    The purpose of the article is to establish and research the features of space state information policy, which requires the following research tasks to be revealed: to determine the place and role of information policy in the structure of state policy and to establish the dependence of the state's information policy on the development of the space industry and to determine the features of the information policy of the USA as a space state. The USA forms its information policy based on knowledge of the use of advanced technologies, including information technologies, in the space industry. Knowing about the threats of their use, the state warns the population by regulating information activities. Therefore, the information policy of a space state is more developed than that of non-space states. An analysis of the relationship between the state of information policy and the state of the US space industry indicates that the development of one area aects the other. Therefore, in order to implement an eective information policy, both areas should be developed.

    В статье рассматриваются вопросы, связанные с формированием информационного пространства Украины на современном этапе. Проанализированы существующие проблемы в действующем информационном законодательстве Украины в сфере создания, распространения и использования информации. Предложены возможные направления его совершенствования, в частности путем утверждения изменений в существующие законы, принятие новых законов, а также разработки Информационного кодекса Украины. Сделан вывод о том, что именно систематизация законодательной базы будет способствовать развитию информационного пространства современной Украины, что в свою очередь существенно повысит эффективность функционирования всех ветвей власти при управлении обществом и будет способствовать информационной безопасности.
    Artykuł dotyczy zagadnień związanych z tworzeniem przestrzeni informacyjnej Ukrainy. Wskazano na istniejące problemy w obowiązującym prawie w dziedzinie tworzenia, rozpowszechniania i wykorzystywania informacji. Proponowane są rozwiązania na rzecz udoskonalenia obowiązujących przypisów, szczególnie poprzez zatwierdzenie zmian w istniejących przepisach, przyjęcie nowych przepisów, a także opracowanie kodeksu informacyjnego Ukrainy. Stwierdzono, że usystematyzowanie ram prawnych przyczyni się do rozwoju usprawnienia funkcjonowania przestrzeni informacyjnej, co z kolei przyczyni się do bardziej skutecznego wykonywania obowiązków przez wszystkie organy władzy państwowej oraz bezpieczeństwa informacyjnego.
    The article deals with questions related to the formation of the information space of Ukraine at the present stage. The existing problems in the current information legislation of Ukraine in the field of creation, dissemination and use of information are analyzed. Possible directions for its improvement are proposed, in particular by approving changes to existing laws, adopting new laws, as well as developing an information code of Ukraine. It is concluded that it is the systematization of the legislative framework that will contribute to the development of the information space of modern Ukraine, which in turn will significantly increase the efficiency of the functioning of all branches of government in the management of society and promote information security.

    There is a controversy: while information literacy (IL) has been recognized to have a central role in operating efficiently in the information society, previous studies have noted that in the European political agenda, the actual wording of IL is rarely used. This study pays a close visit to 15 Estonian information policy–related national strategic documents from 1998 to 2014 to understand the emerging role of IL in these documents. Qualitative text analysis and critical discourse analysis are employed to analyse both explicit representations and implicit conceptualizations of IL, linked to social determinants, ideologies, and effects from the dominating discourse. Considering the different “faces” of IL (Bruce, 1997), one can see that while the dominant approach to IL is technologically oriented, few other concepts of IL can be detected. Discursively, the information society is defined through economic and technological fields, on the wave of technological determinism and neoliberalism, with some social equality.

    The subject of cyberprostitution reflectsthe growing number of socio-political problems stemming from the dynamic development of cybertechonology and its expansion into every area of human life. In the age of cyberrevolution, there is an increase in the number of pornographic social networking sites. The sex industry quickly adopted all new information technologies to increase young people’s access to pornography. As a result of the link between the internet and the sex industry, the border be-tween the current phenomenon of prostitution and its form in cyberspace has blurred. This article, based on the study, discusses the main motivational factors that contribute to the growth of prostitution. The differences between prostitution in the real and virtual worlds are also indicated. The purpose of the study is moreover to show some disturbing phenomena that may have a negative impact – not only on the emotional development of man – but also on shaping future civil society.

    The significance of computerization of the state is permanently increasing. There is extensive evidence for that, like establishment of the Ministry of Administration and Digitalization, creation of Digital Poland Operational Program or designation of more than EUR 3.25 billion in 2014– –2020 for related activities. Information society infrastructure development is planned to be performed on both state- and regional-government levels. This approach enables better identification and meeting of needs but, on the other hand, enforces a need for firm coordination. A dedicated project was appointed to create the system of coordination. The present paper is a summary of results of this project. The results of diagnostic works are presented in the initial sections. The purpose of the diagnosis was to create a solid foundation for the system. The following sections present the system. The presentation of the system is focused on theoretical assumptions for the system and the way of implementing these assumptions in practice. In the conclusion the most important challenges of system implementation were identified and presented.

