The paper is a form of mathematical description of the tool - a computer whose primary function is to manage liquidity through follow-up control of the traffic (in less than 1 second) to send signals to the drivers of management traffic light intersections of application is mentioned. Opis:
Safety is the exemption from accidents and losses on human lives. It is also related to property protection, regulation, management and transport technology development. The analysis of accidents indicates that 95% of transport accidents are caused by a human factor failure (wrong evaluation of situation, participant's skills/abilities etc.) One of the most frequent errors of drivers is a wrong decision in a critical situation. The decision process is very complicated since the driver has to evaluate the situation arisen correctly within fractions of a second. The implementation of telematic systems into vehicle equipment reduces the energy intensity, reduces environmental impacts, increases safety etc. Reduction of total operating costs of road vehicles, simplification of vehicle control to the maximum extent and reduction of driver's informational overload is emphasised. Our article deals with the analysis of human factor and investigation of its demonstrations in the context of telematic applications.

W artykule przedstawiono przemiany infrastruktury transportowej miast, których zadaniem było i jest stworzenie nowoczesnych systemów transportowych usprawniających proces przemieszczania ludzi i ładunków w miastach. Zaprezentowany zostały również problem nadmiernego obciążenia miejskiej infrastruktury transportowej, wskazując przy tym jednocześnie na źródła tego niekorzystnego zjawiska. Przy omawianiu rozwoju miasta przedstawiono koncepcję inteligentnego miasta, przy tym wskazano na ciekawe rozwiązania z zakresu telematyki transportu, na przykładzie systemu zarządzania ruchem drogowym oraz przedstawiono efekty tego działania. W ostatniej części artykuły zaprezentowano rozważania dotyczące humanizacji współczesnych miast oraz przedsiębiorczości.
The article presents the transformation of the transport infrastructure of cities, whose task was and is to create a modern transport systems to improve the process of movement of people and goods in cities. Presented they were also the problem of an excessive burden of transport infrastructure pointing at it at the same time the source of the adverse event. In discussing the development of the city we introduced the concept of intelligent city, at the same time pointed out the interesting solutions in the field of transport telematics, for example traffic management system and to show the effects of this action. In the last part of the articles presented considerations relating to the humanization of modern cities and entrepreneurship.

In 2006, the FIFA World Soccer Championships was hosted by Germany. On that occasion new approaches on co-operative traffic management, new duties for ITS and new safety and transport strategies were developed and tested in and between the twelve hosting cities. Its success depended mainly on an actual and reliable information and guidance strategy as well as on a perfect operation of innovative ITS systems, on the way to the stadium and - maybe even more important - on the way back home. So traffic management with ITS played an important role in a suitable organization and operation of it. And the results would be good hints for other cites, regions or countries who will host similar events in the future.

Pochodzenie autorów determinuje także potrzebę poruszenia w referacie kwestii implementacji ITS w regionie łódzkim. Celem opracowania jest przede wszystkim zwrócenie uwagi na rzeczywistą funkcjonalność ITS oraz naturalną potrzebę ich implementacji w miejscach, w których występuje ruch pojazdów transportu drogowego.
In this paper, the authors present the Intelligent Transport Systems as an innovative solution very often facilitates and enhances quality of life of the average person. The origin of the authors determines also need to be addressed in the paper issue of the implementation of ITS in the Lodz region. The aim of the study is primarily to draw attention to the actual functionality of ITS and the natural need for their implementa tion in places where there is movement of road transport vehicles.

Communication between vehicles is very important element of accidents reduce. In this contribution is made accidents analysis in SR and is described all the available techniques for communication between various vehicles among themselves and with the infrastructure. Intelligent Transport System (ITS) in the city and the metropolitan area should be linked to the Mobility Policy (MP) formulated and implemented for this area. On the one side, the implementation of the ITS is one of the MP tools. On the other side, the specific parameters of the ITS (algorithms, tools, efficiency measures) associated with the elements of MP such as its objectives, zoning, priorities. On the basis of the review of model components of MP and IT’S THE common elements and significant correlation are summarized. The theoretical considerations are supplemented with examples from Wroclaw. This article is a continuation of the author’s work and thoughts published under the title of both issues. At their beginning the basic elements of MP and ITS are defined. Then, the ITS is described as a tool in the context of MP’s objectives, zoning and priorities. Next, the ITS parameters such as algorithms, tools, efficiency measures are defined in terms of the MP. Later, the author summarizes the common characteristics and significant correlation between ITS and MP. This allows to provide dedicated solutions to Wroclaw. The summary of the article are desirable directions of integration between MP and ITS. The key issue is here the implementation of integration of management and development among MP and ITS.

The article presents opportunities for the Intelligent Transport System for the city of Wroclaw. In the first part the authors illustrate the current state of the system. The next section presents the results of studies into roads in the city of Wroclaw. The survey respondents were included, i.e. drivers, transport companies and employees of the police, the ambulance and fire brigade. The Author’s research tool was a questionnaire, and the study was conducted using a diagnostic survey. The remaining results show some disadvantages of the system and new perspectives of its development. On the basis of studies the authors presented improvements of the overall architecture of the system. This will allow the police and internships brigades to work more efficiently with primarily alert.

