Despite the fact that the hybrid wars were conducted for centuries, the annexation of the Crimea and the involvement of the Russian Federation in the conflict in the Ukraine calls new discussions over its essence. Evaluation of the theory and practice of the activities carried out by FR indicates that we are dealing with the new generation of war. However, it is not in contradiction with the "Clausewitzian paradigm" of conducting armed struggle, which says that war is merely a continuation of politics by other means. The hybrid actions refer precisely to these measures, whereas the rules of warfare, its nature and objectives are still the same.

This article presents the results of research that set out to identify and characterize the challenges and threats to international security posed by the use of hypersonic weapons. The research process mainly employed the critical assessment of the literature, systemic and comparative analyses and generalization. As a result of the research, it was established that hypersonic weapons are an indispensable tool in the conducting of international competition by the Russian Federation and can be treated on par with nuclear weapons. Due to its attributes, it meets the criteria of an offensive weapon and poses certain uncertainties and real threats to the international security environment mainly because, so far, the capabilities to intercept and destroy it in the active phase of flight to the target has not been acquired. The Russian Federation considers hypersonic weapons as an excellent tool for applying pressure and aggression, allowing it to conduct international competition in the gray zone and achieve foreign policy objectives without the need for direct military confrontation. Due to its ability to cause almost immediate operational and strategic effects, it accelerates the dynamics of conflict escalation and rapidly affects the transition from a state of stability to international instability. It cannot be ruled out that in the third decade of the 21st century hypersonic weapons may be the key element determining the Russian Federation's achievement of global dominance.

This article presents the results of research, which set out to clarify the importance and role played by the concept of using A2/AD capabilities in the military strategy of the Russian Federation. Analysis and criticism of the literature were used to solve the research problems. In order to guide the research process, a hypothesis was formulated, assuming that the Russian concept of using A2/AD capabilities is an operationalisation of a broader military strategy for defeating the adversary, as well as an effective deterrence mechanism. The research process established that the Russian concept of using A2/AD capabilities is a theory and operational practice, a broader military strategy of achieving multi-domain superiority over the adversary by conducting strategic offensive operations. Integrating offensive and defensive operational capabilities plays a key role in this concept, which guarantees possession of the strategic initiative and maintenance of dominance in the international security environment and supports the idea of creating Russian spheres of influence. It also prompts NATO states to counter the supremacy of the Russian Federation.

This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

This article presents the results of research that set out to identify and diagnose the trends found in the development of Russia's precision-guided weapons. The research process mainly employed the critical assessment of the literature and comparative analyses. As a result of the research, it was established that Russian thought on the strategic use of precision destruction weapons was historically determined and changed with technological progress, economic opportunities and changes in foreign policy objectives. Today, precision-guided weapons are complex strike systems capable of shaping the battlespace. Its high effectiveness makes it a real threat to objects that determine the opposing side's defense capability and can be considered strategic. The new generation of precision-guided weapons and hypersonic weapons will be crucial in achieving victories in armed struggle in the near future. Precision weapons will also be an effective tool of pressure and blackmail used to achieve the goals of international competition without the need for direct military confrontation.

The purpose of the research presented in this article was to analyze the role of the Bucharest Nine States (B9) in shaping NATO’s strategic deterrence mechanisms and to assess their effectiveness in ensuring the security of the eastern flank. When discussing the research problems, top-down and bottom-up approaches were adopted to confront NATO’s deterrence initiatives with the expectations of B9. The research process revealed that B9 encourage the United States to engage in European security. They are aware of the need to pay a high cost for their own security, they make defensive efforts in projects implemented by the European Union, especially in acquiring capabilities that guarantee the defense of their own territory and deterrence through punishment. They create conditions for the operating of battalion battle groups on their own territory, or participate in them themselves, and make a large contribution to the reformed NATO response forces and command system. The B9 states actively participate in building allied horizontal deterrence mechanisms to prevent asymmetric escalation of conflict, as well as mechanisms of deterrence by denial to thwart the conquest of their own territory.

