Opis:
The problem of road safety is an important problem that accompanies mankind from the very beginning of the development of communication. Based on the statistics, the article presents the analysis of road traffic safety in our country over the past few years and shows how it shapes compared to other European Union countries. The main reasons, which lie behind the situation, are also identified as well as the ways and directions of actions that are taken to minimize the effects of road accidents. The pace of reduction of the number of fatalities and injured on Polish roads is still unsatisfactory and therefore far-reaching measures to counteract such a situation have to be taken. These steps are based on normative provisions and long-term actions supported by the media and various types of advertising campaigns. The article also presents the issues related to the road transport of dangerous goods, which, due to the specific nature of the cargo carried, is subjected to special treatment and governed by international regulations and arrangements under the ADR Agreement.

W artykule przedstawiono kwestie związane z przeładunkiem towarów niebezpiecznych wysokiego ryzyka w portach morskich ze szczególnym uwzględnieniem obowiązujących przepisów. Na przeszkodzie w sprawnej realizacji tego rodzaju procesów stoją m.in. liczne obostrzenia zawarte a obowiązujących przepisach dotyczących specyfiki transportu towarów niebezpiecznych za pośrednictwem drogi morskiej. Zaprezentowane w niniejszym artykule uregulowania prawne są konieczne i niezbędne z punktu widzenia bezpieczeństwa transportu realizowanego przez morskich przewoźników.
The article presents issues related to the transport of dangerous goods of high risk in seaports with particular emphasis on the applicable provisions. The obstacle to the smooth implementation of this type of processes are: numerous observers included and the existing regulations on the specificity of transporting dangerous goods via the sea route. The legal regulations presented in this article are necessary and necessary from the point of view of the security of transport carried out by maritime carriers.

Transport plays an important role in national economies and impacts on economic development. The scale of the transportation of goods that may be dangerous to humans and the environment is expanding every year. Overall, transport is dangerous for the environment and road users, causing the increased emission of pollutants, accidents and traffic collisions. The rise in demand of basic materials, such as petrol and diesel, has led to a growth in the transport of dangerous goods, which in turn has increased the risk of road accidents. The research method used in this article involves an analysis of the inspection rates regarding the transport of dangerous goods by road in the EU and related legal documents.

Author of this publication identifies safety requirements regarding maritime transport of dangerous goods class 1. Various modes of transport are used to hazardous materials that often include maritime transport of hazardous materials, such as explosives. Dangerous Goods’ refers to items that are potentially dangerous during transportation. The above paper is based of techniques in ship operations, as well as the desirability of having more comprehensive recommendations which included dangerous goods. Dangerous goods have special transport requirements to eliminate or minimize the risk of injuring people or damaging property and the environment. The Recommendations are aligned with relevant IMO codes and the IMDG Code in particular. The above article is based on the results of safety research on maritime transport of hazardous materials, as Sworn Expert of the Polish Chamber of Maritime Commerce.

Artykuł opisuje system regulacji prawnych i wymagań w zakresie przepisów i warunków dotyczących przewozu drogowego towarów niebezpiecznych wysokiego ryzyka. W części pierwszej przedstawiono system tworzenia regulacji prawnych. Część druga dedykowana jest ogólnym zasadom transportu materiałów niebezpiecznych, zgodnie z Umową ADR, dotyczącą m.in. klasyfikacji, szkoleń, pakowania, oznakowania, dokumentacji oraz innych obowiązków uczestników przewozu. W części trzeciej wskazano szczegółowe wymagania w zakresie transportu towarów wysokiego ryzyka, opracowania planów ochrony oraz problemy z interpretacją zbyt ogólnych zapisów prawnych.
The article describes the system of creating legal regulations concerning the rules and conditions relating to the carriage of high risk dangerous goods by road. The first part shows the development system of the regulations. The second part is dedicated to the general principles of air transport of hazardous materials in accordance with the ADR Agreement e.g.: classification, training, packaging, labeling, documentation and other duties of the participants. The third part, indicates specificrequirements for the transport of dangerous goods, the development of security plans and problems with the interpretation of legal provisions.

The chief aim of the report is to bring closer the subject of dangerous goods in the aspect of their transport by vessels of inland navigation. There have been presented: the main features of latest regulations concerning transport of these goods by vessels of inland navigation - ADN; the degree of harmonisation with respective regulations in other transport branches; also the possibilities of applying ADN for transport of dangerous goods packaged and in solid and liquid state in bulk.
Przybliżono temat transportu materiałów niebezpiecznych statkami żeglugi śródlądowej. Scharakteryzowano przepisy prawne dotyczące transportu tych materiałów zawarte w porozumieniu ADN, stopień harmonizacji tych przepisów z odpowiednimi przepisami odnoszącymi się do innych gałęzi transportu, a także możliwość zastosowania tych przepisów do transportu materiałów niebezpiecznych w opakowaniach oraz w postaci suchych i ciekłych ładunków masowych.

