Opis:
Communication with authorities belongs to a field of research with a long and intensive research tradition. The present paper focuses on the process of understanding in oral institutional communication. It will present some mechanisms by which common understanding is achieved by using different resources. In contrast to the numerous papers dealing with written institutional communication, little work has been carried out on conversations in the administration. Based on Becker-Mrotzek’s (1999, 2001) classification of oral institutional communication into three different types: discourse on consultation, objection and application, the present paper focuses on data collection interviews or application discourses (Ger. Datenerhebungsgespräche), which form “the major part of citizen-administration-discourses” (Becker-Mrotzek 1999: 1399). Despite the frequency of these types of discourse, they are the subject of remarkably few studies.
Komunikacja z organami władzy należy do dziedziny badań o długiej i intensywnej tradycji badawczej. Niniejsza praca skupia się na procesie rozumienia w ustnej komunikacji instytucjonalnej. Przedstawi ona pewne mechanizmy, dzięki którym osiągane jest wspólne zrozumienie przy użyciu różnych zasobów. W przeciwieństwie do wielu artykułów poświęconych pisemnej komunikacji instytucjonalnej, niewiele prac poświęcono rozmowom w administracji. Opierając się na klasyfikacji ustnej komunikacji instytucjonalnej Becker-Mrotzek (1999, 2001) na trzy różne typy: dyskurs na temat konsultacji, sprzeciwu i aplikacji, niniejszy artykuł koncentruje się na wywiadach służących zbieraniu danych lub dyskursach aplikacyjnych (niem. Datenerhebungsgespräche), które tworzą „większą część dyskursów obywatel-administracja” (Becker-Mrotzek 1999: 1399). Mimo częstości tego typu dyskursu są one przedmiotem zadziwiająco niewielu badań.

Introduction and objectives. Surgical treatment due to brest cancer have an impact on women sexuality. There is a need for research about effective indications for sexology consultation in women after such treatment. The aim of this study is to determine the indications for sexology consultation in women after surgical treatment for breast cancer. Materials and method. We tested 42 women patients diagnosed with breast cancer who had undergone mastectomy 3 months before the study. 3 months after the surgery the women were surveyed using the Polish version of FSFI assessing sexual functioning in women. The result of PL-FSFI were compared with the control group. Results. It was found that the mean score of PL-FSFI in the study group 3 months after the surgery was 13.33 points (score range: 1.2–31.7; median 8.3 points) with a statistically significant difference in terms of areas: desire, arousal, lubrication and orgasm in favour of the control group. The total score of PL-FSFI was significantly lower in women after mastectomy than in women after breast-conserving surgery. It has been shown that sexually active women in whom the surgery concerned the right breast (on the side of the dominant hand) scored lower on the scale “sexual functioning” of QLQ-BR-23 than women with surgery of the left breast, with this difference being statistically significant. There was a statistically significant correlation between the baseline performance status on the Zubrod scale and the scales: desire, lubrication and satisfaction of PL-FSFI. Living in a small town proved to be statistically significant for predicting a lower risk of sexual dysfunction among the surveyed women. Conclusions. The women who underwent surgery due to breast cancer had a higher risk of sexual dysfunction compared to the general population. Higher risk of sexual dysfunction especially concerns women after mastectomy, those who underwent breast surgery on the side of the dominant hand, and those with a worse preoperative overall level of functioning of ≥ 1 point on the Zubrod scale. A lower risk of disorders was observed in women living in smaller towns. The above factors indicate the advisability for sexology consultation in women with breast cancer.

This paper examines the shoreline management planning policy in England and its suitability for ameliorating the diverse environmental problems associated with Nigeria‟s coastal zones. It examines the success of SMPs in England since the mid-1990s and progress achieved, with the aim of understudying the current management approach that can be transferred to Nigeria to strengthen its adoption, and as a necessary corollary, implementation of the SMPs. This paper also examines key elements of the shoreline management frameworks in England and provides answers to the question: Would shoreline management planning approach in England be appropriate and feasible in Nigeria? It further concludes that many of the action plans and principles of participation should be adoptable provided that a participatory approach that involves all stakeholders including community members and relevant sectoral ministries as well as appropriate legal framework is encouraged.

