For a measure to be considered State aid, it must satisfy several cumulative criteria, one of which is that it must be imputable to the State. According to existing case law, it is necessary to establish the actual involvement of authorities in a specific transaction. However, given the changing role of the State in the economy, characterized by a growing reliance on professional market players to fulfil public tasks, proving such active involvement can become challenging. Therefore, in this paper, the author proposes the introduction of per se imputability to the European State aid acquis. That is a rebuttable presumption that a measure originates from the State when actions are taken by Stateowned entities or when a particular course of action is mandated by law.

Russian-Belarus political and economic integration was one of the basic factors of the forming of the neo-authoritarian regime in Belarus. Russian economic support for president Lukashenko provided rapid winding up of democratic transformation in Belarus and preserved the administrative managing of the national economy. For a long period, Belarus society had been stuck in the soviet style of political life. At the same time, such a style of the political system allowed Russia to keep Belarus in the sphere of its cultural and geopolitical influence. As a result, Belarus was hardly open to a constructive relations with the West, and regular political repressions kept the country isolated. During the second period of Lukashenko's authoritarian rule, when the Russian policy got significantly more aggressive, the integration became destructive for Belarusian statehood. It is evident that Moscow has been trying to realize an idea to restore some kind of a new empire project, and uses different tools to achieve the goal. It might be said that integration is one of the mechanisms of a hybrid war which Russia wages against post-Soviet republics. Taking into consideration that Belarus has not developed full economic and political relations with the West, its economic and political system is widely dependent on Russia, which puts Belarus in a difficult, critical position. The continuation of the integration with Russia may result in the loss of Belarus' independence. Even though Lukashenko has been able to resist Kremlin’s insistence on the “deeper integration”, Belarus is still a part of the Union State, and stability of the political and economic system of the country depends on Russian support. No doubt, Moscow will continue its policy of wider control and subordination of Belarus.
Rosyjsko-białoruska integracja, zarówno polityczna, jak i ekonomiczna, była jednym z podstawowych czynników, stojących u podstaw neo-autorytarnego reżimu na Białorusi. Rosyjskie wsparcie ekonomiczne dla prezydenta Łukaszenki zapewniło gwałtowne zakończenie zmian demokratycznych na Białorusi i pozwoliło utrzymać odgórne zarządzanie narodową gospodarką. Przez długi czas społeczeństwo białoruskie utknęło w sowieckim stylu życia politycznego. Jednocześnie taki właśnie styl polityczny umożliwił Rosji zatrzymanie Białorusi w swojej strefie wpływów, geopolitycznych i kulturalnych. W rezultacie Białoruś prawie nie była otwarta na konstruktywne relacje z Zachodem, a regularne represje polityczne utrzymywały ten kraj w izolacji. W drugim okresie autorytarnych rządów Łukaszenki, kiedy polityka Rosji stała się wyraźnie bardziej agresywna, integracja z Rosją stała zaczęła wyniszczać białoruską państwowość. Oczywistym jest, że Moskwa od jakiegoś czasu próbuje wcielić w życie ideę odtworzenia swego rodzaju nowego imperium, i chwyta się różnych narzędzi, żeby osiągnąć ten cel. Można powiedzieć, że taka integracja jest jednym z mechanizmów wojny hybrydowej, prowadzonej przez Rosję przeciwko postsowieckim republikom. Zważywszy na to, że Białoruś nie rozwinęła w pełni ekonomicznych i politycznych relacji z Zachodem, jej system ekonomiczny i polityczny jest w dużym zakresie zależny od Rosji, co stawia Białoruś w trudnej, krytycznej pozycji. Kontynuacja integracji z Rosją może zaowocować utratą niepodległości przez Białoruś. Nawet jeśli Łukaszenko był w stanie oprzeć się naciskom Kremla na „głębszą integrację”, Białoruś wciąż jest częścią Państwa Sojuszniczego, i stabilność politycznego i ekonomicznego systemu kraju zależy od rosyjskiego wsparcia. Bez wątpienia Moskwa będzie kontynuować swoją politykę szerszej kontroli i podporządkowywania Białorusi.

