The acceleration of the interconnectivity of networks of all sorts brings to the front scene the issue of networks performance measure. Recently, one observed an accelerating course towards quantitative probabilistic models to describe and assess networks’ Connectivity, as being the main vector of performance. However, modelling realistic networks is still far from being satisfactorily achieved using quantitative probabilistic models. On the other hand, little room had been lift to exploring the potential of topological models to develop qualitative and semi- quantitative models in order to assess networks connectivity. In this paper, we are exploring the potential of the topological modelling. The proposed model is based on describing the nodepair connectivity using binary scalars of different orders (tensors). Preliminary results of our explorations sounded very promoting.

Opis:
The proper function of Water Distribution Subsystem (WDS) and its reliability has been a subject of many scientific researches for over 40 years. Important role in water network operation is water failures monitoring and failure analyse relating to its failure frequency index. The main problem of this kind of analyse is lack of data about failure (pipe diameter, pipe length, information on what street occurred the failure, the cause of failure). In this paper authors focus on analysis of water failure pipes for WDS in Podkarpackie Region. The statistical treatment has been made for real, operational data. Failure analysis and statistic treatment was carried out for pipes due to its function: main pipes, distribution pipes and water connections and according to pipe material. The article indicates the main cause of water pipe failure during the design, construction and operation stage, and also functioning dependence on other critical infrastructures. In addition, selected incidental events recorded in the Polish WDS was presented.

Critical Infrastructure (CI) Preparedness and Resilience modelling, simulation & analysis (MS&A) receive a strong interest from systems safety and risk management engineering and research communities. This technical and scientific interest responds to the rapid growth of the use of the smart technology in the modern society activities. The concept of resilience in CIP is not yet clearly defined. However, a probabilistic model is proposed describing the robustness and the resilience of a well-defined infrastructure facing a given threat.

Networks are the widest spreading system which Mankind has ever developed, today. New needs, services, and use are created each day where network systems represent the most critical aspect. Additionally, the interconnection between networks of different types is growing as never. This acceleration of interconnection of all sorts brings to the front scene the issue of performance measure in networks design and operation. For that purpose, engineers are orienting their major efforts towards the development of methods, models and codes to assess and measure networks performance in terms of probability of being connected. From this stand point of view, the engineers’ attention is mainly focused on defining the network “Connectivity” and measuring it, in different manner, using probabilities. Subsequently, we are observing an accelerating course towards quantitative probabilistic models to describe and assess networks’ Connectivity, since the sixties. Modelling realistic networks is still far from being satisfactorily achieved using quantitative probabilistic models. On the other hand, little room has been lift to exploring the potential of graphical and topological models to develop qualitative and semi- quantitative models in order to assess networks performance. In this paper, we have tried to explore the potential of the topological modelling and are proposing an original one. The proposed model is still in its earliest phase of development. But, it sounds very promoting at that stage of maturation. According to this model, the term “performance” may be extended, beyond the “connectivity probabilistic concept”, to “robustness” and to a “deepest insight” of the “connectivity concept” itself. The impact is immediate on the way the “reliability concept” would be extended to cover network systems.

Opis:
Drinking Water Supply Service is considered vital in all societies, modern and old. As for all vital services, governance undertakes all possible measures to guarantee their supply continuity. However, severe service supply disruptions may occur under the action of threats, series of failures cascading or any combination of them. Threats may be nature originated: climatic extreme conditions, earthquakes, floods. It may also be man originated: ill-informed managing actions, organisational misconduct or malevolence. As for failures, it can be humans or simply systemic: unproven technology, fatigue, ageing, overloading or operational hazards. Whatever the origins of the disruptions, societies conceive legislations, standards and processes in order to enhance the resilience of the vital service supply systems and the correspondent critical infrastructures. They provide appropriate R&D frames and assets, amongst others, in order to conduct activities on critical infrastructures resilience modelling, simulation and analysis (MS&A). The paper contributes into the development of a resilience concept and a methodology for integrating cascades of failures to help in crisis management decision making. The proposed methodology is applied on a case study belonging to the drinking Water Supply Services and its critical infrastructures.

Opis:
Critical Infrastructure Protection (CIP) requires the development of models and tools able to describe and simulate the threats’ and the Critical Infrastructure’s (CI) dynamic behaviour. However, these modelling activities are very often carried out separately for threats and for CI behaviour. An effective assessment of the CI’s resilience and preparedness requires real coupled models of threats dynamic and CI’s one. The authors develop some basic ideas about coupled modelling in the sense of coupling the dynamics of the threat with that of the CIs, within a stochastic modelling approach. Such coupled dynamic models would enhance the effectiveness of our capabilities to assess CI’s resilience and to help in decision making for crisis management.
