Opis:
Europa powinna dzięki nim uzyskać szybsze tempo wdrażania innowacji i podnoszenia standardu życia, aby zmniejszyć dystans, jaki dzieli ją od Stanów Zjednoczonych i wiodących krajów azjatyckich.
The objective of this paper is to demonstrate how the development of European peripheries can be strengthened by cooperative clusters, viewed as loose business organizations where cooperation of partners results in a synergy effect. The existence of clusters in peripheral areas may give efficient solutions to many problems, such as unemployment or the need of restructuring regional economy. Partnership of clusters may add up to their competitiveness thanks to the home demand. The present paper presents an example of the Lubelskie Region, the most neglected region in Poland. It is argued here that cooperation among local clusters provides a chance for an increase in the region’s social activity and for its economic growth.

Opis:
Last decades redefined traditional artistic geography. Center (West) – periphery (East and South) system, rooted in Ratzel’s Kunstgeographie, was replaced by new ideas known as “new artistic geography” or “geohistory of art”. An article is based on these new perspectives and it focuses on trajectories of punk rock music in 80’s. in former Yugoslavia and Poland as well. Author tried to transgress old cliché: on the one hand image of cultural hegemonic center (USA, UK) and on the other hand cultural non-hegemonic peripheries. An article describes the very beginning punk in ex-Yugoslavian town Rijeka (bands like Paraf, Termiti), Lublana (Pankrti), Zagreb (Prljavo kazalište). In next section an author presents an examples of cooperation realized by Polish visual artists and Polish punks (Brygada Kryzys, Kryzys, Moskwa). In effect, they created artistic films, paintings, installations and performances. Concluding, at the turn of the 1970’s Yugoslavian and Polish punk scenes were among the most active and most original in Europe east of the Elbe. Yugoslav punks have been very courageously politically involved and even morally related to the situation of homosexuals – becoming the vanguard of resistance to Tito’s power and his heirs. In the Polish case, punk alliances with emerging art, including experimental species such as found footage, are striking. Facing so many original and otherwise “framed” concepts, there is no reason for the punk story to continue to be reduced to repetitive, British and American clichés.

From 1950 to 2005, international tourist arrivals grew from 25 million to 903 million. Europe and North America are the world's largest and most mature destination regions, accounting for over 60% of all international tourist arrivals. But some decentralization of tourist arrivals has been sighted, especially from 1990s. In 1950, Europe - as the destination region - absorbed 66,7% of all international tourist arrivals, and in 2007 – only 53,6%. The similar tendency is observed in North America. In the other side, the significance of Asia and Pacific - as the destination regions - is growing up. The gradual process of decentralization has been sighted in the field of tourist departures, too. The most of tourists is still come from European countries and USA, but in the top of so-called demand markets are also Japan and China. Analysis of directs of tourist travels permits us to notice a number of regularities. According to Christaller's (1964) theory of peripheries, tourist movement is generated by people from well-developed regions, called central regions, and main tourist destination regions are backward regions, so-called peripheries. Proving Christaller's thesis, five legs of tourist peripheries shaping have been defined by R. Prosser (1994) and four - by E. Gormsen (1997).

Opis:
For years, the Japanese government propagated the image of Japan as a culturally and ethnically homogenous entity. The official stance has changed, but the vision of “exceptional Japan” is still powerful and it is shared by numerous Japanese, even though there are minority groups of the Korean and the Chinese descent. They have been brought in to forced labor during the World War II. There are also the indigenous people of the Japanese archipelago: the Ainu, presently living on the northern island of Hokkaidō, or the burakumin – the former outcasts, and at the south the inhabitants of the Ryūkyū archipelago within boundaries of the present day prefecture of Okinawa. The study analyses this prefecture, although it offers a wide range of issues relevant also to other minority groups elsewhere in Japan. The “Okinawa problem ” (Okinawa mondai) is the euphemism by which the Japanese offi cials conceal the political and economic discrimination that the prefecture has suffered in the result of its historic, cultural, geographic, political and social differences. The authoress discusses the geo-cultural characteristics of Okinawa, its historical background since the time of Ryūkyū Kingdom, the problem of the American military bases covering approximately 20% of the most populous main island. The American presence constitutes the key to the “Okinawa problem” because of the prefecture’s economic diffi culties arising thereof. She also points out the implications of this particular situation to local politics. The study rejects the often-cited opinion that the essential problems of the prefecture cannot be solved due to its peripheral location. The authoress points out that a change for the better is conceivable, but might be expected only in case of transfer of power from the long-ruling, conservative and pro-American Liberal Democratic Party to a more open-minded political groupings.

