    Voting Advice Applications are getting more and more popular throughout Europe and a lot of research prove that they have effects both on turnout and decisions of the electorate. This paper brings up the issue of possible agenda setting and framing effects which occur during the process of statements choice and construction in four European VAAs. Its aim is to check whether the statements are well-balanced or whether they suggest users a certain ideology, which is vital because if such an ideological bias is present in the Voting Advice Applications, it may influence the voters’ political decisions. The research also checks whether the statements focus on the European levels of elections or include also internal political conflicts as well as what the main topics covered by the VAAs are. The outcomes prove that the bias in the medium of Voting Advice Applications is noteworthy, especially when it comes to pro-/anti-European Union dimension. The research also proves that there are a lot of statements which did not focus on the European level of the election as well as shows a map of dominant topics present in all European VAAs.

    W świecie zachodnim mocno zakorzeniło się przekonanie, że wolność słowa i mediów jest jednym z najważniejszych, nienaruszalnych i mających jedynie pozytywne implikacje praw człowieka. W dobie Internetu, podmiot tej wolności uległ jednak poszerzeniu, możliwość publikacji treści ma bowiem obecnie niemal każdy człowiek. Skutkiem tego niektóre podmioty polityczne, ekonomiczne czy społeczne zaczęły wykorzystywać wolność mediów do własnych celów. W takiej sytuacji należy postawić pytanie, czy wolność słowa i mediów ma w dzisiejszych czasach jedynie pozytywne znaczenie, czy raczej może stanowić też zagrożenie dla bezpieczeństwa państwa: jego ludności, władzy, terytorium oraz rozwoju.
    Modern societies, especially those from the Western hemisphere, strongly believe in the idea that freedom of expression, one of the most important human rights, has only positive eff ects. It is however worth to mention that in the Internet era the subject of this freedom has broaden and includes now almost every person capable of creating and publishing content. As a result, some political, economical or social actors start to take advantage of freedom of expression. Therefore, it is necessary to fi nd out whether freedom of expression has only positive eff ects or whether it can pose a threat to the security of state.

    The Internet, which used to be perceived as a democratic medium, allowing the huge dose of freedom of expression, has recently transformed into a very centralized medium. It can be noticed that some websites dominate the web spectrum in terms of traffic and this process is getting stronger and stronger, while other websites are isolated and can only be visited by typing in the URL address. The purpose of this paper is to discuss how the Internet architecture currently looks like and how it can influence the methods of creating a media image of an enterprise. The case study methodology was used to describe the communication processes of one of B2B companies, a mobile application development enterprise from Poland, and its ways to succeed in the ever-changing Internet environment. The time scope of the case study was two years: from April 2016 to April 2018. The communication practices studied included the whole range of the company’s promotional activities online, including blog posts, sponsored articles, social media, forums etc. Such a research made it possible to notice the trends in the enterprise’s communication, the challenges it faces, and the tools it uses to create the company image. The case study may serve as a good example of how an enterprise, which promotes its services exclusively online, adapts to the changing architecture of the Internet, trying to find its way in the changing environment. It can also suggest a new, emerging model of Internet architecture – a polycentric model.

    Jednoczesny start w wyborach gminnej egzekutywy (wójtów, burmistrzów i prezydentów miast) oraz organów samorządów wyższego szczebla (rad powiatowych i sejmików wojewódzkich) - nazwany przez nas „bilokacją” - został uniemożliwiony przez zmiany kodeksu wyborczego, uchwalone w 2018 r. Skala tego zjawiska, jak też i jego konsekwencje, nigdy wcześniej nie były poddane systematycznej analizie, choć pojawiło się ono już w 2002 r., wraz z bezpośrednimi wyborami gminnych włodarzy. Nasz artykuł pokazuje, kto - i z jakim skutkiem - wykorzystywał taką możliwość we wcześniejszych wyborach ze szczególnym uwzględnieniem 2014 r. Bilokacje okazały się praktyką powszechną, choć nie dominującą. Ich polityczne konsekwencje były znaczące, natomiast wzór przez nie tworzony był równie skomplikowany, co odległy od intuicyjnych wyobrażeń. Nasze analizy pokazują, że eliminacja takiej opcji nie oznaczała usunięcia znaczących patologii, natomiast mogła przyczynić się do negatywnych zjawisk widocznych w wyborach 2018 r.
    Dual candidacy to the local executive (the commune head, the mayor, the city president) and higher levels of local legislative (county councils, provincial assemblies) – which we call „bilocation” – was prohibited by the amendments to the Electoral Code adopted in 2018. The scale of this phenomenon nor its consequences have never been subject to systematic analysis before, although it appeared as early as 2002, along with direct elections of mayors. Our paper shows who – and with what success – used this possibility in the previous elections, in particular in 2014. Bilocations turned out to be common, though not dominant practice. Their political ramifications were significant, yet the pattern they form – complex and far from intuitive. Our analysis shows that excluding such a possibility did not remedy existing pathologies but could have contributed to the negative phenomena visible in the 2018 elections.
