Celem przedmiotowego opracowania jest ukazanie procesu transformacji, jaką w latach 1989-2014 przeszły cywilne służby specjalne RP. W tym celu przedstawiono ewolucję przemian w zakresie organizacji tych instytucji oraz przeobrażenia, które następowały w odniesieniu do systemu nadzoru i kontroli. Ponadto, w pracy naszkicowano także obraz zagrożeń jakie były i jakie pozostają w zainteresowaniu cywilnych służb specjalnych RP.
The aim of the study is to present the process of transformation of the Polish civil special services in the years 1989-2014. To this end the evolving changes affecting the organizational structure of the relevant institutions along with the accompanying adjustments in the scope of the supervisory and control system are discussed. Additionally, the nature of the past and current threats is outlined in the context of the competencies of the Polish civil special services.

Opis:
Possibilities for the use of biometric data are growing and hence their practical application is also increasing. Therefore, an important element to be considered in the design, construction and exploitation of systems using biometrics is the question of identifying a specific person and assigning him or her to the relevant data contained in the documents or databases. The ability and, in some cases, the need to use biometric data results from the growing use of information technology in everyday life and the ever increasing attempts to steal the identity of those using these technologies. Modern IT systems often have a high level of security in terms of protection and access to data, and in particular the management of security systems. The article presents an outline of the theory related to the possibility of using and applying biometric data to provide security and have the ability to inspect officers of various departments. The subject of analysis also considered the possibility of using security measures in the form of biometric data identification for the purpose of securing the security services.

Ensuring the safety of participants in religious assemblies in the XXI century has become a responsibility of government institutions, self-government institutions and recently also in social organizations. Today conceptions of security have consequently become increasingly sub-national, regional, urban in scale [1]. The duty is to maintain order in the organization of religious assemblies outside the temples, which in recent years have gained in importance by increasing their interest in a large group of people. Organizational responsibilities include security during the procession, pilgrimage to worship places, mass gatherings of other religious ceremonies. The aim of the article is to present legal regulations on the safety issues of religious participants and legal regulations for the organization of church celebrations in this mass.

In the modern world, conditions in various spheres of human security are changing at a very fast pace. How non-traditional events are interpreted and the kind of approach to all kinds of transformations may be conducive to a higher frequency of beneficial effects of these changes. The appropriate nature and level of security culture can contribute to perpetuating beneficial trends in solving specific problems, to dealing more effectively with difficult situations, treated as challenges, which can often result in opportunities, and not only as threats. The responsibility of officers of various services, not only for themselves, but also for their subordinates, as well as for decisive decisions resulting from legal conditions, has an even greater impact on the need for strong consolidation of individual judgements, verdicts or decisions. Relying on a personal security culture in various types of situations can more often have a positive impact on the functioning of the entity and their environment, provided that this security culture is of an acceptable character and high level. The author points out that a favourable culture of security for uniformed personnel and citizens will be conducive to a higher level of security.

With a view to the importance of technical safeguards for lodgings used in the Prison Service the article draws attention to the common approach to security in the Prison Service, which should be modified in the context of specific requirements tak ing into account the threats typical of this professional environment. By indicating security as a fundamental value in constructing the rules for the functioning of the Prison Service, the Author analyzes legal requirements aimed at obligating officers in charge to provide appropriate conditions for both officers and inmates. Nowadays, there are more and more emergency situations of natural character causing major damages to property. Handling them as well as dealing with the aftermath requires well-trained personal capacities. The article focuses on the importance and activities of voluntary community fire brigades. Despite the slightly donward trend of the number of drives of VCFB in Slovakia, based on the statistics of the Department of Home Affairs of Slovak Republic, the numbers of drives are increasing. The article provides results of an opinion survey of fire and rescue services members focusing on the activities and cooperation with VCFB. Based on the results, positive attitude towards the voluntary activities in this area from the perspective of professional fire fighters may be concluded.

