The aim of the presented study is a comparison of the effects of the operational activity of city and regional cultural organizations in the context of accessibility. The studies are also an attempt to find indicators (variables) determining the most effective financing methods for operational activity of cultural organizations. For this purpose, determining indicators were identified, which drive the efficient activity of theaters. The authors share the view that accessibility is the main factor determining the effectiveness of public cultural services. Hellwig’s method of the capacity of indicators’ information and development was used to identify efficiency drivers for cultural institutions. Classification based on financial and operational metrics led to the best organizations that can play a model role.

The purpose of this study is to analyze the indicators of environmental governance as one of the elements of sustainable development. The results of the study show the ranking of EU countries in terms of the value of selected indicators in the years 2010 and 2015, and the analysis of how these indicators influenced the position of individual countries in the ranking. The Hellwig method was used to analyze the data in this study. The main findings are that relatively low greenhouse gas emission in CO2 equivalent, a high share of renewable energy in transport fuel consumption and a high recycling rate of packaging waste are main determinants of sustainable development on the environmental field. This factors are affecting the position of individual states in the ranking.

Green growth is a new approach to the economy that assumes the efficient use of raw materials while minimizing the negative impact on the environment. The aim of the study is to assess green growth in the European Union countries in 2019. For this purpose, secondary data was used and a multidimensional analysis of sustainable development was performed. The non-pattern model together with the Hellwig and Ward methods were implemented. This enabled a comparison between countries, and their classification due to a similar level of development. Based on the analysis, a large discrepancy in terms of green growth was observed in the examined countries. It was noted that the disproportion may turn out to be a problem in the implementation of the sustainable development policy. The results also showed that the position of the country is reflected in its geographic location.

Research background: The choice of the issue of international competitive-ness of economies as the research problem addressed in this paper has been mainly dictated by the changes observed in the nature of the development of EU economies and the need to assess the competitiveness of the Polish economy. It is time to evaluate and learn from the largest enlargement in the history of the EU which took place in May 2004. An assessment of changes in the state of EU economies, including the Polish economy, is in the centre of research interest of many scientists. National competitiveness is the subject of a great deal of research and economic studies. Integration and globalisation processes in the world economy are the main reasons for the popularity of this topic. The efficient use of sources and factors determining the competitiveness of economies, sectors and enterprises is associated with prosperity over the long term. One of the methods based on the observation of selected basic indicators of economic competitiveness is the method of analysis called the macroeconomic stabilisation pentagon. The method illustrates the extent to which the government achieves five macroeconomic objectives. It is very difficult, if not impossible, to meet all these objectives at the same time. The difficulty of meeting all these goals concurrently is due to the fact that they are more or less competitive rather than complementary. The proposed assessment of competitiveness based on the developed model of macroeconomic stabilisation pentagon is a unique approach in terms of discussion of country's competitiveness. This approach significantly distinguishes the current study in comparison with standard international reports on competitiveness such as the Global Competitiveness Index or the EU Regional Competitiveness Index. Purpose of the article: The main aim of the paper is to assess the competitiveness of EU economies in the years 2005-2018, based on a selected set of diagnostic variables referring to the concept of macroeconomic stabilisation pentagon. The paper also formulates a detailed list of four research hypotheses. Methods: In order to characterise the competitiveness of the European Union economies, including the EU-15 and EU-13 groups, as well as the Visegrad group, six diagnostic variables affecting the economic situation of individual EU countries were analysed. The variables for analysis were chosen so as to reliably describe the competitive position of a given country, at the same time referring in a substantive sense to the concept of macroeconomic stabilisation pentagon. The linear ordering of objects was made using the reference Hellwig method. The selected method enabled the development of competitiveness rankings of EU Member States in the years 2005, 2009, and 2018. Findings & Value added: The comparative analysis of the main macroeconomic indicators conducted in the paper forms the basis for assessing the current state of the EU economy in relation to other countries. In the paper, the authors depart from the standard elaboration of 'magic pentagon.' Instead, they apply the variables used in the macroeconomic stabilisation pentagon analysis to develop competitiveness rankings of EU Member States. The con-ducted empirical study has confirmed that the 15th anniversary of EU member-ship had a decidedly positive impact on the level of economic development of the EU-13 countries.

