    Discussions on the importance and opportunities of the public-private partnership have been taking place for many years. The article presents an analysis of public-private partnership which is usually considered a form of realisation of public tasks. It is less frequently regarded as a tool for introducing changes in the public administration as such. In their article, the authors emphasise the specific role that public-private partnership can play in designing public sector policies, and its application related to the lack of funds for effective realisation of public tasks. Public-private partnership allows then for changes in the public management model, by transforming public administration towards administration that is responsible for the whole society.

    The model transformations of Polish public administration after 1989 were the result of the necessary and inevitable consequence of events related to erosion and the collapse of the „real socialism” system. Its internal decomposition, as a result of social reality inadequacy, created a situation in which it was possible to undertake deep systemic reforms in Poland. Democratization of the government system in Poland was an extremely complex process generating numerous problems and showing the scale of adversity in all spheres of social life. All political and structural changes in Poland after 1989 were also possible due to propitious external, international conditions. Especially the collapse of the USSR brought certain possibilities for Poland and other countries in Central and Eastern Europe to regain full sovereignty, which was later expressed in membership in NATO, the Council of Europe, and then European Union accession. As a result of the systemic and political transformation process, the administration has become an extremely important cell in the democratic legal order and the entity responsible for the implementation of a significant part of public tasks at the local, supra-local and regional levels.

    Opis:
    The paper presents spatial planning system currently mandatory in Poland, as well as main changes concerning the principles of spatial planning and management in Poland after the system transformation. The work addresses particularly the issues of de-centralization of public administration and establishing commune self-governments, socialization of spatial planning, protection of private property and also the obligation to consider appropriate instruments of natural protection in the process of spatial planning and management. The paper presents also the basic principles of spatial planning in the United States of America and points out the similarities and differences between the methods, procedures and assumptions of spatial planning systems in both countries. The work presents potential areas of cooperation between both universities comprising sharing knowledge and exchanging experiences in the filed of spatial planning and management.

    Opis:
    Sferę zarządzania publicznego charakteryzuje kilka istotnych czynników. Należą do nich, m.in. nowoczesny a jednocześnie zorientowany na potrzeby społeczeństwa sposób realizacji zadań publicznych. Idea cyfryzacji administracji publicznej związana jest z dostępnością cyfrową. Potrzeby osób z niepełnosprawnościami stały się jednym z podstawowych mierników efektywnej i przyjaznej e-administracji XXI wieku. Celem artykułu jest scharakteryzowanie zasad dostępności cyfrowej w aspekcie korzystania z elektronicznej administracji. Przedmiot badania obejmuje określenie wymagań i wyzwań stojących przed administracją publiczną w ramach zapewnienia dostępności cyfrowej. Analiza tematu, pozwoli odpowiedzieć na pytanie: „czy i w jakim zakresie dostępność cyfrowa stanowi determinantę zmian w funkcjonowaniu administracji publicznej?”. Pierwsza część pracy zawiera zagadnienia dotyczące transformacji cyfrowej w administracji publicznej. W drugiej przedstawiono główne cele i wymagania dostępności cyfrowej.
    The sphere of public management is characterised by several important factors. These include, among others, a modern and at the same time society-oriented way of implementing public tasks. The idea of digitization of public administration is connected with digital accessibility. The needs of people with disabilities have become one of the basic measures of effective and friendly e-government in the 21st century. The aim of the chapter is to characterise the principles of digital accessibility in terms of using the electronic administration. The object of the study is to identify requirements and challenges for public administration in terms of ensuring digital accessibility. The analysis of the subject, will allow to answer the question: „whether and to what extent digital accessibility is a determinant of changes in the functioning of public administration?”. The first part of the work contains issues concerning digital transformation in public administration. The second presents the main objectives and requirements of digital accessibility.

    The article is devoted to the research of the world positive and negative experience in public administration of the transformation of energy-dependent regions. The research is carried out in the context of the sustainable development of energy-dependent regions, which is one of the key global agendas for the transition of all countries to a low carbon economy and the reduction of greenhouse gas emissions, in the context of the UN Sustainable Development Goals to 2030. The authors analysed the institutional features of the experience of just transformation in Australia and Poland, the shortcomings of the transforming process of energy-dependent regions in European countries such as the United Kingdom and the Netherlands, and also some initial directions for further energy transition in the German and Czech regions.
    Artykuł poświęcony jest badaniu światowych pozytywnych i negatywnych doświadczeń odnoszących się do administracji publicznej i transformacji regionów zależnych od energii. Badania przeprowadzono w kontekście zrównoważonego rozwoju regionów zależnych od energii, który stanowi jeden z kluczowych elementów w globalnym przejściu wszystkich krajów na gospodarkę niskoemisyjną i redukcji emisji gazów cieplarnianych, biorąc pod uwagę Cele zrównoważonego rozwoju ONZ do 2030 r. Autorzy przeanalizowali cechy instytucjonalne przykłady sprawiedliwej transformacji w Australii i Polsce, niedociągnięcia procesu transformacji regionów zależnych od energii w krajach europejskich, takich jak Wielka Brytania i Holandia, a także kilka kierunków możliwej dalszej transformacji energii w Niemczech i Czechach.

    Opis:
    Samorząd terytorialny w naukach prawnych był do niedawna przedmiotem badań jako konstrukcja prawna (wyodrębniona wspólnota lokalna samodzielnie wykonująca funkcje administracji publicznej). Podjęcie przez samorząd nadto innych funkcji właściwych współczesności spowodowało zmianę akcentów badawczych. Na plan pierwszy wysuwają się nowe funkcje samorządu, wykraczające poza administrację publiczną (działalność na rzecz dobra wspólnego i społeczeństwa obywatelskiego). Stają się one niekiedy głównym elementem definiującym samorząd terytorialny, osłabiając dotychczasową główną funkcję samorządu w znaczeniu prawnym (wykonywanie administracji publicznej). To zaś rodzi niebezpieczeństwo traktowania samorządu jako zjawiska wyłącznie politycznego, wychodząc naprzeciw działaniom osłabiającym pozycję samorządu terytorialnego, zwłaszcza w państwach autorytarnych, rządzonych przez partie populistyczne.
    Until recently, the institution of local self-government has been studied in the legal sciences as a legal structure (a separate local community autonomously performing public administration functions). The fact that local government has embraced other functions applicable in contemporary times has resulted in a shift in research focus. New functions of self-government, going beyond public administration (acting for the common good and civil society), have come to the fore. These functions sometimes tend to become the main element in the definition of local self-government, weakening the existing main function of self-government in the legal sense (the exercise of public administration). This, in turn, creates the danger of self-government being treated as a purely political phenomenon, thus seeking to weaken the position of local self-government, in particular in authoritarian states ruled by populist parties.
