Expenditure on structural policy is the second largest item in the European Union’s budget. Structural funds and the cohesion fund are intended for the bloc’s poorest countries and regions, and their aim is to increase the cohesion of the entire community. Under the EU reform treaty, the traditional model of economic and social cohesion would be expanded to include a third dimension-territorial cohesion. The authors analyze the implications of the introduction of territorial cohesion to European structural policy. They evaluate EU program documents and research in this area. Szlachta and Zaleski set out to explain why the territorial dimension of European structural policy is important to Poland and why European cohesion policy should be modified after 2013. The paper describes the theoretical foundations of European structural policy, paying special attention to the role of regional factors for community-level intervention and the course of convergence processes. Against this background, the authors describe the EU’s regional policy and its territorial dimension over the past 20 years. The paper also discusses the most important conclusions from a public debate on territorial issues in Europe, and mentions issues such as the EU Green Paper on territorial cohesion and its importance for reforming the EU’s structural policy after 2013.

The article focuses on a new approach to socioeconomic development in Poland and the European Union. Special macroregional programs have been adopted for the 2007-2013 period in the EU in connection with the bloc’s territorial cohesion policy. A total of 13 macroregions have been identified, including two covering Poland-the Baltic Sea region and Central and Eastern Europe. The methodology used in the article is based on an analysis of both Polish and EU documents, the authors say. On this basis, Szlachta and Zaleski identified the problems that need to be resolved to take full advantage of the potential of socioeconomic programs in Poland and the EU as a whole. After 2013, the macroregions are expected to play a greater role in the European cohesion policy. Since the local government reform in Poland on Jan. 1, 1999 and the country’s entry to the European Union on May 1, 2004, socioeconomic development has been pursued in Poland not only at the national but also at the provincial level. This model, however, has not made it possible to effectively deal with supra-provincial and interregional problems, according to the authors. A pioneering project for the 2007-2013 period is a Strategy for the Socioeconomic Development of Eastern Poland Through 2020, which covers the five poorest provinces in the country, Lubelskie, Podkarpackie, Podlaskie, Świętokrzyskie, and Warmińsko-Mazurskie. The strategy became the basis for a special European Union operational program for eastern Poland for the 2007-2013 period. In the article, Szlachta and Zaleski discuss experiences and conclusions resulting from this projectin the context of the conditions shaping regional policy in Poland and across the European Union. These conditions have changed substantially in recent years, according to the authors. In 2010, local governments in five Polish provinces, Dolnośląskie, Lubuskie, Opolskie, Wielkopolskie, and Zachodniopomorskie, decided to start working on a strategy for western Poland. At the same time, the Polish Ministry of Regional Development, in cooperation with local governments in the eastern provinces, launched work to update the strategy for eastern Poland. In the final section of the article, the authors discuss the ways in such programs could be used to stimulate Poland’s socioeconomic development.

The paper describes the possible evolution of the European Union’s structural policy in a new policy and budget programming period starting after 2013. The paper consists of an introduction that describes the current situation in this area and follows up with an analysis of conditions resulting from the changing model of the European cohesion policy. A key part of the article is a discussion of some vital problems that should be subject to debate, including the comprehensive nature of structural policy, the “Lisbonization” of the EU’s policies, more effective use of EU funds, territorial cohesion, and the relationship between economic policy and employment in the context of the new structural policy. The authors also define the role of regions and states in this policy and look at the benefits of cohesion policy for environmental protection and natural values. In the final part of the paper, the authors comment on the current organization and course of debate on the reform of cohesion policy and list challenges faced by Poland’s policy makers in the context of European policy reform. The analysis takes into account the EU’s strategic guidelines included in its key documents such as the 2007 Cohesion Report. The authors look at the matter from a Polish perspective and outline Poland’s priorities in the ongoing debate on the need to reform the EU’s structural policy.

