The aim of the paper was to explain the essence of the reform of the Polish election law, which took place in 2018. The changes were studied from the perspective of their impact on the process of organisation and preparation of elections. Therefore, four key elements of the reform were selected for analysis: institutional changes concerning commissioners and election officials, change in the position of local government units in the preparation and conduct of elections, live streaming of the work of district electoral Commissions (Obwodowa Komisja Wyborcza) and their appointing their members. The basic research method was the analysis of legal acts and expert interviews. The text highlights a number of problems and shortcomings related to the implementation of the reform. It was found that there are currently no institutions in Poland that have the resources to take over from local government units the tasks related to the preparation and organisation of elections. It was shown that many of the intended objectives of the reform were not achieved, either as a result of the amendments in the pre-election period or as a result of the interpretation aimed at maintaining the actual status quo despite legal changes. The latter phenomenon is the most visible in the institution of the electoral officer.

Problemem podjętym w niniejszym artykule jest upodabnianie się elekcji parlamentarnych do prezydenckich. Celem artykułu jest zbadanie stopnia upodobnienia się polskich wyborów do Sejmu z 2015 r. Do próby zaliczono osiem komitetów, które zarejestrowały listy we wszystkich 41 okręgach wyborczych (PiS, PO, Kukiz ’15, Nowoczesna Ryszarda Petru, Zjednoczona Lewica, PSL, KORWiN oraz Partia Razem). Z uwagi na fakt, że realne szanse na zostanie w 2015 r. premierem mieli kandydaci dwóch największych partii, największa uwaga została skoncentrowana na kampanii PiS i PO. Badanie obejmuje okres czterech ostatnich tygodni kampanii wyborczej. Analizę oparto na sześciu płaszczyznach: (1) cele wyborów (2) nominacje kandydatów, (3) główny produkt kampanii, (4) strategia wyborcza, (5) relacjonowanie kampanii przez środki społecznego przekazu oraz (6) figura przeciwnika.
The aim of this article is to examine to what extent the Polish parliamentary election of 2015 adopted features typical of the presidential ones. The author takes into consideration 8 committees that registered their lists in all the 41 voting constituencies (Law and Justice, Civic Platform, Kukiz ’15, Modern of Ryszard Petru, United Left, Polish People’s Party, KORWiN and Razem Party). Due to the fact that only the leading candidates of the Civic Platform (PO) and the Law and Justice (PiS) had a real chance to become the Prime Minister, the study will focus on these two major political parties. The analysis will concentrate on the last four weeks of the campaign and is conducted at six levels: (1) the aim of the election, (2) the nomination of candidates, (3) the main product of the campaign, (4) the campaign strategy, (5) the reports of the mass media and (6) the figure of the opponent.

The Kuyavian-Pomeranian Voivodeship constitutes one of the smallest of the Polish voivodeships. It is composed of nineteen land districts and four city counties, including Bydgoszcz, Torun, Wloclawek and Grudziadz. According to the data provided by the Public Electoral Commission (PKW), in 2009 the Kuyavian-Pomeranian Voivodeship was inhabited by more than 2 million people, 1.65 million of whom had the right to vote. Despite the relatively small number of inhabitants, due to provisions of the act regulating the process of voting for the Members of the European Parliament, the voivodeship in question became a separate electoral district with the electoral commission located in Bydgoszcz. This decision was infl uenced mostly by members of the Democratic Left Alliance (SLD) representing this region in the Polish Parliament. This lobbing activity seemed benefi cial from the party’s perspective, since SLD has been gaining extraordinary support in the region. But for this lobbing, the voivodeship under consideration would have been included in one district together with the Pomeranian Voivodeship, where the majority of voters are prone to give their support to the right-wing and centre-wing parties.

One of the main factors that determines voter turnout is the mobilisation of the constituency of a given party compared with that of its opponents. The turnout in the 2019 European Parliament election in Poland was twice what it had been in previous years, and the result was forecast accordingly. The media initially reported that the victorious PiS had benefitted from new votes. The present article shows that drilling down to the lowest level of administrative unit (viz. the gmina) actually reveals a negative correlation between higher frequency and increased support for PiS in many cases. This implies that PiS did not win solely as a result of new voters being mobilised, but also, and perhaps predominantly, because KE voters switched their allegiance to PiS. Many new voters actually voted for the opposition.

Among all the elections organized in Poland, presidential elections are not only the ones with a highest turnout, but also most eagerly investigated by the researchers. However, the studies concerning the importance of this particular voting is not often examined. On the one hand, there are arguments to classify it as first-order election, on the other, for certain reasons they ought to be regarded as second-order. The aim of this article is to answer the question whether 2015 Polish presidential election were of first or rather second-order importance. In his analysis, the author focused on the following issues: personal strategies, programme strategies, the course of the campaign in the traditional and new media, the level of electoral participation and the influence of the election on the course and outcome of the parliamentary campaign.