In the context of globalization and regionalization, central banks pursuing monetary policy in the country at the same time become subjects of monetary regulation within the framework of the integrational associations of which they are members. The purpose of the article is to assess the impact of monetary policy on investment and economic growth in integration unions and determine the appropriateness of their coordination. To achieve the goal, a method of correlation-regression analysis is proposed, one which allows for the identifying and assessing of the degree of influence of certain directions of monetary policy of the countries of the integration association on the indicators of investment and economic growth. As a result of the analysis, the expediency of coordination and implementation of a coordinated policy of central banks to stimulate the deposit and credit policy of commercial banks was proved, which positively affects the characteristics of supply and demand in the integrated investment market. The assessment of the directions of the coordination of monetary investments regulation was carried out on the example of an integration association - the Union of Belarus and Russia and can be extended to other integration associations with the participation of Belarus, in particular, to the monetary interaction of countries within the Eurasian Economic Union. The analysis is based on the statistical data of the National Statistical Committee and the National Bank of the Republic Belarus, the EAEU Department of Statistics, as well as statistical information from the Central Bank of Russia and the Union of Russia and Belarus.

W artykule przedstawiono etapy wprowadzenia swobodnego przepływu osób, wspólnych zasad lotnictwa cywilnego oraz układu Schengen pomiędzy UE a Szwajcarią. Posługując się metodą analityczną autorki przedstawiły podstawowe regulacje we wskazanym zakresie. Wymienione przepisy mają niewątpliwie wpływ na migrację pomiędzy UE a Szwajcarią. Dlatego też dokonano analizy danych statystycznych dotyczących dynamiki migracji stałych i tymczasowych – jak element badań empirycznych. Kolejna część poświęcona została analizie przestępczości związanej z migracjami tj. 1) nielegalne przekroczenie granicy, nielegalny pobyt, nielegalne zatrudnienie; 2) podżeganie do nielegalnego przekroczenia granicy, nielegalnego pobytu; 3) zatrudnienie cudzoziemców bez zezwolenia; 4) sprzeczne z prawem postępowanie wobec osób pełniących funkcję publiczną wskazane w ustawie o cudzoziemcach. Wskazane czyny zabronione są ściśle powiązane ze zjawiskiem swobodnego przepływu osób, regulacjami Schengen oraz zasadami lotnictwa cywilnego pomiędzy UE i Szwajcarią. Mają również wpływ na dynamikę przestępczości cudzoziemców w Szwajcarii, co również poddano analizie.
The paper presents the phases of introducing free movement of persons, common rules within civil aviation between the EU and Switzerland, and the Schengen Agreement. Analysing this based on the currently applicable Swiss and EU legislation, the authors present the regulations in this area. As those regulations influence migration, the paper also presents statistical data on the permanent and non-permanent foreign population in Switzerland and contains a thorough analysis of that data – as part of the paper’s empirical research. The further empirical part is an empirical analysis of data on the penalties for: 1) unlawful entry, exit, and period of stay and working without a permit, 2) encouraging unlawful entry, exit or an unlawful period of stay, 3) employment of foreign nationals without a permit, and 4) fraudulent conduct towards the authorities penalised under the Federal Act on Foreign Nationals. These crimes mostly concern illegal border crossing, encouraging and helping illegal border crossing and other illegal actions aimed at aiding the activities of illegal migrants. The crimes are strictly linked to the issue of the free movement of persons, the common rules of the EU and Switzerland within the field of civil aviation and the Schengen Agreement between Switzerland and the EU. For this reason, the paper presents statistical data on the criminality of foreigners, related to the problem of migration.

Social policy has the ideal of cohesion and inclusiveness of all citizens, but it has to “play” an active role in creating opportunities for them. It encopmasses in itself primarily a balance between economic efficiency and social solidarity distribution, and strives towards a  consensual social model in which the government and the opposition generally agree on the fundamental priorities of society.              Starting from July 1st, 2013, Croatia has been a member of the European Union. What experiences can that country bring to European Union? In spite  of the differences between the European countries becoming more and more expressed and bigger, there is a common element: a conscience that  social justice and social reconciliation could contribute to an economical development and that are not just an expense; but the  opposite: an economical development that  must contribute to social reconciliation.              In the process of the preparation for this work and during the process of  its realization, I used the methods of reading a lot of literature, including professional books, professional journals and legislation literature. Social policy has been for years one of my major fields of interest, so some facts I knew already.              My research goal is to examine the development so far of the social policy in Croatia, to detect the most important conditions which are necessary to develop  high-quality social policies, to discover which are strong sides, and which are weak sides of the Croatian social policy, and therefore what is important to strongly develop, and what is redundant and/or old-fashioned, to throw away or neglect.

