W artykule przedstawiono propozycje usystematyzowania pojęć z zakresu bezpieczeństwa uczestników ruchu drogowego. Systematyka pojęć jest ważnym elementem umożliwiającym rozważania poznawcze otaczającej nas rzeczywistości. Nieprecyzyjne określenia utrudniają zrozumienie i analizę omawianej problematyki oraz porozumiewanie się. Jednym z podstawowych i ważnych celów w eksploatacji środków transportu w ruchu drogowym jest dążenie do zmniejszenia zagrożeń wypadkowych, czyli dążenie do osiągnięcia bezpieczeństwa uczestników ruchu drogowego. Omówiono wybrane elementy wyposażenia wpływające na system bezpieczeństwa czynnego i biernego uczestników ruchu drogowego. Przytoczono skalę klasyfikacyjną ciężkości wypadku.
The article presents proposals for systematizing phraseology related safety of road users. The systematics of definitions is a significant element enabling cognitive considerations concerning the surrounding reality. Inaccurate definitions obstruct understanding and analysis of the problems discussed as well as communication. One of the basic and important purposes while operating a means of transport on the road is striving to decrease the risk of accidents, i.e. to achieve safety of road users. According to the Central Statistical Office in Poland, for the last 10 years (2009 - 2018), the number of trucks has increased by as much as 25%. More than 6 million trucks drive in the European Union, and Poland, followed by Italy, boasts of the largest fleet (over one million trucks) . For some time, freight transportation companies have been signaling the problem of lack of staff. The Polish Road Transport Inspectorate and the National Labor Inspectorate supervise the transportation sector. All issues related to drivers’ working time are law-regulated. The main objective of introducing regulations on drivers’ working time is to improve road safety and drivers’ working conditions. The top-down imposition of break and rest periods prevents drivers’ fatigue and serves to regenerate forces. Fatigue reduces psychomotor skills, and the speed of reaction is particularly important in this profession. The practical goal of this article is to show how drivers perceive these problems, this scientific problem but in a different approach was also presented in the works. The analyzed results come from research conducted by the authors of the article. The research was conducted in the form of a multidirectional survey, 100 people (professional trucks drivers) answered each question. Each of them declared that they are a driver and work in Poland. The study was conducted in December 2018.

Opis:
Driving a car does not mean only controlling it and bringing it to the destination but it is also a social interaction of drivers towards each other, where emotions play an important role. Destructive emotions e.g. anger worsen the ability of making a decision. And it also holds for the people behind the steering wheel. Abroad, the questionnaires used for the detection of potential aggressive drivers, or diagnostics of drivers who already have a driving license, have a form of survey. In year 2010 was realized a questionnaire about aggressive behavior of drivers in Slovak republic from which came out very interesting information. Some information is mentioned in this paper.
Jazda samochodem obejmuje nie tylko kontrolę nad samochodem i dotarcie nim do celu, lecz także relacje społeczne kierowców wobec siebie, stanowiąc obszar, na którym emocje odgrywają ważną rolę. Destruktywne emocje, na przykład złość, upośledzają zdolność podejmowania decyzji. To dotyczy również ludzi za kierownicą samochodu. Zagranicą prowadzi się badania ankietowe o charakterze przeglądowym w celu diagnozowania skłonności do agresji u osób posiadających już prawo jazdy. W roku 2010 przeprowadzono badania ankietowe dotyczące agresywnego zachowania kierowców na Słowacji, z których wynikają bardzo interesujące spostrzeżenia. Pewien przegląd informacji zawiera niniejszy artykuł.

This paper presents the problem of the “know-how” needed by the operators of vessel traffic supervision, monitoring, advisory and safety zone management systems required and maintained by marine navigators on their ships. The problem of the proper and correct interpretation of these systems is raised. Different types of ship safety zones, concerning both anti-collision and navigational purposes are presented, introducing the concept of hydrographic ship domain. Anti-collision and hydrographic domains were compared in order to establish mutual dependence. The factors influencing the two types of ship domains were analysed. The author proposed their merging and replacement with one universal domain, discussing its advantages and disadvantages. The analysis of the factors influencing the shape and size of such ship safety zones in conducted. The results in the different phases of research were presented and conclusions were drawn.

