The construction of the North-South Gas Corridor, regional energy integration and international cooperation in the Visegrad Group (Poland, Hungary, Czech Republic and Slovakia) can be determinants for the creation of a common gas market for four Eastern Europe countries (V4). The starting point for this work is concerned with the technical possibilities, chances, threats and necessary steps for the development of the existing infrastructure. The import capacities of countries neighbouring the V4 territory and the internal gas transmission potential inside the indicated group of countries have been presented in this paper. Special attention was paid to the international possibilities of using underground gas storage. The V4 countries, in particular, were examined due to their location between the Russian Federation and Western European gas consumers, and due to the need to ensure the security of supply, volumes and directions of import and export for each from. The bringing online of the gas connection between Norway and Poland, along with the construction of the Croatian LNG terminal, and the establishment of a common gas market for deliveries inside V4 may significantly contribute to determining a new physical direction of the gas flow in this part of Europe.

Gas sector was one of the best growing industries of the Soviet Union in the last two decades of its existence. This was made possible thanks to the discovery and exploitation of natural gas fields in Western Siberia, as well as the construction of transmission infrastructure - domestic and export pipelines. The history of the Russian gas industry is inextricably linked with the activity of Gazprom, the gas concern set up in 1989 in place of liquidated Ministry of Gas Industry. The article gives a summary of the 25-year history of Gazprom and its economic, social and political role. It discusses activities of the company on internal and external markets, issues of gas reserves, production and transmission, as well as the financial and political relationship with the authorities of the Russian Federation.

The process of liberalization of the gas market influences the behavior of market players. In Poland, there has been adopted a model based on the introduction of mandatory gas sales involving the exchange segment. It has contributed to the greater involvement of stakeholders in gas trading on the Polish Power Exchange (TGE). The interest in this segment has also been enhanced by the opportunity to actively participate in cross-border trade. The paper presents the analysis of trading strategies taking into account the limitations of the existing regulations, market liquidity, price volatility and product structures on the Polish market and neighboring markets. Calculations reflect real price data from 2015 and also include logistics costs in case of gas physical delivery. Conducted analyses showed that discrepancy between gas prices in Poland and Germany, and Poland and the Czech Republic is not significant enough to generate profit in most cases. Negative results have been obtained regardless of the direction of transmission of gas, kind of contracts or selection of entry point into the Polish system. There is therefore no universal mechanism and trading strategy that may guarantee a permanent generation of profits. The few cases in which a positive result was obtained, mainly relate to the import of gas to Poland from Germany.

The natural gas market over the years has been strongly dependent on pipeline transport and based on it a gas market was created and functioned. For this reason, unlikely to the oil market, the global gas market was not created and did not function, but only national, regional and continental markets separated from the others functioned. The consequence of this situation is the fact that the key importers of Russian gas abroad are the CIS and European countries. The Kremlin hiding behind Gazprom has consistently pursued a policy of diversification of export transmission system, designed to eliminate “problematic” transit countries such as Ukraine. That aim can be accomplished by completed and planned pipelines’ diversification projects.

The present state and tendencies of the natural gas market and gas storage in Europe areaddressed in this paper and compared to the situation in Poland. The European countries are presented in view of their natural gas production, import and export vs. consumption (total and per capita) and the consumer structure. The changing consumption level is assessed as a function of the consumer's structure and quantity of consumption. This has a direct influence on the demand for natural gas storage. The author also characterizes the gas storage market in Europe, accounting for the existing and planned investments, with special emphasis on storage capacity, injection and withdrawal capacity, and also types of storages. The characteristic was based on, among others, the consumption level, home production and import in particular countries.

The pricing mechanism on the European gas market is an interesting issue, mainly due to the changes on the international gas markets. Although the appearance on the market of LNG is the most significant factor affecting the raw material price, we cannot forget about the others: indexation to oil prices, long-term contracts, dominance of Russian gas in the eastern part of the continent, development of infrastructure (interconnectors), and gas storage. Although natural gas does not constitute the single most important source of energy, its role and importance for certain sectors of the economy, consumers (heating) and energy sector is very important. The presentation of the changes in the mechanism of gas pricing in Europe is the main objective of the article. Factors influencing these changes (inter alia the LNG policy of Gazprom) are presented in the second part of the study. While the first part will be limited to indicating the most important elements of the price formation mechanism in long-term contracts and hubs on the European market.

Opis:
EU signifies Nabucco gas pipeline as one of its priorities in effort of diversification of power sources and transport routes. There is still question-mark over its existence. The goal of Nabucco gas pipeline is to bring Caspian gas on EU markets and pass by Russian territory. In the second phase pipeline from Iran will be attached to it. Gas pipeline will start in Turkish town Erzurum and will route across Turkey, Bulgaria, Romania and Hungary to Austria where it will be attached to Baumgarten.
Unia Europejska określa gazociąg Nabucco jako jeden z priorytetowych sposobów dywersyfikacji energii i dróg transportu. Nadal jednak jego istnienie pozostaje pod znakiem zapytania. Zadaniem gazociągu Nabucco jest doprowadzenie poprzez terytorium Rosji kaspijskiego gazu ziemnego do unijnych odbiorców. W drugiej fazie podpięty zostałby gazociąg z Iranu. Gazociągi miałyby swój początek w tureckim mieście Erzurum, potem przebiegałyby przez terytorium Turcji, Bułgarii, Rumunii i Węgier do Austrii, skąd byłyby kierowane do Baumgarten.