Artykuł koncentruje się na uwarunkowaniach wzrostu gospodarczego polskich województw. Podstawowym pytaniem badawczym jest identyfikacja czynników, które mogą sprzyjać i hamować rozwój polskich regionów (po okresie prorynkowej transformacji). Dotychczasowe trendy wskazują, że kryzys 2008+ spowolnił, ale nie załamał cyklu wzrostu, a sytuacja gospodarcza województw relatywnie się poprawia; największą dynamiką PKB charakteryzują się regiony najbardziej rozwinięte. Kluczową rolę w stymulowaniu rozwoju ma europejska polityka spójności, obejmująca unikatowy w skali globalnej pakiet narzędzi, rozwiązań i źródeł finansowania. Wpływ na obecną opcję tej polityki ma nie tylko nowe podejście wypracowane przez Bank Światowy i Unię Europejską, ale również niekorzystne megatrendy globalne. W obecnej perspektywie finansowej priorytetem polityki spójności jest wzrost konkurencyjności regionalnej. Polska jest największym beneficjentem tej polityki, mimo to pojawiają się obawy, że korzystna trajektoria rozwoju polskich regionów może napotkać na przeszkody m.in. wskutek zagrożenia tzw. pułapką średniego dochodu i niekorzystne uwarunkowania zewnętrzne. Z tego względu konieczne są dostosowania w polityce regionalnej i innych rodzajach interwencji publicznych, których celem powinny być działania na rzecz zmniejszenia wrażliwości reakcji polskich regionów na negatywne trendy globalne.
The paper deals with the conditions affecting the economic growth of Poland`s regions. Research questions are initially formulated about regularities and factors contributing to the economic success of Polish regions after their market-oriented transition. Changes in the theoretical foundations of regional policy are then discussed as well as the contribution of the World Bank, the Organization for Economic Cooperation and Development (OECD), and the European Union (EU) to the new doctrine. The global and European megatrends of recent decades - unfavorable to regions in EU member states, in part due to the 2008+ crisis - are described. The European cohesion policy, a unique solution globally to support regional development, plays a major role in the socioeconomic development of Poland`s regions. Poland is the EU`s biggest beneficiary of this policy, which is now oriented toward boosting regional competitiveness. Polish regions are steadily becoming stronger within the EU, as this paper demonstrates, with the best growth trajectories enjoyed by the strongest regions. The impact of the 2008+ recession on Polish regions was limited, largely thanks to quality public policies. This good trajectory may be hard to achieve in the future due to what is known as the middle-income trap. Therefore, adjustments have to be made in Polish regional policy and other policies to make regions less vulnerable to the volatility of socioeconomic development.

W części pierwszej została przedstawiona ewolucja europejskiej polityki spójności po roku 1988 (reforma Delorsa). W drugiej części został opisany nowy model europejskiej polityki spójności w wieloletnim okresie programowania 2014-2020. Było to rezultatem zmian w paradygmacie polityki rozwoju regionalnego oraz głębokiego kryzysu gospodarczego z roku 2008. Odpowiedź na nowe wyzwania została zaproponowana w Strategii Europa 2020. Polska po akcesji do Unii Europejskiej w roku 2004 stała się beneficjentem europejskich funduszy inwestycyjnych i strukturalnych, a alokacja w latach 2014-2020 jest prawie trzy razy większa niż kolejnego beneficjenta. Końcowe komentarze opracowania dotyczyły przyszłości europejskiej polityki spójności po roku 2020.
In part one evolution of European cohesion policy after 1988 (Delors reform) was presented. In part two new model of European cohesion policy in multiannual programming period 2014-2020 was elaborated. It was a result of changes in paradigm of regional development policy and consequence of deep economic crises of 2008. Response to new challenges was proposed in EU 2020 Strategy. In next part recommendations to cohesion policy in Poland in 2014-2020 were presented. Poland after accession to European Union in 2004 became beneficiary of European investment and structural funds, in 2014-2020 with allocation fast three time bigger than of next beneficiary. Final comments of that paper concerned future of European cohesion policy after 2020.

The paper discusses the evolution of regional policy in Poland from 1990 to 2010 and examines guidelines for modifying this policy in 2010-2020. Poland’s entry to the European Union in 2004 and European cohesion policy have had a substantial impact on regional policy in Poland. In recent years new important theoretical inspirations have appeared for regional policymakers, including new economic geography and the economics of location. International organizations such as the OECD, the World Bank and the EU are formulating proposals for a major modification of regional policy in the world. The research method is based on a benchmarking analysis and qualitative assessment of program documents. The results obtained by the researchers point to a shortage of theoretical foundations and the growing importance of regional policy to Poland’s socioeconomic development. Szlachta and Zaleski identify various risks connected with the implementation of a modern regional policy in Poland and formulate a set of questions about the theory of regional policymaking. In the first part of the paper, the authors discuss the experience of regional development programming in Poland since 1990. The next part focuses on the financial and institutional dilemmas of regional policymaking in Poland in the coming years. Later on the authors propose benchmarks for a National Regional Development Strategy until 2020. The paper ends with the formulation of key conclusions, recommendations and questions about the theory of regional policymaking.

