Tym samym w referacie zaprezentowano obecne i przyszłe użycie technologii kosmicznych, a w ramach tego użycie broni ASAT, kwestię Tajwanu i rolę Stanów Zjednoczonych w tym zakresie.
The article discusses the motivations behind China’s cosmic program. The author attempts to answer the question why China wants to probe the moon. This issue is considered from the civil and military perspective. The article also presents the current and future use of cosmic technologies, including the use of the ASAT weapons, the issue of Taiwan and the role of the U.S. in this respect.

The aim of the following work is to evaluate faulty posture rate among kindergarten children. The following article describes the objective and the character of the promotional and prophylactic program conducted by the Wrocław City Council (Urząd Miasta Wrocławia) concerning the “Keep straight” (“Trzymaj się prosto”) campaign. The program includes youth between age of seven and seventeen in whom slight symptoms of faulty posture, concerning lower limbs and the spine, were revealed during examination. The only prophylactic activity assumed by the “Keep it straight” campaign are corrective exercises in gymnasium and swimming pool. The screening of the children and youth also allows introductional diagnostics and recognition of permanent faults and direction of the patients to specialist treatment in orthopedic and rehabilitation clinics. The screening was conducted on the verge of October and November 2007. A physical posture examination method was used to evaluate the faults that appeared. The children from five of Wrocław`s kindergartens were examined. The following work presents the symptomatology of the most frequent faults and highlights the necessity of conducting prophylactic activity at a very young age. The faulty posture is a serious diagnostic and therapeutic problem among young children and can be a source of severe health problems in their future. 373 children were examined. Faulty posture was revealed among 295 what represents 79,08% of the patients; 78 were described as healthy (20,92%). There were 160 boys (80,8%) and 135 girls (77,14%) in the group with faulty posture. There were 38 (19,2%) boys without faulty posture and 40 (22,86%) girls in the same group.

