Opis:: Despite the rapid and continuous progress in the construction of vehicles and accompanying improving road infrastructure, the road safety issue remains very serious. Especially, it concerns intersections and road junctions where nearly 30% of road accidents take place. The paper is focused on a new intelligent path displaying suport system to be installed on intersections of complex geometry combined with multiphase traffic lights. It consists of optical projection of two different horizontal signs, i.e. strips designating lanes for the green-light directions and perpendicular blocking lines for the red-light directions.

Opis:: W artykule omówiona została strategia utworzenia Centrum Edukacji Bezpieczeństwa Ruchu Drogowego (CEBR). Instytucje edukacyjne, w ramach swojej działalności, wprowadzają nowe formy, metody i środki kształcenia dostosowane do wielu różnych grup odbiorców. Eksperci podkreślają znaczenie edukacji brd w kształtowaniu prawidłowych postaw na drodze wśród jej użytkowników, a także potencjału jaki mają centra edukacji brd w tym zakresie. Z tego powodu, w ramach działań zmierzających do utworzenia Centrum Bezpieczeństwa Ruchu Drogowego przy Instytucie Transportu Samochodowego, podjęto opracowanie merytorycznych założeń Centrum Edukacji BRD oraz zawartości zajęć, które byłyby w nim realizowane, m.in. z wykorzystaniem urządzeń do symulacji zagrożeń w ruchu drogowym, adresowanych do różnych grup odbiorców.
The article presents the development strategy of Centre for Road Safety Education (CEBR). Educational institutions, within the scope of their operation, introduce new forms, methods and tools for trainings tailored to address many different target groups. Experts underline the meaning of road safety education in raising awareness on proper attitudes and behaviours in road traffic, but also the potential of educational centres in this field. Because of that, within the activities aiming at developing the Centre for Road Safety Education at Motor Transport Institute, creation of professional guidelines and content of classes which are to be realized at CEBR with the use of simulators presenting dangers in traffic addressed to different groups were undertaken.

Opis:: The main aim of this paper is to present road safety campaigns as powerful tool to increase safety on our roads. It is based on findings of international project SOL – Save our lives. Paper sums the aim of all pilot actions developed within the project, based on realization of traffic safety educational and awareness campaigns. It also highlights main topics to which a particular attention was given during the project realization, following the results of the road safety situational assessment of participating Central European countries. In the final part of paper there is a short description of methodology proposed for design and conduction of effective road safety campaigns provided together with conclusions of the pilot implementation.

Opis:: There are to two groups of turbo roundabouts used currently in Poland. The first group is turbo roundabouts with geometry and traffic organization designed following the model of Dutch turbo roundabouts with raised lane dividers. The other group is turbo roundabouts with traffic organization which entirely or partly corresponds to traffic organization of conventional turbo roundabouts, but with lane dividers not present, with their function performed by a single continuous line of P-2 type. Turbo roundabouts in the world are considered as solutions which are characterized by a high level of road safety and allow for effective flow at substantial traffic intensities. The data about turbo roundabouts in Poland analysed by the author show that there are substantially more turbo roundabouts without raised lane dividers. The paper attempts to answer to the question of whether turbo roundabouts with lane dividers in the form of a single continuous line ensure the appropriate level of road safety. Furthermore, the comparison of the level of road safety in turbo roundabouts equipped in raised lane dividers with turbo roundabouts with lane separators in the form of continuous line revealed that turbo roundabouts with raised lane dividers are safer solutions than turbo roundabouts with traffic lane dividers in the form of continuous line.

Opis:: The paper outlines the background and goals of the Road Safety Observatory in the Polish region of Warmia and Mazury. While created it was Poland’s first road safety Observatory, both at the regional and central level. Established in line with the methodology proposed in the European project SafetyNet, together with the planned National Road Safety Observatory it will form part of a Europe-wide network of observatories linked with the European Road Safety Observatory (ERSO). Commissioned by the Regional Road Safety Centre in Olsztyn, the idea for the Warmia-Mazury Road Safety Observatory was developed in 2010. The Observatory was completed in the autumn of 2012 and opened in November 2012.