Objective of this paper was to explore importance of European cohesion policy for socio-economic development of Poland and evolution of that policy in the context of stimulating socio-economic development processes. There are four parts of that study entitled: (1) financial scope of structural intervention of European Union; (2) previous orientation of European Union structural intervention; (3) European cohesion policy architecture for 2014-2020, and (4) future evolution of European cohesion policy after 2020. In presented study there is an extensive description of new generation of development policy in European Union and its consequences for member states and regions, related to the Europe 2020 strategy. Text is based on polish experiences after EU accession in 2004.

Praca została poświęcona przeszłości, teraźniejszości i przyszłości polityki regionalnej jako ważnego elementu działalności interwencyjnej państwa, podejmowanej na poziomie krajowym i regionalnym. W części wstępnej przedstawiono najważniejsze założenia podejmowanej analizy. W części zatytułowanej „Przedakcesyjne doświadczenia polityki regionalnej w Polsce” omówiono ewolucję tej polityki, od braku interwencji, poprzez stopniową zmianę sytuacji wynikającą z priorytetów programu Phare i dwu kolejnych programów przedakcesyjnych Unii Europejskiej oraz udokumentowano znaczenie reformy terytorialnej państwa z 1998 roku. W trzecim punkcie przedstawiono unijne uwarunkowania polityki regionalnej Polski, które stały się szczególnie istotne po przystąpieniu naszego kraju do Wspólnoty Europejskiej. Opisano zmiany tej polityki we Wspólnocie w ostatnich latach, w tym między innymi znaczenie Strategii Lizbońskiej. W czwartej części omówiono politykę regionalną Polski po akcesji, rozwarstawiając analizę na dwa okresy, lata 2004-2006 oraz 2007-2013. Na tym tle przedstawiono krytyczną charakterystykę aktualnego modelu tej polityki. W ostatnim punkcie rozwinięto kierunki niezbędnej reformy polityki regionalnej w naszym kraju po roku 2013, które warunkują dynamizowanie rozwoju społeczno-gospodarczego.
The past, the present and the future of regional policy as an important element of state intervention in terms of both a country and a region has been in a spotlight of the paper. The introductory part includes major assumptions of the analysis conducted. The part entitled “Pre-accession experience of regional policy in Poland” discuss the evolution of the policy, starting with lack of intervention through gradual change in the situation resulting from the Phare programme priorities and two successive pre-accession programmes of the European Union as well as proving the importance of the state territorial reform of 1998. The third part presents the Union’s conditions for the Polish regional policy that have become especially important for Poland’s joining the Community. The recent changes to the policy within the Community have been described, i.a. the Lisbon Strategy significance. The fourth part discuss Poland’s regional policy after the accession, dividing the analysis into two stages, the years of 2004-2006 and 2007-1013. against this background critical characteristics of the current model has been presented. The last part focuses on the directions of an indispensable reform regional policy in our country after 2013 that determine dynamic socio-economic growth.