Purpose: Linear ordering is an important issue for evaluating multi-attribute objects. The issue of assessing cities in the context of their rating in the light of the smart city concept is a linear programming issue. The primary purpose of the article is to report the results of linear ordering obtained based on different methods and to present comparative analyses. Design/methodology/approach: The data presented in the article are based on EUROSTAT. It refers to indicators characterising selected European capitals. Findings: Based on the indicators selected from the database, the ranking of cities is determined based on the presented methods. The results obtained were used for benchmarking. Originality/value: The most significant value of the work is the benchmarking that was carried out. The analysis proved that the TOPSIS method showed that the result obtained was similar to that obtained by SCI.

E-commerce in Europe is becoming increasingly important in all market segments, and in most segments it already accounts for few or even several dozen percent of total trade. According to a report by E-commerce Europe, it has already left the US market behind in 2010. Year by year, the willingness to buy products, which until recently were not treated by many consumers as “online”, such as food products, is growing. Considering the above, the aim of the article is to determine the level of development of e-commerce in the European Union (EU-28). In the research procedure the literature and EUROSTAT data were used. The following research methods were used for data analysis: literature analysis, the Hellwig’s method and the threshold grouping method. The analysis was carried out in two periods, i.e. in 2014 and 2018, which allowed assessing the direction of changes in the surveyed.
Handel internetowy w Europie ma coraz większe znaczenie we wszystkich segmentach rynku, a w większości segmentów stanowi już od kilku do nawet kilkudziesięciu procent przypadający na cały handel. Według raportu stowarzyszenia E-commerce Europe, już w 2010 roku zdystansował on rynek USA. Z roku na rok rośnie skłonność do zakupu produktów, które do niedawna nie były traktowane przez wielu konsumentów za „internetowe” jak np. produkty spożywcze. Celem artykułu jest określenie poziomu rozwoju handlu internetowego w krajach Unii Europejskiej (UE-28). W postępowaniu badawczym wykorzystano literaturę dotycząca badanej problematyki oraz dane EUROSTAT. Do analizy danych wykorzystano następujące metody badawcze: analizę literatury, metodę Hellwiga oraz progową metodę grupowania. Analiz dokonano w dwóch okresach, tj. w roku 2014 oraz 2018, co pozwoliło na ocenę kierunku zmian w badanych.

The growing interest in measuring economic and social phenomena that are difficult to observe directly increases the need for researchers to broaden the use of multivariate statistical analysis methods. The ease of interpreting results presented in the form of rankings makes it common practice to use different methods of linear ordering of objects. If the appropriate assumptions are met, the determined set of variables allows for the construction of a synthetic measure whose ordered values provide a ranking. Such a statistical approach is quite often used in assessing the level of innovativeness of economies, and the literature abounds in various innovation indices. The starting point of this paper is a set of 27 variables on the basis of which the Summary Innovation Index is developed. After verifying the statistical assumptions and reducing the database to 21 diagnostic factors, the authors construct a total of nine innovation rankings, using different methods of linear ordering and selected procedures for normalisation of variables. The aim of the paper is therefore to assess the impact of selected methods of linear ordering (Hellwig’s method, TOPSIS method, GDM method) and various procedures for normalising variables (classic standardisation, positional standardisation, quotient transformation) on the final ranking of the EU Member States due to the level of their innovation performance. The obtained results confirm that the applied method of linear ordering and the selection of the normalisation procedure have an impact on the final ranking of the examined objects – in this case, the final ranking of the EU Member States due to the level of their innovativeness analysed in the presented research.
Rosnące zainteresowanie pomiarem zjawisk ekonomicznych i społecznych, trudnych do bezpośredniego zaobserwowania, wzmaga potrzebę badaczy do szerszego stosowania metod wielowymiarowej analizy statystycznej. Łatwość interpretacji wyników przedstawianych w formie rankingów sprawia, że powszechnością staje się korzystanie z różnych metod porządkowania liniowego obiektów. Przy spełnieniu odpowiednich założeń, wyodrębniony zbiór zmiennych pozwala na budowę zmiennej syntetycznej, której uporządkowane wartości dają ranking. Takie podejście statystyczne jest dość często stosowane w ocenie poziomu innowacyjności gospodarek, literatura przedmiotu obfituje w różne indeksy innowacyjności. Punktem wyjścia w tym artykule jest zestaw 27 zmiennych, na podstawie których opracowywany jest Summary Innovation Index. Po sprawdzeniu założeń statystycznych i zredukowaniu bazy do 21 czynników diagnostycznych, autorzy konstruują łącznie 9 rankingów innowacyjności, stosując różne metody porządkowania liniowego oraz wybrane procedury normalizacji zmiennych. Celem artykułu jest zatem ocena wpływu na ostateczny ranking krajów członkowskich UE ze względu na poziom ich innowacyjności wybranych metod porządkowania liniowego (metoda Hellwiga, metoda Topsis, metoda GDM) oraz różnych procedur normalizacji zmiennych (standaryzacja klasyczna, standaryzacja pozycyjna, przekształcenie ilorazowe).

