    One of the aspects of food security is the cultural adequacy of food. This means that food security cannot be sufficiently ensured when this factor is ignored. Unfortunately, no approach has been developed, either in the regulations or on conceptual grounds, which would help classify food products for the needs of food security and account for the aforementioned cultural aspect. However, not every product is equally significant for this policy and some may not be important at all. Therefore, the paper proposes that product classification criteria be established for food security, including in particular the cultural criterion. In addition, examples of its adoption (or omission) in the current regulations are presented.

    Przedmiotem artykułu jest problematyka zagrożenia biologicznego w państwach członkowskich Unii Europejskiej, jakim jest wirus Afrykańskiego Pomoru Świń (ASF). Celem było określenie roli Europejskiego Urzędu ds. Bezpieczeństwa Żywności (EFSA) w procesie analizy ryzyk biologicznych oraz wskazanie funkcji, jakie pełni w systemie instytucjonalnym UE. Postawiono hipotezę badawczą: rekomendacje wydawane w opiniach naukowych publikowanych przez EFSA są podstawą decyzji wykonawczych Komisji Europejskiej. Korespondują z nią pytania badawcze: Jaka jest skala zagrożeń związanych z wirusem ASF? Jakie kompetencje ma EFSA w procesie analizy ryzyk biologicznych? Jak ewoluowało podejście EFSA, co do zalecanych narzędzi zarządzania ryzykiem związanym z wirusem ASF? Kiedy i w jakich przypadkach EFSA podejmuje badania naukowe dotyczące ASF? W opracowaniu wykorzystano metodę case study oraz posłużono się techniką desk research.
    The issue of this article is African swine fever (ASF) virus as a biological treats in the Member states of the European Union. The purpose is to defi ne the role of the European Food Safety Authority (EFSA) in the biological risk analysis process and to indicate the functions it performs. A research hypothesis was put forward: the recommendations indicated in scientifi c opinions published by EFSA are the basis for the European Commission implementing decisions. The research questions correspond with it are: What is the scale of the threats associated with the ASF virus? What competencies does EFSA have in the biological risk analysis process? How has the EFSA approach evolved regarding the risk management tools associated with ASF? When and in which cases does EFSA undertake ASF research? The case study method was used in the study and the desk research technique was applied.

    The article assesses the food security of one region of Kazakhstan - the East Kazakhstan region. In the analyses, criteria such as the level of the region’s food independence, the degree of satisfaction of the population’s physiological needs in basic food, and the level of economic availability of food were applied. The research has shown that the food security in the East Kazakhstan region was at an acceptable level. However, some threats to food security were identified, including: a high level of income differentiation among the households of the East Kazakhstan region, an increase in the price index for food products, and a significant proportion of the population with incomes below the subsistence minimum. The results of the evaluation can be useful for creating agri-food policy measures that will ensure, maintain and improve the level of food security at both a regional and national level.

    Purpose: The study’s purpose was to examine the management of agri-food enterprises’ resource-saving development to minimize potential imperfections in managing material and human resources and improve data quality. Materials and methods: A combined analysis was used to display the potential relationships between the agri-food sector achievements and basic indicators of natural resources’ sustainability and resilience to risks. The analysis covered Ukraine, Romania, and Poland. The analysis allowed for developing a general management scheme, including a management transformation comparative description in the economic growth context. Results: The study revealed that Ukraine is clearly not on the path to progress in manufacturing enterprises and agriculture, as most of its indicators do not meet global nutrition goals. At the same time, Ukraine remains an export-oriented country. Its agri-food enterprises’ activities focus on external markets, corresponding to the priorities of the country’s agricultural policy and sustainable development goals of the United Nations organization. Conclusion: The obtained results provide knowledge about and understanding of processes that occur in the agri-food enterprises’ organizational structure in countries with different development levels. The awareness of these processes is crucial for effective enterprise management in the resource conservation context.