This article presents the results of research, which set out to identify and characterize the measures taken by the Russian Federation for its military integration with Belarus and to assess their consequences for regional security. In the research process, the systemic approach was applied. Critical evaluation of literature, systemic and comparative analysis, and generalization were used to solve the research problems. As a result, it was determined that Russia has been exerting constant pressure on Belarus for two decades to achieve military integration within the Union State. The goal of these efforts is to establish military bases and, potentially, permanently deploy significant armed forces of the Russian Federation on the territory of Belarus. As a result, Russia may gain a strategic spatial and temporal advantage over NATO and create real threats to the territorial integrity of the Baltic States and Poland. The Zapad-2021 exercises verified the extent to which Belarus can maintain its sovereignty in terms of military security and what role it will play in Russia’s military plans in the event of a hypothetical confrontation with NATO.

W artykule dokonano oceny zamiarów budowy stałych baz amerykańskich w Polsce w aspekcie działań podejmowanych przez Zachód na rzecz odstraszania strategicznego i stabilizowania sytuacji bezpieczeństwa międzynarodowego. Przeanalizowano działania podejmowane przez Stany Zjednoczone po aneksji Krymu na rzecz utrzymania bezpieczeństwa na terytorium Europy. Dokonano oceny porozumienie NATO-Rosja z 1997 roku w aspekcie obecnych uwarunkowań środowiska bezpieczeństwa międzynarodowego. Przedstawiono plusy i minusy rozlokowania na terytorium Polski baz amerykańskich.

This article presents the results of research which set out to clarify the principles of the use of nuclear weapons and deterrence mechanisms in order to achieve dominance by the Russian Federation in the international security environment. Analysis and criticism of the literature, nonparticipatory observation and elements of case study were used to solve the research problems. The research process established that the Russian Federation will conduct campaigns to undermine the existing international security order using military means, including nuclear weapons. The nuclear component is an inherent element of the Russian Federation’s policy shaping the international security environment and at the same time is a key factor in the holistic concept of coercion. Strategic deterrence is a mechanism for achieving international dominance in peacetime, crisis situations, and war. Its purpose is to bring about concessions and coerce behavior consistent with the strategic interests of the Russian Federation. Nuclear weapons are the ultimate guarantee of the Russian Federation’s strategic dominance in the world. On the other hand, the constantly lowered threshold of its use leads to the degradation of the security environment and the violation of its stability.
Celem badań, których rezultaty przedstawiono w niniejszym artykule, było wyjaśnienie zasad stosowania broni nuklearnej oraz mechanizmów odstraszających w celu osiągania przez Federację Rosyjską dominacji w środowisku bezpieczeństwa międzynarodowego. Do rozwiązywania problemów badawczych zastosowano podejście systemowe oraz metody: analizę i krytykę literatury, obserwację nieuczestniczącą oraz elementy studium przypadku. W procesie badawczym ustalono, że Federacja Rosyjska będzie prowadziła kampanie podważania obowiązującego porządku bezpieczeństwa międzynarodowego przy użyciu środków militarnych, w tym broni nuklearnej. Komponent nuklearny jest nieodłącznym elementem polityki Federacji Rosyjskiej kształtującym międzynarodowe środowisko bezpieczeństwa i jednocześnie stanowi kluczowy czynnik w holistycznej koncepcji przymusu. Odstraszanie strategiczne jest mechanizmem osiągania dominacji międzynarodowej w czasie pokoju, sytuacji kryzysowych i wojny. Jego celem jest doprowadzenie do ustępstw i wymuszanie zachowania zgodnego z interesami strategicznymi Federacji Rosyjskiej. Broń nuklearna stanowi ostateczną gwarancję strategicznej dominacji Federacji Rosyjskiej w świecie. Z drugiej strony stale obniżany próg jej użycia prowadzi do degradacji środowiska bezpieczeństwa i naruszenia jego stabilności.

