Author analyses the terrorist attacks in Bombay, 2008 and in Paris, November 2015 – several targets in Paris. In both attacks the same strategy was adopted – named here as a sequential terrorist attack. They were made by well prepared and equipped groups of terrorist attacking different targets once by once in short periods of time – like a city guerrillas. Some comparison to the attack on “Charlie Hebdo” editorial’s office, January 2015 is made – the attacks of November are not a separated act of terror but should be seen as a part and a consequence of war with Islamic State (ISIS). In this context, also including war in Eastern Ukraine, Polish security is analysed and crucial issues are outlined.

The paper presents threat assessment of potential terrorist attacks to the transport infrastructure. The range of transportation infrastructure has spread and includes railway, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). ITS service is the provision of an ITS application through a well-defined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. Terrorism means acts of violence committed by groups that view themselves as victimized by some notable historical wrong. Although these groups have no formal connection with governments, they usually have the financial and moral backing of sympathetic governments. Typically, they stage unexpected attacks on civilian targets, including transport infrastructure, with the aim of sowing fear and confusion. Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). There were 90,3% of incidents involve land transport (74,5% – vehicles, 9,5% – buses, 6,3% - rail) covered the 41-year period 1967-2007 in the USA. Legal steps to fight terrorism have been taken on the international level, furthermore, some institutions have been established for this purpose.

In counter-terrorism actions, commanders are confronted with difficult and important challenges. Their decision-making processes follow military instructions and must consider the humanitarian aspect of the mission. In this paper, we aim to respond to the question: What would the casualties be if governmental forces reacted in a given way with given resources? Within a similar context, decision-support systems are required due to the variety and complexity of modern attacks as well as the enormous quantity of information that must be treated in real time. The majority of mathematical models are not suitable for real-time events. Therefore, we propose an analytical model for a time-dependent prediction of terrorist attacks (ATiPreTA). The output of our model is consistent with casualty data from two important terrorist events known in Tunisia: Bardo and Sousse attacks. The sensitivity and experimental analyses show that the results are significant. Some operational insights are also discussed.

The paper presents some problems referring to transport infrastructure as a potential target of terrorism attacks. The range of transport infrastructure has spread and includes railways, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). Legal steps to fight terrorism have been taken on the international level; furthermore, some institutions have been established for this purpose at the UN, NATO and EU level as well as in Poland too.
W artykule przedstawiono problemy dotyczące zagrożeń terrorystycznych dla infrastruktury transportowej. Zakres infrastruktury transportowej uległ rozszerzeniu, obejmuje infrastrukturę transportu kolejowego, śródlądowego, drogowego, morskiego, lotniczego, intermodalnego oraz inteligentne systemy transportowe (ITS). Na podstawie analiz należy stwierdzić, że na świecie infrastruktura transportowa jest zagrożona potencjalnymi atakami terrorystycznymi, w szczególności infrastruktura transportu drogowego i kolejowego (około 23%), w mniejszym stopniu infrastruktura transportu morskiego i powietrznego (około 2%). Kroki prawne, dotyczące zwalczania terroryzmu, zostały podjęte na poziomie międzynarodowym, ponadto powołano w tym zakresie instytucje na szczeblu ONZ, NATO oraz UE, a także w Polsce.

This publication looks at shopping malls as a specific category of public facilities. It includes a diagnosis of their safety, pointing to specific irregularities and negligence that threaten them with exposure to possible terrorist attacks. The current international situation is examined, including the crisis that arose as a result of uncontrolled mass migration, which implied an increased threat from Islamic terrorism, which Europe has not yet learned to effectively respond to. A particularly dangerous instrument that can be used by modern terrorists is the chemical weapon. We give examples of its use in acts of terror. The research indicates that a high level of security for public facilities such as large commercial outlets, which accumulate a large number of customers in their premises, is a very important issue. The use of chemical weapons in shopping malls could lead to significant loss of civilian life, as civilians would be a defenceless target. The research process carried out by the author finally drew the conclusion that the current level of security for large-format retail centres does not provide optimal protection in the event of a chemical weapon attack. Therefore, implementing the articles recommendations should positively affect the diagnosed situation and have a significant impact on the improvement of the safety standards in public buildings such as shopping malls.

The aim of the publication is diagnosing the nature and multidimensional character of the goals of terrorist attacks from the perspective of the indirect strategy of terrorism. The structure of this article is based on the identification of the essence of a terrorist attack and the analysis of the nature of the goals of terrorist activity. The underlying assumption made by the author was the claim that the goals of terrorist attacks can be divided into instrumental and main goals. This division emphasises the multidimensional character of the phenomenon of terrorism and justifies the validity of using the notion of indirect strategy when referring to the activity of contemporary terrorists. The knowledge of mutual relations between the stages of terrorist activity in the framework of the assumed terrorist strategy can increase the efficiency of antiterrorist actions, which means that the investigated issue acquires particular significance.

