Maritime security is still a challenge in international trade. In this case-study we analyze how the Norwegian Shipowners’ Mutual War Risks Insurance Association (DNK) provides Norwegian maritime companies with regional assessments of threat-levels. Through a survey and a series of interviews, we study factors that affect the communication and perception of threats, in addition to how maritime companies make security decisions regarding operating in different areas. The study concludes that the DNK and maritime companies largely have a common assessment of threat levels. Though communication between DNK and its member companies has challenges, the members largely consider DNK threat assessments to be reliable. Security decisions in maritime companies typically involve multiple actors, considerations of economy versus security, and multiple sources of security intelligence information.

Fear of terrorist interruptions has already affected the marketplace. Before 9/11, inventory had consistently trended downward as technology enabled just-in-time manufacturing and delivery of products. A significant breakdown in the maritime transport system would send shockwaves throughout the world economy. In fact, under the worst-case scenario, a large attack could cause the entire global trading system to halt as governments scramble to recover. Drastic and inefficient solutions may be put in place, such as the complete closure of some ports and duplicative and lengthy cargo checks in both originating and receiving ports. The size of the maritime security challenge is as daunting as the terrible consequences of a serious attack. Maritime security involves hundreds of ports, thousands of miles of coastline, tens of thousands of commercial and private crafts, and millions of shipping containers. The maritime domain is truly global in nature, encompassing every ocean and the peoples and property of many nations. This paper presents the idea of Maritime Security Operations (MSO) as an European interagency latest response on maritime threat seen from wider perspective. Six strategic actions MSO requires to achieve synergy of civilian and military maritime security activities to address all maritime threats are pointed as well as four related Lines of Development (LoDs) to be taken forward by a partnership of European military and civilian authorities in order to create MSO Standard Operational Procedures.
Strach przed zagrożeniem terrorystycznym sięgnął już globalnego rynku. Przed 11 września doskonale zorganizowana logistycznie produkcja pozwalała na obniżenie kosztów i napędzała światową koniunkturę. Wobec rosnącego zagrożenia należy podjąć radykalne kroki w celu ochrony interesów gospodarczych. Poważne zakłócenie procesów logistycznych może nieść za sobą ogromne i trudne do naprawienia skutki ekonomiczne (do zamknięcia portów morskich i drastycznego wydłużenia procedur odprawowych włącznie). Stąd też wyzwanie dla globalnej ekonomii w zakresie uzyskania bezpieczeństwa handlu i transportu na morzu jest współmierne do zagrożenia i potencjalnych skutków. Niniejszy artykuł przedstawia ideę intereuropejskiego podejścia do problematyki operacji zapewnienia bezpieczeństwa na morzu. Po raz pierwszy istotny nacisk został położony na współpracę cywilno-wojskową w tym zakresie, wskazano sześć strategicznych płaszczyzn wspólnego działania oraz cztery kompleksowe kierunki działań mające zapewnić efekt synergii oraz wypracowanie standardowych procedur operacyjnych.

This article attempts to analyze ASEAN’s response to maritime security cooperation. As an organization in Southeast Asia, ASEAN needs to establish good maritime cooperation to protect the various interests of the members and the busy SLOCs as well. The author uses cooperative security to analyze ASEAN maritime security cooperation and identifies sources of cooperative maritime security to explain their willingness to join or not to join a cooperation agreement. This article shows that there is an overlap of cooperation as the result of different in terms of prioritization, capability, and especially perspective regarding the absolute and collective gain that leads to ineffective cooperation. In addition, there are no legally binding frameworks as an outcome from formed cooperation beside a series of dialogues between ASEAN members. But, although each country has different priorities, capability, interest and perspectives, the Cooperative security may become a bridge to overcome the difference. It is possible as the ASEAN members keep showing their willingness to overcome maritime issue by doing bilateral, trilateral, and multilateral cooperation.

