    The article seeks to comparatively analyse the functions implemented in the Late Middle Ages by quarters in the main towns or cities of Prussia, including Rechtstadt Danzig (Main City of Gdańsk), Altstadt Königsberg (Old Town of Königsberg [today Kaliningrad]), Braunsberg (Braniewo), Altstadt Thorn (Toruń), and Kulm (Chełmno). Special attention is placed on answering the question of how the quarters participated in the municipal authority structures and the relationships between town councils and the commons. Quarters in Prussian towns developed since the fifteenth century, somewhat later than in East Central European towns. Establishment of these units was based on several premises: organisation of fiscal accountancy, fire safety concerns, military purposes, and town councils’ strivings to reinforce control over the dwellers. Influenced by the city revolts at the beginning of the fifteenth and in the sixteenth century, town councils took efforts to create a system of mobilisation and communication with the inhabitants that would work without the intermediation of guilds (as in Elbing [Elbląg], Danzig, and Thorn). Subordination of the older quarters to the municipal authorities caused, moreover, that in the face of internal or external threat, the community appeared as a community ruled by town councillors.

    Celem artykułu jest analiza przedstawiania przez wielkie miasta pruskie własnej organizacji politycznej, w szczególności zaś formy sprawowania władzy. Autor podejmuje próbę odpowiedzi na pytanie, w jakim stopniu konstruowany obraz własny uwzględniał udział wspólnoty obywateli w rządzeniu miastem i kreowaniu organów władzy,a w jakim przedstawiano miasto jako wspólnotę podlegającą władztwu rady. Podstawą wniosków są źródła pisane. Autor wykazuje, że do początku XIV wieku miasto reprezentowało się jako wspólnota obywateli, działająca bezpośrednio in corpore oraz za pośrednictwem swoich organów administracyjnych i sądowych. Wykształcenie się na przełomie XIII/XIV wieku w dużych miastach pruskich ustroju radzieckiego sprawiło,że także w reprezentacji miasta zaczęto artykułować władztwo rady nad komuną. Mimo monopolizacji władzy w mieście przez oligarchię kupiecką, wbrew realiom ustrojowym,miasto przedstawiało się jako wspólnota, której obywatele uczestniczą w stanowieniu prawa i podejmowaniu decyzji w interesie dobra wspólnego. Taki model władzy komunalnej eksponowano szczególnie w czasach zagrożenia zewnętrznego oraz konfliktów wewnętrznych. W odróżnieniu jednak od jednolitej wspólnoty commune civitatis lubdy bürger algemeyne pojawiającej się w źródłach z XIII i I połowy XIV wieku, komuna późnośredniowieczna prezentuje się jako społeczność zróżnicowana, tworzona przez różne grupy zawodowe (kupców, rzemieślników) i działająca za pośrednictwem różnych organów: rady, ławy sądowej, cechów.
    The purpose of the article has been to analyse the way the big Prussian towns presented their own political organisation and especially the form they exercised their power. The author attempts to answer the question to which extent the presented image took into consideration the contribution of the citizens’ community in the control over the town and in the creation of the governing bodies, and to which extent the town was presented as a community under the control of the Council. The basis for the conclusions were written sources. The author has proved that until the beginning of the 16th century the town was represented as a community of its citizens, acting directly in corpore and through its administrative and judicial bodies. The fact that at the turn of the 13th and 14th centuries the regime in big Prussian towns became soviet in its character caused that also in the representation of the town the control of the council over the commune was started to be emphasised. In spite of the monopolising of power by the merchant oligarchy and in spite of the regime reality the town was presented as a community whose citizens participated in making laws and decisions in the interests of the common good. That was the model of communal power that was especially emphasised in times of internal conflict and external threats. Yet, unlike the homogenous community of commune civitatis or dy bürger algemeyne that appeared in the sources from the 13th century and the first half of 14th century the late Middle Ages commune seems to have been a diversified community created by various professional groups (merchants, artisans) and it acted through different bodies: a council, courts of law, guilds.

