Purpose – The aim of this article is to investigate how the use of financial instruments influences the development of Regional Development Funds (RFR) in Poland and to assess the maturity and coherence of the regional development financing system in this country. Design/methodology/approach – The methodology is based on the multilevel governance literature and on data collected during 26 in-depth interviews in regional, national and international institutions. Findings – The authors demonstrate that the use of financial instruments stimulates new kinds of cooperation between several institutions and contributes to the establishment of RFR. The authors also show that the Polish regional financing system is still developing and formulate recommendations about necessary improvements. Originality/value – The main contribution of this article, in addition to taking up a new, relevant topic for the regional development policy in countries benefiting from European Union (EU) cohesion policy, is the application of the multilevel governance (MLG) concept to explain the development of the Polish regional development financing system. Moreover, the significant added value of this study comes from the use of data collected during 26 in-depth interviews (IDI) in regional, national and international institutions on the use of repayable instruments in regional development policy.

The study aims to answer the questions: what is the place of the industrial sector in the European Union and Poland development strategy; and whether, and if so then to what extent, the policy to support innovation through smart specialisations can contribute to the development of industry in Polish regions. Research includes the analysis of primary sources, such as programming documents and EU and Polish legislation, Eurostat and EC statistical data, as well as data of the Ministry of Investment and Development regarding the use of EU funds being the main source of co-financing of smart specialisations. The analysis of EU and Polish strategic documents and statistical data confirms the growing importance of industry for economic development. The author argues that smart specialisations do not necessarily reflect an increase in the relative importance of a given industry, they are more conducive to supporting innovation policy (focusing resources on research and development activities in certain areas) than industrial policy. Moreover, regional policy funds allow enterprises to invest in the development of advanced technologies and thus influence the modernisation of industry.
Artykuł odpowiada na pytania, jakie jest miejsce sektora przemysłu w strategii rozwoju Unii Europejskiej i Polski oraz czy i w jakim stopniu polityka wsparcia innowacji poprzez inteligentne specjalizacje (IS) może przyczynić się do rozwoju przemysłu w polskich regionach. Badania obejmują analizę źródeł pierwotnych, takich jak dokumenty programowe i akty prawne UE i Polski, wykorzystano także dane statystyczne Eurostatu i Komisji Europejskiej oraz dane Ministerstwa Inwestycji i Rozwoju dotyczące wykorzystania funduszy UE, będących głównym źródłem współfinansowania IS. Analiza dokumentów strategicznych UE i Polski oraz danych statystycznych potwierdza rosnące znaczenie przemysłu dla rozwoju gospodarczego. Autorka dowodzi, że inteligentne specjalizacje niekoniecznie odzwierciedlają jednak wzrost względnej wagi danej branży (przemysłu), bardziej służą wspieraniu polityki innowacyjnej (koncentrują środki na działalność badawczo-rozwojową w pewnych obszarach) niż polityki przemysłowej. Ponadto fundusze polityki regionalnej pozwalają przedsiębiorstwom inwestować w rozwój zaawansowanych technologii, a przez to wpływają na modernizację przemysłu.

The goal of this article is to identify the environmental economic changes supported as part of the intervention of the regional policy of the EU and to identify the regional differentiation of employing the relevant funds. In the research, relative data was used from the System of Monitoring and Financial Control of Structural Funds and Cohesion Funds SIMIK 07-13. The research results indicate a wide range of the regional policy’s impact on the environment-oriented economic changes including increase in energy effectiveness, the development of renewable sources of energy, the development or rail and water transport as well as local public transport and bicycle traffic, a more rational use of water resources, enhanced protection from adverse effects of the element of water, the development of recycling, restoration of degraded land and improvement of biodiversity protection. The regional differences in the value of the related support resulted from two types of conditions: the level of anthropogenic impact and the specific environmental conditions.

Opis:
The New Regional Policy of the European Union creates specific challenges for legal entities responsible for management of the territorial development. The new model of policy is focused on the territorial public intervention (a place-based policy) as well as on the Multi-Level Governance. Based on the review of premises and the essence of the New Regional Policy, the paper indicates main mechanisms and instruments, allowing the enhancement of the effectiveness of entities managing the development in functional areas. The paper underlines the role of networked triple-sector, hybrid partnerships, which - in parallel to the public system - will determine processes of the management of development.

1 maja 2004 roku został zapisany w historii jako moment przyjęcia do Wspólnot Europejskich dziesięciu nowych państw, w tym Polski. Dzięki temu wydarzeniu nasz kraj ma prawo korzystać ze wsparcia zaoferowanego przez Unię Europejską w ramach funduszy strukturalnych oraz Funduszu Spójności. Instrumenty te dają możliwość realizacji inwestycji, które na ogół przekraczają możliwości finansowe polskich gmin, powiatów i związków komu-nalnych, a to właśnie dzięki tej pomocy w społecznościach lokalnych można dokonać znacznego przełomu w wielu sektorach polskiej gospodarki.
1st May 2004 was saved in history as the moment when ten new countries, including Poland were admitted to the European Communities Thanks to this event our country has the right to benefit from the support offered by the European Union under the Structural Funds and the Cohesion Fund. These instruments confer the possibility of realization the invest-ments which generally exceed the financial capacity of Polish municipalities, counties and municipal associations, and thanks to this help in local communities it is possible to make a significant breakthrough in many sectors of the Polish economy.