The article presents the most important legal acts regulating the activities of special services in Poland in the years 1990-2018. As part of the political transformation, the Office of State Protection (Polish abbrev. UOP) was set up according to the Act of April 6, 1990. It replaced the previous civil intelligence and counterintelligence. In 2002, the Office was liquidated and replaced the Intelligence Agency (Polish abbrev. AW), and the Internal Security Agency (Polish abbrev. ABW) were established under the Act of May 24, 2002. The AW was created to protect the external security of the state, while the ABW was intended to protect the internal security of the state and its constitutional order. The mentioned Act divided the tasks between those services. Even though preventing and detecting crimes of corruption of public officers was one of the ABW’s tasks, the Act of June 9, 2006, established the Central Anti-Corruption Bureau (Polish abbrev. CBA), giving it the status of a special service, although the CBA performs typical police tasks. On the other hand, the Act of June 9, 2006, on the Military Counterintelligence Service (Polish abbrev. SKW) and the Military Intelligence Service (Polish abbrev. SWW) constituted a legal basis for the operation of both services in place of the liquidated Military Information Services (Polish abbrev. WSI). The article focuses on the services currently operating. The legal regulations constituting the basis for their functioning were analyzed. These are mainly competence acts, to which many amendments were introduced. They resulted, among others, from the implementation of directives and regulations of European institutions, decisions of the Constitutional Tribunal, the introduction of new laws, concerning, e.g., the establishment of the State Protection Service (Polish abbrev. SOP) or changes in the Marshal’s Guard’s powers. Attention was drawn to numerous ordinances amending the statutes, particularly as regards the ABW, and thus reorganizing the structures of offices.
W artykule przedstawiono najważniejsze akty prawne regulujące działania służb specjalnych w Polsce w latach 1990-2018. W ramach transformacji ustrojowej zgodnie z ustawą z 6.04.1990 r. powstał Urząd Ochrony Państwa, który zastąpił dotychczasowy wywiad i kontrwywiad cywilny. W 2002 r. UOP uległ likwidacji, a w jego miejsce ustawą z dnia 24.05.2002 r.powołano Agencję Wywiadu oraz Agencję Bezpieczeństwa Wewnętrznego. AW została utworzona w celu ochrony bezpieczeństwa zewnętrznego państwa, natomiast ABW w celu ochrony bezpieczeństwa wewnętrznego państwa i jego porządku konstytucyjnego. Wymieniona ustawa dokonała podziału zadań między tymi służbami. Pomimo tego, iż jednym z zadań ABW było zapobieganie i wykrywanie przestępstw korupcji funkcjonariuszy publicznych, ustawą z dnia 9.06.2006 r. powołano Centralne Biuro Antykorupcyjne, nadając mu status służby specjalnej, chociaż CBA wykonuje zadania typowo policyjne. Natomiast ustawa z dnia 9.06.2006 r. o Służbie Kontrwywiadu Wojskowego i Służbie Wywiadu Wojskowego stanowiła podstawę prawną do działania obu Służb w miejsce zlikwidowanych Wojskowych Służb Informacyjnych. W artykule skupiono się na służbach obecnie funkcjonujących. Poddano analizie przepisy prawne, na podstawie których funkcjonują. Są to przede wszystkim ustawy kompetencyjne, do których wprowadzano szereg zmian. Wynikały one m.in. z wdrażania dyrektyw i rozporządzeń instytucji europejskich, orzeczeń Trybunału Konstytucyjnego, wprowadzenia nowych ustaw, dotyczących np. powstania Służby Ochrony Państwa czy zmiany uprawnień Straży Marszałkowskiej. Zwrócono uwagę na liczne zarządzenia zmieniające statuty, szczególnie ABW, a tym samym reorganizujące strukturę urzędów.

