Opis:
Purpose: The article’s purpose is to explain the accounting systems in Polish universities and the challenges that have arisen following 2019’s entry into force of the new Act on Higher education, considering the historical background and traditions of universities in Poland. Methodology/approach: The author uses three research methods: literature analysis, direct observation, and analysis of source documents, such as statutes and the strategies of selected universities. Findings: An overview is presented of the changes in Polish universities in the accounting system that followed the new regulations on higher education entry into force, i.e., from 01/10/2019. Having assessed the development level of this research area as preliminary, the author formulated several conclusions that may have practical implications in the future. Practical implications: The content can be used in creating accounting systems in uni-versities while considering new challenges formulated in the strategies of these units, as well as challenges of a global nature – for instance, the digitalization of business processes or the shift of management awareness in academic communities. Moreover, it can serve as a base to create a set of desirable practices in complex accounting systems for universities. Originality/Value: The article, being a general review of the accounting system used at universities, fills the research gap in the literature of this specific area. It can be an origi-nal contribution to the process of reforming universities in Poland, indicating potential threats based on the history of universities, followed by setting new challenges for these institutions.

According to assumptions of the Strategy Europe 2020, innovativeness and entrepreneurship are considered to be key reas of socio-economic development of the European Union. Therefore, conducting strategic analysis in the field of en repreneurship and innovativeness acquires special significance, among others in relation to higher education institutions HEIs) in Poland. For this reason the aim of this article has become a partial assessment of the competitive situation in the sector of ublic higher education institutions in Poland, which is the basis for testing the concept of strategic group maps 1D and D (which are the components of the concept of a comprehensive approach to the assessment of the competitive situation ithin the sector). The analysis with usage of the classic strategic group maps (2D) method was carried out based on the selected factors assessed in the Ranking of Higher Education Institutions of „Perspektywy”) in the area of innovativeness and entrepreneurship f public universities in Poland. The research problem was formulated in the form of the following question: what was the ompetitive situation in the Polish Public Higher Education Institutions in the field of innovativeness and entrepreneurship n the academic year 2015/2016. Thanks to the usage of systematic random sampling technique, the 14 academic public niversities were selected as a basis for further analysis. The conclusions of the studies conducted with the use of classic maps 2D) allowed for a partial assessment of the competitive situation in the sector of Public Higher Education Institutions in oland, in which there were found 2 to 3 strategic groups. It is also intended to test the usefulness of two other variants of strategic group maps (1D and 2D) in further research on nnovativeness and entrepreneurship in the sector of public universities in Poland.

Opis:
Effective project management requires consideration of aspects such as quality, costs, time, material resources, staff and communication, and risk. In the case of projects co-financed from European Union funds, the main threat is recognition of part or all of the costs as ineligible, which will result in a need to cover them from university's own funds. Therefore, not only successful completion of the project but also financial condition of the university depends on safety level of EU project management system. Main purpose of the study was to indicate actions aimed at increasing safety of EU project management system in public universities. First part of article is theoretical and was prepared based on a critical analysis of the literature in a field of project management. Second part of the text was based on primary data collected during the survey among EU project managers at public technical universities. Literature studies and results of own research have enabled preparation of recommendations to increase the level of safety of project management system co-financed from EU funds at public universities.

Development strategy affects many aspects of university operations. In public technical universities, we can clearly notice its impact on the process of creating applications for subsidies from European Union funds. Aim of the study was to identify the impact of university development strategies on the EU projects implemented in it. To this end, a literature analysis was carried out and a quantitative study was carried out using a questionnaire. Survey respondents were the managers of EU projects implemented in public technical schools. First part of the work presents theoretical aspects of development strategies and project management. Next, based on the conducted study, relationship between the development strategy and the process of preparation and implementation of projects in public technical universities was defined. In the course of research, it was stated that technical university development strategy sets the directions for actions implemented as part of EU projects.
Strategia rozwoju wpływa na wiele aspektów funkcjonowania szkoły wyższej. W publicznych uczelniach technicznych możemy zauważyć wyraźne jej oddziaływanie na proces powstawania wniosków o dofinasowanie ze środków Unii Europejskiej. Celem opracowania była identyfikacja wpływu strategii rozwoju uczelni na realizowane w niej projekty unijne. W tym celu dokonano analizy literatury oraz przeprowadzono badanie ilościowe z wykorzystaniem kwestionariusza ankiety. Respondentami badania byli kierownicy projektów unijnych zrealizowanych w publicznych uczelniach technicznych. W pierwszej części pracy przedstawiono teoretyczne aspekty dotyczące strategii rozwoju oraz zarządzania projektami. Następnie, w oparciu o przeprowadzone badanie, określono zależności między strategią rozwoju a procesem przygotowania i wykonania projektów w publicznych uczelniach technicznych. W toku badań stwierdzono, że strategia rozwoju uczelni technicznej wyznacza kierunki działań realizowanych w ramach projektów unijnych

Przedstawiono również przykład funkcjonowania takiego biura w dużej publicznej uczelni technicznej.
Public universities are entities that implement several research, educational and investment projects. To create favorable conditions and to support the efficient and effective implementation of the projects you may consider setting up a departmental project management office (PMO). The article presents the essence of PMO, as well as the characteristics of public universities that affect its operational model. It also presents an operational example of PMO within a technical university.