Rozpoczęta po zakończeniu Soboru Watykańskiego II reforma prawa kanonicznego objęła m.in. prawo małżeńskie. Najistotniejszym obszarem kodyfikacji w tym zakresie była zgoda małżeńska, która jest przyczyną małżeństwa. W szczególności chodziło o skodyfikowanie normy o niezdolności konsensualnej wywodzącej się z prawa naturalnego. Po pierwszym etapie prac kodyfikacyjnych prowadzonych przez Papieską Komisję ds. Rewizji KPK (przy pomocy Zespołu konsultorów De matrimonio) kontynuowano prace kodyfikacyjne w kolejnych etapach: konsultacje opracowanych projektów z konsultantami (1975-1978), a następnie ponowne rozpatrzenie tych projektów przez Komisję Papieską i jej konsultorów (1980-1981). W wyniku tych prac kan. 1095, nn. 1-3, został zatwierdzony w 1983 r. przez Jana Pawła II.
Commenced after the end of the Second Vatican Council, the reform of canon law included, inter alia, matrimonial law. A particularly significant area of codification in this area was the marriage consent, which is the causative cause of marriage. In particular, it was about codifying a norm on consensual incapacity derived from natural law. After the first phase of the codification work carried out by the Pontifical Commission for the Revision of the CIC (with the help of the De matrimonio Team of consultors), the work of codification was continued in subsequent stages: consultation of the developed projects with consultative bodies (1975-1978), and then reconsideration of these projects by the Pontifical Commission and its consultors (1980-1981). Although there is no specific requirement to archive social science data in Ireland, interest in and the practice of data archiving has been growing significantly in recent years. This growth is somewhat facilitated by the establishment of the Irish Qualitative Data Archive (IQDA) in 2008. Between 2009 and 2010, the IQDA consulted with social science researchers from leading academic institutions in Ireland and Northern Ireland for their opinions on archiving qualitative research and contextual data. Interview findings indicate that, while researchers recognised many of the benefits of archiving, their concerns centre primarily around two areas; namely legal and ethical concerns with archiving, and epistemological concerns, thus reflecting the dominant debates about archiving in the literature as identified by Heaton (2008). The paper concludes by presenting some of the solutions that have been implemented by IQDA, which have since been incorporated into our cornerstone document, Best Practice in Archiving Qualitative Data (2010).
Choć w Irlandii nie ma obowiązku archiwizowania danych z badań społecznych, zainteresowanie i praktyka archiwizowania danych nasiliły się znacznie w ostatnich latach. Ożywienie to jest do pewnego stopnia zasługą utworzenia w 2008 roku Irlandzkiego Archiwum Danych Jakościowych (IQDA). W latach 2009 – 2010 IQDA konsultowało się z badaczami społecznymi z wiodących instytucji akademickich w Irlandii i w Irlandii Północnej w sprawie ich opinii na temat archiwizowania badań jakościowych i danych kontekstowych. Wyniki rozmów wskazują, że choć badacze dostrzegali wiele zalet archiwizacji, ich niepokój dotyczył przede wszystkim dwóch kwestii: prawnoetycznych problemów archiwizacji oraz problemów epistemologicznych, co odzwierciedla główne debaty wokół archiwizacji dominujące w literaturze. W artykule przedstawiam pod koniec niektóre rozwiązania zastosowane przez IQDA, które weszły w skład naszego podstawowego dokumentu regulującego pt. „Dobre Praktyki w Archiwizowaniu Danych Jakościowych”.

It is generally assumed that a good knowledge of the legal field is a prerequisite to deliver legal translations. This paper will challenge this assumption by presenting a case study with third-year bachelor's students who participated in a translation project. The students, enrolled in a course in translation practice, were trained in corpus consultation at the beginning of the academic year. Nearly at the end, they translated an extract of a supply contract without being trained in the legal field. They consulted a pre-compiled offline corpus and online bilingual dictionaries. The paper findings highlight that knowledge of the legal field would have certainly helped the students make more informed decisions and avoid some mistranslations. However, the major shortcomings were actually due to ineffective corpus or dictionary consultation. In particular, formulaic expressions and collocations were neglected. In light of the paper findings, it can be speculated that in translation training, effective corpus consultation may help users deliver high-quality legal translations. It also seemed that thorough knowledge of the legal field is not a prerequisite, at least as far as short texts are concerned.
Una certa conoscenza dell'ambito giuridico è generalmente considerato un requisito essenziale per poter tradurre testi giuridici. Il presente articolo mette in discussione questo principio presentando un caso di studio che ha coinvolto studenti iscritti ad un corso di laurea triennale in traduzione. Durante l'anno accademico, i partecipanti hanno ricevuto formazione in linguistica computazionale e nella consultazione di corpora per finalità traduttive. Alla fine dell'a.a., hanno tradotto un testo giuridico di 130 parole senza tuttavia aver ricevuto formazione in ambito legale. Al fine di svolgere le traduzioni assegnate, si sono avvalsi di un corpus offline pre-compilato e di dizionari online bilingue. L'articolo evidenzia come la conoscenza dell'ambito giuridico avrebbe certamente aiutato gli studenti nella scelta dei traducenti e nell'ovviare a traduzioni inesatte. Tuttavia, l'articolo evidenzia come la maggior parte delle imprecisioni commesse riguardano una inefficace consultazione del corpus e dei dizionari. Ad esempio, le espressioni formulaiche e collocazioni presenti nel corpus sono state trascurate. Alla luce dei risultati conseguiti, è possibile supporre che nella pratica e formazione traduttiva una consultazione efficace dei corpora specialistici possa aiutare nel processo traduttivo. Se i testi sono brevi, inoltre, si potrebbe ipotizzare che esperienza nel settore legale non sia strettamente necessaria.

