    The aim of this article is to provide the synthetic presentation of over twenty years of Poland’s experience in establishing and obeying the system of fiscal rules. This experience depicts the scale of problems entailed by public authorities’ low determination as regards observance of constraints imposed on them. Therefore, it is necessary to substantially reinforce the budgetary frameworks in Poland with the use of the best European models. Firstly, the ESA 2010 standards should be fully implemented into the Polish legal order. Secondly, the Polish system of fiscal rules should be complemented with the budget balance rule, which would make it easier to achieve and maintain a medium-term budgetary objective defined by the EU regulations. Thirdly, a fiscal institution should be established, which would allow for constant and independent of the government monitoring of the observance of fiscal rules. Such institutional changes would make it possible to constrain the discretionary nature of the fiscal policy and, consequently, would increase Poland’s fiscal sustainability in the medium and long term. The basic research methods used in this paper are dogmatic analysis and comparative legal analysis.

    The aim of the study is to assess fiscal sustainability in the Czech Republic, Hungary and Poland and to test for existence of fiscal dominance in these countries in the context of the fiscal theory of the price level. The empirical study is conducted using unit root tests and cointegration analysis with possible structural breaks. The approach is consistent with so called backward-looking approach for fiscal dominance testing proposed by Bohn (1998). The results suggest that in the Czech Republic and Poland fiscal dominance prevailed in the analyzed period, while in Hungary – monetary dominance. The result for Hungary may be caused, however, by a one-time reduction in debt resulting from changes in pension system.

    Libya is highly dependent on exhaustible and volatile hydrocarbon resources, which constitute the bulk of government revenues. Although resource wealth provides the means to promote socio-economic development, procyclical fiscal policies threaten macroeconomic stability as well as fiscal sustainability and intergenerational equity. This paper provides an assessment of the cyclically adjusted fiscal stance, analyzes fiscal sustainability according the permanent income framework, and simulates various fiscal policy rules with the objective of developing a rulebased fiscal strategy that would delink the economy from oil price fluctuations, improve the management of resource wealth, and safeguard macroeconomic stability. The empirical results suggest that an “enhanced” structural fiscal balance rule would provide the strongest anchor for policymaking, accommodating for output and/or commodity price shocks, though at the cost of relative complexity.

    Our study estimates potential fiscal savings from increased physical activity among older people. This is the first study directly assessing the possible impact of higher physical activity on long-term fiscal sustainability. The study focuses on Poland, where ageing costs are mostly associated with an increase in public spending on healthcare and long-term care. Our results suggest that physical activity has the potential to significantly decrease healthcare and long-term care expenditures. Converting these results into long-term fiscal sustainability, we calculate the S2 indicator, used by the European Commission for the assessment of fiscal sustainability in the long horizon. The long-term component of the indicator, related to ageing costs, is lower by almost 0.7 in comparison with the baseline case, 0.5 of which can be attributed to the reduction in long-term care and 0.2 to the reduction in healthcare. Our results confirm that increased physical activity among older people may lead to a reduction in expenditures related to population ageing and may significantly improve long-term fiscal sustainability.

    Fiscal sustainability is considered as a fundamental requirement of economic growth. The paper studies this topic regarding the EU Member States, especially the new ones. The ageing society of the EU countries results in growing dependency ratio and growing agerelated budget expenditure as implicit requirements. All these require the maintenance of the current state debt ratio and a permanent budget adjustment. The differences among Member States are significant, the country risks are diverse. In certain countries unsustainable public finances -sustainability gap – might evolve. Sustainable public finances are considered of special importance in the system of the EMU. Due to the lack of exchange rates, risk premia it comes to the spill-over of fiscal sustainability problems. Besides the reduction in state debt the creation of sustainable public finances requires employment and productivity growth, and the reforms of age-related expenditure. The quality of public finances requires the joint observance of several dimensions: long-term sustainability, stabilization (demand shocks), adjustment (effects of supply shocks) and the promotion of long-term growth are of outstanding importance. Main factors of the quality of public finances are the size of government, the level of deficit and state debt, composition of public spending, the structure of the tax system, and the fiscal governance and regulation. The Economic and Monetary Union itself has not forced out the necessary reforms yet. The fundamental public finance reforms are, however, unavoidable. In the ageing society there is a growing need for forward-looking policies. The integrated structural reforms that could contribute to the promotion of the potential growth might bring permanent solutions.

