Over one million people die each year on the roads and about 20-50 million are injured. Traffic safety is a global problem that needs interdisciplinary scientific approach to develop methodology for safety studies that will lead to valid conclusions and in the end to suitable preventive measures. It is difficult to define what a safe and unsafe behaviour is. Transportation research tries to find relation between significant variables and traffic safety in the triangle of interaction between human, vehicle and environment. Raw accidents data excludes ex-ante evaluations and is insufficient due to the rare frequency and difficulty with investigating causes. There is still lack of consensus between researchers on usage of the traffic safety indicators and their cut-off values. Article presents different methods for measuring driver behaviour and objective behavioural indicators that are commonly used as traffic safety measures e.g. time to collision, post-encroachment-time, deceleration rate, time headway, red-light violations, lane deviations, gap acceptance and others. The aim of the paper is to provide general framework for exploring valid and reliable variables in the traffic safety studies.

Opis:
This article presents the concept of rescue airboat with the elements of a laboratory stand. The boat consist of a hull made of composites, reinforced by replaceable, 30 mm thick, polyethylene boards. The boards will protect the boat hull and will provide low value of friction parameter and protection against effects of fire exposure and dangerous liquids. The final optimal shape of the boat’s hull will be achieved by numerical simulations. The boat will be equipped with electronic steering, communication and lighting systems as well as sophisticated navigation system (GPS and a module for checking depth of the water). Due to special catches on board, it will be possible to install folding seats for passengers as well as platforms for transportation of goods. Our evacuation boat should present higher parameters of safety and more functionalities than standard evacuation boats providing possibility to move even over short segments of roads and terrain out of the water. The propulsion system will be mounted above the board and will consist of pushing engine with power of 600 KM and three blades propeller. The airflow will be directed properly by two or three moveable surfaces. The research element of the project will be constructing special equipment to measure linear and angular speed and acceleration parameters, as well as position of boat and depth of water below.

Paper describes possibilities to use advanced vehicles simulator combined with additional supporting research devices for measuring drivers' behaviour. Analyzing drivers' behaviour with driving simulators is a rapidly growing field of research, which also demands the interdisciplinary approach from different science disciplines like psychology and simulation engineering. Paper presents modern research methods in transport safety researches and devices that are used to understand better driver's behaviour inside the driving simulator, e.g. Vienna Test System and mobile eye-tracker. Paper also explains a problem of simulator sickness that frequently occurs during the studies inside the driving simulators. Main advantage of using simulators is possibility to achieve full standardization of research conditions. Visualization system based on set of four projectors and cylindrical screen with 200 degrees of vision range, which allows to completely cover the range of sight of the driver to enhance driving reality. The view in the car mirrors is presented on three LCD screens which sizes are very close to the mirrors used in real car mirrors. The scenery generated by computer simulation is moving according to the car speed in the simulation. Similarly to the passenger car simulator, simulator of truck and bus is build based on visualization system which is composed of cylindrical screen, with two hundred degrees of horizontal range of view. Simulator gives the ability to trace functioning of few different types of vehicles.

Opis:
Warsaw has the most developed public transportation system in Poland and, therefore, the longest network of bus only lanes. The studies show a significant number of their violations made by individual vehicles, mostly because of complex traffic conditions and lack of physical separation from the other road lanes. This situation leads not only to road traffic law violations, but also mainly to disturbance in regularity and efficiency of bus connections. According to similar solutions implemented in other cities, Motor Transport Institute designed a concept bus lane enforcement system for Warsaw, which comprises the analysis of state-of-the-art law regulations on using monitoring systems in Poland, as well as operational and technical conditions for implementing the designed system and the concept of the system and system architecture itself. During the research, Motor Transport Institute conducted a complex audit of the bus lanes, in result of which the desired locations for ANPR camera points were identified. The article thoroughly describes the Polish law regulations on ANPR cameras location and confronts is with the actual needs regarding specific urban road sections. It also presents the methodology adopted for localizing the camera points. As a result, several examples of proposed locations are presented and discussed in terms of their compliance with the regulations, necessity for changing the traffic system on the specific road section and efficiency in bus lane enforcement.