The growing significance of the real estate market prompts investors to search for factors and variables which support cohesive analyses of real estate markets, market comparisons based on diverse criteria and determination of market potential. The specificity of the real estate market is determined by the unique attributes of property. The Authors assume that developing real estate market ratings identifies the types of information and factors which affect decision-making on real estate markets. The main objective of real estate market ratings is to create a universal and standardized classification system for evaluating the real estate market. One of the most important problems in this area is collecting appropriate features of real estate market and development dataset. The main problem involves the selection and application of appropriate features, which would be relevant to the specificity of information related to the real estate market and create a kind of coherent system aiding the decision-making process. The main aim of this study is the optimization of set of variables that were used to develop the real estate market ratings. For this purpose, Hellwig’s method of integral capacity of information was applied. In this particular case, the method shows what set of variables provides information most sufficiently. The results lead to obtaining the necessary set of features that constitute essential information which describes the situation on the local real estate market.

Research background: Quality of life is viewed as the degree of people's satisfaction of various needs, especially including material, spiritual, safety-related needs and life aspirations. The aspects taken into consideration are economic, spatial, environmental and cultural ones. Quality of life is therefore determined by various conditions in which a human lives and the source of which is the hierarchy of needs and a value system. At the same time, quality of life can be viewed in terms of collectivity (objective aspect) and an individual's evaluation (subjective aspect). The former view shapes the existing living conditions and the latter results from the satisfaction from a specific person's life, experiences and ambitions. The multidimensionality of the quality of life categories translates into difficulties in defining and measuring it, and constitutes an interesting research object. Purpose of the article: The purpose of the article is to diagnose and evaluate the variety of the quality of life in Polish voivodeships, in objective terms by building a synthetic measure allowing for estimating inequalities in the quality of life of regional communities. It was assumed that quality of life will be characterised by indicators grouped into the following areas: material living conditions, economic activity, health, education and living environment quality. Methods: The main method used for measuring quality of life is the linear ordering based on Z. Hellwig's taxonomic measure which allows for organising voivodeships in terms of the quality of life of communities. Additionally, the cluster analysis (Ward's agglomerative grouping method) was used, which allowed for distinguishing voivodeships similar in terms of the analysed phenomenon. Findings & Value added: During the realisation of the research goal, special attention was paid to the complexity of the quality of life issue and its measurement in terms of economy and rather important varieties in voivodeships were emphasized. The conducted analysis allowed for distinguishing groups of regions with the highest, high, low and the lowest quality of life.

Research background: Social and economic development involves a broad spectrum of social, economic and spatial phenomena. The multi-faceted nature of regional development arises directly from the fact that it is shaped by multiple factors. Current discourse emphasises the role of endogenous factors, which indicate the specific nature and the distinctive features of the given territory. Mobilising the endogenous potential ensures stable regional development dynamics. At the moment, one of the fundamental economic problems are the increasing differences in the development of specific regions. Purpose of the article: The purpose of this study is to assess the differentiation of the social and economic level development of Polish Voivodeships, applying the selected assessment methods for the years 2010 and 2015, draw up a rank list of regional units according to their development levels, and identify the groups of Voivodeships sharing similar development levels. The indicators used in this study, characterising the level of the social and economic development, have been systematised according to the following areas: demographics and labour market, regional entrepreneurship, local economy structure, innovation and research & development activities, technical infrastructure, social infrastructure, and the condition and protection of the natural environment. Methods: The level of the social and economic development of Polish Voivodeships was assessed using Zdzisław Hellwig's development pattern method, which made it possible to rank them according to the level of development of Polish Voivodeship. The methodology is supplemented by Ward's agglomerative clustering method, which made it possible to distinguish other Voivodeships according to the analysed phenomenon. The Voivodeship clustering method used Jenks' natural breaks classification method. Findings & Value added: Pursuing the research aims, the authors focused in particular on clear spatial differences. Through the analysis we were able to identify the changes in the social and economic development processes of the Polish regions. The Voivodeships were divided into groups according to their development level: the highest, high, low and the lowest.

