Employment is very important for every human being, but especially for people with disabilities. Employment gives people with disabilities an opportunity to regain self-confidence and make them feel needed and appreciated. Despite the improvement on the Polish labor market, people with disabilities have difficulties with accessing it. Local authorities implemented several programmes addressed to people with disabilities and employers, financed by the National Disabled Persons Rehabilitation Fund to make employment more accessible. Unfortunately, only a small percentage of people with disabilities benefited from these programs in 2010–2020. Both central and local authorities should take more measures to increase the number of people with disabilities in the labour force. First of all, they should generate optimal regulations and transparent procedures to encourage them to enter the labour market.

Objectives The objective of this study is to present the barriers existing in Poland to professional integration and reintegration of people with chronic diseases, including mental health conditions, and discuss them on the basis of expert opinions and in comparison with the situation in other European countries. Material and Methods The research methodology was based on a mixed-methods approach, including literature review, in-depth expert interviews, and a survey (based on a structured questionnaire) performed with experts. Results The mapping of policies, systems and services facilitating the integration and reintegration of people with chronic diseases in Poland, as well as expert opinions, made it possible to identify many barriers regarding access to support, such as an obligation to have a certificate of disability, and a system of certification by 2 institutions. There are also barriers regarding the support itself, including problems with subsidies and with professional (re)integration services. Conclusions Poland has a multi-level and multi-sector system of public institutions, which should provide support for people with disabilities and chronic diseases. W artykule przedstawiono analizę prawnego pojęcia rehabilitacji, występującego na gruncie ustawy o rehabilitacji zawodowej oraz społecznej oraz zatrudnianiu osób niepełnosprawnych. Podstawę dla dokonywanej oceny oraz formułowanych wniosków stanowią standardy ponadnarodowe oraz wytyczne, wynikające w ratyfikowanych konwencji międzynarodowych. W opracowaniu szczególną uwagę zwrócono na adresatów rehabilitacji zawodowej oraz społecznej. Chodzi tu zatem o osoby niepełnosprawne w rozumieniu powyższej ustawy. Rodzi to też daleko idące konsekwencje prawne. Dostęp do rehabilitacji oraz urzeczywistnianie prawa do niej, czemu ma służyć jej prawne uregulowanie, pozostaje bowiem w ścisłym związku z definicją osoby niepełnosprawnej (niepełnosprawności).
The purpose of this paper is to present the legal analysis of the term of rehabilitation. The Law on Professional and Social Rehabilitation and Employment of the Persons with Disabilities provides the legal framework of rehabilitation. Current legislation however, is not seen as fit for purposes as it does not provide the uniform and properly organized system of rehabilitation. The legal term of rehabilitation does not cover the general principles that should be the basis of the right access to rehabilitation, like universality, equality, non-discrimination, as well as the adequacy of the forms of aid and its permanent monitoring. There are different measures, facilities and guarantees taken to improve the right of rehabilitation. Rehabilitation, for the purposes of the legal act, is understood widely. The description was made by many phrases, which have broad general understanding. Accordingly to the adopted formula, its legal importance is quite marginal. Since the recipients of rehabilitation are the people with disabilities, it is essential to make compatibility between the legal term of disability ant the existing system of rehabilitation. Meanwhile, the unclear nature of different forms of rehabilitation, the lack o f the free movement in the general rehabilitation process, inadequacy of benefits to the demands, as well as the dominance of the certain forms of rehabilitation due to the limitation of the support only to certain persons are the main of the difficulties (proverbial “Rubicon”) to ensure the proper access to rehabilitation.

The aim of the article is to draw attention to the factors which affect the occupational rehabilitation of participants of vocational therapy workshops, to discuss the role of these workshops in terms of social and occupational rehabilitation of the disabled, and present model solutions which enable the participants of the workshops to enter the labour market. Examples of good practice in the area of occupational rehabilitation in cooperation with the Institute of Vocational Activity (ZAZ) are presented as well as the model of social cooperatives of legal entities as innovative and alternative forms of support for vocational rehabilitation in relation to the ZAZ and Supported Employment Enterprise. The article presents also the opportunities that local government have to support the social cooperatives and the benefits thereof through the application of social clauses.