In recent years, both in Poland and throughout Europe the number of road accidents and the number of people injured and killed in these cases systematically decreases (despite a slight increase in 2011). Despite the general goals of EU transport policy for years 2000-2010 have not been fulfilled (the number of fatalities in road accidents have not been reduced by half in these years) the Commission on Mobility and Transport is continuing its efforts to reduce the number of accidents, which resulted in the EP resolution of 27th August, 2011. Under this policy, the EU Member States are forced to develop and implement appropriate procedures and requirements associated with road safety analysis in the near future. An important obligation have been introduced with the Directive 2008/96/EC, stating the compulsory road safety audits (RSA) should be carried on TEN-T road network. European Parliament also announced extension of this obligation on other public roads in the near future. These aspirations could be supported with modern engineering and research technology. In following article, authors describe the possibilities of using eyetracking technologies in studies over road safety analysis. Therefore, modern eyetracking devices were characterized, with particular emphasis on its possible use in the study of driver's behaviours in road traffic conditions. Also, a brief analysis of the methodology of the eyetracking experiments in traffic conditions and their results was presented, indicating possibilities of carrying RSA using similar equipment. In the last chapter authors, discuss possible use of eyetracking technologies in studies of road safety analysis in the context of the existing law in European Union and each member's law regulation system.

Driving is an extremely complex behaviour that is also very difficult to measure. Recently, were conducted research which main purpose was quantification of chosen driving parameters to identify dangerous behaviours. For these research modern apparatus for psychophysiology reactions were commonly used, and experiments were made with the use of the driving simulator. Despite such possibilities, most of the researches over road traffic safety are still conducted with the use of self-reported questionnaires or with subjective evaluation of specialists. During driving process one of the most important aspect is a proper observation of road and its environment. Correct perception is necessary for proper reaction of driver for occurring events. Drivers attention is absorbed not only by the road, other road users and traffic infrastructure, but also by road environment elements like buildings, billboards and advertisements could attract his attention. A key to understand drivers’ behaviour seems to be measurement of his visual activity. To measure it, eye tracking instruments could be used, which allows to track drivers eyeball movements during driving. In Motor Transport Institute were recently conducted studies on drivers’ visual behaviour and indication of some which could be potentially dangerous. There were also indicated some differences over population in visual search strategies. These studies led to identification of some undesirable behaviours which could led to accidents. Following paper presents briefly process and results of chosen Motor Transport Institute research with use of a high-class driving simulator and mobile eye-tracker. Also apparatus parameters and used simulation scenarios were described.

EcoGem Project was conducted in scope of ICT Green Cars Initiative under the Seventh Framework Program, during 2010-2013 period. EcoGem Consortium’s aim was to provide ICT-based solutions increasing the mobility of Fully Electric Vehicles (FEV). A FEV-dedicated Advanced Driver Assistance System was developed in scope of the Project. It included suitable monitoring, analysis, reasoning and management capabilities, which increased the autonomy and energy efficiency of FEVs. One of the Project’s goals was to deliver a significant contribution into standardization activities concerning management of external information provided to ADAS systems. During the project development, a contact with various standardization organizations was established. We contributed to the standard development activities of OGC and TISA. The article presents the proposed solutions with regard to EcoGem functionalities. Described in the article standardization contribution includes new FEV oriented propositions of specifications for transmission of multi-modal traffic and travel information as well as the attributes defining charging stations.