    Zjawisko społeczeństwa informacyjnego (SI) stanowi przedmiot zainteresowania wielu dziedzin nauki, w tym geografii, ekonomii, a także socjologii. Na tle różnych badań dotyczących społeczeństwa informacyjnego projekt ESPON 1.2.3 wyróżnia się tematycznym i przestrzennym zakresem analizy. Celem projektu było bowiem nie tylko przedstawienie stanu społeczeństwa informacyjnego i trendów w tym zakresie w Europie z perspektywy terytorialnej , lecz także zbadanie oddziaływania społeczeństwa informacyjnego na rozwój przestrzenny różnych typów regionów oraz sformułowanie na tej podstawie zaleceń dla praktyki na poziomach makro-, mezo- i mikro-. Projekt stanowi pierwszą próbę włączenia zagadnień przestrzennych do analizy społeczeństwa informacyjnego w rozszerzonej Europie i należy go traktować jako pilotaż do dalszych badań.
    The Information Society’s phenomenon is a subject of interest of many scientific disciplines, among them geography, economy and sociology. The ESPON 1.2.3 project differ against a background of research on the Information Society because of its thematic and spatial scope of the analyses. The operational objective of the project was not only the description of Information Society’s state and trends in Europe from the territorial perspective15, but also analysis of Information Society’s effects on spatial development in different types of regions and formulation on that basis of policy recommendations for macro-, meso- and microlevels. The project has been the first attempt to include the issues of the Information Society into research conducted in the field of spatial development within the enlarged European Union and it should be conceived as a pilot study for the future research.

    The content of the study is mainly focused on determining the changes taking place in society under the influence of technological development. The first part of the article provides an overview of the different types of societies and the characteristics of each of them. The next part of the study presents the role of education in the changing social situation. The last part indicates the direction of changes in the context of using information and communication technologies in higher education teaching.

    Opis:
    The paper discusses the complex problem of publication of legal (normative) acts under requirements of information society. Based on analysis of the constitutional provisions and statutory regulations we may positively judge the standardization of the principles and procedures of publication of normative acts in Poland. According to the standards of the rule of law, transparency of law, the principles of non-retroactivity, the electronic communication of law content appears to be a good solution. However, nowadays policy of state organs – violating the legal order – confronts us, not only with the material and technical barriers of computerization, but also with the constitutional issues.
    Przedmiotem artykułu jest złożone zagadnienie promulgacji aktów normatywnych w warunkach społeczeństwa informacyjnego. Analiza przepisów Konstytucji RP oraz ustaw pozwala na pozytywną ocenę zasad i trybu publikacji przepisów prawnych w Polsce. W świetle standardów wynikających z zasad państwa prawnego, jawności prawa czy niedziałania prawa wstecz ogłaszanie aktów prawnych w postaci elektronicznej jest prawidłowym rozwiązaniem. Jednakże obecna polityka organów państwa, naruszająca porządek prawny, zmusza do rozpatrywania problemu publikacji aktów normatywnych w ramach nie tylko technicznych barier komputeryzacji, ale także aktualnych sporów konstytucyjnych.

    Przedstawiono wybrane aspekty powszechnej usługi telekomunikacyjnej w polityce Unii Europejskiej, ze szczególnym podkreśleniem znaczenia tej usługi w programie kształtowania europejskiego społeczeństwa informacyjnego na obecnym etapie. Korzystając z dokumentów UE, omówiono podstawowe właściwości usługi powszechnej, zwracając uwagę na jej aspekty społeczne oraz umocowanie prawne w polityce organów państwowych. Przeanalizowano także wnioski wynikające z nowego pakietu regulacyjnego dla rynku komunikacji elektronicznej w kwestii usługi powszechnej w telekomunikacji. Ponadto scharakteryzowano stan prawny usługi powszechnej w Polsce na tle rozwiązań wspólnotowych, ukazując występujące rozbieżności dotyczące określenia usługi, obowiązku jej świadczenia oraz zasad finansowania. Zaproponowano sposób postępowania przy pracach nad dostosowaniem polskiego prawa telekomunikacyjnego do prawa wspólnotowego w kwestii usługi powszechnej.
    The paper presents selected aspects of the universal telecommunications service in European Union policy, with particular emphasis on the significance of this service on the programme for shaping the European information society at the current stage. The basic properties of the universal service have been described with the use of EU documents with particular emphasis on the social aspects and the legislative authority of the policies of state authorities. The conclusions arising from the new regulatory package for the electronic communications market has also been analysed in terms of the universal telecommunications service. Furthermore, the legal status of the universal service in Poland have been characterised in comparison with Community solutions, illustrating the differences that exist in the definition of the service, the duty to provide them and the principles its financing. A method of proceeding has been proposed in the work on adjusting Polish telecommunications law to Community law on the matter of universal service.