Safe traffic is a key factor for both social players and the sustainable development of the economy. The various interest groups involved in traffic each have their own role in making our roads safe. The large number of traffic accidents and their grave consequences represent a real problem all over the world (see, for instance, the incredibly crowded metropolises of Southeast Asia or the megacities of Latin-American). A successful innovative activity in this field performed on a worldwide scale contributes to solving a critical social and economic issue. Due to the more easily available European statistical data, the paper is going to present the causes of accidents and examine possible solutions. A 2001 objective of the European Union requires a 50 per cent reduction in the number of fatal road accidents by 2010. Although a number of effective measures have been implemented in the field of traffic safety, the number ofroad accidents is still unacceptably high in the EU: a total of 1.3 million accidents per year result in close to 40,000 deaths and 1.7 million injuries. There is a large body of statistical data available (bothfrom Hungary andfrom Europe) and several comprehensive researches discuss the types of accidents. Available analyses are going to made on what kind of active or passive vehicle safety systems could have helped avoid the accidents. These analyses have and still define the main directions for legislation and technical developments.

In the publication, the authors refer to the study carried out as a part of the research project: “Classification of the Police vehicles according to their destination, taking into account their purpose and standardization of the vehicle central console, in the field of arrangement and installation of ICT systems and the devices controlling special purpose signals”, implemented by a scientific consortium, funded by the National Centre for Research and Development. The described research involved the determination of the optimal location for the central console of the Police service vehicle. The first part of the publication contains partial results of the questionnaire surveys that were carried out among the users of Police vehicles. The second part discusses the research carried out with the participation of the Police officers driving the vehicles. The simulator was used to test vehicles in typical and extreme conditions, located at the Police Academy in Szczytno. The research consisted in the use of an oculometer, installed in the simulator. Conclusions from the conducted research allowed to propose an optimal location of the vehicle central console. The indicated location in the assessment of the research team allows to minimize the risk of the occurrence of hazards, related to the need to take the business vehicle away from the road, and is therefore appropriate to ensure the optimal level of safety for the driver and other road users. The results of the research carried out, after their confrontation with the results of the study conducted by other participants of the research consortium, will allow to propose a solution that can significantly improve safety, ergonomics and comfort of official duties performed by the drivers of the serivice vehicles.

Przeprowadzone obliczenia według procedury rozwinięcia pieszego wykazały w tym konkretnym przypadku du-żą zbieżność z oszacowaną prędkością zderzenia metodą porównawczą przy pomocy EES Catalog. Zaprezentowana procedura obliczeń umożliwia oszacowanie prędkości kolizyjnej nawet przy braku śladów blokowania kół po-jazdu podczas hamowania, co ma coraz większe znaczenie w związku z powszechnym stosowaniem ABS w pojazdach. Wyliczona prędkość umożliwia dalsze analizy biomechaniczne w zakresie wpływu energii kinetycznej podczas zderzenia na skutki powypadkowe. W artykule zaprezentowano rezultaty obliczeń prędkości zderzenia z pieszym oraz wizualizację zderzenia wpisujące się w elementy do wykorzystania na rzecz poprawy bezpieczeństwa ruchu drogowego i kształtowania świa-domości samych pieszych, jako uczestników ruchu drogowego.
Conducted calculations according to the procedure of developing the pedestrian showed the big coincidence with the estimated speed of the collision in this particular case with base on base method with the help of EES Catalog. The expressed procedure of calculations enables to estimate the conflicting speed even at the lack of signs of the blocking of wheels of vehicle during the inhibition what the more and more great significance has in the connection with universal applying ABS in vehicles. The calculated speed enables further biomechanical analyses in the influence of the kinetic energy while confronting to post-accident effects. In the article results of calculations writing down speeds of inducing collision with the pedestrian and the visualisation of the collision were presented oneself into elements for exploiting the movement for the improvement in the safety road and formings of the awareness of very pedestrians, as road users.

Reversible gates enable the creation of fault tolerant digital devices. The application of these gates allows safe control systems to be realized. At present, control systems based on relays are being replaced by systems based on computer technology. This technology allows the implementation of safe systems. Because this system is composed of many elements, it is very difficult to obtain a high safety level for it. The application of reversible logic in the synthesis of digital systems constitutes an alternative approach. The paper presents reversible gates along with examples of their usage in the synthesis of digital systems. The main advantage of reversible logic is the possibility of synthesis of self testing and fault tolerant circuits. The application of circuits based on reversible logic allows safe control systems to be developed. The paper also presents a proposal for the application of reversible logic in simple control systems.

The European Union has an ambition to achieve zero road deaths by 2050. It is an ambitious target, but not an unachievable one. The installation of a front brake light, which provides information to other road users that the vehicle is braking, can help to achieve this goal. Today, this information is available to road users who can see the rear of the vehicle. Because the brake lights are located at the rear of the vehicle. The information that the vehicle is braking is also important when looking at the front of the vehicle. Whether it is other drivers or other road users such as pedestrians and cyclists. The aim of this paper is to conduct a research among professional road transport drivers what their opinion is about the front brake light. From their opinion, we will conclude whether such light has the potential to improve road safety or not.