Opis:
The development of regions within one country is an uneven process. States seek to reduce internal inequalities between particular regions through the implementation of appropriate economic policies, as is the case of Poland. The aim of the study is to evaluate the level of socio-economic development of regions in Poland (voivodships) in the years 2013– 2019. For this purpose, a taxonomic analysis based on Hellwig’s development measure was conducted and the Euclidean distance was applied to assess the difference between the obtained pattern and particular voivodships. On the basis of data provided by the Local Data Bank of Statistics Poland and through linear ordering, two rankings of voivodships were created: one reflecting their socio-economic development excluding environmental protection aspects and the other focusing solely on the issue of environmental protection. Low values of the coefficient of variation relating to a part of the analysed variables indicated that the development level of voivodships in the analysed period is in many respects very similar. The variables crucial for determining the differences between voivodships show that Mazowieckie Voivodship occupies high positions in both rankings (and is the leader in the ranking of socio-economic development excluding environmental protection aspects), while Warmińsko-Mazurskie Voivodship is characterised by a low level of development illustrated by both rankings.
Rozwój regionów w obrębie państwa jest procesem nierównomiernym. Poprzez odpowiednią politykę gospodarczą państwo dąży do zmniejszenia wewnętrznych nierówności. Dotyczy to również Polski. Celem badania omawianego w artykule jest określenie poziomu rozwoju społeczno-gospodarczego województw w latach 2013–2019. W badaniu zastosowano analizę taksonomiczną z wykorzystaniem miary rozwoju Hellwiga. Do oceny różnicy pomiędzy wzorcem i województwem wykorzystano odległość euklidesową. Na podstawie danych z Banku Danych Lokalnych GUS opracowano, za pomocą porządkowania liniowego, ranking województw pod względem sytuacji społeczno-gospodarczej z wyłączeniem aspektów środowiskowych i osobno ranking dotyczący ochrony środowiska. Wyniki badania pokazują, że poziom rozwoju województw w badanym okresie jest w wielu aspektach bardzo zbliżony (niskie wartości współczynnika zmienności). Na podstawie zmiennych najbardziej różnicujących województwa wykazano, że woj. mazowieckie zajmuje bardzo wysokie pozycje w obu rankingach (pod względem rozwoju społeczno-gospodarczego z wyłączeniem aspektów środowiskowych jest liderem), natomiast woj. warmińsko-mazurskie charakteryzuje się niskim poziomem rozwoju zilustrowanym przez obydwa rankingi.

Identifying the factors that significantly affect the quality of life of the residents of municipalities of the Kielce poviat based on a synthetic indicator. Design/methodology/approach: The method used in the paper is create a synthetic indicator designed using a taxonomic method and the estimation of the logistic regression model. Data of the Central Statistical Office concerning the years 2014-2018 were used in the calculations. Findings: The obtained values of the TMR (Total Material Requirement) indicator suggest that in the Kielce poviat the quality of life of the residents of individual municipalities is very diverse. At the same time, a common positive tendency is observed, manifested in the trend indicating an improvement in the quality of life in each of the municipalities in the examined period. The constructed indicator was used to estimate the regression model for cross-sectional data from 2018. Originality/value: The estimated models allowed to formulate conclusions concerning the impact of particular explanatory variables on the diagnosed level of quality of life in the surveyed municipalities.