    The paper aims to explain the origins of Egypt’s foreign policy toward the Russian-Ukrainian war. The major hypothesis says that Egypt’s policy towards the Russian-Ukrainian conflict results from Egypt’s relations with the United States, the Russian Federation and regional powers, namely Saudi Arabia and the United Arab Emirates, with the Egyptian leaders trying to pragmatically put their policy in line with those of major regional powers with which Cairo has close relations while taking into account interests of their nation.

    Rosja rozpoczęła niczym niesprowokowane działania wojenne w Ukrainie 24.02.2023 r. Konsekwencje konfliktu zbrojnego w Ukrainie dotknęły całą społeczność międzynarodową. Celem artykułu jest zbadanie wynikających z tego zmian na rynku rolnym UE oraz ocena działań dostosowawczych UE do nowej sytuacji gospodarczej. Analizowane aspekty to wymiana handlowa produktów rolnych z Ukrainą oraz nawozów z Rosją, łagodzenie potencjalnych skutków zaburzonych łańcuchów dostaw wskutek blokowania portów morskich na Morzu Czarnym, bezpieczeństwo żywnościowe w UE i na świecie oraz nowe uregulowania w zakresie WPR. W wyniku analizy danych dotyczących eksportu i importu pomiędzy Unią Europejską a Ukrainą i Rosją oraz dokumentacji i komunikatów opublikowanych przez UE oceniono, że wojna obnażyła słabości UE w kwestii wysokiego uzależnienia od importu kluczowych surowców z Rosji. Wskazano także istotność Ukrainy jako partnera handlowego w obszarze handlu produktami rolnymi oraz dużą wpływowość lobby rolniczego na decyzje UE. Pozytywnie ocenia się pomoc krajom trzecim w postaci przekazania żywności o wartości 950 mln EUR.
    Russia started an unprovoked war in Ukraine on February 24, 2023. In the face of armed conflict, the consequences affect the entire international community. The article examines the EUʹs adjustment activities to the new economic situation resulting from the ongoing war. The analyzed aspects are trade in agricultural products with Ukraine and fertilizers with Russia, mitigating the potential effects of disrupted supply chains due to blocking seaports in the Black Sea, food security in the EU and globally, and new CAP regulations. The analysis of data on exports and imports between the EU and Ukraine, as well as the EU and Russia, and reports published by the EU, brought to the conclusion that the war exposed the EUʹs weaknesses of high dependence on imports of critical raw materials from Russia. It also showed the importance of Ukraine as a trading partner in trade in agricultural products and the significant influence of the agricultural lobby on EU decisions. On the other hand, assistance to third countries in the form of food donations worth 950 million EUR is assessed positively.

    The article discusses the issues connected with the EU entering and conducting negotiations with the US on the Transatlantic Trade and Investment Partnership. These issues relate to institutional risk due to the necessity to change the agricultural policy statement of the parties and to implement new legal instruments or amend those that already exist. The article aims at analysing the proposed organisational and legal solutions relating to agriculture in the face of negotiations of the contents of the partnership. It also intends to indicate essential diff erences between the parties relating to agriculture and food production, to determine the direction of amendments in the event of joining the partnership, and to assess its potential consequences from the perspective of EU agricultural producers and food consumers.
    Przedmiotem artykułu jest problematyka związana z podjęciem i prowadzeniem przez UE negocjacji z USA w zakresie Transatlantyckiego Partnerstwa w dziedzinie Handlu i Inwestycji. Łączy się ona z ryzykiem instytucjonalnym, wynikającym z konieczności zmiany założeń polityki rolnej stron oraz wdrożenia nowych lub zmiany istniejących instrumentów prawnych. Celem artykułu jest analiza zaproponowanych rozwiązań organizacyjno-prawnych w dziedzinie rolnictwa w odniesieniu do negocjacji postanowień Partnerstwa. Opracowanie zmierza do wskazania istotnych różnic w zakresie rolnictwa i produkcji żywności między stronami. Chodzi tu w szczególności o określenie kierunku zmian regulacji w sytuacji związania się Partnerstwem oraz o ocenę jego ewentualnych skutków z punktu widzenia unijnych producentów rolnych i konsumentów żywności.