Ensuring high quality and safety of food has become one of the priorities of the Common Agricultural Policy pursued both at the level of the European Union and individual Member States, including Poland. Consequently, among the measures in the Rural Development Programme for 2007-2013 was Measure 133 ‘Information and promotion activities’ designed to make consumers aware of the specificity of high-quality food products and to point out the benefits of consuming them. Its goal was to increase the demand for agricultural products and foodstuffs covered by food quality schemes and to broaden consumers’ knowledge of both the quality mechanisms and the advantages of the products covered by them. The article presents the results of a multidimensional analysis of financial support, which reveal the level of activity of agricultural producer groups in various Member States in procuring funds under Measure 133.
Zapewnienie wysokiej jakości i bezpieczeństwa żywności stało się jednym z priorytetów wspólnej polityki rolnej prowadzonej zarówno na poziomie Unii Europejskiej, jak i poszczególnych państw do niej wchodzących, w tym Polski. W związku z tym w Programie Rozwoju Obszarów Wiejskich na lata 2007-2013 zostało zaproponowane działanie 133. mające zapoznać konsumentów ze specyfiką produktów wysoko jakościowych i wskazać korzyści wynikające z ich spożycia. Jego celem było zwiększenie popytu na produkty rolne i środki spożywcze objęte mechanizmami jakości żywności oraz pogłębienie wiedzy konsumentów zarówno dotyczącej mechanizmów jakościowych, jak i zalet produktów objętych tymi systemami. Wykorzystano wielowymiarową analizę wsparcia finansowego pozwalającą poznać aktywność grup producentów rolnych w poszczególnych krajach członkowskich realizujących działanie 133. „Działania informacyjne i promocyjne”.

This paper describes using current literature and research a problem that has plagued social scientists for centuries, see that of „moral sentiments?. Human beings are inherently social by nature and hold certain regard for others? opinions (esteem preferences) as well as for others generally (altruism). It is argued in the article that such preferences may in fact be consistent with a core rational human agent. It is furthermore argued that the lack of regard for such preferences in social sciences research (and particularly within the domain of economics) severely weakens models and theories in the respective disciplines. A few potential avenues for including social preferences writ large into social science (read: economic) modeling are outlined.

Formation of myths is the first stage of Society Mythologization. The analyzed in this article myth about inheritance rights of Russia to the Kyivan Rus’1 arose in the 15th century. Recently this myth is being actively spread by the Russian propaganda in the mass media – in particular this is performed through Wikipedia being one of the most attended Internet resources. The purpose of spreading the myth (the second stage of society mythologization) consists in introduction of a certain idea and certain political behavior into the mass consciousness which would at a certain time point influence the process of making the necessary political decision. The third stage of Society Mythologization is represented as spreading the myth in the process of communication between the authorities and citizens. The manipulative function of the polytical myth has come into action here; the purpose of this myth consists in activation of separatist sentiments of Russian-speaking Ukrainian citizens. Purpose – to explore vulnerability of Wikipedia policy of openness on the basis of a specific example as well as to explore its efficiency for formation of political myths; to analyze the technology used for creation of Wikipedia articles in the process of formation of myths. Methods. Comparison method is applied – texts of Wikipedia articles on various time stages of their creation were compared; results of analyzing Wikipedia pages were correlated to political events of Russian-Ukrainian relations. Formalization technique is applied – representation of the analyzed terms in semiotic and symbolic form; deduction – as a process of drawing a logical conclusion on the basis of the complex of analyzed facts; summarizing.