Opis:: Cyclists are a vulnerable group of road users, especially when no separate infrastructure for cyclists is provided. Then, road factors such as distance and altitude differences can indirectly affect cyclists' safety. Therefore, the authors proposed a procedure based on the geometric characteristics of the road that can determine riding difficulties for cyclists. The proposed procedure can be used both by the public authorities who manage cyclists' safety and as a method of classifying the road network for cycling. The proposed procedure, based on the use of pattern recognition techniques, analyses data from a sample of nine riders who travelled on rural roads within the Municipality of Messina (Italy) to classify the roads according to their cycling difficulty. For each rider, duration, distance, road slope, altitude difference and spent calories have been measured and analysed. The collected data were used for the development of a model capable of predicting the cyclist’s physical effort as a function of the road alignment itself. Knowing the effort required to cycle along a route can contribute to a more complete assessment of road classification, commonly defined according to motor vehicles. Moreover, it may constitute a measure determining the safety of cycling by encouraging cyclists to travel along roads compatible with their physical abilities.

Opis:: A number of international studies argue that there is a correlation between the number of traffic fatalities and the degree of public activity. The studies use the unemployment rate to support that argument. As unemployment grows miles travelled fall, a factor known to affect road safety. This relationship seems to be true for Poland, as well. The model presented in the paper is intended to prove it. It is a structural time-series local level model with the explanatory variable (the unemployment rate) and some interventions. Because of the dynamic nature of traffic safety developments it lends itself very well to modelling in that way.

Opis:: The number of road traffic accidents in the world has been increasing. This is mainly related to the constant increase in road traffic. The aim of this article is to examine the causes of road accidents in Poland in terms of road traffic safety. For this purpose, road incidents that occurred in Poland were analysed. In order to verify the presented statistical data on the state of safety in Poland, a survey was carried out to indicate the factors that most often cause traffic accidents. Possibilities for increasing the efficiency of traffic safety and an evaluation of the level of safety in vehicles were also part of the survey. The results showed that the state of RS, in the opinion of the respondents, is poor. The respondents correctly indicated the most frequent causes of road accidents, which confirms their knowledge in the field of road safety. The survey also showed that the activities of the police nd programmes for increasing safety need improvement. According to the respondents, the actions that should be taken to improve safety are, first of all, the improvement of the technical condition of roads and the modernisation of road infrastructure. In addition, the survey showed that most men are car drivers, while women primarily travel on foot; the results also showed that the knowledge of RS is better among women.

Opis:: National Road Safety Program 2013-2020 assumes to reduce fatalities by half and seriously injured by 40% from 2010 to 2020. It means that no more than 2,000 people per year should die on Polish roads and no more than 6,900 people should suffer serious injuries in traffic accidents. The experience of other European Union countries with improving road safety gives hope that these goals are still realistic, but there is a need to intensify the activities carried out in this area. In Poland, more and more institutions are taking part in the process of improving road safety: state institutions, nongovernmental organizations, local governments, enterprises, scientific and research institutions, the media and many others. The study presents the problem of road safety in the city of Bytom on the basis of its analysis in the years 2013-2017. It discusses the types of road accidents and their classification. Moreover, the paper describes the issues illustrating the situation on roads that have a particular impact on the safety level of road users, among others, the number of road accidents, reasons for their occurrence, the consequences and groups of perpetrators of accidents. It also describes actions and initiatives taken to improve road safety in the city of Bytom.

Opis:: This paper presents an overview of factors causing driver fatigue as described in the literature. Next, a traffic crash database for 2003–2007 is used to identify the causes, circumstances and consequences of accidents caused by driver fatigue on Poland’s national roads. The results of the study were used to build a model showing the relationship between the concentration of road accidents and casualties, and the time of day. Finally, the level of relative accident risk at night-time versus daytime is defined. A map shows the risk of death and severe injury on the network of Poland’s national roads. The paper suggests to road authorities steps to reduce fatigue-related road accidents in Poland.