Przepisy jedynie ogólnie określają wymagania dotyczące przygotowania dokumentacji przewozowej i oznakowania pojazdów do przewozu. Opisano najczęściej występujące uchybienia dotyczące zarówno dokumentacji, wyposażenia jak i oznakowania pojazdów. Artykuł dotyczy głównie przewozu transportem drogowym.
The paper dwells on qualifications and obligations needed for persons responsible for transportation, packing, loading, filling or unloading of goods, concerning especially the importance and tasks of advisers on transportation safety of dangerous goods. Many factors influence the safe and smooth transport of dangerous articles. Regulations specify only general requirements for preparing documentation of shipment and marking the vehicle for carriage. The paper describes some faults which happen most often with documentation, marking, equipment and accessories of vehicles. The paper deals mainly with the road transport.

The problem considered in this paper consists of planning and routing rail-truck intermodal shipments from a set of suppliers to a set of clients. The delivered quantities have to follow a truck-rail-truck intermodal path. There are three constraints to satisfy: the satisfaction of the demand is mandatory, each request should be delivered by its due date, and the capacity of a train cannot be exceeded. The objective function to minimize is a weighted summation of the cost and the risk. The former component concerns the fixed and variable transportation costs associated with trucks and trains, while the latter associated with dangerous goods is non-linear for trains. We propose a graph model to represent this problem and a tabu search metaheuristic to tackle it. Numerical experiments on realistic data are provided and discussed.

The article presents selected issues related to safety transport of dangerous goods with detailed inspection services. Avoiding potential health risks associated with the transport of dangerous goods or hazardous substances is a top priority for all those involved. Companies using road, rail or water transport for the purposes of further processing or utilizing these substances have a responsibility to ensure. safe packaging, secure logistics concepts, traffic guidance and quality control strategies that reduce the threat to public safety. A large number of provisions must be complied with regarding the safe transport of dangerous goods, permit and authorization procedures, follow inspection dates, and monitor the efficient performance of transport operations.
W artykule przedstawiono wybrane zagadnienia związane z zapewnieniem bezpiecznego transportu towarów niebezpiecznych za pomocą szczegółowych usług inspekcyjnych. Unikanie potencjalnych zagrożeń dla zdrowia związanych z transportem towarów niebezpiecznych lub substancji niebezpiecznych jest priorytetem dla wszystkich zainteresowanych. Firmy korzystające z transportu drogowego, kolejowego lub wodnego w celu dalszego przetwarzania lub wykorzystania tych substancji mają obowiązek zapewnić. bezpieczne opakowanie, bezpieczne koncepcje logistyczne, wskazówki dotyczące ruchu i strategie kontroli jakości, które zmniejszają zagrożenie dla bezpieczeństwa publicznego. Należy przestrzegać dużej liczby przepisów dotyczących bezpiecznego transportu towarów niebezpiecznych z procedurami wydawania pozwoleń i zezwoleń, śledzić terminy kontroli, a także monitorować sprawne wykonywanie operacji transportowych.

In order to conduct analysis for the evaluation of benefits derived from Transport Telematic Services (TTS), supporting decisions about architecture design options, it is necessary to establish a characterization framework. This study identifies potentially relevant TTSs for Heavy Goods Vehicle (HGV) Transport, potential users and domain of usage for the services and present these in a useful framework for conducting analysis toward a holistic understanding of telematic services e.g. impact analysis, benefits analysis etc. An illustrative example employing the framework has been presented.

Przewozy ładunków transportem śródlądowym w niektórych krajach europejskich stanowią znaczny udział w transporcie ładunków ogółem. Do krajów o znaczącym wolumenie przewozów i pracy przewozowej należą między innymi Holandia, Belgia, Niemcy oraz Francja. W krajach tych masa przewożonych ładunków oraz praca przewozowa mają od wielu już lat nieznaczną tendencję zwyżkową. Inne kraje (Polska, Austria czy Luksemburg) odnotowują znaczące wahania przewozów. W niniejszym artykule przedstawiono przewozy i pracę przewozową w transporcie ładunków żeglugą śródlądową w wybranych krajach europejskich, które ze względu na członkostwo w Unii Europejskiej, jak i wolumen przewozów zobowiązane są do przekazywania danych statystycznych do Eurostatu.
Inland waterway goods transport has got, in some European countries, quite an important share in the total goods transport. The Netherlands, Belgium, Germany and France are regarded as the main important countries, taking into consideration both the volume of the cargo transported and tonne-km performed. The tendency since the beginning of the 90-ies has been positive. There are strong fluctuations in such countries as Poland, Austria ar Luxembourg. The volume of good transported by inland waterway transport as well as the tonne-km performed in selected European countries has been presented in the article. The countries are obliged to deliver the data on inland waterway transport to the Eurostat.