The article’s purpose is the multidimensional analysis of the evolution of Australia and India’s maritime policies and their impact on the endeavors to develop their maritime cooperation in the 21st century. Two research questions are to be answered in that connection: what changes and why India and Australia introduced to enhance their maritime security doctrines in the 21st century and why those changes contributed to the more in-depth cooperation in the second decade of the 21st century. The hypothesis based on those questions argues that not only the rise of China but also global processes in maritime affairs - such as the growing number of state and non-state actors, as well as the interdependence between the fields of human activities at sea - pushed the littorals like India and Australia to turn their maritime strength from coastal to oceanic and convinced them too to cooperate. That process was accompanied by the convergence of the security perceptions by both countries (India and Australia) and the mutual understanding of common interests in all the elements of modern maritime security. The Christian Bueger’s matrix serves as an explanatory framework to highlight the dynamics and broader context of the changes in India and Australia’s maritime security doctrines in the 21st century. It provides the conceptual framework for explaining closer cooperation between these two countries. The article analyzes India and Australia’s maritime strategies, focusing on four variables from Bueger’s matrix: national security, economic development, marine environment, and human security. In those dependent variables, particular elements of their activities serving as sub-variables are highlighted: in national security - shaping the seapower; in economic development - Illegal, Unreported, and Unregulated (IUU) fishing; in the marine environment - climate change mitigation; in human security - the fight against piracy and human trafficking. The choice of the mentioned elements is justified by their role in Australia and India’s activities within maritime strategies and their influence on other elements of the maritime security matrix. The article starts with a description of Bueger’s matrix in the context of the evolution of the maritime security concept in international relations. The second part outlines the centrality of the Indian Ocean in Indian and Australian modern military and economic security. The third part explores and explains the roots of Indian maritime security thinking, and the fourth investigates the evolution in Australia’s attitude toward maritime affairs. The final part presents the developments in Indo-Australian bilateral cooperation in the 21st century.

W swojej historii Polska z reguły była bardziej zorientowana na ląd, niż na morze. Przez wiele wieków nie potrafiliśmy dostrzec szans i potencjału, jakie stwarzało nadmorskie położenie naszego państwa. W treści obecnie obowiązujących w Polsce dokumentów strategicznych nie ma również należytych odniesień do bezpieczeństwa morskiego państwa, chociaż jesteśmy członkiem zarówno NATO, jak i Unii Europejskiej. W artykule zaprezentowano w jaki sposób powstawał w latach 2015–2017 oraz jakie treści zawiera wyjątkowy dokument poświęcony temu zagadnieniu: Strategiczna Koncepcja Bezpieczeństwa Morskiego Rzeczypospolitej Polskiej, który narodził się dzięki wysiłkowi „entuzjastów” spraw morskich z Akademii Marynarki Wojennej, Rady Budowy Okrętów oraz Instytutu im. gen. Józefa Hallera pod kierownictwem Biura Bezpieczeństwa Narodowego. W opinii autorów, dokument ma stanowić podstawę do prac nad przyszłą strategią bezpieczeństwa morskiego naszego państwa, a także stać się „motorem” publicznej dyskusji w Polsce na tematy bezpieczeństwa morskiego i efektywnego wykorzystania nadmorskiego położenia państwa do rozwoju gospodarczego
In its history, Poland was usually more oriented to land than to the sea. For many centuries we have not been able to see the opportunities and potential created by the coastal location of our country. In the current strategic documents in Poland, there are also no proper references to the maritime security of the state, although we are a member of both NATO and the European Union. The article presents the creation process in 2015–2017 and the content of a unique document devoted to this issue: Poland’s Strategic Concept for Maritime Security, which was born thanks to the efforts of “enthusiasts” of maritime affairs from the Naval Academy, Shipbuilding Council and the Institute of General Józef Haller under the leadership of the National Security Bureau. In the authors opinion, the document is to form the basis for work on the future maritime security strategy of our country, and also become the “engine” of public discussion in Poland on maritime security issues and the effective use of the coastal position of the state for economic development.

The Bay of Bengal is the largest bay in the world that forms the northeastern part of the Indian Ocean, bordered mostly by the Eastern Coast of India, southern coast of Bangladesh and Sri Lanka to the west and Myanmar and the Andaman and Nicobar Islands (part of India) to the east. The regional management of the Bay of Bengal water area is performed by regional organisations such as ASEAN, SAARC, BIMSTEC and IORA unifying Bay’s coastal states. Nevertheless, differences in political and economic interests of the states, separate conflicts between states and consequences of the pandemic not only challenged the integrity of the regional management but also led to rising insecurity of the Bay of Bengal and fears to navigate in that area. In this article, the authors, in a more detailed way, will disclose existing regional management systems, concerns related to maritime security and give recommendations on how to increase efficiency in collective management of maritime security issues and how the concept of due diligence may play the vital role in the regulation of not only maritime security aspects but also aspects of environmental protection and potential transition to the blue economy.