Opis:: Road safety modelling on regional level of NUTS 2 in the EU is the complex issue ant authors of this article indicate this in previous publications. During multivariate models development they discovered that it is difficult to make regression model well described all regions, even if they are from one country. In the first step Poisson model of road fatality rate as fatalities per 100 thou of citizens was prepared. Next, data were collected at the regional NUTS 2 level in Europe for the years 1999-2008. Opis:: W nowoczesnym podejściu do kształtowania bezpieczeństwa bazującym na koncepcji trzech er, w której ery reprezentują grupy działań ukierunkowane na rozwój i usprawnienie infrastruktury drogowej, zarządzanie bezpieczeństwem oraz promocję kultury bezpieczeństwa, zarządzanie bezpieczeństwem pełni bardzo istotną rolę. W artykule przedstawiono charakterystykę stanu brd wraz z identyfikacją głównych problemów i grup ryzyka w miastach. Następnie scharakteryzowano systemy zarządzania bezpieczeństwem ruchu drogowego ruchu drogowego, które obejmują struktury organizacyjne, planowanie, odpowiedzialność, zasady i procedury postępowania oraz zasoby (osobowe i finansowe) niezbędne do opracowania, wdrażania, realizowania i monitorowania przyjętej wizji i celów strategicznych w zakresie bezpieczeństwa ruchu drogowego. Na tym tle zaproponowano koncepcję systemu zarządzania brd w miastach, skupiając się głównie na ustandaryzowanych narzędziach zarządzania. W artykule poruszono również kwestię automatyzacji zarządzania bezpieczeństwem w miastach, której rozwój możliwy jest przy wykorzystaniu zainstalowanych lub wdrażanych systemów zarządzania ruchem ulicznym. Przytoczone w artykule wyniki analiz potwierdzają wysoką skuteczność i efektywność proponowanego przez Dyrektywę 2008/96/WE systemu zarządzania bezpieczeństwem infrastruktury drogowej na drogach zamiejskich oraz wskazują na konieczność przygotowania systemu organizacyjnego i odpowiednich procedur do wdrożenia zintegrowanego systemu zarządzania bezpieczeństwem ruchu drogowego na sieci dróg samorządowych. Doskonalenia z uwzględnieniem wymagań standaryzacji, wyników badań naukowych i przykładów dobrej praktyki wymagają ponadto narzędzia służące do zarządzania bezpieczeństwem ze szczególnym uwzględnieniem automatyzacji z wykorzystaniem środków Inteligentnych Systemów Transportu.
Safety management plays a very important role in the modern approach to the development of safety based on the concept of the three eras, which represents activities aimed at the development and improvement of road infrastructure, safety management and promotion of a safety culture, where safety management plays a very important role. The paper presents the characteristics of road safety with the identification of the main problems and risk groups in urban areas. Systems of road safety management were characterized, which includes organizational structure, planning activities, responsibilities, policies and procedures, as well as resources (personal and financial) necessary to develop, implement, and monitor the implementation of the adopted vision and strategic objectives in the field of road safety. Against this background, the concept of road safety management system in cities was proposed by focusing mainly on standardized management tools. The paper also addressed the automation of security management in the cities, which may be developed with the use of the existing traffic management systems or those which are being implemented. Quoted in the article, the analytical results confirm the high effectiveness and efficiency of the proposed Directive 2008/96/EC on the safety management system of road infrastructure on rural roads, and indicate the need of preparation of an organizational system and appropriate procedures to implement the integrated system of road safety management in the urban road network. Improvement with regard to the requirements of standardization, research results and examples of good practice also require tools for safety management with particular emphasis on automation with the use of Intelligent Transport Systems.

Basic indicators of traffic safety in Poland are several times worse than in Sweden, the Netherlands, and Great Britain. Despite the development of national and provincial road safety programs and putting them into implementation by the Government and local authorities, there is lack of proper implementation. This paper presents an overview of the concept of safety formation and the analysis of the applicability of the concept of three eras to road safety development.

In Poland, the most commonly used barriers are thin-walled metal sheet barriers, rope barriers, and concrete ones. The types differ in terms of technical parameters and level of security they provide. One of the purposes of installing road safety barriers is to protect road users from hitting an obstacle in the vicinity of the road, and to protect people around the accident from the effects of an uncontrolled vehicle leaving the road. The effects of a collision caused by hitting a protective road barrier depend mainly on the type of the barrier and the vehicle. The authors made a detailed and interdisciplinary analysis of data on accidents resulting from hitting a road safety barrier, comparing them with information available in the literature, combining the technical aspects of the use of barriers with a medical description of the description of typical injuries.
