    Under the impact of globalising market forces, public funding to higher education systems in many parts of the world has been reduced on a per capita basis, even as student enrolments continue to increase. Paralleling this phenomenon has been rapid privatisation of the university sector, achieved through the transfer of costs to the community, either through state universities imposing student fees or new private institutions being established. The paper analyses the course of privatisation in the higher education systems of Poland, Iran, Australia and the Philippines and concludes that the various privatisation pathways being followed are reflective of the differing national traditions of the countries concerned.

    Artykuł dotyczy publicznego systemu obowiązkowej, ogólnej edukacji powszechnej i jego aktualnej realizacji w Polsce. W zamierzeniu stanowi zachętę do całościowej debaty, która obejmowałaby aspekty (1) prawne oraz (2) organizacyjne funkcjonowania tego systemu i służyła gruntownemu (3) przepracowaniu myślenia o celach oraz merytorycznych aspektach powszechnej, podstawowej edukacji ogólnej, stosownie do wyzwań, które stawia przed człowiekiem życie we współczesnym kontekście cywilizacyjno-kulturowym. W końcowej partii tekstu sformułowane zostały sugestie założeń i zasad, które opisują postulowany model szkoły.
    The article focuses on the public system of compulsory, general elementary education and its current realisation in Poland. The aim is to encourage a broad-based debate that would encompass 1) legal and 2) organisational aspects of functioning of this system and would help to 3) thoroughly analyse thinking about aims and substantive aspects of elementary general education in compliance with challenges that life in the contemporary civilisational and cultural context poses to a man. In the final part of the text the author formulated suggestions of assumptions and principles that describe the postulated school model.

    W artykule przedstawiono cele edukacji w świetle wytycznych unijnych i krajowych, zbadano trendy demograficzne w przedziale wiekowym szkół ponadgimnazjalnych w Polsce i województwie śląskim do 2035 roku, przeanalizowano plany zadań naborowych i ich wykonanie w latach 2009-2012 na przykładzie miasta Zabrze. Na tej podstawie sformułowano główne wyzwania szkolnictwa ponadgimnazjonalnego w Polsce, jak: niże demograficzne w najbliższych latach, otoczenie konkurencyjne, wysokie wymagania do jakości kształcenia. Aby sprostać tym wyzwaniom, szkoła ponadgimnazjalna powinna podjąć się wielu działań w kierunku podwyższenia jakości kształcenia, a w szczególności w zakresie zarządzania jakością kształcenia, co obecnie jest zbywane na dalszy plan. Podobnie jak w szkolnictwie wyższym, jednym z narzędzi jest wdrożenie Systemu Zapewnienia Jakości Kształcenia.
    The article presents goals of education in the light of EU and national guidelines, in which demographic trends were examined in the age group of upper secondary schools in Poland and in the Silesian Voivodeship until the year 2035, plans of recruitment tasks and their performance were analyzed in the period 2009-2012 based on example of Zabrze city. On this basis were formulated key challenges of upper secondary education in Poland, such as: demographic depressions in the coming years, competitive environment, high requirements for the quality of education. In order to meet these challenges upper secondary school should undertake a number of activities in order to increase the quality of education and in particular in the field of quality management education what is now taken aside. Like the university, one of the tools should be the implementation of a Quality Management System Training.

    The article substantiates the existence of a social contract for highly qualified specialists, professionals in quality management in the HEF. On the basis of the introduced definition “model of professional training of future specialists ineducation quality in HEF”, the structural and functional model of the system of professional training of such specialists was developed. The training of quality management professionals is based on the international principles of technical regulation in the fields of education, science and innovation, which determines the application of the ISO standards metric. A two-faceted methodology for organizing the professional training of quality specialists in the HEF is proposed.

    The concept of the quality of consumer products and services is fairly well defined. Although today quality of life, including quality of education and training, is a commonly discussed topic, one has to admit that the evaluation system of educational processes and the quality of work of educational institutions is surprisingly low. At the same time, the modernization processes in the system of universities forces basing development decisions , including funding, on achieved indicators of work effects of universities. Existing, domestic and international, external and internal quality assurance systems of university work have been criticized for arbitrariness, unilateralism (eg. the criteria exclusively on the results of teaching, or solely on the results of research), ambiguity of the methodology, unreliability of sources of used data, etc. This means that further inquiry to identify their strengths and weaknesses as well as the directions of their consolidation in the complex policy tool for scientific, educational and social decisions is necessary.

    W publikacji przedstawiono proces kształcenia online jako system zawierający: operator edukacji, produkt – utożsamiany z jakością kształcenia oraz straty oznaczające słabości i wady. System ten jest reprezentowany trzema wektorami, tj. wektorem operatora edukacji, wektorem produktu i wektorem strat. Wektorowa reprezentacja systemu daje możliwość ilościowego opisu jego działania i stanowi o metryzowalności procesu kształcenia online na uczelniach różnego typu. Pokazany model może być wykorzystany jako narzędzie analizy i ewaluacji procesów kształcenia online w uczelniach z różnymi kierunkami nauczania.
    The publication presents the online learning process as a system comprised of the following: an education operator, a product – tantamount to the education quality, and losses signifying weaknesses and defects. The system is represented as three vectors, i.e. the education operator vector, product vector and loss vector. A vector-based representation of the system allows a quantitative description of its operation and determines the metrizability of the online learning process at various types of higher education institutions. The presented model can be used as a tool for analysing and evaluating online education processes in higher education institutions offering various fields of study.

