Opis:: A lot of substances and items are transported by road, sea, rail and air every day. The biggest hazard is created by the transportation of hazardous substances with flammable, caustic or toxic properties. The hazard level increases if such sub-stances are transported through densely populated areas. Traffic intensity, the technical condition of vehicles, drivers’ errors or ignorance and non-compliance with legal regulations are examples of factors that can lead to potential failures in the transport sector. Accidents can cause an uncontrolled release of dangerous gases or liquids, resulting e.g. in environmental degradation or a hazard to humans. The article presents the issues related to the hazards presented by road transportation of hazardous materials. Examples are shown of potential effects of accidents and hazard zones arising due to a release of selected hazardous substances, such as chlorine, ammonia, petrol, diesel oil or LPG.

The main purpose of the article was to discuss an infrastructure of the road transport of hazardous materials. The knowledge in this scope has a great importance for people, industry, trade, and is a worth getting to know and applying, particularly when permanent limiting costs is a main factor of the effective business. Infrastructure of the road transport according to provisions and norms in the safety, is guaranteeing not only minimizing threats resulting from the transport of hazardous materials, but also effectiveness.

Opis:: Transportation of liquid and gaseous fuels and chemicals, albeit not frequent, can lead to serious dangers for humans, the environment and property due to fires and explosions. The two most common transportation modes on land are tanker trucks and pipelines. The effects of fires and explosions in such transportations can be modelled successfully to describe observed damages, as discussed here for three different types of accidents, namely tanker trucks carrying liquefied natural gas (LNG) or liquefied petroleum gas (LPG), and a gas pipeline, resulting in ignition and explosion. The effects of overpressure due to explosion and of radiated heat by fires are effectively modelled. The methodology and the developed e-platform are valuable teaching tools for engineers and civic personnel in order to foresee and assess risk and accident consequences near inhabited areas, and/or to predict alternate routes.

Infrastruktura transportowa w międzynarodowym i krajowym systemie jest ważnym elementem gospodarki kraju. Stan sieci transportowej jest ważną częścią rozwoju gospodarczego. Wolny rynek Unii Europejskiej i możliwość konkurencji to rozwój różnych rodzajów transportu. Transport drogowy jest obecnie dominującym w Polsce i decyduje o dostępie do kapitałów krajowych i zagranicznych.
Transport of dangerous materials and their distribution encompasses the risk of damage to the environment. The international transport of dangerous materials is controlled. Choosing the road transport depends on its quality. Transport of dangerous materials is a passenger transport network. Prevention of accidents is to protect human health and life. The threat is direct and indirect. Multidirectional transport operations by road requires special preparation of a number of civilian and uniformed services. When an accident occurs in the environment is required for its removal and restoration of the land. The laws governing who can make site remediation. Transport infrastructure in the international and national system is an important part of the country's economy. State of the transport network is a barrier to economic development. The free market of the European Union and the possibility of competition is the development of different transport modes. Road transport is predominant in Poland and decide on access to domestic and foreign capital.

Opis:: W artykule omówiono przyczyny zdarzeń o charakterze awaryjnym w transporcie drogowym niebezpiecznych towarów. W ocenie Transportowego Dozoru Technicznego prawie 100% zdarzeń awaryjnych ma związek z przyczynami eksploatacyjnymi, takimi jak brak lub niewłaściwe kwalifikacje obsługi, lekceważenie przepisów, niedostosowanie prędkości jazdy do warunków atmosferycznych lub stanu drogi. Według danych Głównego Inspektora Ochrony Środowiska zdecydowaną większość przyczyn zdarzeń o znamionach poważnej awarii stanowią wypadki drogowe spowodowane brakiem lub niewłaściwymi kwalifikacjami obsługi oraz lekceważeniem przepisów ruchu drogowego. Z analiz Państwowej Straży Pożarnej wynika, że liczba miejscowych zagrożeń chemicznych i ekologicznych w transporcie drogowym materiałów niebezpiecznych spowodowanych niezachowaniem zasad bezpieczeństwa ruchu w latach 2005-2007 wyniosła 550, co oznacza 56% ogólnej ich liczby.
This publication discusses the causes of accident events in the road transportation of dangerous chemicals in Poland. According to the Transportation Technical Supervision almost all accident events are connected with the operation of transportation devices, such as the operating personnel's lack of or unsuitable qualifications, disregard for traffic rules, and speed not adjusted to current weather or road conditions. According to data from the Chief Inspector of Environmental Protection, most events with the attributes of major accidents are road accidents caused by the operating personnel's lack of or poor qualifications or disregard for traffic rules (43 out of 61 cases in 2005-2006). According to data from the National Fire Service, in 2005-2007 there were 550, i.e. 56% of the total of 988, local chemical and ecological hazards in the road transportation of hazardous materials, which were caused by failure to follow traffic safety rules.