Disability is an interdisciplinary - medical, social and professional phenomenon. The goal of medical professionals is to treat a person and restore his or her fitness. The group of disabled people in Poland is characterized by a lower level of education than among non-disabled people and high unemployment. The purpose of vocational rehabilitation is to make it easier for a disabled person to obtain and maintain appropriate employment and career advancement. Social rehabilitation is defined as an activity aimed at enabling a disabled person to fully participate in social life. The tasks of the local government addressed to disabled people include conducting occupational therapy workshops (WTZ), occupational activity establishments (ZAZ), community self-help homes (ŚDS) and social welfare homes (DPS). The aim of the study was to analyze the implementation of self-government tasks in the field of social and vocational rehabilitation of disabled people, with particular emphasis on ZAZ in the Lubelskie Voivodeship in 2008-2017. The work uses data collected in 2008-2017 by the Regional Center for Social Policy (ROPS) in Lublin. In addition, in December 2017, they were sent by e-mail to ROPS and Marshal's Offices in voivodship cities in Poland, inquiries about tasks and ways of implementing these tasks in the field of social and vocational rehabilitation of disabled people in 2008-2017. The available data on expenditure from the State Fund for Rehabilitation of the Disabled (PFRON) was collected. The research material was statistically developed using the IBM SPSS Statistics (v. 25) and Statistica (v. 13) statistical packages. In the years 2008-2017 in the Lubelskie Voivodeship, PLN 75,529,959 was allocated for vocational and social rehabilitation of people with disabilities, the most (PLN 9,158,243) in 2016. In the same year, the largest number of people used the ZAZ. In 2008-2017, the average annual amount of expenditure on social and vocational rehabilitation of disabled people in all Polish provinces was PLN 7 576 718.9. In the discussed period, the highest amounts from PFRON were allocated to the rehabilitation of disabled people in the Śląskie Voivodeship, and the lowest in Lubuskie, while Lubelskie received average amounts. In Poland, in the field of social and vocational rehabilitation and employment of disabled people, solutions similar to those already developed are applied in the countries of Western Europe. The costs of financing vocational rehabilitation, understood as financing the functioning of the ZAZ by voivodship selfgovernments, are constantly growing. The growing expenses incurred on the activities of the ZAZ do not significantly improve the situation related to vocational rehabilitation and employment of disabled people. Improving the operation of the system of vocational and social rehabilitation of people with disabilities should not only consist in increasing the funds spent under the current inefficient system, but should be preceded by a thorough analysis of the current state and the development of extensive organizational changes.
Niepełnosprawność jest zjawiskiem interdyscyplinarnym - medycznym, społecznym, zawodowym. Celem działania profesjonalistów medycznych ma być leczenie osoby i przywrócenie jej sprawności. Grupa osób niepełnosprawnych w Polsce charakteryzuje się niższym poziomem wykształcenia niż występujący wśród osób sprawnych oraz wysokim bezrobociem. Celem rehabilitacji zawodowej jest ułatwienie osobie niepełnosprawnej uzyskania i utrzymania odpowiedniego zatrudnienia oraz awansu zawodowego. Rehabilitacja społeczna jest definiowana jako działanie mające umożliwić osobie niepełnosprawnej pełne uczestnictwo w życiu społecznym. Wśród zadań samorządu adresowanych do osób niepełnosprawnych jest prowadzenie warsztatów terapii zajęciowej (WTZ), zakładów aktywności zawodowej (ZAZ), środowiskowych domów samopomocy (ŚDS) czy domów pomocy społecznej (DPS). Celem pracy była analiza realizacja zadań samorządu w zakresie rehabilitacji społecznej i zawodowej osób niepełnosprawnych ze szczególnym uwzględnieniem ZAZ w województwie lubelskim w latach 2008-2017. W pracy wykorzystano dane zgromadzone w latach 2008-2017 przez Regionalny Ośrodek Polityki Społecznej (ROPS) w Lublinie. Ponadto, w grudniu 2017 roku rozesłano drogą mailową do ROPS oraz Urzędów Marszałkowskich w miastach wojewódzkich w Polsce zapytania o zadania oraz sposoby realizowania tych zadań w sferze rehabilitacji społecznej i zawodowej osób niepełnosprawnych w latach 2008-2017. Zebrano dostępne dane na temat wydatków z Państwowego Funduszu Rehabilitacji osób Niepełnosprawnych (PFRON). Materiał badawczy opracowano statystycznie za pomocą pakietów statystycznych IBM SPSS Statistics (v. 25) oraz Statistica (v.13). W latach 2008-2017 w województwie lubelskim przeznaczono 75 529 959 złotych na rehabilitację zawodową i społeczną osób niepełnosprawnych, najwięcej (9 158 243zł) w 2016r. W tym samym roku największa liczba osób korzystała z ZAZ. W latach 2008-2017 średnia roczna kwota wydatków na rehabilitację społeczną i zawodową osób niepełnosprawnych we wszystkich województwach Polski wyniosła 7 576 718,9 złotych. W omawianym okresie najwyższe kwoty z PFRON były przeznaczane na rehabilitację osób niepełnosprawnych w województwie śląskim, zaś najniższe w lubuskim, a lubelskie otrzymywało kwoty średnie. W Polsce w zakresie rehabilitacji społeczno-zawodowej i zatrudniania osób niepełnosprawnych stosuje się rozwiązania zbliżone do wypracowanych w państwach zachodniej Europy. Koszty finansowania rehabilitacji zawodowej, rozumianej jako finansowanie funkcjonowania ZAZ przez samorządy województw, stale rosną. Rosnące wydatki ponoszone na działalność ZAZ nie poprawiają w znaczącym stopniu sytuacji związanej z rehabilitacją zawodową i zatrudnianiem osób niepełnosprawnych. Usprawnianie działania systemu rehabilitacji zawodowej i społecznej osób niepełnosprawnych nie powinno polegać wyłącznie na zwiększaniu środków finansowych wydatkowanych w ramach obecnego mało wydolnego systemu, ale powinno być poprzedzone gruntowną analizą stanu obecnego i wypracowaniem szerokich zmian organizacyjnych.