The admissibility of state aid has been strongly limited both by the European Union and the World Trade Organization, as a particular threat for the development of the free market. A legal basis for restriction of the state aid in the European Union is art. 107 Treaty of Functioning of the European Union, which includes also a prohibition of the state aid sourced in the tax regulations. Advanced regulations in the phase of making the law have been established in Poland to avoid inconformity between bills and European Union law, including granting illegal state aid. Although every bill is subject to the precise examination under the criterion of the conformity with the European Union law – Retail Sales Tax, introduced in 2016, had been recognized by the European Commission as the illegal state aid for the domestic enterprises, excluded from a scope of the new tax. In the Article the Author describes Polish regulations, adopted in order to avoid the inconformity between European and domestic law, as well as with domestic administrative practice. The Author indicates also rules concerning a refund of the illegal state aid, which are in contrary to the European Union law, but which make it more difficult to execute the European Commission decision, especially having regard the time of execution. The adopted methodology consists of the analysis of the international and domestic doctrine, European and domestic legal acts, judgments of the European and domestic courts, as well as decisions of the European Commission.

Purpose – The aim of the paper is to identify the directions and instruments of state aid (with the exception of agriculture and the transport sector) used in Poland and to identify their specificities in relation to other countries of the European Union. Research method – The achievement of the above purpose required the use of research methods such as the analysis of legal acts, the collection and analysis of secondary data and the processing of the collected factual material using descriptive statistical methods. The data source was The State Aid Scoreboard, together with a variety of reports from the Office for Competition and Consumer Protection. Results – In 2017, the amount of state aid in Poland was twice as high as the average indicator in the European Union (1.51% and 0.76% respectively). Regional development (27.3%) was the main beneficiary of its allocation, while environmental protection was 55.4% in the EU. A specific feature of state aid in Poland is its sustainability, which does not exist to a similar extent in other Member States. Originality /value – According to the author's knowledge, this is one of the unique research papers devoted to the problem of state aid, especially in the context of the indication of the specific characteristics of state aid in Poland against the background of the countries of the European Union.

The aim of the article is to present a practical and methodological approach to assessing the energy security of European countries, with particular focus on states with coal-dependent energy systems and on finding balance between ensuring energy security, diversification of energy resources and environmental protection. As energy security means technically reliable, stable, cost-effective and environmentally balanced supply of energy resources to satisfy the needs of the economy and the population, the author proposes an indicator that takes into consideration different components, and can be a helpful tool in designing energy policies. The article also discusses using the energy potential of closed coal mines.

State aid is one of the financial instruments available to EU member states for intervention in domestic markets. On the one hand its use is prohibited by Article 107(1) TFEU, but on the other hand there are many exemptions, including regional and horizontal state aid. Given the centralised system for State aid in the EU, one could expect that the volume and structure in terms of forms and purposes of public aid granted should be similar from one member state to the next. Considering the diversity among what are now 27 member states, both from the perspective of experience in managing the economy and the directions of its development, the objective of this article is to capture and evaluate the similarities and differences in the approach taken to State aid as an instrument of intervention in two relatively different countries - Poland and Finland. To this end the comparative analysis will not only cover Poland and Finland themselves but also their respective groups of countries - the Visegrád Group and Scandinavian members of the EU. The above analysis permits the conclusion that the structure of public aid relative to the main purposes of granting differs significantly between Poland and Finland, in favour of Finland, from the perspective of the achievement of the EU objectives associated with the successive economic strategies.

Opis:
The point of departure of EU State aid policy is laid down in the Treaty establishing the European Community (hereinafter the “Treaty”). This Treaty provides that State aid is, in principle, incompatible with the common market. However, the principle of incompatibility does not amount to a full-scale prohibition. In the EU countries state aid is permissible to promote the economic development (of areas where the standard of living is abnormally low or where there is serious underemployment) and to facilitate the development of certain economic activities or certain economic areas (where such aid does not adversely affect trading conditions contrary to the common interest). The provisions of the 2000 Lisbon Strategy and the “Europe 2020” Strategy are also important in determining the directions of state aid in the European Union. According to their assumptions the member countries have been required to: reduce the level of aid relative to GDP; reduce state aid which decreases competition; reorient sectoral aid to horizontal and regional aid; and change the forms of state aid-from passive to active instruments. The purpose of this paper is to present the directions of allocation of state aid in the EU countries during 2000-2011, and answer the question whether the resolutions contained in the Lisbon Strategy have been implemented. The research hypothesis is: have the changes in the size, direction and allocation of state aid taken place in accordance with the resolutions of the Lisbon Strategy.
