The paper presents the terminology and taxonomy of critical infrastructures at the Baltic Sea Region including definitions of general terms and definitions of more detailed notions concerned with selected industrial installations at the Baltic Sea Region. In the paper there are distinguished and listed eight main critical infrastructure networks operating in the Baltic Sea Region. Presented terminology refers to these critical infrastructure networks also in the context of climate change and resilience and vulnerability of the critical infrastructures to climate change. Considering the strategy of critical infrastructures resilience strengthening there are distinguished and defined concepts of robustness, resource fullness, redundancy, response and recovery.

Opis:
Critical infrastructure risks pose a special problem for all countries. The companies that own these infrastructures operate in competitive and regulated environments. However, it is neither practical nor possible to protect critical infrastructures from all hazards. For the government, the continuity of these infrastructures is critical to many of its fundamental missions: economic stability and growth, national security, public safety, and quality of life. In that context resilience has become an important factor to fulfil the task of the critical infrastructure protection. Thus, the development of a framework to establish resilience goals could be helpful.

Opis:
Critical Infrastructure (CI) Preparedness and Resilience modelling, simulation & analysis (MS&A) is a major issue in CI protection (CIP) and crisis management. This is due to the rapid growth of the inference of the smart complex systems in the modern society activities. The concept of resilience in CIP is not yet clearly defined. However, “resilience” is often used as a measure of the system good behaviour facing a given threat. Under a given threat, a CI may evolve within a set of well-defined operating phases. Subsequently, the failure of the CI to provide the expected service will depend not only on the threat nature but also on the operating phase. A tentative probabilistic model is proposed describing the robustness and the resilience of a well-defined infrastructure facing a given threat.

In the paper the energy sector as a critical infrastructure is presented and basic terminology concerned with the energy critical infrastructure is given. The interactions and connections between critical infrastructures are described and the effects of power disruptions to other critical infrastructures are highlighted. Next, presented terminology and taxonomy refer to climate change and resilience to climate change of electric cable critical infrastructure. Opis:
A method for reliability optimization, which is relevant for critical infrastructure activity governed by operational processes, is presented and applied to a port oil terminal. The optimal values for the reliability and resilience indicators related to the operation, are determined for this critical type of infrastructure. Simple suggestions regarding optimized infrastructural operation strategies are formulated and implemented towards reorganizing the port oil terminal processes in order to maximize its lifetime in defined reliability states.

The SERSCIS approach aims to support the use of interconnected systems of services in Critical Infrastructure (CI) applications. The problem of system interconnectedness is aptly demonstrated by 'Airport Collaborative Decision Making' (A-CDM). Failure or underperformance of any of the interlinked ICT systems may compromise the ability of airports to plan their use of resources to sustain high levels of air traffic, or to provide accurate aircraft movement forecasts to the wider European air traffic management systems. The proposed solution is to introduce further SERSCIS ICT components to manage dependability and interdependency. These use semantic models of the critical infrastructure, including its ICT services, to identify faults and potential risks and to increase human awareness of them. Semantics allow information and services to be described in a way that makes them understandable to computers. Thus when a failure (or a threat of it) is detected, SERSCIS components can take action to manage the consequences, including changing the interdependency relationships between services. In some cases, the components will be able to take action autonomously, e.g., to manage 'local' issues such as the allocation of CPU time to maintain service performance, or the selection of services where there are redundant sources available. In other cases the components will alert human operators so they can take action instead. The goal of this paper is to describe a Service Oriented Architecture (SOA) that can be used to address the management of ICT components and interdependencies in critical infrastructure systems.

Modeling the safety of critical infrastructure free of outside impacts is presented, and basic safety indicators are defined. The safety of the port oil terminal critical infrastructure free of any outside impacts is examined based on critical infrastructure safety statistical data provided by the operators. Its safety function and other safety indicators are identified and predicted. Furthermore, the safety and resilience indicators for the critical infrastructure of the port oil terminal impacted by its operations are determined, and the results are compared to its indicators obtained without considering operation impacts