Access to employment plays a critical role in the recovery and functioning of people with schizophrenia. We have investigated the effectiveness of treatments to enhance employment outcomes for people with schizophrenia and evaluated the potential moderators of these outcomes. A literature search was conducted in CINAHL, Cochrane Databases, MEDLINE, ProQuest XML, PsycINFO, Scopus, and Web of Science. Grey literature databases, references lists of the retrieved articles and specialized journals in the field were also inspected. Job placement, job tenure and wages earned were tested. Risk ratios were extracted for job placement and standardized mean differences were calculated for job tenure and wages earned. Twenty-five randomized controlled trials published between 1986 and December 2015 were analyzed. Engaging in a vocational intervention increases the likelihood of obtaining a competitive job (risk ratio (RR) = 2.31, 95% confidence interval (CI): 1.85–2.88) and has a positive impact on hours worked in any job (standardized mean difference (SMD) = 0.42, 95% CI: 0.16–0.68). There was no evidence of intervention efficacy with regard to wages earned from competitive employment. Participation in rehabilitative vocational treatment is not sufficient to ensure work participation for people with schizophrenia. Comprehensive treatments are necessary to address functional deficits that hinder labor stability and job performance for people with schizophrenia. Int J Occup Med Environ Health 2017;30(3):345–366

Choć autyzm rozpoznawany jest w Polsce od około 30 lat, to jednak nie zostały przygotowane rozwiązania systemowe dla dorosłych osób autystycznych po ukończeniu edukacji szkolnej. Liczne raporty przywołane w tekście świadczą o tym, że sytuacja tej grupy jest trudna. Dlatego dużą rolę odgrywają organizacje pozarządowe, dzięki którym dorosłe osoby autystyczne mają szansę na rehabilitację społeczną i zawodową.
Although autism has been diagnosed in Poland for about 30 years, no systemic solutions for autism in adults who have completed school education have been developed so far. Numerous reports cited in the text bear witness to autistic adults’ difficult situation. That is why NGOs play a large role as they provide autistic adults with a chance of social and vocational rehabilitation.