W UE rozpoczęto debatę na temat kształtu europejskiej polityki spójności (EPS) po roku 2020. Uwarunkowania wewnętrzne i zewnętrzne dla tej debaty są niekorzystne. Globalny kryzys ekonomiczny, który wystąpił po 2007 r., szczególnie dotkliwie dotknął Unię Europejską, zwłaszcza regiony słabe ekonomicznie i peryferyjne. Należy dodać do tego kryzys związany z uchodźcami, wzrost zagrożenia terrorystycznego i dążenia anty integracyjne. Stwarza to wyjątkowe wyzwanie dla przyszłości UE, a w szczególności dla EPS. Celem artykułu jest poszukiwanie odpowiedzi, jak ukształtować wyróżnioną strefę interwencji strukturalnej przy występowaniu wskazanych uwarunkowań zewnętrznych i dopasować ją do zmieniających się potrzeb. Artykuł przedstawia kluczowe elementy EPS, rzeczywiste procesy zachodzące w układzie terytorialnym UE i wskazuję na konieczność wzmocnienia terytorialnego wymiaru EPS. Ponieważ EPS wymaga udoskonalenia w artykule przedstawiono analizę i rekomendacje w zakresie zwiększenia jej kreatywności i elastyczności, niezbędnych uproszczeń w jej wdrażaniu i zwiększaniu jej efektywności. Artykuł przedstawia również problem finansowania EPS w aspektach: udziału w globalnym budżecie UE, kryteriów alokacji funduszy i terytorialnego wymiaru interwencji strukturalnej. Komplementarność i logika interwencji dla poszczególnych Europejskich Funduszy Strukturalnych i Inwestycyjnych jest zaprezentowana. W konkluzjach zawarto rekomendacje dotyczące procesu kształtowania polityki spójności po roku 2020.
A debate on the shape of European Cohesion Policy (ECP) post-2020 has already started in the European Union. It is being waged amid unfavorable conditions, both internal and external. The global economic crisis that erupted after 2007 had a particularly strong effect on the EU, especially its weak and peripheral regions. In addition, Europe has faced a refugee crisis, an increased terrorism threat and anti-integration trends. All this poses a dramatic challenge to the future of the European Union, including ECP. The purpose of this paper is to answer the question of how to configure this sphere of the European Union’s structural intervention and adjust it to changing needs under adverse external and internal conditions. The paper describes the key features of ECP and real processes in the EU’s territorial systems. It also indicates the need to strengthen the territorial dimension of ECP. As ECP requires continued improvement, the paper presents an analysis and recommendations for greater creativity and flexibility of ECP, combined with necessary simplifications and increased effectiveness. Further on, the paper describes how ECP is financed in terms of its share of the EU budget, fund allocation criteria and the territorial scope of EU structural intervention. The complementarity and logic of interventions under individual European Structural and Investment Funds are analyzed. Tekst ten został poświęcony europejskiej polityce regionalnej, nazywanej także polityką spójności, będącej drugą pozycją wydatków budżetowych Unii Europejskiej oraz najważniejszym źródłem transferów finansowych na rzecz Polski. Polityki i budżet Unii Europejskiej są programowane w wieloletnim horyzoncie czasowym, obecny dotyczy lat 2007-2013, a na temat rozwiązań kolejnego rozpoczynającego się po roku 2013 okresu prowadzony jest ożywiony międzynarodowy dialog profesjonalno-naukowy. W opracowaniu przedstawiono: dotychczasowy przebieg dyskusji nad polityką regionalną Unii Europejskiej po roku 2013, rosnące znaczenie wymiaru terytorialnego, który obok wymiaru gospodarczego i społecznego zyskuje rangę traktatową, najważniejsze tezy przedstawionej przez Komisję Europejską jesienią 2008 roku Zielonej Księgi w sprawie spójności terytorialnej, wpływ kryzysu społeczno-gospodarczego na reformę europejskiej polityki spójności, a także inne ważne tematy dotyczące reformy europejskiej polityki regionalnej, takie jak zmiany klimatyczne, przebieg procesów demograficznych czy konsekwencje globalizacji.
The paper concerns European regional policy, called also cohesion policy, which constitutes the second largest items of the EU budgetary spending and is the major source of financial transfers benefiting Poland. The Union’s policies as well as its budget are both long-term planned, with the current time span of 2007-2013. A heated debate is underway now, involving both scientists and professionals so as to develop solutions for the period of time after 2013. The research paper thus presents: the so-far course of discussion on the EU regional policy after 2013, growing importance of regional issue that along with economic and social ones are gaining importance to be covered by treaties, major theses in the Green Charter presented by the European Commission in autumn 2008 regarding regional cohesion, the impact of socio-economic crisis on reforming the European cohesion policy as well as other important matters concerning the European regional policy, such as: climate change, nature of demographic processes and consequences of globalisation.

Czwartą część opracowania poświęcono najważniejszym wnioskom dla Polski, wynikającym z traktatowego charakteru spójności terytorialnej od 1 grudnia 2009 roku. The paper, apart from introduction and conclusions, includes three subject-of-the-matter parts. The introduction presents major assumptions of the EU’s structural policy. The next part characterises the progress of the Community undertakings aimed to define the territorial dimension of Europe, pursued since the launch of the 1988 Delors reform, taking into consideration the consequences of the Lisbon Treaty implementation and provision of the Europe 2020 Strategy. Further in the paper the most important negotiation issues concerning structural policy of the EU after 2013 are presented. The fourth part focuses on the most significant conclusions for Poland resulting from the treaty based territorial cohesion since 1 December 2009. The conclusions underline the significance of structural policy for enhancing socio-economic growth of Poland.