Wypadek drogowy definiowany jest jako zdarzenie, w wyniku którego uczestnik ruchu drogowego został ranny lub doszło do jego śmierci. Wypadki przyczyniają się nie tylko do olbrzymich szkód społecznych, ale również powodują kolosalne koszty ekonomiczne, związane z utratą produktywności czy też transferami socjalnymi. Szczególną grupą uczestników ruchu drogowego są dzieci i młodzież, którzy nie mają wpływu na przebieg zdarzenia drogowego, często stają się jego ofiarami. W trosce o bezpieczeństwo najmłodszych uczestników ruchu drogowego policjanci garnizonu mazowieckiego od lutego do czerwca 2019 r. przeprowadzili działania pod nazwą „GIMBUS”, a bezpośrednio po nich akcję „Bezpieczne Wakacje 2019”. Działania te polegały w głównej mierze na skontrolowaniu stanu technicznego pojazdów oraz trzeźwości i czasu pracy kierowców. W niniejszym artykule przedstawione zostały wyniki przeprowadzonych działań kontrolnych.
Traffic accident is defined as incident in result of which the road user has been injured or died. Accidents contribute not only to big social damages, but they also cause tremendous economical costs, related to productivity loss or social transfers. Special group of road users are children and teenagers, who do not impact traffic incident, but often are victims of them. Policemen of Mazovian Garrison performed action called „Gimbus” for the youngest road users’ safety, and directly after it the next action „Safe Holiday 2019”. Those activities consisted mainly of vehicles’ technical state controls as well as drivers’ sobriety and working time checking. There are the results of control activities presented in this article.

Ship movement processes in selected Traffic Separations Schemes (TSS) of Southern Baltic Sea were analyzed. Ship domains in the analyzed water areas were calculated from Automatic Identification System (AIS) registered data. The purpose of investigation was identification of ship domain parameters taking into account different domain determination criteria. The results were compared and discussed. The conclusions were drawn.

Ważnym elementem bezpieczeństwa ruchu drogowego, oprócz bezpieczeństwa kierowcy, jest również zadbanie o pozostałych uczestników ruchu drogowego, zwanymi inaczej niechronionymi uczestnikami ruchu drogowego. W artykule poddano próbie zdefiniowanie pojęcia niechronionego uczestnika ruchu drogowego. Przedstawiono ich aktualną sytuację pod względem bezpieczeństwa na polskich drogach na postawie dostępnych analiz, badań, statystyk i innych dostępnych źródeł o stanie bezpieczeństwa ruchu drogowego w kraju. Następnie zaprezentowano obecne rozwiązania dotyczące stanu bezpieczeństwa niechronionych uczestników ruchu drogowego oraz możliwości ich ewentualnej poprawy. Kolejno wyodrębniono obszary: przyczyny stanu obecnego oraz analizę podejmowanych działań międzynarodowych i unijnych, krajowych oraz lokalnych, które mogą w znaczący sposób przyczynić się do poprawy obecnego stanu, tak aby zdecydowanie można było mówić, że wszyscy uczestnicy ruchu drogowego są w pełni chronieni.
An important element of road safety, in addition to driver safety is also ensuring other road users, called otherwise unprotected road users. The article was tested to define the concept of unprotected traffic participants. They presented their current security situation on polish roads on the basis of the available analyzes, studies, statistics and other sources about the state of road safety in the country. This was followed by consideration of current solutions on the improvement of the safety of vulnerable road users and their possible improvement, it is the causes of the current situation and analysis of the activities undertaken international and EU, national and local, which can significantly contribute to the improvement of the current state, so far you could talk about all the participants in the traffic that they are fully protected.

Road safety is an important social issue. Hence, changes in road traffic rules have a large influence on travel safety improvement. One of the major issues to be addressed is the speed limit of motor vehicles and radar speed measurements. Moreover, road traffic rules impose the obligation to wear safety belts during driving, carrying children in car safety seats and they put a ban on drink driving as well as driving under the influence of other intoxicating substances that have a negative influence on the driver’s physical condition and driving skills. This study analyses changes in traffic rules and provides assessment of the way they affect road traffic safety in Poland. The study presents an analysis of the issues connected with road vehicle operation and safety of the passengers including: wearing safety seat belts, use of children car safety seats, vehicle lighting, speed limit. Such issues as the proposed changes in breathalyzer use and implementation of safety systems to provide road users with safety have been addressed.