    The aim of the article is to analyse selected theoretical and practical aspects of fiscal sustainability and the conditions of economic crisis, in the constitutional and financial context. The legal regulations on the stabilisation of state finances and the constitutional fiscal rules are presented. The values of fiscal indicators in the EU countries in the years 2019–2022 have been compared. The research shows that, despite the increasing legal regulations and progressive constitutionalisation of fiscal rules, intensive intervention measures taken to counteract the economic effects of the COVID-19 pandemic have led to fiscal destabilisation.
    Celem artykułu jest analiza wybranych teoretycznych oraz praktycznych aspektów stabilności fiskalnej w warunkach kryzysu gospodarczego, w kontekście konstytucyjnym oraz finansowym. Przedstawiono regulacje prawne stabilizacji finansów państwa oraz konstytucyjne reguły fiskalne. Zestawiono wartości wskaźników fiskalnych w państwach UE w latach 2019–2022. Z badań wynika, że mimo coraz szerszych regulacji prawnych i postępującej konstytucjonalizacji reguł fiskalnych, intensywne działania interwencyjne, podjęte w celu przeciwdziałania gospodarczym skutkom pandemii COVID-19, doprowadziły do destabilizacji fiskalnej.

    The purpose of this article is to analyse proposed amendments to the debt limit from Article 216(5) of the Polish Constitution. The constitutionalization of the above limit raised many concerns and doubts, which returned in times the COVID-19 virus and Russia’s invasion of Ukraine in 2022. In the ongoing debate in recent years, it was proposed to raise reference value of debt to 90% of GDP or to exclude defence spending from the rigour of the constitutional rule. Undertaking an assessment of the proposed amendments the author first discusses the ratio legis of the fiscal rule and the problem of its application in extraordinary situations. The analysis allows the conclusion that undoubtedly the constitutional debt limit should be amended, however the above proposals do not solve the essence of the problem and thus do not deserve to be taken into account.
    Celem artykułu jest analiza propozycji zmian limitu zadłużenia z art. 216 ust. 5 Konstytucji RP. Konstytucjonalizacja powyższego ograniczenia budziła wiele obaw i wątpliwości, które powróciły wraz z wybuchem epidemii wirusa COVID-19 oraz inwazji Rosji na Ukrainę w 2022. W toczącej się w ostatnich latach debacie proponowano m.in. podwyższenie powyższej wartości referencyjnej długu do 90% PKB, czy nieuwzględnianie przy obliczaniu wartości państwowego długu publicznego pożyczek, gwarancji i poręczeń finansowych służących finansowaniu potrzeb obronnych Rzeczypospolitej Polskiej. Podejmując się oceny zaproponowanych zmian autor w pierwszej kolejności omawia ratio legis przedmiotowej reguły fiskalnej oraz problematykę jej stosowania w sytuacjach nadzwyczajnych zagrożeń. Dokonana analiza pozwala na stwierdzenie, że niewątpliwie konstytucyjny limit zadłużenia wymaga nowelizacji jednakże przedłożone propozycje zmian nie rozwiązują istoty problemu i tym samym nie zasługują na uwzględnienie.

    The article attempts to assess the impact of selected economic and social factors on the fiscal sustainability of cities in Poland. The research sample covered 241 such local government units, and the time range was 2004–2016. The article uses the econometric modeling of panel data. The analysis revealed that the extent of the relationship between the economic and social development of local governments and their financial health proved to be significantly lower than could be expected. The possible cause of this situation seems to be the dependence of local budgets on external grants and the high share of fixed expenditure, as well as the existence of “soft budget constraints”, which guarantee the aid form central budget in case of insolvency.
    Celem artykułu jest ocena wagi wybranych czynników ekonomiczno‑społecznych w kształtowaniu stabilność fiskalnej gmin miejskich w Polsce. Próba badawcza objęła 241 takich gmin, a zakres czasowy badania dotyczył lat 2004–2016. W artykule wykorzystano metodę ekonometrycznego modelowania danych panelowych. Przeprowadzona analiza wykazała, że zakres związku między potencjałem społeczno‑gospodarczym badanych JST a ich sytuacją finansową okazał się zdecydowanie mniejszy, niż można byłoby oczekiwać. Wpływ na ten stan rzeczy wydaje się mieć uzależnienie budżetów samorządowych od transferów zewnętrznych oraz wysoki udział wydatków sztywnych, jak również istnienie tzw. miękkich ograniczeń budżetowych, które gwarantują otrzymanie pomocy finansowej z budżetu centralnego w przypadku zagrożenia niewypłacalnością.