After 75 years of State oil monopoly, Mexico performed the first business oil round in 2015 involving the private sector. This auction-round offered 14 oil exploration fields located on the continental shelf to private companies. The development and exploitation of these hydrocarbon fields faces significant challenges regarding security. The economic loss for theft of hydrocarbons through illegal connections to pipelines is estimated to 973 million, 125 thousand U.S. dollar, only for the year of 2014. While productive research has been made, it has mainly focused on transportation systems and basically, pipelines. The development and establishment of policies prioritizing maritime security and protection of critical offshore infrastructure against theft of hydrocarbons, drugs organizations and terror attacks needs to be included in the national agenda to improve maritime security and mitigate potential security threats at sea, including damage to the marine environment. This could increase the trust of investors and stakeholders and would contribute to the faster development of new exploration and production fields. While the International Ship and Port Facility Security Code (ISPS Code) is the cornerstone for the construction of the port's security program and establishes the requirements of the Port Facility Security Plan (PFSP), including oil port facilities, it has not been fully implemented in several important Mexican ports. It is concluded that some important ports lack many of the core security processes, procedures and controls that should be included in any PFSP. This article briefly reviews the situation of the oil industry from a security perspective and discusses key elements of maritime security; addressing the necessity of the inclusion of maritime security and protection of critical oil infrastructure offshore in the national agenda that would provide for future research directions in the maritime security domain and contribute to the establishment of a national maritime security policy.

The article assesses the technical and operational possibilities of the marine communications systems to ensure the safety and security of ships. The basic functional requirements for marine radio communication to ensure the safety and security of ships, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS), have been described. The article presents the marine radio communication systems responsible for the distress alerting. The operation and ways of alerting used in Inmarsat satellite systems, Cospas-Sarsat systems and Digital Selective Calling system (DSC) have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been described. The systems performing the function of ships security have also been discussed. The operation, application and basic properties of the Ship Security Alert System (SSAS) and Long Range Identification and Tracking system (LRIT) have been presented. In the subsequent part, the article outlines the future of maritime communications systems used to ensure the safety and security of ships. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the Global Maritime Distress and Safety System (GMDSS).

The maritime industry is undergoing a rapid evolution through the introduction of new technology and the digitization of existing services. At the same time, the digital attack surface is increasing, and incidents can lead to severe consequences. This study analyses and gives an overview of 46 maritime cyber security incidents from the last decade (2010-2020). We have collected information from open publications and reports, as well as anonymized data from insurance claims. Each incident is linked to a taxonomy of attack points related to onboard or off-ship systems, and the characteristics have been used to create a Top-10 list of maritime cyber threats. The results show that the maritime sector typically has incidents with low frequency and high impact, which makes them hard to predict and prepare for. We also infer that different types of attackers use a variety of attack points and techniques, hence there is no single solution to this problem.