    Der Artikel präsentiert Forschungen zum Modell der Stadtgemeinde, wie es sich im Selbstbild der wichtigsten Städte in Preußen und Livland im Mittelalter herausbildete, und seinen Verbindungen mit der sozialen und politischen Wirklichkeit. Eine Analyse der in der Korrespondenz und in den Dokumenten angewandten gewohnheitsmäßigen Praktiken ergab, dass sich die preußischen und livländischen Städte im 13. Jahrhundert als Stadtgemeinden präsentierten, die mit Hilfe von Organe der Gemeindeherrschaft (Ortsverwalter, Stadtrat) funktionierten. Mit Beginn des 14. Jahrhunderts wurde in den wichtigsten preußischen Städten eine Tendenz zur Betonung der Oberrigket des Stadtrates gegenüber der Bürgergemeinschaft erkennbar. In Livland galt das Bild einer egalitären Gemeinschaft bis in die zweite Hälfte des 14. Jahrhunderts. Trotz der dominierenden politischen Rolle der oligarchischen Stadträte überwogen die Ideen des Gemeinwohls und der Beteiligung der Bürger an der Herrschaftsausübung. Der Autor zeigt, dass die Stadträte in Zeiten des Konflikts mit dem Territorialherrscher und jedesmal, wenn es zu inneren Kämpfen kam, unabhängig von der politischen Wirklichkeit versuchten, das Bild einer egalitären Gemeinschaft zu kreieren, die an den meisten politischen und administrativen Entscheidungen beteiligt war. In Livland sollen die Gilden im 15. Jahrhundert eingeladen worden sein, über Stadtgemeinden (Riga, Reval) betreffende Angelegenheiten mitzuentscheiden. Die als Teil des Selbstbildes der Städte geschaffenen Bilder sollten als Kommunikationsmittel betrachtet werden, die dem Erreichen bestimmter politischer und sozialer Ziele dienten. In beschränktem Maße würden sie die wirkliche politische Kondition der preußischen und livländischen Städte widerspiegeln.
    The article presents the research on the model of an urban municipality as created in the self-image of major cities in Prussia and Livonia in the Middle Ages and its connection with the social and political reality. The analysis of the habitual practices used in correspondence and documents indicates that in the 13th century, Prussian and Livonian towns presented themselves as civil communities acting through the bodies of the communal authority (the head of the village, the city council). From the beginning of the 14th century in the major Prussian cities there arose a tendency to highlight the supreme authority of the city council over the community of citizens. In Livonia the image of the egalitarian community remained valid until the second half of the 14th century. Despite the dominant political role of the oligarchic city councils, the ideas of the common good and the citizens’ participation in governing the city prevailed. The author indicates that in periods of conflict with the territorial ruler and whenever internal infighting occurred, the city councils, irrespective of the political reality, tried to create a picture of an egalitarian community that took part in the most important political and administrative decisions. In Livonia in the 15th century, guilds would be invited to the process of making decisions concerning the urban municipalities (Riga, Tallin). The pictures created as part of the cities’ self-image should be treated as a means of communication serving to achieve certain political and social aims. They only reflected the actual political conditions of Prussian and Livonian towns to a limited extent.
    Artykuł przedstawia badania nad modelem gminy miejskiej, jaki uformował się we własnym wizerunku głównych miast w Prusach i Inflantach w wiekach średnich, oraz jego powiązania z rzeczywistością społeczną i polityczną. Analiza zwyczajowych praktyk stosowanych w korespondencji i dokumentach wskazuje, że w XIII w. pruskie i inflanckie miasta przedstawiały się jako wspólnoty miejskie działające poprzez organy władzy gminnej (zarządca miejscowości, rada miejska). Wraz z początkiem XIV stulecia w głównych miastach pruskich pojawiła się tendencja do podkreślania zwierzchniej władzy rady miejskiej nad społecznością mieszczan. W Inflantach wizerunek egalitarnej wspólnoty obowiązywał do drugiej połowy XIV stulecia. Mimo dominującej roli politycznej oligarchicznych rad miejskich, przeważały idee dobra wspólnego i udziału mieszczan w sprawowaniu rządów. Autor wskazuje, że w okresach konfliktu z władcą terytorialnym i za każdym razem, kiedy pojawiały się walki wewnętrzne, rady miejskie, niezależnie od rzeczywistości politycznej, próbowały wykreować obraz społeczności egalitarnej, która uczestniczyła w podejmowaniu większości decyzji politycznych i administracyjnych. W Inflantach w XV w. gildie miały być zapraszane do podejmowania decyzji dotyczących gmin miejskich (Ryga, Tallin). Obrazy wytworzone jako część autowizerunku miast powinny być rozpatrywane jako środki komunikacji służące osiąganiu określonych celów politycznych i społecznych. W ograniczonym stopniu odzwierciedlały one rzeczywistą kondycję polityczną miast pruskich i inflanckich.

    The aim of the article is to present the material scope and methodological assumptions of the research on the image of cities undertaken since the late 1970s. The author points out that the image of the city is a very broad term in which various research directions are included. The subject matter had been addressed in the works of sociologists, geographers and art historians since the 1920s. The so-called cultural breakthrough in historical sciences in the 1970s has contributed to the increasing interest in the problem of the representation of cities. The essence of the new approach has become the interest in the principles of creating an image, the ways of its construction and its functions. The priority in undertaking new methodological challenges in the research on the perception of cities and its representations should be attributed to researchers of literature and art historians. Historians started to be more seriously interested in the area in the 1980s. According to the author, the studies developing until the beginning of the 21st century were characterized by a large methodological diversity. Over the last ten years, the focus of researchers has been the issue of creating an image of their own city in various research contexts: city representation, city branding, symbolic communication and communal staging.

    Celem artykułu jest analiza przedstawiania przez wielkie miasta pruskie własnej organizacjipolitycznej, w szczególności zaś formy sprawowania władzy. Autor podejmujepróbę odpowiedzi na pytanie, w jakim stopniu konstruowany obraz własny uwzględniałudział wspólnoty obywateli w rządzeniu miastem i kreowaniu organów władzy,a w jakim przedstawiano miasto jako wspólnotę podlegającą władztwu rady.     The article is devoted to the conflict between Peter Steynort, a miller from the Dzierzgoń [Christburg] commandry and the inhabitants of the Old City of Elbląg in the years 1411–1412. The details of the conflict are known from the claim put forward by Steynort to the Grand Master. In the first part of the article the conflict is described against the legal and political conditions in Elbląg at the beginning of the 15th century, while the second part includes the edition of the source. In June 1410 Peter Steynort purchased on credit an inn in the village of Myszewo [Mausdorf] situated in the patrimony of the Old City of Elblag. A month later the inn was burnt down by the Lithuanian-Ruthenian troops taking part in the siege of Marlbork [Marienburg]. In March 1411 Peter Steynort returned to Myszewo, but refused to pay off 140 marks for the inn and two hides of land saying that the commander had not agreed to the transaction.