Spoofing, anti-spoofing, jamming, and anti-jamming algorithms have become an important research topic within the Global Navigation Satellite System (GNSS) discipline. While many GNSS receivers leave large space for signal dynamics, enough power space is left for the GNSS signals to be spoofed. GNSS signal power on the earth’s surface is around 160 dBW. The goal of spoofing is to provide the receiver with a slightly more powerful misleading signal, stronger than the original GNSS signal, fooling the receiver into using fake signals for positioning calculations. The receiver will generate a misleading position of the navigator. Practical spoofing that provides misleading navigation results of the receiver is difficult to conduct due to the signal infrastructure. Using trivial anti-spoofing algorithms in GNSS receivers, spoofing attacks can be easily detected. The article discusses the vulnerability of unmanned vehicles and provides an approach to anti-spoofing based on measuring distance between two antennas.

The use of ammonium nitrate due to its high nitrogen content (>26%) has made it the most utilizedfertilizer in agricultural areas. However, being easily accessible with this feature encouraged its use fordifferent purposes. Ammonium nitrate is usually produced with large tonnage (>50ton/h) and highcost (>$20million) production processes. Therefore, any changes that can be made in the processmust be applied in the process so that the result can be achieved easily without increasing the costin any way. In this study, it is aimed to reduce the explosion sensitivity of ammonium nitrate usedfor explosive purposes in terrorist attacks. Thus, it was aimed to solve the problem by adding variouschemicals to the ammonium nitrate production process so that it can only be used for agriculturalpurposes. For this purpose, the production process was examined by adding carboxymethyl celluloseand polyethylene glycol to the ammonium nitrate production process and the accuracy of the resultswas tested by instrumental analysis methods

This article discusses the approach to anti-jamming based on the shielding of antennas from the signal jammer.

What makes the attacks on aviation transport so attractive is the fact that the act of aggression aimed at means of transport has an impact not only on the craft and vehicles themselves, but also on the critical infrastructure, the passengers, the crew and is followed by the wide interest of media due to the spectacular side of the event. The distinction between a terrorist act and illegal interference act may raise the suspicion of various implications for the functioning of critical infrastructure of an airport, first and foremost the designing of security and protection systems. As it may seem, providing safety will be adequate to anti-terrorist activities whereas the protection of civil aviation will be assigned to the prevention of acts of illegal interference. Such a course of thinking would imply the division or at least conduction of parallel actions. In practice, those areas overlap one another and widen the range of possible actions or use of certain instruments, for example legal ones. Also, the differences in prevention systems against terrorist acts and illegal interference acts are only slight.

The purpose of the article is to analyse the modus operandi of the terrorists who on 22 March 2016 organised the bomb attacks in Brussels. The article characterises the targets of the attackers, analyses their operational tactics and the aftermath of their attacks. In addition, the consequences of the attacks are discussed – both economic and legal. Another issue analysed in the article is the perpetrators of the assassinations – their origin, path of radicalisation and network of contacts. The summary shows why returning foreign terrorist fighters are a threat to security in the EU countries, including Poland.

W artykule przedstawiono zagrożenia stwarzane przez ataki terrorystyczne przeprowadzone przy użyciu improwizowanych urządzeń wybuchowych (IED – improvised explosive device). Wyjaśniono pojęcia takie jak terror, terroryzm, zagrożenia terrorystyczne i wspomniane już IED. Omówiono budowę i konstrukcję improwizowanych urządzeń wybuchowych, ich typy, statystyki użycia i metody uruchomienia/dostarczenia do celu IED. Omówiono wybrane wydarzenia i ataki terrorystyczne. Przedstawiono rekomendacje dotyczące zapobiegania kolejnym atakom terrorystycznym, możliwości zdiagnozowania ewentualnych przyszłych zdarzeń czy ograniczenia strat w ludziach w razie ataku.

The article presents terrorism as a threat to international security in the 21st century. The problem with defining terrorism has been present for many years and the available definitions are developed based on the main features of terrorism. The article emphasises that terrorism has evolved through the 20th and 21st centuries. Terrorist incidents have become more unpredictable in terms of place and time, and so did methods of carrying out the attacks. The further section describes the impact of terrorist attacks on public opinion and the perception of terrorism. The consequence of presenting terrorist incidents in the media is the widespread sense of threat of terrorism. Terrorists use the mass media to convey their ideologies and the medium that is most used by them is the Internet. Based on examples, the author demonstrates that terrorism has an influence on policies adapted by countries and is an economic threat. Finally, the article states that despite the lower frequency of incidents in Europe, terrorism is still a problem and subsequent terrorist incidents are only a matter of time. Fewer terrorist attacks in Europe do not mean that terrorist organisations are weaker.