Wśród osób, których bezrobocie dotyka szczególnie drastycznie znajdują się osoby niepełnosprawne, które z powodu niepełnosprawności, związanych z niepełnosprawnością ograniczonych możliwości funkcjonalnych, jak również pokutujących w mentalności ogólnospołecznej postaw wobec tego zagadnienia (obecnych także wśród potencjalnych pracodawców) stanowią poważny determinant i istotną przeszkodę w zatrudnianiu niepełnosprawnych adekwatnie do uzyskanego przez nich wykształcenia oraz pozyskanych kompetencji zawodowych. W treści artykułu została naświetlona sytuacja osób niepełnosprawnych na rynku pracy w Polsce z uwzględnieniem województwa warmińsko-mazurskiego; podano również czynniki warunkujące dany stan rzeczy, tkwiące zarówno w kontekstach historyczno-kulturowych, ogólnospołecznych, jak i wynikające bezpośrednio ze stanu niepełnosprawności.
Disabled people are particularly affected by unemployment. This is mostly because their disability is also related to the fact that they display limited functional capabilities. Additionally, the social prejudice of the populace is present within the minds of potential employers. These are serious determinants and major obstacles for employment of disabled adequate to their education and job expertise. This article highlights the situation of disabled people on the job market in Poland while taking into account the situation in Warmian-Masurian Voivodship. Also, it outlines the factors conditioning the current state which are rooted in history and culture as well as in social contexts or even arising directly from the state of disability.

Opis:
Objectives Sickness absence in workplaces may reflect working conditions. It may also reflect a “healthy hire effect,” i.e., that workplaces recruit individuals with experience of sickness absence differently. The purpose of the study was to determine if a history of sickness absence among recruits is associated with the average level of sickness absence in workplaces. Material and Methods In a register-based follow-up study, Swedish workplaces with at least 5 employees in 2006 were selected (approximately 127 000 workplaces with 3.9 million employees). The workplaces were categorized according to the average workplace sickness absence in 2006 and the recruits were categorized according to the individual sickness absence in 2005. The workplaces with a high average level of sickness absence were more likely than those with a low level to hire employees with high sickness absence in the year preceding employment: men – odds ratio (OR) = 7.2, 95% confidence interval (CI): 6.6–7.8, women – OR = 7.5, 95% CI: 6.9–8.1. Results The results show that there is a greater likelihood of employing individuals with high levels of sickness absence in the workplaces with many days of the average sickness absence than in the workplaces with few days of the average sickness absence. Conclusions The results suggest that sickness absence in workplaces may reflect a healthy hire effect.

In 1946, at the request of the Polish government, UNRRA sent in two British experts in vocational rehabilitation to help establish the national framework of helping people with disabilities. During numerous meetings with government representatives, medical doctors, and social workers, as well as by trainings, lectures, and screenings of instructional films, they tried to familiarise Poles with the British model of rehabilitation. The model assumed close integration of medical and vocational rehabilitation and aimed at placing the disabled workers in the industry alongside those without disabilities. Initially, officials from the Polish Ministry of Labour and Social Welfare seemed to be keen to adopt such an approach, but in 1949, they turned toward the Soviet solutions. One of the main effects of this shift was moving away from employing the disabled in the industry. They were encouraged to join cooperatives instead, which, in the end, proved to be unfavorable to their social rehabilitation. The article reconstructs the activity of the British experts in Poland and analyses their observations from the encounters. By situating these events in a broader context of political and social conditions, I argue that replacing the progressive British model with Soviet solutions stemmed from the ongoing process of the Sovietization of Poland.