We investigated the spatial variation patterns of voting results in Polish parliamentary election in 2015 across 380 regions. That election was a milestone event in Polish politics that substantially affected Poland’s internal and foreign policy directions and promoted two emerging political parties as runners-up against the well-established ones. While socio-economic, cultural and geographical factors such as economic activity, historical legacies (post-Russian East vs post-German West) and economic dichotomies (cities vs the countryside) explain most variations for most parties, they do not appeared to fit as determinants of the new parties’ support, especially of right-wing populists. Demographic target groups of individual parties appear to be relatively unresponsive to their pre-election offerings. The spatial specification of econometric models considerably improves their statistical properties. We also examined mixed-W models to account for the unobservable spatial effects stemming from the construction of constituencies. Their distinctive sets of candidates added significantly to the explanation of the spatial variation in voting.

The presented article explores the effects of TV political advertising on political images of candidates competing in the 2015 presidential election in Poland. For this purpose, the empirical research (N=507) to check the reactions to campaign spots among voters with different political preferences was carried out. The conducted research shows that political preferences significantly affect both the perception of political images and the emotional attitude to candidates. The study also confirms that political advertising has a moderate importance in creating the images of commonly known politicians. Interestingly, the obtained results prove that emotional attitude towards politicians are more permanent and resistant to change under the influence of advertising messages than political image characteristics.

The problem of media visibility of politicians and political parties is at the heart of the interest of political communication researchers. Theoretical reflections and empirical studies focus on numerous media presence determinants. At the same time, attempts to identify the media visibility of political actors in specific periods, such as the particularly important for democracy period of the election campaign preceding the parliamentary election, are relatively rare. This study is intended to fill that gap. It proposes a simple research tool in the form of a media visibility index, which makes it possible to calculate and compare the visibility of electoral committees in selected media during the election campaign. The tool was used to determine the visibility of electoral committees taking part in the 2019 parliamentary elections in Poland in two TV news services “Wiadomości” and “Fakty”, and three weekly opinion magazines “Newsweek”, “Polityka” and “Sieci”. The data to calculate the index was gathered through manual content analysis of the studied media conducted six weeks before the day of the parliamentary elections.

RESEARCH OBJECTIVE: Analysis of how the 2020 US presidential election was covered and framed by Polish television news programs, and whether the polarization of media and politics in Poland was reflected in the studied content, influencing its bias. THE RESEARCH PROBLEM AND METHODS: The analysis of the coverage of the US presidential campaign by three nationwide TV news programs – TVN, TVP and Polsat by using content analysis with elements of framing analysis and comparative analysis. THE PROCESS OF ARGUMENTATION: The article consists of four parts: the first explains the methodology of the study, the second discusses how presidential elections are covered and framed and what influences the national media being interested in covering foreign events. The third part presents the results of the study, and the last contains the discussion and conclusions. RESEARCH RESULTS: The coverage was dichotomous and there was a correlation between the political affiliation of the media and their choice of framing. The media used a combination of game, strategy and conflict framing that highlighted differences between Trump and Biden in terms of the election results and their personal attributes. We found that the electoral rivalry was portrayed as a conflict between the candidates and that the Polish media constructed “enemy” images of candidates and voters depending on their political sympathies. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The polarization of media and politics in Poland was reflected in the coverage of the US election. The broadcasters placed Polish political conflicts in the context of the US campaign. It shows that foreign events may be covered by national media through the prism of political bias.

Electoral Action of Poles in Lithuania-Christian Families Alliance

The purpose of this article is to present the analysis of the election results of Lietuvos lenkų rinkimų akcija-Kriščioniškų šeimų sąjunga (LLRA-KŠS, Electoral Action of Poles in Lithuania-Christian Families Alliance) in Lithuania’s Parliamentary election 2016. The article presents a short review of the development of Lithuanian-Polish relationship. Several new events took place before Parliamentary election 2016 and had a certain impact on it. First of all, constituency borders were changed in Lithuania, what in general was very advantageous for LLRA-KŠS. Secondly, geopolitical and security situation in Russia changed dramatically because of its aggression in Ukraine and it also revealed prokremlin’s orientation of LLRA-KŠS that in turn had a very negative impact on the party’s image. Probably due to this LLRA-KŠS received about 10,000 votes less. This drop was most significant in Vilnius city but had an immaterial effect in the constituencies controlled by LLRA-KŠS. Nevertheless, the election reveals another important fact that voters in Vilnius district value not only candidates' nationalities (as it might be expected) but also their origin and bonds with local communities.