Introduction. Proximal femur fractures are a common problem in the geriatric population. Moreover, due to numerous comorbidities, the choice of the appropriate form of treatment requires a cardiology consultation. Aim. Therefore, the aim of this study is to analyze whether these consultations have a significant impact on the treatment of patients with proximal femoral fractures. Materials and methods. A total number of 158 patients with a mean age of 81.3 (range, 56-98), treated for femoral neck and trochanteric fractures were enrolled in a retrospective study. Data from the patient’s treatment history were used for the study, such as: age, hospital admission date, cardiological consultation date, surgery date, discharge date or date of death. Results. Patients without cardiology consultation stayed in hospital on average 3.97 days shorter (p = 0.0011) and had surgery on average 2.89 days earlier (p = 0.000001) than patients with an arranged consultation. The percentage of deaths in both groups was similar: 6.1% and 7.1% (p = 0.70068). Spinal anesthesia was mainly performed by anesthesiologists in the group with consultation (64.3%) and without consultation (83.8%) (p = 0.442). More cases with a consultation were disqualified from surgery: 18.8% vs. 2.9% (p = 0.00357). Among the patients with an ordered cardiological consultation, 53.6% had surgery > 48 hours after admission compared to 26.2% patients without consultation (p = 0.0002). Conclusions. Cardiological consultations extend the length of stay in hospital and delay surgical treatment, but do not affect the choice of anesthesia. However, consultation in some cases may help in the proper qualification and disqualification from surgery.
Wstęp. Złamania bliższego końca kości udowej stanowią częsty problem w populacji geriatrycznej. Ponadto, ze względu na dużą liczbę chorób współistniejących, wybór metody leczenia operacyjnego wymaga niejednokrotnie konsultacji kardiologicznej. Cel. W związku z powyższym, celem niniejszej pracy jest analiza, czy konsultacje mają istotny wpływ na proces leczenia pacjentów ze złamaniami bliższego odcinka kości udowej. Materiał i metody. Do retrospektywnego badania zostało włączonych 158 pacjentów z średnią wieku 81,3 zakres, 56-98) lat, leczeni z powodu złamań części bliższej kości udowej. W badaniu wykorzystano dane z historii choroby: wiek, data przyjęcia do szpitala, data konsultacji kardiologicznej, data operacji oraz data wypisu ze szpitala lub zgonu. Wyniki. Pacjenci, którzy nie byli konsultowani kardiologicznie przebywali w szpitalu średnio 3,97 dni krócej (p = 0,011) i mieli operację średnio 2,89 dni wcześniej (p = 0,000001), niż pacjenci ze zleconą konsultacją. Odsetek zgonów w obu grupach był zbliżony: 6,1% i 7,1% (p = 0,70068). Anestezjolodzy wybierali głównie znieczulenie podpajęczynówkowe zarówno u pacjentów z konsultacją (64,3%) jak i bez konsultacji (83,8%) (p = 0,442). Więcej pacjentów z konsultacją zostało zdyskwalifikowanych z operacji: 18,8% vs 2,9% (p = 0,00357). Wśród pacjentów, u których zlecono konsultację kardiologiczną, 53,6% przeszło operację > 48 godzin po przyjęciu w porównaniu z 26,2% pacjentami bez konsultacji (p = 0,0002). Wnioski. Konsultacje kardiologiczne wydłużają czas pobytu w szpitalu i opóźniają leczenie operacyjne, ale nie wpływają na wybór znieczulenia. Jednakże, konsultacja w niektórych przypadkach, może pomóc we właściwej kwalifikacji i dyskwalifikacji z leczenia operacyjnego.

The medical consultation - the basis for the physician-patient relationship - is often nothing more than a brief medical history interview and receives no sufficient attention: Thus, the focus today is on providing brief information and obtaining the patient’s consent. In this paper we search for an independent approach to assessing the significance of the consultation for physicians. Today, philosophy recognizes two major approaches: modern anthropology as the science of human beings and media theory. If a physician does not “embed” the information, i.e. if he does not give it a meaning through transferring it onto the patient’s specific situation, the physician consequently treats the person like a veterinarian would, that is only focusing on the biological organism and irrespective of his characteristic view of the world. Thus, and provided that it is a therapeutical and conciliatory conversation, the consultation must primarily be “tailored to the addressee”. The information, the theoretical, purely topical content must be integrated into the patient’s actual life situation. This is of fundamental importance for patients safety.