Most of road accidents are caused by human error. To study these errors road safety researchers developed selfreported measures. DBQ (Driver Behaviour Questionnaire) is one of the most frequently used tools for studies carried out in scope of traffic psychology. It has become an international standard which is used by driver behaviour researchers, yet it is still quite unknown in Poland. The questionnaire describes aberrant behaviour of the drivers in two basic dimensions: errors and violations. The main purpose of following article is to present the theoretical principles underlying the human error model, structure of this tool and polish adaption of the questionnaire. Polish version of the DBQ has 32 items in total. Another aim of the study was to investigate the factorial structure of the DBQ presented in previous studies. The reported data included a sample of 467 drivers. Reliability coefficients were calculated for each scale and their value were around .80 representing high overall reliability. Our analysis indicates that the DBQ construct was fairly congruent with the one presented in the Swedish study. Behaviours were classified due to their factor loadings in following dimensions – violations, mistakes, inattention and inexperience. Seven behaviours have different factor loading, which indicates different psychological mechanism underlying these aberrations. Issues related to these findings are discussed.

Paper describes security system mounted in the cash transport vehicle that was developed in "Pancermet" project. Consortium consists in addition to the Motor Transport Institute, another nine entities which represent science, vehicle producers and military. The system fulfils the new legal requirements in this area, and consists of the inside/outside video monitoring module and selective door locking mechanism. Every device was designed in accordance with safety and security principles. The video monitoring module includes four video cameras, audiovideo recorder and smoke detector. Selective door lock module cooperates with on-board CAN network that allows selective doors locking with usage of the dedicated touch panel installed on the vehicle's dashboard. The module continually monitors the CAN network which allows also to gain information about opening and closing of every door and status of the lock. Information at touch panel screen, is continuously refreshed, allowing keeping control over all doors, for driver and transporting manager. Article describes also general description about communication with door locks in CAN network and problems encountered during modules development and their solutions. In article there were presented used devices which allows preparing the system for cash transport vehicle.

Opis:
The article describes a conception of a off-road car, in which the self-ignition motor is planned to be replaced with a single or a group of electric motors. To implement the idea, it is planned to use a off-road Honker vehicle, produced in Poland. The choice has been made according to satisfactory cross-country properties of the vehicle, its reliability achieved by a simple design as well as positively user-rated performance in passing through the obstacles. The main aspect, still to be resolved, is the implementation of one electric motor to propel all wheels or four separate motors (each one for a single wheel). An important issue is the choice of a power supply, which can be a battery unit, recharged with a low power motor-generator. The vehicle will be additionally equpped with an innovational telematics system with its main element – the set of sensors for toxic gases detection and a communication system. Measured data will be transmitted to the headquarters. After aggregating and processing the data, the current information will be sent to each of the vehicles. The article characterises main assumptions of this system.
W artykule opisano koncepcję samochodu terenowego, w którym planowane jest zastąpienie silnika o zapłonie samoczynnym, silnikiem lub zespołem silników elektrycznych. W tym celu planowane jest wykorzystanie, produkowanego w Polsce, samochodu terenowego Honker. O wyborze platformy zdecydowały dobre właściwości terenowe samochodu, niezawodność spowodowana prostotą konstrukcji i pozytywnie oceniana przez użytkowników tzw. „dzielność w terenie”, oznaczająca wysoką zdolność do pokonywania przeszkód terenowych. Podstawowymi kwestiami, które pozostają do rozstrzygnięcia jest zastosowanie jednego silnika elektrycznego do napędu wszystkich kół – podczas jazdy terenowej, lub zastosowanie czterech silników (po jednym na każde koło). Ważnym aspektem jest wybór źródła zasilania, którym może być zespół akumulatorów, doładowywanych przy użyciu agregatu prądotwórczego małej mocy. Pojazd będzie dodatkowo wyposażony w innowacyjny system telematyczny. Jego głównym elementem będzie zestaw czujników do wykrywania niebezpiecznych gazów i system łączności. Dane pomiarowe będą transmitowane do centrali. Po zagregowaniu i przetworzeniu danych, aktualna zagregowana informacja będzie przesyłana do poszczególnych pojazdów. W artykule scharakteryzowano główne założenia tego systemu.