Przedmiotem artykułu jest kwestia ewolucji systemu wyborczego do Sejmu RP w latach 1991–2015. Szczególne miejsce w podjętych badaniach stanowiła kwestia formuły wyborczej, która oznacza zasadę przekształcania głosów wyborców na mandaty (można wyróżnić trzy formuły wyborcze: proporcjonalną, większościową, mieszaną). Przeprowadzone badania skłaniają do wniosku, iż kwestia formuły wyborczej stanowiła istotny aspekt prowadzonego w latach 1991–2015 dyskursu publicznego. Znaczne poparcie obywateli RP dla idei ustanowienia w wyborach do Sejmu formuły większościowej (w miejsce obowiązującej od 1991 roku formuły proporcjonalnej) powinno być impulsem do podjęcia pogłębionej debaty konstytucyjnej w zasygnalizowanym zakresie przedmiotowym, gdyż same zasady przeprowadzania wyborów powinny cieszyć się szerokim poparciem społecznym. Zwolennicy jednomandatowych okręgów wyborczych przywołują m.in. argument, iż wskazana formuła wyborcza zbliża przedstawicieli do narodu, gdyż ważniejsza staje się pozycja posła w okręgu wyborczym niż w gremiach kierowniczych partii politycznych (komitetów wyborczych) ustalających kształt list wyborczych.
The subject matter of this article is evolution of the system of elections to the Polish Sejm within period between 1991 and 2015. The conducted research paid particular attention to the election formula, which is the principle for converting votes into mandates (we can distinguish three types of election formulas: proportional, majority and mixed). The research leads to a conclusion that the election formula has been a vital aspect of the political discourse between 1991 and 2015. Considerable support among the citizens of the Republic of Poland for the idea of adopting the majority formula in elections to the Sejm (in place of the proportional representation formula which has been applied since 1991) should be a stimulus for a thorough constitutional debate within the subject concerned because the principles of elections need to enjoy a broad social acceptance. Supporters of the single-mandate constituencies rise an argument that e.g. the said election formula draws the nation and political authorities closer together because position of the parliament members in the constituency becomes more important than his/her position within the managerial circles of the political party (the electoral committee) that develops the electoral registers.

The article presents the results of empirical research on the use of audiovisual advertising by Polish political parties in election campaigns (both on television and distributed on the Internet). The goal is to show the current trends and most often used means of persuasion during the condensed construction, political information-persuasion message, which is the election advertisement. The commercials were analysed of political parties distributed in the period of the parliamentary election campaign in 2011. The results of the analysis were compared with the results of previous research in this matter, which exhibited certain tendencies in the communication strategies of the Polish political parties.

Tematem artykułu jest analiza dyskursu politycznego polskich partii, biorących udział w kampanii do Parlamentu Europejskiego w 2014 r. Przedmiotem badań uczyniłem populistyczny dyskurs, w moim przekonaniu charakterystyczny dla każdej kampanii wyborczej. Przedmiotem badania zostały objęte wszystkie polskie partie polityczne, a nie tylko populistyczne. W badaniach skorzystałem z metody badawczej analizy zawartości przekazów, na grunt polski przeniesionej i twórczo dopracowanej przez Irenę Tetelowską i Walerego Pisarka. Początkowo analiza zawartości odnosiła się do badania prasy drukowanej, w późniejszym czasie metodę stosowano także w badaniach przekazów telewizyjnych. Według badań, retoryka populistyczna wyraźnie jest wpisana w kontekst współczesnej taktyki politycznej, wyłapywania elektoratu. Sięganie po retorykę populistyczną uzależnione jest od taktyki politycznej. Badania nie potwierdziły obaw przed ugrupowaniami populistycznymi, najbardziej populistyczna formacja otrzymała najmniej głosów.
The topic of this article is the analysis of the political discourse of Polish parties taking part in European Parliament campaign in 2014. The subject of my research is populist discourse, which I believe is characteristic of every election campaign. All Polish political parties have been included in the research, not only the populist ones. In the research I used the method of content analysis, applied and developed in Poland by Irena Tetelowska and Walery Pisarek. At first, content analysis was applied to printed press research, later it was used in television broadcast studies. According to research, populist rhetoric is clearly a part of modern political tactics, winning voters. Using populist rhetoric is dependent on the political tactics. Research have not confirmed concern about populist parties, the most populist party received the smallest number of votes.

The article presents the determinants of creating candidate lists in European Parliament elections in Poland. Its subject context is the evaluation of importance of selected factors with reference to the effect obtained in the election. The main study hypothesis assumes different patterns of creating candidate lists in EP elections in comparison to parliamentary elections, involving the combined occurrence of several determinants. The first of them is the tendency to fill the highest positions in candidate lists with popular people well-known in the media, who have an advantage over anonymous ones.