Celem artykułu jest przybliżenie problematyki zmian, jakie zachodzą w szkolnictwie wyższym w kontekście zarządzania finansami uczelni. Od pewnego czasu daje się zauważyć tendencje zmian „tradycyjnego” modelu szkoły wyższej na model współpracy uczelni z otoczeniem społeczno-gospodarczym. Komercjalizacja wyników badań staje się przynajmniej tak samo ważna jak kształcenie czy działalność naukowo-badawcza. Jakie więc będą uczelnie XXI wieku? W artykule podjęto próbę przyjrzenia się tym zmianom poprzez analizę struktury przychodów uczelni. Jednak to uczelnie - jako autonomiczne podmioty - same będą musiały podjąć decyzje, czy i w jakim zakresie zmienią swoją strukturę zarządzania i finansowania uczelnią.
The main aim of the article is to describe the subject matter concerning changes that occur in higher education in the context of the university finance. Now we can observe a tendency to change the 'traditional' model into a model of cooperation between higher education and the socioeconomic environment. Commercialization of the research performance has become at least as important as education or research activity. So what are the Universities of the 21st century going to be like? In the paper the attempt was taken to take a close look to these changes through the thorough analysis of income structure of colleges in Poland. However, these are the universities as independent entities that will have to decide by themselves if and to what extent they are going to change.

In this article a usage of graph methods as a tool for a classification of polish public universities due to a generated level and a structure of costs is shown. The research was conducted in a spatial interpretation and referring to 57 public universities of an academic function. The usage of graph methods constitutes a tool which can be used by decision makers in a process of searching for ineffective usage of public sources. The outcomes should be a basis for further cause and effect analysis.

The situation of disabled students in Polish schools and universities has improved over the last years, however it is still not perfect. As NIK’s audit showed, in many places barriers still exist, which makes it impossible for the disabled to function in the same way as able students do. Problems stem from the construction of buildings, which are not adjusted to the needs of the disabled, unfriendly technical facilities and difficulties with accessing the full educational offer. Despite these shortages, the majority of the schools have not fully used the funds they receive for current support for the disabled.

The essay is a voice in the discussion about the activities of public universities in the context of the new Law on Higher Education and Science of 20 July 2018. Due to the unique character of this institution, the author thinks that the answer is not simple. However, the most important thing is that universities should retain priority in realizing the public goals for which they were established.
Esej jest głosem w dyskusji na temat funkcjonowania uczelni publicznych w kontekście nowej ustawy Prawo o szkolnictwie wyższym i nauce, z dnia 20 lipca 2018 roku. Nowe prawo skłania do postawienia wielu pytań, w tym w jakim kierunku będą się rozwijały. Z uwagi na wyjątkowy charakter tej instytucji odpowiedź nie jest prosta. Najważniejsze jest, aby uczelnie publiczne zachowały priorytet w realizacji zadań edukacyjnych, do których zostały powołane.

W niniejszym artykule podjęto problematykę finansowania oraz przedstawiono wybrane aspekty zarządzania własnością intelektualną w uczelniach publicznych. Przeanalizowano zmiany zachodzące w systemie ich finansowania oraz konsekwencje zmian w zakresie zarządzania własnością intelektualną. Oceniono stopień wdrażania przez uczelnie publiczne, w tym w województwie podlaskim, regulaminów zarządzania własności intelektualną. Zwrócono uwagę na wpływ, jaki mają nowe regulacje reformy szkolnictwa wyższego oraz jakie kwestie wymagają dalszych usprawnień systemowych.
Changes in the financing system of the university as well as the demographic crisis had caused that some universities have already experienced difficulties, while others look to the future with anxiety. For a long time universities have been aware of the demographic crisis, and that the loss will deepen. The main aim of the article is to describe the subject matter concerning changes that occur in higher education with which universities must face the public.

Przedstawiono wyniki badań dotyczące obecnego poziomu wykorzystania serwisu LinkedIn przez uczelnie publiczne oraz ich wyspecjalizowane jednostki, odpowiedzialne za inicjowanie i budowę współpracy uczelni z przedsiębiorstwami.
Contemporary knowledge-based economy driven by information and communication technologies (ICT), requires universities to effectively use social media to initiate and build long-term cooperation with the environment, especially with the enterprise sector. The aim of the article is to determine the level of use of LinkedIn as a communication tool of public universities with the environment. The article contains terms relating to the knowledge-based economy, modern ICT, social media. The article presents the results of research on the level of use of LinkedIn by public universities and their specialized units responsible for building cooperation between universities and enterprises.