W artykule przedstawiono metodykę prognozowania przewozów towarowych kolejowych i drogowych w oparciu o wskaźniki makroekonomiczne (np. zmiany PKB). Zmiany wielkości przewozów towarowych transportem kolejowym i drogowym łącznie (transport lądowy) rok do roku mogą być szacowane na podstawie określenia funkcji elastyczności tych zmian w zależności od zmian PKB. W oparciu o szacunkowe wskaźniki zmian przewozów istnieje możliwość prognozowania rocznych przewozów towarowych w rozpatrywanym horyzoncie czasowym, przy czym zmiany przewozów transportem lądowym są określane oddzielnie dla zdefiniowanych grup ładunków. Przewozy towarowe transportem kolejowym w danym roku w poszczególnych zdefiniowanych grupach ładunków są określane jako udział transportu kolejowego w przewozach towarowych transportem lądowym. Wskaźniki udziału transportu kolejowego są również funkcją zmian PKB. W artykule przedstawiono również metodykę określania funkcji elastyczności zarówno dla zmian przewozów w poszczególnych grupach ładunków, jak również udziału transportu kolejowego w przewozach towarowych transportem lądowym. Przedstawiona metoda może być wykorzystana przy opracowaniu prognoz na cele dokumentacji studialnej dotyczącej infrastruktury transportowej.
The article presents methodology of forecasting railway and road transport of goods based on macroeconomic indicators (e.g. changes of GDP). Changes of the total volume of railway and road transport (inland transport) year over year may be estimated by determining the function of flexibility of those changes depending on changes of DGP. Basing on the estimated indicators of transport changes, there is a possibility to forecast an annual transport of goods in a considered period of time, whereby changes in inland transport are defined separately for defined groups of goods. Railway transport of goods in the particular year for defined groups of goods is specified as a share of railway transport in the total freight inland transport. Indicators of share of railway transport are also the function of changes in GDP. The article also presents the methodology for determining the function of flexibility for both the changes of transport in particular groups of goods and the share of railway transport in total inland transport of goods.The methodology presented in the article may be applied for developing forecasts in documentation of feasibility studies for transport infrastructure.

W artykule przedstawiono metodykę prognozowania przewozów towarowych kolejowych i drogowych w oparciu o wskaźniki makroekonomiczne, jakimi są wartości dodane poszczególnych gałęzi gospodarki. Wielkości wartości dodanych określają rolę danej gałęzi gospodarki w tworzeniu PKB. W przypadku gałęzi gospodarki uznanych za transportochłonne, mogą określać również zapotrzebowanie na przewozy poszczególnych grup ładunków. Istnieje możliwość prognozowania rocznych przewozów towarowych w rozpatrywanym horyzoncie czasowym w oparciu o szacunkowe wskaźniki zmian przewozów, w zależności od oszacowanych zmian wielkości wartości dodanej poszczególnych gałęzi transportu określonych jako transportochłonne, przy czym zmiany przewozów transportem lądowym są określane oddzielnie dla zdefiniowanych grup ładunków w zależności od przyporządkowanych im gałęzi gospodarki. Przewozy towarowe transportem kolejowym w danym roku, w poszczególnych grupach ładunków, zostały określane jako udział transportu kolejowego w przewozach towarowych transportem lądowym. Wskaźniki udziału transportu kolejowego są również funkcją zmian wielkości wartości dodanych poszczególnych gałęzi gospodarki. W artykule przedstawiono także metodykę określania funkcji elastyczności, zarówno dla zmian przewozów w poszczególnych grupach ładunków, jak również udziału transportu kolejowego w przewozach towarowych transportem lądowym. Metoda może być wykorzystana przy opracowaniu prognoz na cele dokumentacji studialnej dotyczącej infrastruktury transportowej.
The article presents a methodology for forecasting railway and road transport of goods based on macroeconomic factors which are the values added of specific sectors of the economy. The amounts of values added determine the role of a particular sector of the economy in creating GDP. In the case of sectors considered to be transport-intensive, they may also specify the demand for transport of particular groups of goods. It is possible to forecast the annual freight transport in the considered time period based on the estimated rates of changes in transport depending on the estimated changes in the values added of individual transport modes defined as transport-intensive. Changes in the land transport are specified separately for defined groups of goods depending on the economic sectors to which they are assigned. Railway transport of goods in a specific year in each specific groups of goods is defined as the share of railway transport in freight land transport. Railway transport share indexes are also a function of changes in the amount of value added by each sector of the economy. The paper also presents a methodology for defining flexibility function for both changes in transport in specific groups of goods as well as the share of railway transport in the land freight transport. The methodology can be used in developing forecasts for transportation infrastructure feasibility studies documentation.