Article describes research stand that recreates voltage signal that corresponds with acceleration signal in real collision and transmits it to the input of collision detection module in mass produced airbag controller. This research stand was prepared in the scope of research and development project „Research on methodology of eCall automatic notification system of road accident”. This research stand makes possible to recreate signals with differential amplitude and gradient registered during collision of real vehicles, in which airbags were running or not. There were also conducted studies on road accident detection algorithm, which was implemented in mass produced controllers for airbags of Volkswagen’s group cars. Appropriate software enabled possibility to restore default state of airbag from the beginning of simulation. This paper presents results of project’s studies.

Automatic Number Plate Recognition systems are already widespread over the world. Their performance, both with high computational efficiency of modern computers make them a very good solution to use in traffic supervision and management systems in the city and at the regional level in the scope of safety and security services. The most popular way of use ANPR systems concerns detection of violations in traffic law. In Poland implementation of ANPR systems is at the starting point. There is still a noticeable lack of integrated area solutions, and currently used ANPR systems could not reach their full potential. In the following article authors introduced basic problems of application of the ANPR systems in Poland due to the legal requirements. Moreover paper presents selected functional aspects of ANPR systems.

Supervisors of all existing and planned roads of trans-european transport network TEN-T, in accordance with Directive 2008/96/WE, are obliged to perform regular road safety audits (RSA). In Poland alone, this duty belongs to GDDKiA and 27 mayors of cities with county rights, and includes 4800 km of road network. EYEVID project is meeting this need - applying tools and methodology to perform RSA over the most important aspect of road safety – visibility. Use of eye-tracking devices and high class driving simulators in RSA introduce to EU new quality of audit services. Proposed solution would be first of the kind and one of the first in EU, with scientifically based methodology, which will support so far used expert assessment. Description of the content of the paper, obtained results and conclusions.
Unia Europejska podejmuje działania zmierzające do zmniejszenia ryzyka związanego z użytkowaniem infrastruktury drogowej. Jednym z istotnych elementów wpływających na poziom zagrożenia uczestników ruchu drogowego jest architektura i stan techniczny infrastruktury. W celu ujednolicenia procedur ocen nowo-budowanych dróg i ich otoczenia, w obszarze Unii Europejskiej wprowadzono Dyrektywę 2008/96/WE, która nakłada obowiązek stosowania audytów na wszystkich eksploatowanych i projektowanych drogach transeuropejskiej sieci transportowej TEN-T. Tego obowiązku musi w Polsce dopełnić Generalna Dyrekcja Dróg Krajowych i Autostrad oraz 27 prezydentów miast na prawach powiatów, którzy nadzorują łącznie około 4800 km dróg tzw. sieci TEN-T w Polsce. Naprzeciw nowej potrzebie rynkowej wychodzi projekt EYEVID, którego celem jest wytworzenie zaawansowanych narzędzi i metodologii oceny najważniejszego aspektu bezpieczeństwa na drodze – widoczności. W tym celu przewiduje się wykorzystanie urządzeń okulograficznych i wysokiej klasy symulatorów jazdy. Opis:
The article describes some algorithms for collision detection used in modern cars airbag systems. While controlling the activation of airbags and other passive safety systems, installed in modern vehicles, the algorithms must operate in the early stage of accident, because for operating effectively it is necessary to run control systems early enough, for example filling airbags before the body of the driver or passenger reaches the zone of airbag. These algorithms could be applied into the on-board eCall modules, but they would require calibration. Detection of the collision that activates eCall system must be made on the basis of measurable signals or observable events, which intensity can be relatively clearly linked to the probability serious injury of the driver and the passengers’ of the vehicle. A table summary presented in this article contains a description of the collision detection algorithm along with a brief description of the method of detection and description of the used methodology. A frequently used method is to evaluate the gradient of the change of speed - the parameter ..V, or its combinations with different parameters, such as the derivative of acceleration, displacement, and energy of the collision. Each of the algorithms has been briefly described. The whole of article is summarized with the conclusions arising from its content.