The paper includes an analysis of rank-and-file social movement aiming at reform of Manual Workshops for intellectually disabled participants. This movement is an answer on long termed system negligence. The conceptual base of the movement is a new way of understanding of intellectual disability. Instead of traditional depiction stressing necessity of rehabilitation and therapy, there is stressed here the specificity of mental retardation treated as a manifestation of human diversity which should be respected and protected.
Tekst stanowi analizę rodzącego się oddolnego ruchu społecznego dążącego do reformy funkcjonowania Warsztatów Terapii Zajęciowej. Ruch ten jest odpowiedzią na wieloletnie zaniedbania systemowe związane z działalnością WTZ. Podstawą tworzenia się ruchu jest nowy sposób rozumienia niepełnosprawności intelektualnej. W miejsce tradycyjnego ujęcia, akcentującego konieczność rehabilitacji i terapii, uwypukla się specyfikę upośledzenia umysłowego jako przejawu różnorodności natury ludzkiej, którą należy szanować i chronić.

Uczestnictwo osób z niepełnosprawnością intelektualną w zajęciach w warsztacie terapii zajęciowej (WTZ) lub praca w zakładzie aktywności zawodowej (ZAZ) ma na celu przygotowanie do wejścia na rynek pracy. Zadaniem wyżej wymienionych placówek, oprócz realizacji procesu rehabilitacji społecznej, czyli przysposobienia do pełnienia ról społecznych, pobudzania aktywności społecznej i współpracy z innymi ludźmi, jest prowadzenie rehabilitacji zawodowej, która umożliwia nabycie umiejętności związanych z wykonywanym zawodem lub pracą. Zawarte w prezentowanym artykule zagadnienia dotyczą specyfiki sposobów i skuteczności realizacji rehabilitacji zawodowej w warsztacie terapii zajęciowej i zakładzie aktywności zawodowej.
The aim of participation of people with intellectual disabilities in activities in an occupational therapy workshop (OTW) or work in a vocational development centre (VDC) is preparing them to enter in the labour market. Apart from implementing the process of social rehabilitation, that is preparation for fulfilling social roles, stimulation of a social activity and cooperation with other people, the task of the above-mentioned institutions is to conduct a vocational rehabilitation which enables people with intellectual disabilities to acquire skills related to their occupation or job. Issues contained in this article concern the specificity of manners and the effectiveness of the implementation of vocational rehabilitation in the vocational therapy workshop and vocational activation centre.

The purpose of the paper is to present the activity of one of the links in the system of social and vocational rehabilitation of people with disabilities, which is the Occupational Activity Institute, on the example of a particular facility called Pensjonat na Wzgórzach (‘Guesthouse on the Hills’). The paper consists of three parts and a summary. In the first part the system of social and vocational rehabilitation that has been functioning in Poland since the 1990s, is discussed. The second part concerns the formal and legal aspects of the functioning of Occupational Activity Institutes; and in the third one, it is presented on the example of the Pensjonat na Wzgórzach located in Krakow. The conclusion provides a brief summary of the most important achievements as well as difficulties involved in running this type of facility.
Celem opracowania jest przedstawienie działalności jednego z ogniw systemu rehabilitacji społeczno-zawodowej osób z niepełnosprawnością jakim jest zakład aktywności zawodowej, na przykładzie konkretnej placówki – Pensjonatu na Wzgórzach. Artykuł składa się z trzech części oraz podsumowania. W pierwszej pokrótce omówiony jest system rehabilitacji społecznozawodowej funkcjonujący w Polsce od lat 90. XX wieku. Część druga dotyczy formalnoprawnych aspektów działalności Zakładów Aktywności Zawodowej, w trzeciej natomiast jest ona zaprezentowana na przykładzie krakowskiego Pensjonatu na Wzgórzach. Tekst kończy się podsumowaniem najważniejszych osiągnięć oraz trudności związanych z prowadzeniem tego typu placówki.
