych przez ENQA na polskich uczelniach na przykładzie jednej z najlepszych prywatnych szkół technicznych w Polsce - Polsko-Japońskiej Wyższej Szkoły Technik Komputerowych w Warszawie. Badanie zostało oparte na wynikach anonimowej ankiety, przeprowadzonej w formie elektronicznej wśród studentów i pracowników oraz analizy procedur i przepisów Uczelni. Wyniki zostały skonfrontowane z kryteriami dotyczącymi zapewniania jakości określonymi przez ENQA (dotyczącymi m.in. polityki i procedur zapewnienia jakości, monitorowania programów, oceny studentów, jakości kadry dydaktycznej, zasobów edukacyjnych i pomocy materialnej dla studentów, systemów informacyjnych oraz publikowania informacji). Wyniki badania pokazują, że nastąpił znaczący postęp w projakościowej działalności na polskich uczelniach, choć wciąż wiele pozostaje do zrobienia. Wydaje się, że obecnie najważniejsze wyzwanie stanowi zbudowanie dobrego systemu komunikacji między wszystkimi interesariuszami uczelni.