Core mechanisms include public consultations and participatory budgeting, as legislated, enhancing co-management between authorities and residents. To successfully implement Smart City 3.0, it is vital to build a partnership based on mutual trust between local authorities and communities. Opinions must not only be expressed, but factored into city planning and development. Advisory bodies like city youth councils illustrate this approach, engaging youth in meaningful roles and ensuring their interests are represented. This paper investigates the vital role of community members in the creating of smart city. Pharmacies are acknowledged to have a key role in the provision of health services, including emergency contraceptive services and under the right circumstances could meet the growing expectations for reproductive health education and consultations. Pharmaceutical emergency contraceptive service provided by pharmacists include ensuring the availability of required medicines, correct dispensing, providing comprehensive information, all of which requires not only consultations that are health-oriented and educational, but also providing the patient with an adequately private situation to talk with the pharmacist. Objectives: The aim of the paper is to evaluate pharmaceutical emergency contraceptive services provided in polish pharmacies. Material and methods: The observational study included 60 community pharmacies of different profiles located in Gdansk (Poland). Our method was to use “standardized (simulated) patients”. Results: The study revealed the low availability of emergency contraception in Gdańsk pharmacies. Pharmacy employees provided drug-related information in 51.6% of study’s visits. None of the pharmacies provided patients with educational information on reproductive health. Regarding the respecting of patients’ rights privacy and intimacy, overall, the pharmacies scored 4.41 on a five-point scale. Conclusions: Our study sought to identify both the developed and underdeveloped aspects of a comprehensive emergency contraceptive service. Pharmacy employees in the study provided patients with a narrow range of information on hormonal medications and they failed to include sexual health education in their work. The patient’s right to expect that intimacy and privacy will be respected during their consultation was met to a satisfactory degree.

This article seeks to present the development od public participation in local spatial planning in Poland. An assessment was made of the procedure of preparing planning documents and forms of their consultation with residents. To achieve this goal, use was made of the results of a survey research conducted among participants of public consultations in Poznań in the years 2012-2014. It is stressed that it is necessary to improve the decision-making process in urban spatial planning by accommodating not only traditional but also new forms and instruments of public participation.

Sherry Arnstein (1969), the author of the participation ladder, emphasizes that "social participation” resembles spinach eating – basically no one is against because in the end it is healthy. The article presents different views of participation (civic, social and individual participation). Additionally the key assumptions for one of the techniques of engaging residents in social life, which is the participatory budget, are presented herein. The author, apart from the criteria and values of the civic budget and on the basis of observation and content analysis, pointed out the problems which Polish cities face during the implementation of the participatory budgeting process. The article may provide a starting point for further reflections on not only the general state of participation in Poland, but also on the analysis of Polish participatory budgets.

Opis:
Background. Adequate utilization of primary care directly reflects the health status of the population. In Georgia (Republic), many patients seek care without a referral by a primary-care provider, and as a result, patient referral rates to family physicians are low. A tendency of patient self-referral behavior may reduce the effectiveness of the healthcare system. Objectives. The purpose of the research is to study the problem of the low rate of patient referrals to family physicians in Georgia. Material and methods. Within the quantitative survey, 20 family physicians and 300 patients were interviewed through a semi-structured questionnaire in different regions of Georgia. Results. Patient referral rates to family physicians are low. 15% (n = 3) of family physicians recognize that patients often address them only for a referral to specialists. Only 5% (n = 3) of family physicians provide preventive consultations on occasion and 50% (n = 10) – in the case of need only. 70% (n = 14) of family physicians think that their remuneration is not adequate for their work and that they work more than they are paid. 35% (n = 105) of respondents in the case of a health problem address both a family physician and a specialist- -physician. 42% (n = 126) of patients visit a family physician once a year or do not visit at all, and 47% (n = 141) of patients believe that the family physician institute needs some changes. Conclusion. The result suggests that the low rate of patient referrals to family physicians is due to distrust towards family physicians, which is related to a lack of qualification of physicians and low public awareness of the competence of the family physicians. Due to inadequate reimbursement, family physicians do not have enough motivation to provide adequate service, and the lack of continuous professional education negatively affects their professional development. It is recommended to raise public awareness about primary care, to introduce effective methods for payment of family physicians and to increase the role and affordability of continuous professional education.

Despite many novelties in participation: participatory budgeting, citizens jury, deliberatice poll etc. the engagement of different stakeholders’ groups in the decision making processes concerning detailed planning issues (local spatial management plans, water management plans, the preservation management plans of the Natura 2000 sites) is usually based on the organization of open discussion meetings. The study looks at the social consultations regarding acceptance of local spatial management plans managed by Poznań City Hall and consultations concerning the preparation of water management plans managed by Regional Water Management Board in Poznań. The comparative analysis served to exhibit similarities and differences between the processes in terms of legal conditions, the organization of meetings, the length and the scale of the process and the actors engaged.
