Weapons amnesty is closely related to internal order and security. These are important attributes that any democratic, based on the rule of law and consolidated state must protect. The ability of the state to sustain an orderly society, where lawlessness is replaced by the compliance with the law, and to protect the lives, health, property, rights and freedoms of citizens. In real life, it is mainly security and protection against crime of all kinds. One of the means of maintaining internal order and security is undoubtedly a tool of weapon amnesties, when everyone who unlawfully holds a firearm weapon may by law in a limited period with impunity decommission the weapon and ammunition.

Broń biologiczna jest stosunkowo tania i łatwa w produkcji, ukryciu i przenoszeniu. Zagrożenie użycia broni biologicznej wciąż wydaje się bardzo prawdopodobne. Współcześnie największą grozę budzi perspektywa wykorzystania broni masowego rażenia, zatem również broni biologicznej, przez ugrupowania terrorystyczne (bioterroryzm). Autor artykułu w sposób syntetyczny, w oparciu o dostępne piśmiennictwo oraz dane niepublikowane, przybliży istotę broni biologicznej oraz zjawiska bioterroryzmu.
Biological weapons are relatively cheap and easy to produce, hide and relocate. The threat of using biological weapons still seems to be very real. Today, the greatest fear is the possibility of contemporary terrorist organisations using weapons of mass destruction (biological weapon, bioterrorism). This article is based on the available references and unpublished information. Author discusses the current level of threat of biological weapons and bioterrorism.

The issue of missile defence has been present in American policy for over 70 years and is constantly subject to research and the search for new technologies. Nowadays, the proliferation of nuclear weapons and ballistic missiles, as well as the growing threat from the so-called “rogue states” have caused the inevitable development of the missile defence strategy. On the basis of historical programmes and the results of contemporary research, the concept of a Ballistic Missile Defence System was created. The system is based on the principles of indivisibility of the security of the Alliance and NATO solidarity, fair sharing of risk and burdens as well as taking on reasonable challenges. One of the components of the system is the European Phase Adaptive Approach, which was designed to protect American allies and resources in the European region from the growing rocket threat. This paper analyses the genesis of ballistic missile defence and what its development tendencies are. The article contains a presentation of the essence of the US Ballistic Missile Defence System, as well as its history and suspended programmes. The concept of multilayered defence has been outlined, as have the technical details of the system’s components and its location and operational status.

The purpose of this article is to explain the potential threat posed by the use of a biological agent as part of so-called hybrid operations. Bioterrorism, as a tool at the disposal of states as well as terrorist organizations, is a threat that can cause multiple adverse effects. Their extent depends, among other things, on the type of pathogen, the manner and scale of application, and the effectiveness of services aimed at ensuring biosecurity. Biological weapons are relatively very inexpensive and inflict very severe losses on the adversary, including in economic terms. Its advantage is that it is difficult to detect and that the mere threat of the use of pathogens is capable of completely altering the behavior of the parties involved in the conflict and its course. In addition, it is very difficult to identify the threat itself and predict the extent of the attack. In describing the pathogens used in biological warfare, the author uses their classification developed by the Center for Disease Control and Prevention in Atlanta. It is concluded that in order to prevent the biological, psychological, economic and political effects of bioterrorism, it is necessary to create monitoring and early warning systems and organize periodic training for the army and medical services.
Celem artykułu jest wyjaśnienie potencjalnego zagrożenia związanego z użyciem czynnika biologicznego jako elementu tzw. działań hybrydowych. Bioterroryzm jako narzędzie pozostające w dyspozycji państw jak i organizacji terrorystycznych stanowi zagrożenie mogące wywołać wielorakie niepożądane skutki. Ich zasięg jest uzależniony między innymi od rodzaju patogenu, sposobu i skali zastosowania, oraz od efektywności służb mających na celu zapewnienie bezpieczeństwa biologicznego. Broń biologiczna jest relatywnie bardzo tania i przynosi bardzo dotkliwe dla przeciwnika straty, także ekonomiczne. Jej atutem jest trudna wykrywalność a także to, że sama groźba użycia czynników chorobotwórczych jest w stanie całkowicie odmienić zachowanie stron konfliktu i jego przebieg. Ponadto bardzo trudna jest sama identyfikacja zagrożenia i przewidywanie zasięgu rażenia. W opisie patogenów stosowanych w wojnie biologicznej autorka posługuje się ich klasyfikacją opracowaną przez Centrum Kontroli Chorób i Zapobiegania w Atlancie. W konkluzji stwierdzono, że w celu zapobiegania biologicznym, psychologicznym, ekonomicznym i politycznym skutkom bioterroryzmu, konieczne jest stworzenie systemów monitoringu i wczesnego ostrzegania oraz organizacja okresowych szkoleń dla armii i służb medycznych.