This paper shows Japanese sense on the maritime security of today and tomorrow. It might give an implication not only for Japanese and also the related countries to organize and participate in the international maritime security system and accomplish participants’ roles in order to maintain the stable condition of the Sea Lines of Communication. Additionally, of course, every country should unite this collective coalition security system and each country should pay necessary sacrifi ce for the reciprocity. It also gives brief history of Japanese maritime security tradition from 1853 up to present. The globalization teaches both of the new world order and the new type of threats that means both of the collaboration within the independent nationalism and the diffi culty of the effi cient countermeasures against threats, it should be the pronto project to organize the international maritime security system for “The Arc of Freedom and Prosperity” especially for such maritime countries.Unless Japan can transform her characteristic and attitude soon, it may be possible to become a leading bearer of this valuable idea to realize.
W japońskiej polityce izolacjonizm i ograniczanie kontaktów ze światem zewnętrznym jest tradycyjnym i historycznie uwarunkowanym sposobem zapewnienia bezpieczeństwa państwa. Po II wojnie światowej, wymuszona zarówno powojenną traumą, jak i amerykańskimi działaniami japońska polityka ponownie uznała izolacjonizm za najważniejszy element narodowego systemu bezpieczeństwa. Momentem zwrotnym w sposobie takiego postrzegania swojej roli przez japoński establishment polityczny była pierwsza wojna w Zatoce Perskiej. Japonia nie zaangażowała bezpośrednio swoich wojsk, ale przekazała koalicji kwotę 15 miliardów dolarów na odbudowe Kuwejtu. Niestety nie znalazła się ona na liście państw, którym Kuwejt dziękowała za pomoc. To spowodowało inne podejście do zagadnienia sił zbrojnych w Japonii. Artykuł ten przedstawia krótką historię japońskich wojsk i bezpieczeństwa morskiego od 1853 roku aż po dzień dzisiejszy. Przedstawia on próbę podjęcia przez Japończyków wspólnej odpowiedzialności za bezpieczeństwo morskie współczesnych państw, wymieniając aktualne zagrożenia. Do najważniejszych zalicza: piractwo, terroryzm, przemyt narkotyków i nielegalną imigrację.

The starting point of the paper is the recognition of the growing threat of cyber-attacks to commercial maritime. Constantly growing dependency on technology has obvious advantages, on the other hand, however, it makes commercial maritime vessels progressively more vulnerable to cyber-crime, including GPS signal interference, malware attacks or even gaining control over ships’ systems and networks. The main objective of the paper is to present and discuss the Guidelines on Cyber Security Onboard Ships developed by the International Maritime Organization, including best practices for implementation of cyber risk management. The article’s goal is to summarize the guidelines and to familiarize the reader with the reasons why and the methods how they should be implemented. The paper is concluded with an example how the Guidelines can be adopted by national authorities, i.e., a brief presentation of “Code of Practice: Cyber Security for Ships” – a document developed by the British government that transposes the IMO guidelines.

The 21st century rivalry of the maritime powers took the form of substitute activities. These are military incidents, control, or seizure of a shipping entity, and activities that threaten shipping itself. This determines the state of maritime security of Poland, because the Baltic has become one of the areas of its conduct. The adopted form of importing energy carriers along with the forming an alliance with the US construction of the alliance with the USA creates the possibility of taking hostile actions against it. It is necessary to adapt the form of operation of the Polish Navy to these threats. Based on the analysis of international, and national legal regulations, strategic documents of maritime powers, and applied forms of maritime activity, the scope of changes in Polish maritime policy was determined. Modifications of the definition of terms maritime piracy and unlawful assault at sea in Polish legal regulations were considered necessary, they should also include activities of maritime terrorism, subversion and sabotage of offshore facilities and installations, as well as ships operating. The principle of linking defense tasks against the sea attack, and maintaining navigation continuity was proposed as an element determining the construction method of the Polish Navy and the scope of combat training. On this basis, its combat potential and scope of training were determined. It should cover four areas (preparation for defense operations, combating nontraditional risks, how to respond to provocative, and criminal activities).

During the last decades, maritime security has always stood as a separate critical problem for both shipowners and crews of sea-going ships, characterized by alternating periods of relative stability and periods of occurrence and growth of new threats, which proceeded from times of sailing fleet to an epoch of iron steam shipbuilding. Certainly, it is difficult to overestimate the significant role of the scientific community, which has been researching this problem for a long time, studying its scientific and practical sides. The professional experience of seafarers in sufficient measure, served as a basis of interest to this question, has led to the development of strategies and complex measures, which until now provided safety for ships and their crewmembers. Without recent advances in maritime security, shipping as an industry would not be able to reach the current level of reliability in shipping processes. Each generation of humanity has prioritized maritime security, contributing to improving its standards and stressing the importance of continuous development of the theoretical base. At least 23 million tons of cargo and 55,000 passengers move daily by water transport, so the concept of maritime safety applies not only to the safety of life at sea, ship and cargo security but also to the prevention of maritime accidents and pollution. The increasing share of sea and river transport in the international cargo and passenger turnover leads to the need to increase demands on maritime safety and security.
