Modern science undergoes enormous changes and transformations. Science 2.0 is a term used to refer to processes, trends, and phenomena related to the use of new technologies, and information and communication technologies in science, in particular tools, services, and online resources. This trend stresses the benefits of increased collaboration and cooperation between researchers and scientists. However, it refers primarily to the consequences of using these technologies. Opis:
The use of new technologies in education implies new teacher roles, new pedagogies and new approaches to teacher education (Makrakis, 2005). The successful integration of ICT into the classroom will depend on the ability of teachers to structure the learning environment in new ways, to merge new technology with new pedagogy, and to develop socially active classrooms, encouraging co-operative interaction, collaborative learning and group work. This requires a different set of classroom management skills. The teaching skills of the future will include the ability to develop innovative ways of using technology to enhance the learning environment, and to encourage technology literacy, knowledge deepening and knowledge creation. Teacher professional learning will be a crucial component of this educational improvement. However, professional learning has an impact only if it is focused on specific changes in teaching (UNESCO, 2011).

The policy goal of the technology literacy approach is to enable learners, citizens, and the workforce to use ICT in order to support social development and to improve economic productivity. Related policy goals include increasing enrolments, making high-quality resources available to everyone, and improving literacy skills. Teachers should be aware of these goals and be able to identify the components of education reform programmes that correspond to these policy goals. Corresponding changes in the curriculum entailed by this approach might include improving basic literacy skills through technology and adding the development of ICT skills into relevant curriculum contexts (UNESCO, 2011).

The theme of the 9th edition of the International Scientific Conference DLCC2017: Theoretical and Practical Aspects of Distance Learning (www.dlcc.us.edu.pl) was “Effective development of teacher’s skills in ICT and e-learning”; the conference also included reports from the IRNet project. The EU not only provides funding, but also has launched several policy initiatives and interventions on the digitalisation of education, outlined, for instance, in “Europe 2020 Strategy,” “Digital Agenda for Europe,” “Agenda for New Skills and Jobs,” “Innovation Union,” “Opening up Education: Innovative Teaching and Learning for All through New Technologies and Open Educational Resources,” “DigComp 2.0: The Digital Competence Framework for Citizens,” “A European Framework for Digitally Competent Educational Organisations,” “A Digital Single Market Strategy for Europe,” “New Skills Agenda for Europe: Working Together to strengthen Human Capital, Employability and Competitiveness,” Digital Skills and Jobs Coalition, and “Strategic Framework – Education and Training 2020.” Furthermore, contests such as European Digital Skills Awards for outstanding projects contributing to digital skills development have been launched. The authors from ten countries try to consider and analyse the contemporary topics and modern trends in the fields of internationalisation of higher education, IT competence, and intercultural competences development in conditions of the digital world. The present volume includes seven articles gathered in three chapters.

The theme and the priorities of the IJREL reflect the conceptual principles underlying the modernization of education and the reform of the educational systems in European countries, as well as national development strategies for the 21st century. One of the European Union’s key educational o bjectives is the provision of equal opportunities for all with regard to access to learning and knowledge, regardless of gender, financial and physical ability, and place of residence. That is why distance learning has now been granted a status of high priority. If introduced on a wide scale, distance learning and teaching may make significant contribution towards the achievement of educational goals in member states.

This article, prepared by an international team of authors - researchers from different scientific areas, connected with ICT, e-learning, pedagogy, and other related disciplines - focuses on the objectives and some results of the IRNet international project. In particular, this article describes the research tools, methods and some procedures of the WP3 “Analyses and Evaluation of the ICT Level, E-learning and Intercultural Development in Every Participating Country”: Objec- tives, Tasks, Deliverables, and implementation of research trips. Except that, the article presents more important events, such as (video)conferences, semi- nars, workshops, an e-round table debate; among these events are ICTE2014, DLCC2014, “New Educational Strategies in Modern Information Space,” “High- tech information educational environment,” during which some more important results of the project research were presented. The list of publications includes 32 papers and a manuscript with WP3 results. Researchers from Poland, Russia, Ukraine, the Netherlands, Spain, Slovakia, Portugal, Czech Republic and Australia analysed the results of WP3 in the context of the next stages and Work packages of IRNet project - International Research Network.

Opis:
The article presents the comparative analysis of the basic principles of programmed teaching, and constructivism for their subsequent use in creating open learning didactics in view of the collaborative approach and collaboration-oriented activities. What is investigated is the fact that the same idea forms the basis of the two paradigms (constructivism and personal learning): the humanistic character of education, taking individual characteristics into account, the activitybased approach, and the collaborative activity of a student. The assumptions about increasing the efficiency of the educational process, based on the ideas of integrative unity of these concepts, are justified. Further development of the personally-oriented approach in terms of such interconnected approaches as e-learning, connectionism, and combined learning is discovered. Simultaneously, programmed teaching – also experiencing its renaissance – can be used effectively and purposefully in educational collaboration in connection with other paradigms.

The research presented in the article seems to confirm the assumption that e-learning and ICT development contribute to the quality of educational services, to the development of information society competences and to the increased competitiveness of institutions of science and education. E-learning participants aim at: increasing comfort in the scientific and educational process; lifelong learning goals; the personalization of education; the formation of new scientific and educational cooperation and intercultural competence; self-fulfilment in education and work; increased openness of the scientific and educational environment; and enhancing self-organizational effects which support the sustainable development of the university environment. The research was conducted at the University of Silesia within the framework of IRNet project.

This paper focuses on students’ research ability to use information and communication technologies to carry out information activities in their professional field. The results of studies on personalized and adaptive learning, based on the consideration of learning styles were analyzed. Based on the statistical analysis of the pedagogical experiments some recommendations were formulated for technology training for teachers and students, to improve efficiency training.