Celem artykułu jest przybliżenie zjawiska bioterroryzmu i związanych z nim zagrożeń w perspektywie globalnej oraz krajowej (polskiej). Doświadczenia związane z użyciem czynników biologicznych oraz międzynarodowe konwencje i procesy rozbrojeniowe spowodowały, że ten typ broni pozostaje zakazany w większości krajów. Wykorzystywanie broni biologicznej z uwagi na niskie koszty jej produkcji, łatwość przenoszenia i duży zasięg może być jednak atrakcyjne dla potencjalnych terrorystów czy grup ekstremistycznych. Autor dokonuje analizy współczesnych zagrożeń i problemów wynikających z groźby użycia czynników biologicznych przez niepowołane osoby, przybliżając rys historyczny tego rodzaju broni, system reagowania na związane z nią zagrożenia, regulacje prawne obowiązujące w Polsce i na świecie oraz wybrane przypadki ataków. Pozwala to na wyciągnięcie wniosku o konieczności nieustannego doskonalenia obostrzeń prawnych dotyczących czynników biologicznych oraz przygotowywania struktur zarówno militarnych, jak i cywilnych na ewentualny atak i związane z nim działania kryzysowe i militarne.
The aim of the article is to present the phenomenon of bioterrorism and related threats in a global and national (Polish) perspective. Experiences with using biological weapons, international conventions and disarmament processes induced the prohibition of this kind of weapons in majority of countries. However, low production costs, facility of transfer and large range of biological weapons may be appealing to potential terrorists and extremist groups. The author analyses contemporary threats and problems connected with possibility of using biological weapons by unauthorized persons. He discusses the historical overview of biological agents, the response system for the threats they cause, Polish and global legal regulations, as well as selected cases of attacks. It leads to the conclusion that continuous improvement of laws concerning biological agents is needed, as well as the preparation of military and civil structures for a potential attack and related crisis and military operations.

W artykule zastosowano metodę analityczno-opisową, wykorzystując dostępne źródła krajowe i zagraniczne oraz dane statystyczne, co umożliwiło wytypowanie obszarów wymagających zmian i przedstawienie propozycji rozwiązań dla usprawnienia funkcjonowania społeczeństwa w obszarze bezpieczeństwa biologicznego, wskazując na wielosektorową współpracę oraz edukację.
The main purpose of this article is to show the essence of biological threats and to draw attention to and point out the importance of education in this area for the formation of the security environment. The purpose is also to show that at the moment the use of the biological agent in terrorist attacks is a real threat to state security. The article uses an analytical and descriptive method using available domestic and foreign sources and statistical data, which made it possible to identify areas in need of change and propose solutions for improving the functioning of society in the area of biosecurity, pointing to multi-sectoral cooperation and education.

Aby lepiej przedstawić problem, omówiono podstawy prawne zawierania umów offsetowych oraz przykłady alokacji w innych krajach świata.
The article characterizes offset transactions and presents reasons for using offset mechanisms in global and European context management knowledge, with particular relation to Polish solutions in this area. To better present the issue, legal basis procedures for conclusions of offset contracts were discussed, and some examples of allocations in other countries in the world provided.

Artykuł Pozyskiwanie nowych technologii oraz modernizacja uzbrojenia z wykorzystaniem offset transakcji wiązanych dotyczy specyficznej formy dwustronnej współpracy gospodarczej, która towarzyszy zakupom uzbrojenia i sprzętu wojskowego. Offset jest zjawiskiem globalnym, integralną częścią przemysłowej polityki obronnej i jednym z instrumentów kształtowania gospodarczych podstaw bezpieczeństwa. Zapewnienie bezpieczeństwa państwa w obecnych warunkach stwarza coraz większe dylematy, a tym samym zmusza podmioty zapewniające owo bezpieczeństwo do rozwiązania bardziej złożonych, wieloaspektowych problemów. Umowy offsetowe jako forma złożona, są zawierane na styku polityki bezpieczeństwa narodowego, polityki gospodarczej, biznesu i w pewnym sensie polityki zagranicznej. Prawo offsetowe, choć rożnie regulowane w rożnych krajach, jest chętnie stosowane, gdyż stwarza możliwości ominięcia barier handlowych, pozwalając wejść na hermetyczne rynki, jak również jest narzędziem pozyskania nowych technologii oraz pozyskania nowych rynków dla własnych towarów.
Article acquisition of new technologies and modernization of weapons with the use of offset tied transactions, concerns specific form of bilateral economic cooperation, which is accompanied by purchases of armaments and military equipment. Offset is a global phenomenon, it’s an integral part of defense industrial policy and one of the instruments for shaping of the economic security base. Ensuring security of a state in the current conditions poses a growing dilemma, thereby forcing – so called – the security providers to solve more complex, multifaceted problems. Offset agreement has a complex form, it’s concluded at the crossroads of national security policy, economic policy, business, and – in a sense – foreign policy. The offset law, although differently regulated in various countries is often used, because it provides opportunities to bypass trade barriers and allow entering hermetic markets, but also becoming a tool for attracting new technologies and acquiring new markets for own goods.