Celem pracy jest prezentacja wyników próby analizy usług środowiska jako kategorii polityki i tworzącej się ekonomii zrównoważonego rozwoju w świetle bezpieczeństwa ekologicznego. Realizacja celu pracy wymagała przeanalizowania istoty bezpieczeństwa narodowego ze szczególnym uwzględnieniem bezpieczeństwa ekologicznego, usług środowiska jako priorytetowej kategorii polityki i tworzącej się ekonomii zrównoważonego rozwoju, ich przyrodniczych procesów i struktur oraz naturalnych i antropogenicznych zagrożeń, a także działań na rzecz zachowania usług środowiska. W realizacji celu pracy autor wykorzystał teoretyczne metody rozumowania naukowego (dedukcyjne i redukcyjne), logiki eliminacyjnej, cybernetyki, ogólnej teorii systemów i systemów złożonych, a także techniki analiz i porównań materiałów źródłowych oraz własne obserwacje praktyki.
The aim of the study is to present results of the attempt to analyse the ecosystem services as a category of politics and the emerging economics of sustainable development in the light of ecological security. To achieve the aim of the study it required to analyze the essence of national security, with particular regard to ecological security, ecosystem services as a priority category of policy and emerging economics of sustainable development, their natural processes and structures so as natural and anthropogenic threats and actions for the preservation of ecosystem services. The results of the analysis of ecosystem services in the light of ecological security can be a part of the theoretical basis for designing more effective instruments for monitoring and managing the implementation process of sustainable development in the realization of the cohesion policy at global, regional and local level.

Jak ważną rzeczą jest zachowanie wszelkich procedur od pasażera, pracownika portu, służb lotniskowych do Prezesa zarządzającego a zarazem osoby odpowiedzialnej za całość komunikacji na danym lotnisku i otoczeniu w powietrzu tak i na ziemi. Certyfikaty wydawane przez Władzę Lotniczą dotyczą w zasadzie wszystkich komórek w schemacie organizacyjnym portu lotniczego. Kontrola bezpieczeństwa wykonywana jest dla zapewnienia bezpieczeństwa pasażerów i personelu obsługującego w porcie lotniczym. Dlatego odpowiednie przygotowanie się pasażera do kontroli ułatwi jej sprawne i szybkie wykonanie. Listę przedmiotów, jakie pasażer może zabrać ze sobą do bagażu oraz pokład samolotu jasno i czytelnie są opisane na stronie władzy lotniczej a także na stronach linii lotniczych, biur turystycznych. Wszystko to wykonuje się dla zagwarantowania najwyższych standardów w transporcie lotniczym. Polega na kontroli manualnej oraz stosowaniu urządzeń jak skanery w celu identyfikacji przedmiotów zabronionych.
How important it is to maintain all procedures from a passenger, airport employee, airport services to the Managing President and at the same time the person responsible for all communications at a given airport and the surrounding air and on the ground. The certificates issued by the Aviation Authority relate to virtually all cells in the organizational chart of an airport. Security control is carried out ensure the safety passengers and operating staff at the airport, therefore proper preparation of the passenger for the control will facilitate its efficient and quick execution. The list of items that the passenger can take with him is clearly and legibly described on the website of the aviation authority as well on the websites of airlines and tourist offices. All this is done to guarantee the highest standards in air transport. It consists in manual control and the use of devices such as scanners to identify prohibited items.

This paper analyses the concept of critical infrastructure (CI) in the context of electoral process organization. I will determine whether the seats of circuit electoral commissions (CECs) meet the relevant criteria. How can such facilities be effectively protected? What does international, European, and national law prescribe in this regard? I will examine doctrine and the provisions of the current legal system, including the documents of the National Electoral Commission (NEC). I adopt the statutory1 assumption whereby critical infrastructure should be understood as systems and their functionally interdependent facilities, including buildings, equipment, installations and services that are essential to the security of the state and its citizens, serving to ensure the proper functioning of public administration bodies, institutions and entrepreneurs. Critical infrastructure is comprised of systems which, for example, ensure the continuity of public administration.

The necessity of the implementation of the NIS directive resulted in the adoption of solutions and concepts which would regulate the system of cybersecurity in the cyberspace to the Polish legal order. The directive formulates the obligations to ensure cybersecurity of the information systems in the service sectors which have a key meaning for maintaining critical socio-economic activity and thus energy, transport, banking, financial institutions, the health sector, water supplies and digital infrastructure. The act on the national system of cyber-security, which implements the directive, introduces a new concept to the Polish legal order, and thus a key service operator, digital service provider, and defines the organs responsible for cybersecurity, formulating their scope of tasks and mutual relations.