W artykule zaproponowano wykorzystanie taksonomii wrocławskiej, zwanej też metodą dendrytową, jako narzędzia stosowanego w analizie porównawczej jednostek non-profit. Badanie zostało przeprowadzone w ujęciu przestrzenno-czasowym i dotyczyło 59 uczelni publicznych (uczelnie podległe MEN) o charakterze akademickim, których działanie obejmuje lata 2001–2006. Zastosowanie metody taksonomii wrocławskiej do wstępnej oceny stanu struktury kosztów publicznych uczelni wyższych stanowi, według autora, narzędzie, które powinno być wykorzystywane przez decydentów zewnętrznych i wewnętrznych w procesie tworzenia szczegółowej strategii efektywnego wykorzystania środka publicznego. Wybór obiektów wzorcowych, w kolejnych latach 2001–2006 powinien stanowić podstawę do przeprowadzenia dalszej, ale tym razem szczegółowej analizy przyczynowoskutkowej ich struktury kosztów.
In this article we propose the application of Wrocław taxonomy, which is also known as the dendric method. This is a tool used in comparative analysis for non-profit units. The research was conducted in a spatio-temporal way and involved 59 public universities (universities subordinate to the Ministry of Science and Higher Education, MEN). These were all academic units and the research was done for 2001–2006. According to the author, the application of Wrocław taxonomy to preliminary assessment of the cost structure state of public universities is a tool which should be used by external and internal decision-makers in the process of creating a strategy of an effective usage of public means. The choice of model organisations for the period 2001–2006 should be used as a basis to conduct further, but this time more precise, cause-consequence analysis of the cost structure.

The reform of the Polish higher education system introduces an alternative model of university management, referring to the idea of managerialism. The strong academic leaders, limiting the role of academic collegiate bodies, and the involvement of external stakeholders in university management are the pillars of the new model. The article attempts to assess the changes in the structures of university authorities introduced in Polish universities as a result of the reform. The study was conducted based on an analysis of the statutes of 18 public universities. The obtained results indicate two regularities. Firstly, the new solutions place the university system closer to a model based on managerial logic. Secondly, the changes in university authority structures are not accompanied by the professionalization of management processes. Universities that maintained traditional academic authority structures before the reform made more extensive use of business management methods.
Reformy systemu szkolnictwa wyższego w Polsce kryjące się pod nazwą Ustawa 2.0 wprowadzają alternatywny model zarządzania uczelniami, odwołujący się do idei menedżeryzmu. Filary nowej wizji uniwersytetu to silne przywództwo liderów akademickich, ograniczenie roli akademickich organów kolegialnych, zaangażowanie zewnętrznych interesariuszy w zarządzanie uczelnią. W artykule podjęto próbę oceny zmian struktur władz uczelni wprowadzanych w polskich uniwersytetach w wyniku reformy z roku 2018. Badanie przeprowadzono na podstawie analizy statutów 18 uniwersytetów publicznych. Otrzymane wyniki wskazują na występowanie dwóch prawidłowości. Po pierwsze, nowe rozwiązania sytuują ustrój uczelni bliżej modelu zgodnego z logiką menedżerską. Po drugie, zmianom struktur władzy uniwersytetów nie towarzyszy profesjonalizacja procesów zarządzania. Uniwersytety utrzymujące przed reformą tradycyjne akademickie struktury władzy w szerszym zakresie wykorzystywały biznesowe metody zarządzania.

Opis:
The main objective of the study was to analyse and assess barriers hindering public universities from acquiring EU funds for their development. The study uses methods of literature sources analysis and quantitative research with the use of questionnaire distributed among managers of EU projects implemented in public technical universities. In the course of research it was concluded that internal barriers at university regarding the provision of funds necessary to finance own contribution and the insufficient number of adequately prepared staff are of key importance. The identification of the key barriers in obtaining EU funds should enable the necessary management actions to be taken at universities that increase their absorption capacity. As part of project management, the impact of the project environment should be taken into account and, by strengthening internal universities, it is necessary to effectively limit barriers to public universities applying for EU funds.
Głównym celem opracowania była analiza i ocena barier utrudniających uczelniom publicznym pozyskiwanie środków UE służących ich rozwojowi. W opracowaniu zastosowano metody analizy źródeł literaturowych oraz przeprowadzono badania ilościowe z wykorzystaniem kwestionariusza ankiety wśród kierowników projektów unijnych zrealizowanych w publicznych uczelniach technicznych. W toku badań stwierdzono, że kluczowe znaczenie mają bariery wewnętrzne w uczelni dotyczące zapewnienia środków niezbędnych do sfinansowania wkładu własnego oraz niewystarczającej liczby odpowiednio przygotowanych kadr. Identyfikacja kluczowych barier utrudniających pozyskiwanie środków UE powinna umożliwić podjęcie niezbędnych działań zarządczych na uczelniach podnoszących ich zdolność absorpcyjną. W ramach zarządzania projektem należy uwzględniać wpływ środowiska projektowego i poprzez wzmocnienie wewnętrzne uczelni skutecznie ograniczać bariery utrudniające publicznym uczelniom aplikowanie o środki UE.