Z działalnością Unii Europejskiej na polu wspierania rozwoju regionalnego wiele podmiotów wiąże duże nadzieje. Wśród nich są także miasta, w których mieszka obecnie 72% obywateli UE. Miasta, zwłaszcza duże, będące biegunami wzrostu gospodarczego oraz centrami innowacji i rozwoju, nie były jak dotąd objęte silnym wsparciem funduszy unijnych, które kierowane są w szczególności do uboższych regionów Europy. Celem niniejszej publikacji jest ocena dotychczasowych działań podejmowanych przez Unię Europejską wobec obszarów miejskich, jak również przedstawienie rozwiązań mających na celu uskutecznienie wymiaru miejskiego polityki regionalnej Unii Europejskiej po 2013 r. Badania oparte zostały na serii poszerzonych wywiadów eksperckich przeprowadzonych z przedstawicielami miast będących bezpośrednimi beneficjentami analizowanych programów, reprezentantami instytucji europejskich, organów państwowych oraz stowarzyszeń samorządowych, a także naukowcami i ekspertami ds. polityki miejskiej.
The main aim of this article is to sum up and to evaluate the shape and the actions implemented within The Regional Policy of the European Union in support of urban areas. Research based on interviews with experts in this field also summarises the propositions and recommendations for future actions.

The Supreme Audit Office of Poland has carried out an audit of the preparations of the structural policy implementation system for the years 2014–2020. The objective of the audit was to examine, among others, the regularity and effectiveness of the activities undertaken by the Minister of Infrastructure and Development, and the managements of all the 16 regions with regard to the development of the partnership agreement, as well as national and regional operational programmes. Before the audit, a panel of experts was organised, with the participation of scientists, representatives of the government and self-government administration, non-governmental organisations and a member of the European Parliament. The audit approach adopted was not a typical one, since the audit was carried out in the course of the development of the programming documents for the years 2014-2020, and it covered the period until the end of April 2014.

The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

Cohesion Policy has provided new impulses for development in Central and Eastern European Countries (CEECs) that continue to be challenged by regional disparities. This paper investigates the effects of the European Union Cohesion Policy on regional development. After presenting historical development patterns of the investigated area and opportunities afforded by this policy, its effects on a variety of indicators are analysed for the period 2007–2014. The analysis allowed confirming positive effects of EU Cohesion Policy on the development of CEE regions. However, these effects differ across the investigated area. Moving forward, it will be crucial to develop institutions and policies characteristic to each region that are stable and efficient without external funds.

The article presents the results of the analysis of the impact of the National Development Plan (NDP) 2004–2006 and the National Strategic Reference Framework (NSRF) 2007–2013 on divergence/convergence processes taking place in Poland as well as between its regions and the EU average, measured as GDP per capita in PPS. The analysis was made using simulation results received by applying 16 regional HERMIN models and data as well as forecasts concerning NDP and NSRF transfers prepared by the Ministry of Regional Development of the Republic of Poland. The application of HERMIN models allowed the authors to make forecasts regarding the following macroeconomic indicators: GDP per capita (in PPS) in relation to the EU average and to the national average by 2020. The results indicate that NDP and NSRF implementation can accelerate the convergence process between the Polish regions and the EU average and slow down the weak divergence process within the country.
W artykule przedstawiono wyniki analiz dotyczących wpływu Narodowego Planu Rozwoju na lata 2004–2006 (NPR) i Narodowych Strategicznych Ram Odniesienia 2007–2013 (NSRO) na procesy dywergencji/konwergencji zachodzące wewnątrz kraju oraz pomiędzy polskimi regionami a średnią unijną mierzone wskaźnikami PKB per capita. Do ich przeprowadzenia wykorzystano symulacje przy użyciu 16 regionalnych modeli HERMIN, a także dane i prognozy dotyczące wielkości transferów w ramach NPR i NSRO, które opracowało Ministerstwo Rozwoju Regionalnego. Zastosowanie modeli HERMIN umożliwiło prognozę kształtowania się wskaźników makroekonomicznych – PKB na mieszkańca (w PPS) odniesionego do średniej unijnej oraz PKB na mieszkańca odniesionego do średniej krajowej do 2020 r. Otrzymane wyniki wskazują, że realizacja NPR i NSRO przyspiesza proces konwergencji pomiędzy polskimi regionami a średnią UE, jak również opóźnia proces dywergencji wewnątrz kraju.