Celem pracy jest przedstawienie doświadczeń francuskiej edukacji w zakresie przygotowania uczniów do wyboru zawodu. W tekście zaprezentowano główne działania podejmowane na szczeblu szkoły średniej (école secondaire), na poziomie collège. Na tym etapie uczeń wybiera dalszą ścieżkę edukacyjną. Doradztwo oraz planowanie kariery zawodowej ma we Francji bardzo bogatą tradycję, sięgającą początków XX w. Jednakże dopiero ustawa o edukacji z lipca 1989 r. narzuciła szkole obowiązek prowadzenia poradnictwa i informacji na temat edukacji i pracy zawodowej. Z kolei ustawa o poradnictwie zawodowym z kwietnia 2005 r. zobowiązała szkoły do opracowania własnego projektu edukacyjnego w zakresie poradnictwa zawodowego. W projekt ten - obok szkoły i nauczycieli - powinni być zaangażowani rodzice uczniów, doradcy zawodowi, tzw. conseiller d’orientation, i profesjonaliści z samorządu lokalnego, organizacji branżowych, firm i stowarzyszeń. Organizacjami pomocnymi w wyborze zawodu są także: Krajowa Agencja Pracy (Pôle Emploi), Centrum Informacji i Dokumentacji Młodzieżowej CIDJ (Centre d’Information et de Documentation Jeunesse), Krajowe Biuro Informacji o Kształceniu i Zawodach ONISEP (Office National d’Information sur les Enseignements et les Professions) czy Centrum Studiów i Badań Kwalifikacji Zawodowych CEREQ (Centre d’Etudes et de Recherches sur les Qualifications). W procesie szkolnym wszyscy uczniowie gimnazjum i liceum uczestniczą w programie edukacyjnym, tzw. ścieżce odkrywania drogi zawodowej i edukacyjnej, którego celem jest przedstawienie w miarę szerokiego spektrum dostępnych zawodów oraz dróg kształcenia. Na etapie gimnazjum wspomniana ścieżka jest jednym ze sposobów nabywania wiadomości i kompetencji wspólnych każdej aktywności zawodowej - mowa tu o kompetencjach społecznych i obywatelskich oraz takich cechach, jak niezależność i inicjatywa. Na etapie liceum ścieżka odkrywania drogi zawodowej i edukacyjnej jest kontynuowana i dostosowana do założeń reformy liceów, która weszła w życie w roku szkolnym 2010. W ramach tzw. nowego liceum do dyspozycji ucznia oddano nowe narzędzia: wsparcie spersonalizowane (accompagnement personnalisé, dwie godziny zajęć tygodniowo), mentoring i możliwości korygowania obranej drogi edukacyjnej. Wprowadzenie do programu ostatniej klasy collège opcji odkrywanie zawodów (DP3) w roku szkolnym 2005 było odpowiedzią na coraz bardziej widoczne nieprzystosowanie młodych ludzi do realiów rynku pracy, wynikające z niewystarczającego przygotowania ich na ten ważny w drodze do niezależności i samorealizacji krok. Należy stwierdzić, że chociaż francuska oświata względnie późno zorientowała się w usterkach systemu na linii szkoła - praca, podjęte zostały dość szeroko zakrojone, wszechstronne działania mające tę sytuację poprawić. Za wcześnie jeszcze, by oceniać, na ile reforma z 2005 r. okaże się skuteczna, ale liczba różnych działań i inicjatyw na rzecz zwiększenia świadomości ekonomicznej wśród młodzieży oraz lepszego przygotowania jej do podjęcia pracy zawodowej daje dobry wzór dla innych krajów.
The aim of this study is to provide insight into the experiences of the French education system in preparing students for making career choices. The text focuses on the key steps taken when students enter secondary school (école secondaire) at the junior level of high school (college). This is when young people have the opportunity to choose which path of education they will follow next. Vocational guidance and planning in France has a very rich tradition, dating back to the beginning of the 20th century. However, it was only the Education Act of July 1989 that placed schools under an obligation to provide information as well as educational and career guidance. Then, the Act of April 2005 on vocational guidance made it compulsory for each school to develop its own educational project on vocational guidance. The project aims to involve not only the school and teachers, but also the students’ parents, career advisors, known as conseiller d’orientation, as well as professionals, with the assistance of the local authorities, trade organisations, companies and associations. Other organisations, whose role is to assist in the selection of a vocational career are the National Employment Agency (Pôle Emploi), the Centre of Information for Youth - CIDJ (Centre d’Information et de Documentation Jeunesse), the National Office for Education and Career Information - ONISEP (Office National d’Information sur les Enseignements et les Professions), and the Centre for Studies and Research on Qualifications - CEREQ (Centre d’Etudes et de Recherches sur les Qualifications). All students at junior and senior secondary level participate in an educational program called the “Pathway to the discovery of educational and vocational options”, which aims to set forth a fairly comprehensive range of available professions and educational alternatives. At the junior secondary level, the above-mentioned pathway is one way of gaining knowledge and skills common to all types of professional activity, i.e. social and citizenship skills, as well as qualities such as independence and initiative. At the senior level, the “Pathway to the discovery of educational and vocational options” is continued and adjusted to comply with the objectives of the reform of senior secondary schools, implemented in 2010. All students of the “new senior secondary” school are to have new tools at their disposal: two hours per week of personalised assistance (accompagnement personalisé), mentoring and opportunities to review their current career path. The introduction, in 2005, of a new option called “discovering occupations” - DP3 - to the curriculum of the final year of collège was a response to the increasingly obvious maladjustment of young people to the realities of the job market, stemming from a lack of proper guidance prior to taking such an important step on the road to independence and self-fulfillment. It must be said that, although French educational authorities were slow to note the existence of system faults at the school/work level of co-operation, they took quite far-reaching and comprehensive measures to rectify the situation. It is still too early to pass judgement on the effectiveness of the 2005 reform, however, the introduction of diverse actions and initiatives geared towards increasing economic awareness among young people and improved guidance enabling them to take up employment, are commendable and a worthy example for other nations.