    The article presents experiences of implementing the internal quality assurance system at the Faculty of Management of the Czestochowa University of Technology. In the literature, there is no ready-made solution connected with the functioning of internal quality assurance system, there are just defined good practices. One of the solutions used by universities is to use the model based on the ISO 9001 standard or EFQM model. Faculty of Management has chosen model based on ISO 9001 standards, the modification of this system gives great implementing potential in higher education regardless of the educational profile.
    Artykuł prezentuje doświadczenia związane z wdrożeniem wewnętrznego systemu zapewnienia jakości na Wydziale Zarządzania Politechniki Częstochowskiej. W literaturze nie występuje gotowe rozwiązanie dotyczące funkcjonowania wewnętrznego systemu zapewnienia jakości, znajdują się tylko opisy dobrych praktyk. Jednym z rozwiązań stosowanych przez uniwersytety jest model oparty na standardach ISO 9001 czy modelu EFQM. Wydział Zarządzania wybrał model oparty na standardach ISO 9001, a modyfikacja tego modelu daje wielkie możliwości wdrożeń w obszarze wyższej edukacji, niezależnie od jej profilu.

    Opis:
    The author outlines the main challenges and problems faced by modern secondary education system in Ukraine: transfer of philosophy and school education formula from industrial to information age; discrepancy of competence approach in learning and knowledge (factual) approach in assessment its outcomes in the form of external independent test; lack of efficient procedures and mechanisms for individualization of educational trajectory of students with special educational needs, stigmatization of students who cannot master program material in the allotted study time. The author analyzes the results of the external independent test for 2019–2021 in terms of pedagogical and economic efficiency of Ukrainian schools. In particular, the dynamics of the number of school leavers who did not get the minimum threshold score in the main academic subjects, and the estimated cost of their tuition are considered. Special attention is paid to the discussion on the effectiveness of classroom system, it’s capacity to take into account students’ individual pace of learning and educational needs. The author suggests reconsidering the concepts of formation of secondary education institutions, in particular, through use of a matrix of components of a new modern school formula, consisting of the following components: academic autonomy, period of study, curriculum, organizational system, concept of the educational institution. The author predicts that private schools can become the driving force for resetting secondary education in Ukraine, since they are currently employing best teachers and, having wider academic autonomy, develop more efficient teaching methods and tools, that can be shared with public schools.
    У статті автор виокремлює основні виклики та проблеми функціонування інституту сучасної середньої освіти в Україні: трансфер філософії та формули шкільного навчання індустріальної доби в добу інформаційну; неузгодженість компетентнісного підходу у процесі навчання та знаннєвого (фактологічного) під час перевірки його результатів у вигляді ЗНО; відсутність дієвих процедур та механізмів індивідуалізації освітньої траєкторії учнів з особливими освітніми потребами, стигматизацію школярів, що не можуть опанувати програмовий матеріал у відведений навчальний час. Автор аналізує результати ЗНО за 2019–2021 роки у розрізі педагогічної та економічної ефективності роботи українських шкіл. Зокрема, розглядається динаміка кількості осіб, що за результатами складання тесту не набрали мінімального порогового балу з основних предметів, та розрахункова вартість їх підготовки. Особливій увазі присвячується дискусія щодо ефективності класно-урочної системи навчання, можливості у її межах враховувати індивідуальний темп навчання учнів та освітніх потреб. Автор пропонує переглянути формування концепцій інституцій середньої освіти, зокрема, через використання матриці складників нової формули сучасної школи, змістовими блоками якої пропонується визначити наступні: академічна автономія, тривалість навчання, робочий навчальний план, система організації навчання, освітня концепція закладу. Автор прогнозує, що драйвером перезавантаження інституту середньої освіти в Україні можуть стати приватні школи, які сьогодні акумулюють у своїх рядах кращих педагогів та розробляють завдяки ширшій академічній автономії більш дієві методики та інструменти навчання школярів, які можуть бути поширені й у державних закладах освіти.

    Opis:
    All universities are responsible for assessing the quality of education. One of the required factors is the results of the students’ research. The procedure involves, most often, the preparation of the questionnaire by the staff, which is voluntarily answered by students; then, the university staff uses the statistical methods to analyze data and prepare reports. The proposed EQE method by the application of the fuzzy relations and the optimistic fuzzy aggregation norm may show a closer connection between the students’ answers and the achieved results. Moreover, the objects obtained by the application of the EQE method can be visualized by using the t-SNE technique, cosine between vectors and distances of points in five-dimensional space.
