    Various approaches have been introduced over the years to evaluate information in the expected utility framework. This paper analyzes the relationship between the degree of risk aversion and the selling price of information in a lottery setting with two actions. We show that the initial decision on the lottery as well as the attitude of the decision maker towards risk as a function of the initial wealth level are critical to characterizing this relationship. When the initial decision is to reject, a non-decreasingly risk averse decision maker asks for a higher selling price as he gets less risk averse. Conversely, when the initial decision is to accept, non-increasingly risk averse decision makers ask a higher selling price as they get more risk averse if information is collected on bounded lotteries. We also show that the assumption of the lower bound for lotteries can be relaxed for the quadratic utility family.

    W trakcie podejmowania decyzji często istnieje konieczność wykorzystania informacji, które są niepewne lub niekompletne. Wśród wielu narzędzi formalnych wspomagających proces podejmowania decyzji godne uwagi wydają się sieci bayesowskie (przekonaniowe). Ich nazwa pochodzi od zajmującego ważne miejsce w rachunku prawdopodobieństwa i statystyce twierdzenia Bayesa, które postuluje rewizję wcześniejszych przekonań w świetle nowych faktów. Wiedza dziedzinowa jest tu zakodowana w postaci grafu, którego topologia naśladuje przyczynową strukturę dziedziny.
    When decision making there is often a need to use information that is uncertain or incomplete. Among many formal tools for supporting decision-making process Bayesian networks (belief) seem to be noteworthy. The name origins from Bayes' theorem, occupying an important place in probability and statistics, which postulates a revision of the earlier beliefs in the light of new facts. The knowledge is here encoded in the form of a graph, which mimics the topology of the causal structure of the domain.

    Opis:
    A discrete-time stochastic control problem for general (nonlinear in state, control, observation and noise) models is considered. The same noise can enter into the state and into the observation equations, and the state/observation does not need to be affine with respect to the noise. Under mild assumptions the joint distribution function of the state/observation processes is obtained and used for computing the Gateaux and Frechet derivatives of the cost function. Under partial observation the control actions are restricted by the measurability requirement and we compute the Lagrange multiplier associated with this "information constraint". The multiplier is called a "dual", or "shadow" price, and in the literature of the subject is interpreted as an incremental value of information . The present and the future are two factors appearing in the multiplier and we study how they are balanced as time goes on. An algorithm for computing extremal controls in the spirit of R. Rishel (1985) is also obtained.

    Opis:
    Celem artykułu jest ustalenie, w jakim zakresie i w jaki sposób należy dokonywać ewaluacji wartości informacji dostępnej w systemie informacyjnym podczas oceny jej jakości. Taka ocena, zwłaszcza dla systemów działających w Internecie, jest bezwzględnie konieczna z powodu nieustannego, bardzo szybkiego powiększania się dostępnych tam zasobów informacji, ponoszenia zbędnych kosztów ekonomicznych ich złej jakości oraz związanych z tym nowych, niekorzystnych zjawisk społecznych. Jakość informacji jest kategorią wielowymiarową i wymaga oceny bardzo wielu różnych atrybutów. Czy wśród konceptualnych modeli oceny jakości informacji są takie, które wymagają również dokonywania oceny wartości informacji? Z jakimi atrybutami jakości jest powiązana wartość informacji? Jakie są koncepcje i jak można w praktyce dokonywać oceny wartości informacji w systemie informacyjnym? Są to tylko niektóre pytania, na które starano się udzielić odpowiedzi realizując podjęty cel opracowania. Jako metodę badawczą zastosowano analizę porównawczą najbardziej znanych w literaturze modeli oceny jakości informacji w systemie informacyjnym. Efektem rozważań są wnioski w odniesieniu do praktyki oceny jakości informacji. Dotyczą one po pierwsze usytuowania kryterium wartości informacji w strukturze wymiarów jakości informacji. Po drugie dotyczą możliwych metod i technik ewaluacji wartości informacji realizowanych na potrzeby oceny jakości informacji w systemie informacyjnym. Stwierdzono, że jako metodę pomiaru wartości informacji w analizowanych modelach proponuje się metodę sondażu.
    The purpose of the article is to determine to what extent and how to evaluate the value of information available in the information system when assessing its quality. Such an evaluation, especially for systems operating on the Internet, is absolutely necessary because of the constant and rapid growth of the information resources available there, bearing the unnecessary economic costs of their poor quality and related to that negative social phenomena. The quality of information is a multidimensional category and requires evaluation of great number of different attributes. Are there among conceptual models for evaluating the quality of information also such that require evaluating the value of information? What quality attributes are associated with the value of information? What are the concepts and how one can evaluate the value of information in an information system in practice? These are just some of the questions that the author is trying to answer in this article. As a research method, comparative analysis of the best literature known models of information quality assessment in the information system was used. The results of the considerations are conclusions regarding the practice of evaluating the quality of information. They concern, firstly, the emplacement of the criterion of information value in the dimension structure of information quality. Secondly, they relate to the possible methods and techniques for evaluating the value of information that is used to assess the quality of information in the information system. It was concluded that the proposed method of measuring the value of information in analysed models is the method of a survey.

    W artykule przedstawiono rolę informacji w działalności uczelni publicznej i niepublicznej. Podano kryterium sprawnego funkcjonowania systemu informacyjnego wewnątrz uczelni. Zaprezentowano definicje inherentnej i pragmatycznej jakości informacji. Następnie przedstawiono kryteria wartościujące informację w procesie podejmowania decyzji. Określono rodzaje zagrożeń dla bezpieczeństwa informacji, przypisując je do źródeł zewnętrznych i wewnętrznych. Opisano organizację systemu zarządzania bezpieczeństwem informacji w uczelni, którego ważnym elementem jest forum bezpieczeństwa. Uzasadniono konieczność tworzenia systemu zarządzania bezpieczeństwem informacji w uczelni publicznej lub niepublicznej.
    The paper presents the role of information in the activity of public or private higher education schools. The paper defines two evaluation criteria for information value. The first of them is uncertainty, which is called information entropy. Then the influence of information entropy on the decision-making process is shown. The types of threats to information security are defined. The other criterion enables the evaluation of the value of message. This is strictly a statistical function of the expected benefits which can occur when a message will be used in the decisionmaking process. The paper presents a classification of the sources of threats which are divided into two groups: internal or external. The article explains a necessity to establish an information security system in an educational organisation such as a college or a university. It is important part is a security forum, which gathers personnel from each department of a college or a university. The security forum specifies risks for the university information assets which will next be protected by safeguards.