    Celem artykułu jest próba oceny obowiązującego katalogu zadań i kompetencji jednostek samorządu terytorialnego (JST) z punktu widzenia ich konsekwencji dla stabilności fiskalnej sektora samorządowego w Polsce. Opracowanie składa się z trzech części. W pierwszej z nich scharakteryzowano ogólne reguły podziału zadań publicznych między państwo a samorząd teryto-rialny (i jego poszczególne szczeble). W drugiej części artykułu wskazano na niektóre kwestie związane z obowiązującą konstrukcją katalogu zadań samorządowych, a także zasadami ich reali-zacji oraz finansowania, mogące stanowić zagrożenia dla stabilności fiskalnej JST, zaś część trzecia zawiera podsumowanie. Z przeprowadzonej analizy wynika, że najistotniejsze zagrożenia dla stabilności fiskalnej JST wiążą się z nagminnym łamaniem konstytucyjnej zasady adekwatno-ści. Odnosząc się do istotnego z punktu widzenia stabilności fiskalnej problemu zagwarantowania przez samorządy stosownego poziomu usług publicznych oraz finansowania przyszłego rozwoju wspólnot terytorialnych nie można pominąć kwestii braku precyzyjnych kryteriów umożliwiają-cych jednoznaczne rozgraniczenie sfer odpowiedzialności odrębnych szczebli samorządowych za poszczególne rodzaje usług publicznych. Istotny problem stanowi także brak dostatecznych moż-liwości autonomicznego kreowania fakultatywnych zadań własnych. Ważnym zagadnieniem jest ponadto ograniczenie realnego wpływu samorządów na wykonywanie niektórych ważnych z punktu widzenia wspólnot terytorialnych kategorii usług publicznych z uwagi na pozostawienie kompe-tencji ustrojowo-organizacyjnych w gestii administracji centralnej.
    The purpose of the article is an attempt to evaluate the current catalog of public functions and competence of sub-central governments from the point of view of their consequences to the sub-central fiscal sustainability. The papers consist of three parts. In the first one the author character-izes general rules for assignments of public tasks between central and sub-central governments (and their various tiers). In the second part of the article some problems associated with that tasks (as well as the rules for their implementation and financing), which could threat to fiscal sustaina-bility, are mentioned. Part three provides a summary. The analysis shows that the most significant threat to fiscal sustainability is a common violation of the constitutional principle of adequacy. Referring to the significant problem of ensuring the appropriate level of public services and the financing of future development the lack of precise criteria of delimitation the responsibility of the different levels of sub-central governments for the various types of public services seems to be very important problem. A major issue is the lack of adequate opportunities for autonomous crea-tion of optional tasks by gminas. An important matter is the limited impact of sub-central govern-ments on performing some public services because of the fact that most of political and organiza-tional competences are reserved to central government.