Opis:
Purpose: The purpose of the article is to assess the level of digital competence of young Poles against the background of selected European countries in the context of changes occurring in the labor market. Design/methodology/approach: The level of digital competence of young people from 30 selected European countries was diagnosed on the basis of the development pattern method by Z. Hellwig. To develop a synthetic Z. Hellwig measure, 23 diagnostic characteristics that reflect the level of skills of young Europeans in creating digital content, using databases, communicating and collaborating online, using ICT in different types of online activities, and protecting privacy and personal data online were selected. The study covered a group of young people aged 16-24, representing a potential labor supply that is particularly relevant to the development of the digital economy. Findings: In the light of the characteristics adopted for the study, the level of digital competence of young Poles is low. Young Finns, Maltese, Dutch, Spanish and Icelanders have the highest levels of digital competence. In contrast, particularly low levels of these competences are seen among young Bulgarians and Romanians. Research limitations/implications: The presented research can contribute to further in-depth analysis of the impact of the digital competency deficit on the economic development of the countries included in the analysis in the long term, including Poland in particular. Practical implications: The results of the research can provide guidance to public authorities in creating and evaluating strategies for the development of digital competences in Poland and the other countries covered by the study. Originality/value: The article indicates the changes that the labor market is undergoing as a consequence of the digital transformation of the economy. A synthetic indicator of digital competence was constructed, taking into account the diagnostic characteristics selected by the author of the article, which in their opinion are particularly relevant to the development of the digital economy. Leaders in the level of digital competence of young people have been identified. The distance between them and Poland was also diagnosed. The findings are addressed to the public authorities of the European countries surveyed. They can provide guidelines for the creation and evaluation of strategies for the development of digital competences in Poland and the other countries covered by the study.

Opis:
Purpose: The processes of socio-economic development always take place in a specific space and are not uniform. The modern conditions of regional development vary a lot with regard to the socio-economic development of the particular territorial entities. This is also true for Ukraine, the subject of this study and a current candidate for the European Union. This paper will assess the diversity of socio-economic development of the Ukrainian regions in 2020 and rank these entities according to the level of their development. Methodology: Z. Hellwig’s method of development pattern, which helps to order the regions in terms of their development, is applied to the evaluation of socio-economic development of the Ukrainian entities. The indicators adopted are systematised by the following areas: Demographics and job market, Structure of regional economies, Innovation, research and development activities, Technical infrastructure, Social infrastructure, and Condition and protection of the natural environment. Findings: The analysis helps to identify the levels of socio-economic development of Ukrainian regions and the region groups of the highest, high, low, and very low standards of development. The results suggest a great diversity of socio-economic development of these regions. Dnipropetrovsk, Zaporizhzhya, and Kharkiv experience the maximum, while Donetsk and Luhansk the minimum levels of development. Research limitations/implications: The data published by the State Statistics Service of Ukraine for 2020 are used, excluding those for the temporarily occupied area of the Autonomous Republic of Crimea, the city of Sevastopol, and parts of the temporarily occupied areas of Donetsk and Luhansk regions. Further comparative research should estimate the effects of the changes on socio-economic development following the end of the Russian Federation’s aggression against Ukraine. Continuing studies may also identify factors with a decisive impact on the regions’ attribution to the particular groupings. Social implications: The evaluation of the regional development levels may provide foundations for some strategies of socio-economic development, an explication of causes of regional variations, and a determination of potential for and ways of levelling down the existing inequalities. The diversity of development of the individual Ukrainian regions is important to its status of a candidate to the EU, granted on 23 June 2022. In connection with a closer cooperation between Ukraine and the EU, the results can provide knowledge about where to channel the EU funding aimed at the socio-economic development of the particular regions. Originality/value: The determination of the diversity of socio-economic development and positioning of the Ukrainian regions in this respect. The study can also be seen as a contribution to the existing research and serve the purpose of comparative analysis.

Opis:
Purpose: The purpose of the article is to assess the level of use of information technologies by households in selected European countries and the resulting transformations in socio-economic relations. Design/methodology/approach: The article uses one of the taxonomic methods – the Hellwig’s development pattern method. 20 diagnostic features were adopted to develop Hellwig’s synthetic measure. They reflect the access and use of the Internet by households in five areas: networking and formal activities in the fields of e-government, e-banking, e-education, e-health; carrying out political and civic activities online (consulting, voting, expressing opinions); making informal contacts and participating in social networks (e.g. Facebook, Twitter, etc.); e-commerce; using instant messaging and e-mail. Findings: In the light of the characteristics adopted for the survey, the highest level of use of information technology by households is characteristic of Iceland, Norway, Denmark, Sweden, the Netherlands, Great Britain and Finland. The countries with the lowest rates are Romania and Bulgaria. Research limitations/implications: The studies presented may contribute to further in-depth analyses of the links between the use of information technologies in individual countries and their level of economic development in the long term. Originality/value: The results are addressed to public authorities in 30 European countries. On their basis, leaders in the use of information technologies by households in various areas of economic and social life were identified. The distance between the other countries was also diagnosed. The results of the research can guide public authorities in developing strategies for the development and dissemination of information technologies in their countries.