The article shows four scenarios for the development of ITS communications technologies in Poland for the years 2007-2013. Global Business Network methodology is used to make up the scenarios. The basic dimensions of the scenarios are (a) type of sectors in the national economy (public vs. private), (b) type of communications technology (wireline vs. wireless). The scenarios present possible futures.
W artykule przedstawiono cztery scenariusze rozwoju technologii inteligentnego transportu w Polsce, w latach 2007-2013. Do ich opracowania wykorzystano metodologię firmy GBN. Podstawowymi wymiarami, zastosowanymi do budowy scenariuszy, są: (a) rodzaj sektora gospodarki narodowej (publiczny - prywatny), (b) rodzaj łączności (przewodowa - bezprzewodowa). Scenariusze przedstawiają możliwe warianty przyszłości.

Road telematic and driver assistance systems can constitute a real opportunity to support mobility and to improve road safety. Nevertheless, it is necessary to conceive them according to users' needs and requirements, in order to ensure their acceptability and to detect potential harmful effects of their widespread use.
Systemy telematyki drogowej i wspomagania kierowców mogą stanowić prawdziwą okazję do wspierania mobilności i poprawy bezpieczeństwa. Niezależnie od tego konieczne jest jednak opracowanie ich zgodnie z wymaganiami i potrzebami użytkownika, w celu zapewnienia ich odpowiedniości i wykrycia potencjalnych szkodliwych skutków szerszego zastosowania.

Interoperability is one of crucial problems in transport systems and it is touching especially the systems, when their complexity is growing with application of information and communications techniques. Directive of 2010/40/ EU on frameworks of the implementation of intelligent transport systems in the area of the road transport and interfaces with other types of transport has established measures to ensure ITS conformance, interoperability and continuity. Here there is review of the drivers to ITS interoperability achievement, as well as processes of their practical application. Special focus is on testing of the implementation of standards and the specifications.

Architecture of Intelligent Transport Systems (ITS) is a set of general statements which let to plan unified implementation of applications and services, cooperating with each other. Due to formal and practical requirements it should be architecture fulfilling domestic conditions, including public language. The collected knowledge, experience and studies, particularly connected with European Frame ITS architecture, can be a useful start point both to drawing up Polish domestic ITS architecture, as well as to adopting institutional arrangements, allowing for her effective applications and wide approval.

In the modern economy we may observe a very rapid development of telematics systems. The authors of this paper present a mathematical model facilitating determination of telematics system’s reliability in internal transport on a production line of a selected enterprise. Due to the fact that the transportation telematics system operates in the areas of determinist and indeterminist (uncertain, of incomplete fuzzy observation) environments, a model combining the Bayes classifier with fuzzy sets has been proposed. Moreover, in this paper the authors indicate a possibility of adjusting the model to other telematics systems used in a variety of sectors of the economy. As the telematics systems operate in determinist and indeterminist areas, and the system’s reliability depends on all of its symptoms, therefore a combination of these two theories was essential to be able to describe a risk of their operation.

Traffic is a key-factor in modern economics. Despite of this, there is a continual conflict between mobility satisfaction and increased delay. Nowadays, many specialists are trying to find out the reasons why some traffic events occur. ITS are systems which help to make efficient use of road and urban communication network, using information, communication and directing technologies. They make basic conditions for high quality communication and information society that we are approaching also in our country. We have to remember that, according to current statistics 93% of traffic accidents are caused by human error. Assistance systems are the main challenge. They are based on communication (data exchange) not only among vehicles themselves but also vehicles and infrastructure. These so called Intelligent Assistance Systems promise great benefits in the sphere of efficiency of transport systems and road safety. These benefits include mainly increase in the capacity of the road network congestion and pollution reduction, shorter and more predictable driving time, improving traffic safety for all participants of road traffic, lower operational costs of vehicles, better organization and management of road network. In this paper, I first review all the available techniques for communication between various vehicles among themselves and with the infrastructure. The aim of this is to have a complete overview of all the possible communication techniques that the world of electronics and telecommunications has proposed in the last years that can be applied for accomplishing the task of enabling vehicles to communicate and interact with other vehicles as well as with the infrastructure.

Opis:
One of the major advantages of the video cameras' usage for tracking of vehicles is to reduce the costs of Intelligent Transport Systems. However, this requires the development of software techniques allowing an automatic extraction of the vehicle or group of vehicles from the current video frame, which is possible by using the background estimation methods, assuming a fixed camera installed over or at the side of the road. Background estimation based on the linear image filtering algorithms can be performed by averaging a certain number of video frames. However, this technique is relatively slow, which complicates its use, especially in variable lighting conditions. The paper presents an alternative background estimation technique, utilised for its further replacement, based on the nonlinear image filtering algorithms.
