Opis:: Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014-2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socioeconomic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

Opis:: Celem niniejszego artykułu jest przedstawienie narzędzi, jakimi dysponuje samorząd terytorialny w procesie programowania rozwoju lokalnego, dobrych praktyk w zakresie zarządzania urzędem, oraz założeń strategicznych przyjętych w stosownych planach. Weryfikacja ich realizacji w praktyce, na przykładzie miasta Tarnowa, pozwoli odpowiedzieć na pytania, w jaki sposób oddziałują one na region, czy przyczynią się do poprawy sytuacji ekonomicznej mieszkańców oraz uczynienia z miasta Tarnowa faktycznej stolicy subregionu. Wybór ten nie był przypadkowy, miasto Tarnów po utracie statusu stolicy województwa, na nowo poszukuje swojej drogi na ścieżce rozwoju, dodatkowo akcesja Polski do Unii Europejskiej otworzyła przed samorządem lokalnym nowe możliwości, a władze z polityki rozwoju uczyniły główną oś programową stosowanej polityki zarządzania gminą.
After twenty years of democratization process in Poland, and after ten years since the reform of local government has been enforced, establishing a new territorial division of the whole country, the experience of municipalities - the basic territorial units and participants of the local market, are a significant source of knowledge about local development policies and factors that determine this kind of development. The aim of this article is to present tools that the local authorities have in the programming of local development, proper practice in terms of office management, present strategic assumptions adopted in the relevant plans. Verification of the implementation process, with the example of Tarnów, will answer the questions, of their impact on the region and whether they will contribute to improvement of the inhabitants' economic situation and make Tarnów a sub-regional capital. The choice was not accidental; Tarnów has lost the status of the province capital and nowadays is looking for new ways of development. Additionally, accession to the European Union has given new opportunities to the local government, moreover, the authorities have made development policies the main target in management of the district.

The increasing prosperity and mobility of Polish citizens along with global changes in the way people spend their leisure time affect the operation of Polish spa resorts and towns, and increase the importance of developing modern forms of health tourism for the economies of spa resorts. The article discusses the problem of changes in the operation and spatial development of one of the most important Polish spa town Krynica-Zdroj based on the survey results. It seeks to answer the question whether the directions of transformation undertaken by the local authorities stimulate economic developmentand how they influence the perception of Krynica-Zdroj by both the tourists and town's residents.

Opis:: Reformowanie administracji publicznej jest procesem złożonym i długotrwałym, szczególnie w krajach tzw. przemian, o tradycjach niedemokratycznych. Praktycznie przez pierwsze ponad dwadzieścia lat od momentu odzyskania niepodległości Ukraina tworzyła jedynie zręby zdecentralizowanej administracji publicznej, łącząc częściowo wzorce zachodnie oraz funkcjonujące przez dziesięciolecia struktury administracji sowieckiej. Dopiero w drugiej dekadzie lat dwudziestych XX wieku wykonano krok milowy w kierunku istotnej przebudowy struktury i funkcji administracji publicznej, kierując się standardami demokracji zachodnich. Zwieńczeniem procesu reformowania sektora publicznego było utworzenie samorządu terytorialnego na poziomie gromad. Wraz z procesem tworzenia samodzielnych jednostek terytorialnych pojawiła się potrzeba formułowania wieloletnich planów rozwoju, jako podstawowych instrumentów polityki rozwoju społecznego i gospodarczego na poziomie lokalnym. Proces ten w wielu przypadkach był i jest wspomagany aktywnością i doświadczeniem polskich instytucji realizujących na Ukrainie różne projekty, których celem jest opracowanie strategii rozwoju dla jednostek terytorialnych. Celem niniejszego artykułu jest prezentacja uwarunkowań decentralizacji terytorialnej na Ukrainie po odzyskaniu niepodległości na początku lat 90. oraz wyników projektu strategicznego zrealizowanego w 2021 roku przez pracowników Katedry Administracji Publicznej Instytutu Nauk o Polityce i Administracji UMCS. Głównym produktem zrealizowanego projektu było opracowanie Strategii Rozwoju Gromady Herca w obwodzie czerniowieckim na Ukrainie w oparciu o model partycypacyjno-ekspercki. Przedstawione poniżej odnoszą się w szczególności do opisu procesu opracowania strategii rozwoju oraz wniosków z przeprowadzonej analizy strategicznej.
Reforming public administration is a complex and lengthy process, especially in so-called transition countries. Practically, for the first twenty years after regaining independence, Ukraine was only creating the foundations of a decentralized public administration, partially combining Western models and the structures of the Soviet administration that had been functioning for decades. It was only in the second decade of the 2000s that a milestone was made towards a significant reconstruction of the structure and functions of public administration, guided by the standards of Western democracies. The culmination of the process of reforming the public sector was the creation of local government at the community level. Along with the process of creating independent territorial units, a need arose to formulate long-term development plans as the basic instruments of social and economic development policy at the local level. This process in many cases was and is supported by the activity and experience of Polish institutions implementing various projects in Ukraine, the purpose of which is to develop a development strategy for territorial units. The aim of this article is to present the conditions of territorial decentralization in Ukraine after regaining independence in the early 1990s and the results of the strategic project implemented in 2021 by the employees of the Department of Public Administration of the Institute of Political Sciences and Administration of UMCS. The main product of the implemented project was the development of the Herca Municipality Development Strategy in the Chernivtsi Oblast in Ukraine, based on the participatory-expert model. The results presented below refer in particular to the description of the process of elaborating the development strategy and the conclusions of the strategic analysis carried out.