The paper discusses introduction of multiannual budgetary planning and transition to performance budgeting in the Russian Federation. The author describes some results, problems and the future of the reform. The paper highlights implementation of international experience in the process of the reform. Performance budget is applied in the practice of many countries (the United States, New Zealand, the United Kingdom, the Netherlands, France, Germany, Slovakia). The Russian Federation has also taken ideas of the new system of budget planning. In the middle of 2000s the Russian Government approved the Conception concerning the reform of budget process in the Russian Federation for the period 2004-2006. It was the start of the reform. However, more than 15 years after the beginning of the reforms the Russian budget legislation and practice are in the process of improving. Foreign and international achievements in the fi eld of performance budgeting could be helpful for Russian budget law. Program i audytorium to podstawowe instrumentarium konkurencji bezpośredniej na rynku telewizyjnym. Obecnie jest obserwowana fragmentacja popytu na ofertę programową stacji telewizyjnych, ciągły przepływ widzów pomiędzy różnymi audycjami, kanałami i mediami. W warunkach wzrastającej konkurencji nadawcy uważnie śledzą zmiany w stylu odbioru społecznego treści telewizyjnych, aby dotrzeć do jak najliczniejszej widowni, a równocześnie poszukują kreatywnych rozwiązań w zakresie tworzenia i upowszechniania treści. Dlatego m.in. oferują dostępność do programu na innych urządzeniach niż tradycyjny odbiornik telewizyjny. Współczesny widz coraz częściej korzysta z kilku urządzeń równocześnie, a odbiór jest przesunięty w czasie w stosunku do nadawania. W artykule przedstawiono ofertę programową i widownię głównych nadawców telewizyjnych na polskim rynku, zdefiniowano podstawowe obszary konkurencji i jej uwarunkowania. W analizie wykorzystano źródła wtórne, głównie dane stacji i wyniki badań telemetrycznych z lat 2013-2017. Zastosowano metodę analizy porównawczej, a jej wyniki przedstawiono w formie graficznej i opisowej.

The scientometric analysis of the term "compliance" is used in the article, which is used to denote the organization's continuous efforts to comply with all local and foreign laws, regulations and rules applicable to its activities, including its own internal corporate policies and procedures. For many years, compliance has been emphasized solely in industries that are traditionally tightly regulated, such as health care and financial services. However, after the anti-corruption legislation came into force in Ukraine and Hungary, all industries began to be regulated quite rigidly, and for each legal entity (or division) there was a need for strict monitoring of compliance by industrial enterprises with countless existing laws, regulations and regulations. Ultimately, the essence of a reliable compliance program is not only to avoid investigations, but mostly to shape the ethical environment in which the business will prosper. At present, compliance technologies are increasingly being used in the marketing activities of industrial enterprises.

The article is concerned with the issues of practical utilization of controllers for automation in various technical fields as example Mitsubishi controllers of MELSEC FX1N and FX3U series. Any task, which requires the utilization of electrical control devices, is easy to solve by means of usage of programmable logic controllers. By using software with controllers programming package GX Developer, user has the possibility to program the controller or input changes into existing program. The Laboratory Stand was developed for effective learning of controller programming in LD language.
Artykuł dotyczy zagadnień praktycznego wykorzystania sterowników do automatyzacji w różnych dziedzinach technicznych, na przykład sterowników Mitsubishi serii MELSEC FX1N i FX3U. Każde zadanie, które wymaga wykorzystania elektrycznych urządzeń sterujących, można łatwo rozwiązać za pomocą programowalnych sterowników logicznych. Korzystając z oprogramowania z pakietem programowania sterowników GX Developer, użytkownik ma możliwość zaprogramowania sterownika lub wprowadzenia zmian do istniejącego programu. Stanowisko laboratoryjne zostało opracowane z myślą o efektywnej nauce programowania sterowników w języku LD.

The BCFD program was develped for the analysis of digitized objects using a box-counting algorithm, which has the largest number of applications among the fractal methods in the geosciences. Counting is performed by scanning of image pixels in boxes of different sizes, and the number of boxes is determined automatically from the image resolution. The program calculates the fractal dimension D of theobjects in the image, along with the coefficient of determination R2. Input files are thus transferred to ubiquitous BMP images, in a 1-bit monochrome for mat. The pro gram out puts the re sults on screen, into a text file and op tion ally also di rectly into MS Ex cel, where the data can be fur ther used in charts or other cal cu la tions. It was tested with three fractal and three Eu clid ean ob jects with known the o ret i cal val - ues, plus three geo log i cal im age data (a nat u ral river net work and two frac ture net works), and gave re sults with very high or per fect the o - ret i cal ac cu racy. Ap pli ca tion of data val ues ob tained is pre sented with sev eral ex am ples. BCFD is writ ten in Vi sual Ba sic 6.0. The source code is freely avail able, and is open for any mod i fi ca tions or in te gra tion with other soft ware pack ages that are pow ered by Vi sual Ba sic for Ap pli ca tions (VBA) or its equiv a lent.