Celem artykułu jest analiza możliwości użycia i produkcji broni chemicznej jako zagrożenia dla bezpieczeństwa państwa oraz życia i zdrowia obywateli. W artykule zostaną zdefiniowane podstawowe pojęcia, takie jak: bezpieczeństwo, broń chemiczna, bojowe środki trujące. Zostanie również zaprezentowana charakterystyka i klasyfikacja broni chemicznej. Istotnym punktem artykułu jest także analiza działań mających na celu ograniczenie i zakaz stosowania bojowych środków trujących. Na podstawie przykładów użycia broni chemicznej zostanie ukazana realna możliwość zaistnienia takiego zagrożenia na masową skalę, wychodzącego zarówno ze strony państw, jak i grup czy struktur subpaństwowych o charakterze terrorystycznym.
The aim of the article is to analyze the possibility of using and producing chemical weapons as a threat to state security as well as the life and health of citizens. The article defines the basic concepts such as: security, chemical weapons, chemical warfare agents. The characteristics and classification of chemical weapons will also be presented. An important point of the article will also be an analysis concerning the activities aimed at limiting and prohibiting the use of chemical warfare agents. Based on the examples of the use of chemical weapons, the possibility of such a threat on a mass scale, coming from states, terrorist groups or sub-state structures, will be shown.

Przedstawione w artykule autorskie technologie, wspierające systemy szkoleniowe i treningowe uzbrojenia zapewniają kompleksowe szkolenie z obsługi uzbrojenia za pomocą najnowszej generacji symulatorów i trenażerów tak, aby użytkowanie dostarczanych urządzeń było maksymalnie efektywne, skuteczne i bezpieczne dla użytkowników. Grupa WB jest polską grupą kapitałową przemysłu obronnego w Polsce i jest eksporterem technologii i koncepcji do kilkudziesięciu państw na całym świecie, w tym Stanów Zjednoczonych Ameryki. W swojej działalności kieruje się innowacyjnością i tworzeniem przełomowych rozwiązań technologicznych. Przyjęta filozofia biznesowa Grupy WB wyraża się w ofercie produktowej obejmującej rozwiązania unikatowe w skali świata, implementowane na najbardziej wymagających rynkach. Operowanie na światowych rynkach dało impuls do dalszego rozwoju Grupy WB.

Opis:
Russia’s aggression against Ukraine also meant the outbreak of a cyber war, which is being waged via the Internet practically all over the world. It covered many aspects of modern life - from trolling to the use of cybernetic technology directly on the battlefield. Without the use of advanced digital technology modern conventional weapons become quite useless, deprived of information about the battlefield, and also massively inaccurate. This may be clearly seen in the example of Russian aggression. The basic conclusion from the issues presented indicates that there is now no longer a division between front and rear in cyber warfare. Any information read on the web can, on the one hand, be a hacker’s tool, and on the other hand, it provides specific data about us, even if we are not aware of that ourselves. So it can be said that cyber warfare has reached homes, offices and telephones. This is a completely new quality of threats. Both the range and the variety of topics covered mean that it is impossible to fully master all aspects of the subject. This is due to the high dynamics of operations, both in the classical war and in the information war.
Agresja Rosji przeciw Ukrainie również oznacza wybuch wojny cybernetycznej, która toczy się za pośrednictwem Internetu praktycznie na całym świecie. Objęła ona wiele aspektów współczesnego życia – od trollingu po wykorzystanie technologii cybernetycznej bezpośrednio na polu walki. Współczesna broń konwencjonalna bez wykorzystania zaawansowanej technologii cyfrowej staje się wysoce bezużyteczna, pozbawiona informacji o polu walki jest dramatycznie niedokładna. Jest to szczególnie widocznie na przykładzie rosyjskiej agresji. Podstawowy wniosek płynący z przedstawionych zagadnień wskazuje, że obecnie w cyberwojnie nie ma już podziału na front i tyły. Każda informacja przeczytana w sieci może być z jednej strony narzędziem hakera, a z drugiej strony dostarcza konkretnych danych o nas, nawet jeśli sami nie jesteśmy tego świadomi. Można więc powiedzieć, że cyberwojna dotarła do domów, biur i telefonów. Jest to zupełnie nowa jakość zagrożeń. Zarówno zakres, jak i różnorodność poruszanych tematów powodują, że nie jest możliwe pełne opanowanie wszystkich aspektów przedmiotu. Wynika to z dużej dynamiki działań, zarówno w wojnie klasycznej, jak i w wojnie informacyjnej.