W opracowaniu przedstawiono sytuację europejskiej polityki spójności w związku z negocjacjami dotyczącymi budżetu i rozwiązań tej polityki w latach 2014-2020. Przedstawiono podstawy tej polityki wynikające z reformy Delorsa i ewolucję wynikającą z zapisów Strategii Lizbońskiej, Odnowionej Strategii Lizbońskiej, Strategii Europa 2020 oraz wejścia w życie Traktatu Lizbońskiego. Scharakteryzowano wieloletnie programowanie rozwoju społeczno-gospodarczego na poziomie Wspólnoty. Na tym tle syntetycznie opisano doświadczenia europejskiej polityki spójności w Polsce, zwracając uwagę zarówno na jej niewątpliwe korzyści jak też słabości, które ograniczają pozytywny wpływ środków strukturalnych Wspólnoty Europejskiej, jakie napływają do Polski po akcesji, czyli od roku 2004. Wreszcie dokonano analizy projektu pakietu legislacyjnego dotyczącego rozwiązań europejskiej polityki spójności w latach 2014-2020, przedstawionego przez Komisję Europejską jesienią 2011 roku, zwracając uwagę na kluczowe tematy oraz konsekwencje dla Polski ewentualnego przyjęcia tych rozporządzeń, po negocjacjach odbywających się w roku 2012, w proponowanym pierwotnie kształcie.
The paper presents the situation concerning the European cohesion policy in view of budgetary negotiations and the policy guidelines within 2014-2020. It discusses the foundation of the policy resulting from the Delors reform as well as the evolution of the policy under the provisions of the Lisbon Strategy. In the paper a long-term programming of socio-economic development of the Union has been characterized. And against this background a brief discussion on the Poland’s experience with the European cohesion policy has been described. Both the policy strengths and it weaknesses have been indicated, notably those that impede the positive inflow of structural funds into post-accession Poland, i.e. since 2004. Finally, the paper provides an analysis of the draft package of legislation regarding the concepts of the European cohesion policy within 2014-2020, presented by the European Commission in the autumn of 2011, indicating the key issues and the consequences for Poland in case it approves the legislation following the 2012 negotiations.

W Polsce po wprowadzeniu w roku 1998 reformy administracyjnej oraz po akcesji do Unii Europejskiej w roku 2004 stało się możliwe zastosowanie strategicznego programowania rozwoju nie tylko na poziomie centralnym (interregionalnym), ale także regionalnym (intraregionalnym). W pierwszej części tego opracowania opisano dotychczasowe doświadczenia programowania rozwoju na poziomie województw, które są równocześnie obszarami typu NUTS 2 Unii Europejskiej. W drugiej części przedstawiono znaczenie europejskiej polityki spójności dla wdrożenia strategicznego podejścia do rozwoju na poziomie regionalnym. Krajowe uwarunkowania programowania rozwoju regionalnego zmieniły się całkowicie w ciągu ostatniej dekady, dlatego wprowadzono koncepcję trzeciej generacji strategii rozwoju regionalnego. Wreszcie przedstawione zostało znaczenie nowego paradygmatu rozwoju regionalnego, zaproponowanego przez OECD i Bank Światowy. W części końcowej artykułu określono kluczowe wnioski oraz zaproponowano rekomendacje dla przyszłej polityki.
In Poland after implementation of administrative reform in 1998, and after accession to European Union in 2004 was possible to apply strategic programming of socio-economic development not only on central (interregional programming) but also on regional (intraregional programming) level. In first chapter experiences of such programming in voivodships, which are also NUTS 2 regions, were presented. In second chapter importance of European cohesion policy for implementation of strategic approach on regional level was elaborated. Domestic circumstances of regional development programming in Poland changed dramatically during last decade, so concept of third generations of regional development strategies was introduced. Finally the role of new paradigm of regional development policy proposed by OECD and The World Bank was elaborated. In last part of that paper key findings and policy recommendations for the future were proposed.