Opis:
Thanks to the work of Pascale Casanova, Franco Moretti, David Damrosch and many others, over the past two decades, the concept of world literature has once again become the subject of thorough examination within the field of literary studies, especially in relation to cosmopolitanism and globalization. When it comes to the study of individual national literatures and specific regional contexts, as well as to the definition of comparative literature as a discipline, debates regarding its background, its reach and limitations could not be ignored. World literature thus appears as a heterogenous entity – always manifesting in different contexts in different forms – consistently in dialogical exchange with specificities of a particular literature and culture. Instead of discussing the problematic relation between centre and periphery or criticizing the idea of global literary and cultural canon, the avant-garde as an international and global phenomenon that appears even more radically on the so-called periphery is what is of primary interest to me. Therefore, the purpose of this paper is to demonstrate that avant-garde (in its various forms and radical expressions) simultaneously challenges art as an institution and introduces the idea of a decentred geography of world literature.

The focus of this article is the study of centre–periphery intraregional development disparities using Poland’s largest and most diversified Mazovia Province (Mazowieckie Voivodeship) as an example. The economic downfall of the Radom subregion, in comparison with the booming Warsaw agglomeration, clearly illustrates the polarisation of this province. A research question was if the location of the Radom subregion in Mazovia Province is a significant factor of its relative regression. In order to answer this question, selected development indicators of Mazovian subregions have been compared with their counterparts from surrounding provinces. Research results have shown that a subregion’s location in a big and diversified province is a significant factor of intraregional centre-periphery development discrepancies.

Opis:
The essay is a review of Michael Hardt’s and Antonio Negri’s Assembly and it aims at a critical evaluation of its empirical relevance and political usefulness. It focuses on two issues. The first one is general and as such relates to the global context of struggles against capital: the notion of social factory and its implications for political action. The essay argues that the concept of social factory grasped an important development within twentieth century capitalism. It is, however, becoming more and more irrelevant as living labour is being systematically replaced by automation. Unlike the social media or other similar forms of “digital capitalism” analysed in Assembly, a very large part of automation does not depend on any kind of continuous, multitudinous human input. It rather aims at uploading the general intellect into the system of autonomous machines, making them independent from the human element. The second issue this essay examines is the recent populist-conservative turn and the situation of peripheral countries that had no part in the recent progressive cycle of struggles (Arab Spring, Occupy, Indignados). The essay points to a bias in the post-Operaist project – its focus on particular geographical and socio-cultural areas – that ignores the different social and political situations of some peripheral countries, especially those of Central-Eastern Europe.

The existence of many field estates, despite their apparent order, from the landscape point of view is chaotic, incoherent and inefficient in terms of communication. The article attempts to create a typology of the most characteristic layouts of housing estates and to indicate the main factors influencing the formation of building complexes. The subject of the study is the analysis of the specificity of the spatial development of suburban zones in three cities: Rzeszów, Poznań and Warsaw. The aim of the analysis is to show the similarities and differences in selected areas. The implementation effect is the recognition of the nature of the buildings spreading outside the city’s territory. Determining the typology of buildings that can be located in specific areas may also help in practice of issuing decisions on development conditions. The catalogue of possible solutions, together with the analysis of the produced communication systems, will allow to forecast the spatial shape of future investments and, consequently, to optimize the provisions limiting pathological solutions.

One of the main characteristics of translation is that it can be called everything but stable; multiple cultural, social, political, and economic processes are reflected in translation. Postcolonial studies in translation deal with, among others, cultural and linguistic hegemonies as well as strong and weak – or central and peripheral – cultures and the relations between them. Many of the theories (Even-Zohar, 1979; Tymoczko, 1999) state that strong cultures set an example whereas weak cultures attempt at following this example, even at the cost of their own values and culture (so-called foreignization in translation). It is significant to ask oneself why such processes take place. The investigation of the pre-conceptual image schemata of CENTRE-PERIPHERY and PLUS-MINUS polarity of the SCALE sheds some light on the nature of these interactions (Krzeszowski, 1997).

Opis:
The study examines how a regional university, having recently overseen a dramatic internationalization, deals with the consequences of COVID-19, and how the students - many of whom are international and coming from the global peripheries - experience the pandemic. The study is informed by the critical theory of late modernity and capitalism - especially the theory of uncertainty and risk (Beck, 1992; Beck, Giddens, & Lash 1994). It explores the power relations of the communicative dynamic between the administrators managing the crisis and the students perceiving and living it. It is an early-stage research report, published days after a pilot study was run. A survey among international students (including local, tuition-fee paying, and exchange students) was distributed to obtain initial responses. The analysis is complemented by insights based on close observation of the unfolding situation and analysis of the documents issued by the university. The findings explain the uncertainty experienced by international students, characteristic of many CE universities. The study covers the topics of attitudes towards epidemics, information imbalance, perception of security, and evaluation of the responses. The paper concludes with an urgent call to recently internationalized universities for a recognition of the complexity of students’ fears.