Niniejszy artykuł ma na celu wykazanie wzajemnych relacji pomiędzy zapewnieniem ciągłości dostaw gazu ziemnego, a kosztem zakupu praw dostępu do mocy przesyłowych w procesie międzynarodowego przesyłu i handlu gazem. Omówiono również znaczenie systemu przesyłowego dla procesu tworzenia międzynarodowego (europejskiego) rynku gazu. Zwrócono uwagę na znaczenie efektywnego powiązania handlu gazem z rezerwacją mocy przesyłowych w systemie przesyłowym co daje gwarancję bezpieczeństwa dostaw gazu od firm wydobywczych do wskazanego miejsca (klienta). Dużo uwagi w artykule przywiązano do kluczowej roli połączeń między różnymi systemami przesyłowymi co doprowadzi do pełnej dywersyfikacji dostaw i pełnej konkurencyjności rynku gazu. Przedstawiono również możliwości implementowania narzędzi inżynierii finansowej m.in. kontraktów forward, futures, swap i option do budowy systemu zarządzania ryzykiem i ich wpływ na strategię rozwoju firmy na rynku gazu.
This paper is aimed at showing relations between securing gas supplies continuity and the cost of purchase of rights to the transmission capacity in the process of international gas trade and transmission. The importance of the transmission system for the process of creating an international (European) gas market has been described as well. It also presents the significance of effective connections between gas trade and transmission capacity reservation in the transmission system which guarantees the safety of gas supplies from exploring companies to the end user. The key role of the connections between different transmission systems was significantly stressed in this paper as it should result in complete supplies diversification and the competition on the gas market.

Historically, different market conditions of member states of the European Union led to the situation in which the security of supply was within the responsibility of EU members. The 2009 gas crisis resulted in the integration of national polices in this regard through the creation of a framework of common EU mechanisms in case of crisis. Regu-lation 994/2010 has only partly moved towards this aim. It indicated which elements of the system influence the security of supply. Additional regulatory measures should focus on further enhancement of some of the existing measures and enclose new parameters to the assessment of security level. The new model should be more focused on the whole-sale market and the market assessment of security. The purpose of this article is to diagnose market and legal conditions of security of supply in Poland and in the EU, and to propose a common new approach to security of supply and relevant actions in case of gas crisis in the European Union.

The article deals with contemporary economic relations between Russia and Ukraine. It is said that Russia remains the main foreign trade partner of Ukraine. Adequate replacement of the Russian market of European market did not happen. But it is pointed out that for the first six months of 2015 60 percent of trade turnover with Ukraine were lost. The most sensible loss for Russian – Ukrainian gas market. Also according to the calculations of the Moscow World Trade Center many non-commodity exports fell. Examples are shown. Nieuchronność i sukcesywność wdrażania elementów wspólnotowej polityki energetycznej oraz pozostawiona w tym względzie krajom członkowskim swoboda realizacji celów, powinna przekładać się na działania uwzględniające specyfikę lokalnych rynków, tak aby w możliwie harmonijny sposób przeprowadzić procesy liberalizacyjne. Proces tworzenia i rozwoju rynku energii elektrycznej pozwolił na przestrzeni ostatnich kilkunastu lat, na zebranie dooewiadczeń, które można wykorzystać przy tworzeniu ram i zasad funkcjonowania rynku gazu ziemnego. Osiąganie kamieni milowych w procesie uwalniania rynku gazu może być zatem następstwem wykorzystania sprawdzonych praktyk o ewolucyjnym i sukcesywnie wdrażanym charakterze, prowadzących w konsekwencji do akceptowalnych biznesowo i społecznie zmian. Może być jednak także efektem rozstrzygnięć na drodze niekonsultowanych społecznie i sektorowo, arbitralnych decyzji administracyjnych, nie mających odpowiedniej legitymacji biznesowej. Ewolucja strategii zarządzania pozwala na identyfikację quasioptymalnych mechanizmów, dających zainteresowanym stronom procesu liberalizacji komfort w realizacji zarówno ich indywidualnych celów, jak i uzyskania efektu na poziomie wspólnym. W referacie opisane zostaną wybrane determinanty rynku gazu w tym w szczególności charakterystyka: (i) tworzenia ram prawnych i regulacyjnych funkcjonowania rynku, (ii) jego uczestników, a także (iii) praktycznych efektów zmian wdrażanych na drodze ewolucyjnej i rewolucyjnej.
The inevitability and gradual implementation of elements of EU energy policy, together with the freedomof themethod of use by member states to achieve the policy’s objectives, should be translated into actions to address the specific circumstances of local markets. The aim is to carry out the liberalization processes in the way most harmonious to society. The process of the creation and development of the energy market over the last several years has made it possible to gather broad ranging experience which can be used in developing the framework and principles of the functioning of the gas market. The achievement of milestones in the process of liberating the gas market may, therefore, be a consequence of the use of evolutionary or gradually implemented best practices leading to acceptable changes. Market changesmay, however, also be the result of arbitrary administrative decisions without any social or energy sector consultations. The evolution of management strategies allows for the identification of ‘quasi-optimal’ mechanisms giving interested parties the comfort of achieving both their individual goals as well as the common objectives. This paper describes the selected determinants of the gas market, in particular: (i) the creation of a legal and regulatory framework for the market, (ii) the characteristics of gas market participants, and (iii) the practical effects implemented through evolutionary and revolutionary changes.
