    The changes introduced in the system of internal security in Poland after 1990, especially the activities of the Polish Police, are aimed at perceiving the servant role of the whole formation in relation to the society. Progressive professionalisation is connected not only with continuous improvement and exchange of equipment resources, but above all with high expectations towards the officers themselves. In this sense, in order to carry out the statutory tasks well, the policeman should obviously have the latest technological achievements, but it is equally important that he or she has a high sense of morality. In difficult situations, he or she must have no doubts as to how he or she should behave, what is good and what is wrong - what is bad. Ethically deepened professionalism means not only taking care of the quality of their work and its effects, but also taking care of good interpersonal relations, effective protection against unnecessary tensions, observance of the rules of appropriate behaviour and the accompanying diligence and efficiency of their actions. Openness of the Police to society, including building public trust based on ethical principles and absolute respect for human rights, supported by social research, is a testimony to the growing professionalism. The indicated trend in the development of the Polish Police is a new challenge. It is characterized by a return to the ethos of the State Police, but as it should be believed, it will not always meet with full recognition and understanding of the police community. This justifies undertaking research on the relationship between the rules of professional ethics of the police officer and their impact on the safety in service. This article contains a scientific exploration of the issues raised, supported by empirical research on a group of 326 Polish Police officers.

    Opis:
    Forces responsible for internal security in Poland include the Police. However, shortly after regaining independence in 1918, the officers of the newly created State Police (Act of 24 July 1919) played an important role not only in ensuring internal security, but also in critical moments in defending the independence of their homeland. A mounted police squadron taking part in the defence of Warsaw in August 1920 provided the “Zegrze” group command with precise, reliable, and thus extremely valuable information about the enemy army movements. Thanks to the knowledge of the planned directions of attack, the military commanders were able to make appropriate decisions that would make it impossible for the Bolsheviks to achieve the assumed military goals.

    Opis:
    W XXI w. możemy zaobserwować przeobrażenia wynikające z niezwykłej jak dotychczas w historii ludzkości skali postępu cywilizacyjnego. Także w świadomości społecznej zachodzą gruntowne przemiany dotyczące wielu obszarów życia społecznego, zwłaszcza tych, gdzie dotychczas dominowały stereotypowe, konserwatywne poglądy. Jeszcze kilkadziesiąt lat temu wytatuowaną osobę utożsamiano z kryminalistą, w najlepszym zaś razie z określoną subkulturą. Obecnie, w związku z różnymi trendami w modzie, także w dziedzinie tatuażu, osoby z „rysunkami na ciele” nie budzą już tyle negatywnych emocji. Zagadnienie posiadania tatuaży przez policjantów dotychczas nie było przedmiotem zainteresowania naukowego. W niniejszym opracowaniu przedstawiono fenomen zjawiska na przykładzie prawodawstwa wybranych państw europejskich w aspekcie policyjnej pragmatyki służbowej.
    In the 21st century we are observing transformations due to an unprecedented scale of progress in civilisation. Profound changes are taking place in many areas of social and public life, especially those hitherto under the predominant influence of stereotypical, conservative views. Only a few decades ago, a person covered with tattoos was thought to be a criminal, or at best a member of a specific subculture. Nowadays, thanks to a wide variety of fashion trends including tattoos, eyebrows are no longer being raised at the sight of “body art people.” Up to now tattooed policemen have not been a subject of scientific interest. This article presents the phenomenon by looking at the legislation of selected European countries from the pragmatic aspect of service in the police force.

    Opis:
    The aim of the article is to present selected utilitarian aspects of the activities of state authorities which, while carrying out statutory tasks – often cooperating with each other, bear responsibility for ensuring internal security at a socially acceptable level. The main research problem is selected strategic undertakings implemented by the Police with a view to increasing effectiveness in combating actual and potential threats. Detailed problems are selected methods of measuring and evaluating the effectiveness of activities conducted, as well as the influence of the National Security Threat Map on shaping opinions in the field of the sense of safety. This new interactive tool not only enables anonymous reporting of threats identified by residents but also provides an opportunity for verifying the actions taken. The article discusses selective issues related to the development of the Report on the state of security in Poland, which by definition should reflect the actual level of security in the country.
    Celem artykułu jest przedstawienie wybranych utylitarnych aspektów działalności organów państwowych, które realizując ustawowe zadania – często ze sobą współpracując – ponoszą odpowiedzialność za zapewnienie bezpieczeństwa wewnętrznego, na poziomie akceptowalnym społecznie. Głównym problemem badawczym są wyselekcjonowane przedsięwzięcia o charakterze strategicznym realizowane przez Policję, które podnoszą skuteczność w zwalczaniu rzeczywistych i potencjalnych zagrożeń. Problemami szczegółowymi są wybrane metody pomiaru oraz oceny efektywności prowadzonych działań, a także wpływ Krajowej Mapy Zagrożeń Bezpieczeństwa na kształtowanie opinii w zakresie poczucia bezpieczeństwa. To nowe interaktywne narzędzie umożliwia nie tylko anonimowe zgłaszanie identyfikowanych przez mieszkańców zagrożeń, ale również stwarza możliwość weryfikacji podjętych przedsięwzięć. W artykule omówiono selektywne zagadnienia związane z opracowaniem Raportu o stanie bezpieczeństwa w Polsce, który z założenia powinien odzwierciedlać rzeczywisty poziom bezpieczeństwa w kraju.