The subject of research, the results of which are presented in this article, was nuclear weapons and the policy of their use by Russia. The research aimed to determine the role of nuclear weapons in the security policy of the Russian Federation. The study was based on a chronological and problematic approach. The article’s content focuses on answering the following research questions: 1) What is the origin of nuclear weapons in the Soviet Union? 2) What was the evolution of nuclear policy and strategy of the Soviet Union expressed in? 3) What was the nuclear policy and strategy of the Russian Federation until 2014? 4) What role do nuclear weapons currently play in the aggressive foreign policy of the Russian Federation? 5) What are the real intentions of the Russian authorities to use nuclear weapons? The article focuses on a synthetic presentation of the strategy of using nuclear weapons to achieve the Russian Federation’s foreign policy objectives, poorly explored in Polish literature. Based on research, it has been established that Russia’s ambitions to use its nuclear potential to achieve political goals are a serious source of threats to international security and increase the risk of global conflict. 
Przedmiotem badań, których rezultaty przedstawiono w niniejszym artykule, była broń nuklearna i polityka jej wykorzystania przez Rosję. Celem badań było określenie roli, jaką broń nuklearna odgrywa w polityce bezpieczeństwa Federacji Rosyjskiej. W badaniach zastosowano podejście chronologiczno-problemowe. Treści artykułu koncentrują się na odpowiedziach na następujące pytania badawcze: 1) Jaka jest geneza powstania broni jądrowej w Związku Radzieckim? 2) W czym wyrażała się ewolucja polityki i strategii nuklearnej Związku Radzieckiego? 3) Czym charakteryzowała się polityka i strategia nuklearna Federacji Rosyjskiej do 2014 roku? 4) Jaką rolę obecnie odgrywa broń nuklearna w agresywnej polityce zagranicznej Federacji Rosyjskiej? 5) Jakie są rzeczywiste zamiary wykorzystania przez władze Rosji broni nuklearnej? Artykuł koncentruje się na syntetycznym przedstawieniu słabo eksplorowanej w polskiej literaturze strategii wykorzystania broni nuklearnej dla osiągania celów polityki zagranicznej Federacji Rosyjskiej. Na podstawie badań ustalono, że ambicje Rosji dotyczące wykorzystania posiadanego potencjału nuklearnego do osiągania celów politycznych są poważnym źródłem zagrożeń dla bezpieczeństwa międzynarodowego oraz podnoszą ryzyko konfliktu globalnego.

The article focuses on information war used by the Russian Federation as part of its holistic approach to conducting international competition. Through a critical analysis of Russian literature and operational practice, the mechanisms of its application and challenges to the security of European states were identified. Through the research it was established that the Russian perception of contemporary international rivalry is based on the idea of playing out the struggle in people's minds, and its foundation is the concept of new generation war. The article justifies that information war is a holistic concept of influencing people's cognitive sphere and forming their behavioral attitudes in line with Russia's expectations. Moreover, it is suggested that in the strategic dimension, information war allows to achieve the goals of international rivalry or create conditions for achieving them, without the need for military force. In this context, conducting information campaigns integrated with psychological operations in cyberspace is a weapon of the Russian government, which is used to discredit legitimate authorities and weaken the political, economic and social systems of European states.

The purpose of the research, the results of which are presented in this article, was to clarify the mechanisms of strategic competition and to identify the challenges and threats arising from it for international security. A systemic approach, literature analysis and criticism, non-participatory observation, and a case study were used to solve the research problems. In the research process, it was established that strategic competition is constantly intensifying, and its consequences can harm global security. The process of strategic competition should be viewed as challenges that, if not addressed, can quickly develop into new threats. The most significant threats to international security are related to the ambitions of revisionist states seeking territorial claims and expanding spheres of influence. Although the risk of global war remains relatively low, states will seek to permanently influence their competitors in the gray zone through soft instruments. Soft influence instruments will dominate it. The effectiveness of these tools will be determined by the world’s interconnectedness in the economic and political spheres. States will try to achieve their strategic goals in cyberspace and narrative using traditional mass media and social media.

Opis:
River intermittence was studied based on data from hydrological monitoring in Poland. We screened the entire state database and two another data sources applying the criterion for zero-flow event: discharge less than 0.0005 m3∙s-1, and found five intermittent rivers with catchment area from 9.2 to 303.7 km2. We aimed at finding associations between intermittence and climatic driving forces (temperature and precipitation), and between intermittence and anthropogenic activity. We used the Spearman correlation coefficient, circular statistics, and statistical tests for trend. The concentration of zero-flow days, mostly in summer, and the decreasing trend in the standardised precipitation evapotranspiration index (SPEI) in all catchments at various aggregation levels, and an increasing trend in the total number of zero-flow days and in the maximum length of zero flow events in two rivers, were detected. The strong negative correlation (–0.62 ≤ ρ < 0) between intermittence and the SPEI backward lagged in time showed that intermittence resulted from prolonged deficits in climatic water balance due to increasing evapotranspiration. The reaction of the Noteć catchment, amplified by the anthropogenic pressure (brown coal mines), was reflected in the atypical shape of the rose diagram and in inhomogeneities in river discharges. The results show that the rose diagram can serve as an indicator of the degree of anthropogenic impact on runoff conditions.