W czasach otwartych granic, gdy Polska jest członkiem Unii Europejskiej i Strefy Schengen przemieszczanie się ludności nie tylko wewnątrz kraju, ale głównie pomiędzy państwami stało się czymś naturalnym, a wręcz niezbędnym do normalnego funkcjonowania. Znaczna część ruchu osobowego, ale także towarowego odbywa się drogą powietrzną, przy wykorzystaniu licznie funkcjonujących w Polsce lotnisk komunikacyjnych. Masowy przepływ osób skutkuje występowaniem wielu zagrożeń i koniecznością zapewnienia bezpieczeństwa w różnym stopniu i wymiarze. Przystępując do badań należy postawić tezę, że za bezpieczeństwo, spokój i porządek publiczny na lotniskach komunikacyjnych odpowiadają w głównej mierze formacje mundurowe. Przedmiotem rozważań w niniejszym opracowaniu są podstawy prawne oraz działalność takich formacji jak: Straż Graniczna, Policja, Służba Celno-Skarbowa, służba ochrony lotniska oraz lotniskowa służba ratowniczo-gaśnicza. Mają one za cel czuwanie nad bezpieczeństwem, spokojem i porządkiem publicznym na terenie lotnisk oraz obszarze przyległym. Artykuł ma charakter przeglądowy, a zawarte w nim rozważania oparte zostały w głównej mierze na materiale normatywnym. Zdaniem Autora brak jest kompleksowych opracowań dotyczących roli, jaką spełniają formacje mundurowe w kształtowaniu bezpieczeństwa na lotniskach dlatego warto zwrócić uwagę na najważniejsze aspekty z tym związane.
In the times of open borders, when Poland is a member of the European Union and the Schengen Area, the movement of people not only within the country but mainly between countries has become something natural and even necessary for normal functioning. A significant part of passenger as well as cargo traffic is carried out by air, using the numerous communication airports operating in Poland. The mass movement of people results in the occurrence of many threats and the need to ensure security in various levels and dimensions. At the beginning of this study, a thesis should be made that uniformed services are primarily responsible for security, peace and order at airports. The subject of consideration in this study is the legal basis and activities of such services as the Border Guard, the Police, the Customs and Fiscal Service, the airport security service and the airport rescue and firefighting service. Their purpose is to ensure security, calm and public order at airports and the adjacent area. The paper is an overview, and the considerations contained are based mainly on normative material. According to the Author, there is a lack of comprehensive studies on the role of uniformed services in the formation of security at airports, and therefore it is worth noting the most important aspects related to this issue.

Człowiek przyzwyczajony do wygody i oszczędności czasu coraz chętniej sięga po nowe technologie i metody służące zwiększeniu efektywności jego działania. Po przestudiowaniu literatury charakteryzującej polski system płatności autorzy dostrzegli takie możliwości, jakie daje rozwijający się od kilku lat system płatności natychmiastowej. W artykule omówiono pojęcia efektywności zarządzania systemami płatniczymi oraz dokonano oceny efektywności zarządzania systemami płatności natychmiastowej na podstawie prowadzonej analizy Systemu Express Eliksir i Systemu BlueCash. Głównym celem prowadzonych badań była ocena efektywności zarządzania systemami płatności natychmiastowych podmiotów rynku finansowego świadczących usługi na rynku polskim. Zaprezentowane problemy mające charakter teoretyczny poprzedzone zostały kwerendą literatury.
People who are looking for convenience and time savings are increasingly willing to reach for new technologies and methods designed to enhance the efficiency of their operations. After studying the literature on the Polish payment systems, the authors saw such convenience opportunities in the immediate payment systems that have been developing over the past several years. In this paper, the authors discuss the concept of payment system efficiency management and perform an assessment of efficiency of immediate payment system management by analyzing and comparing the Express Elixir and the BlueCash systems. The main goal of this paper is to evaluate the efficiency of management of immediate payment systems of the financial market operators providing such services on the Polish market. The problems presented in this work are of a theoretical nature and were preceded by literature analysis.