    The aim of this article is to demonstrate the development of general government debt and general government balance in two Eurozone countries, Germany and France, in order to investigate the extent of the fulfilment of the convergence criteria. The article is divided into two periods: from the creation of the Euro currency to the period before the global financial crisis, and after it to the time of the pandemic. France and Germany notoriously violated the rules of the Stability and Growth Pact. The beginning of the financial crisis saw a sharp rise in the deficit and debt-to-GDP ratio to over 80% in both countries followed by a fiscal consolidation period. As a result, Germany managed to reduce its debt to 60% of GDP, while in France this indicator achieved a level close to 100% in 2019. The methodology is based on an analytical approach and a literature review of the subject (see Escolano, 2010). Following this methodology, the debt sustainability analysis of the public debt was carried out. According to the author, France should have carried out the necessary structural reforms. Otherwise, if interest rates of ECB continue to rise, France may face a critical situation.
    Celem artykułu jest prezentacja rozwoju długu sektora instytucji rządowych i samo- rządowych oraz salda sektora instytucji rządowych i samorządowych w dwóch krajach strefy euro: w Niemczech i we Francji w celu sprawdzenia stopnia wypełnienia kryteriów konwergencji. W artykule omówiono dwa okresy: od czasu utworzenia wspólnej waluty do okresu przed globalnym kryzysem i po globalnym kryzysie do czasu pandemii. Francja i Niemcy notorycznie łamały zasady Paktu Stabilności i Wzrostu. Początek kryzysu to skokowy wzrost deficytu oraz relacji długu do PKB do poziomu ponad 80% w obu krajach, a następnie okres konsolidacji fiskalnej, w efekcie której Niemcy zdołały obniżyć swój dług poniżej 60% PKB, podczas gdy we Francji wskaźnik ten zbliżył się do 100% w 2019 roku. Metodologia przyjęta w artykule opiera się na podejściu analitycznym oraz przeglądzie literatury przedmiotu. W oparciu o tę metodologię przeprowadzono analizę stabilności długu publicznego. Zdaniem autora, Francja mogła wykorzystać okres wzrostu gospodarczego i przeprowadzić niezbędne reformy strukturalne. W sytuacji, kiedy podwyżki stóp procentowych ECB będą kontynuowane, kraj ten może znaleźć się w obliczu sytuacji krytycznej.

    Fiscal balance is perceived as a principal measure of fiscal sustainability in the local government. It also affects the budgetary response to a potential recession, determining a fiscal distress and a financial resilience. Thus, the economists conduct studies to identify factors influencing the fiscal balance at the local public level. Therefore, the aim of the paper is to examine fiscal, socio-economic, political, and institutional factors which affect the level of fiscal balance of the local government sector in Gross Domestic Product (GDP) on the basis of the OECD countries in the period 2007–2021. In the study both panel data models with fixed effects (FE) and random effects (RE), dynamic panel data models (GMM), as well as panel quantile regressions with fixed effects were estimated. As a result, the paper confirms that fiscal balance of the local government in GDP is affected by fiscal decentralisation on the expenditure side, an investment activity, a change in the debt ratio, an inflation, a change in the unemployment rate, the Human Development Index, the trade openness, the GDP growth, and local elections. What was also found was a statistically significant influence of the corruption in the case of the panel quantile regression with fixed effects. In addition, the Mann-Whitney U test, the Kruskal-Wallis test, and the Dunn test were applied to identify whether the level of fiscal balance of the local government sector in GDP had the same distribution in Central and Eastern European (CEE) countries and other OECD countries.
    Równowaga fiskalna postrzegana jest jako podstawowy miernik stabilności fiskalnej w samorządzie terytorialnym. Wpływa ona na reakcję budżetu na wypadek potencjalnej recesji, determinując zagrożenie fiskalne i odporność finansową. Stąd ekonomiści prowadzą badania w celu identyfikacji czynników oddziałujących na równowagę fiskalną na szczeblu lokalnym. Dlatego celem tego artykuły jest zbadanie czynników o charakterze fiskalnym, społeczno-ekonomicznym, politycznym i instytucjonalnym, które wpływają na poziom salda budżetowego w relacji do Produktu Krajowego Brutto (PKB) na podstawie krajów OECD w latach 2007–2021. W badaniu zastosowano modele panelowe z efektami stałymi oraz z efektami losowymi, dynamiczne modele panelowe (GMM) oraz kwantylową regresję panelową z efektami stałymi. W rezultacie potwierdzono, że na poziom salda budżetowego samorządu terytorialnego w relacji do PKB oddziałuje strona wydatkowa decentralizacji fiskalnej, aktywność inwestycyjna, zmiany wskaźnika zadłużenia, inflacja, zmiana stopy bezrobocia, Wskaźnik Rozwoju Społecznego, wymiana handlowa, wzrost PKB oraz wybory samorządowe. Ujawniono także statystyczną istotność wpływu korupcji w przypadku oszacowanych modeli kwantylowej regresji panelowej z efektami stałymi. Dodatkowo zastosowano testy statystyczne U Manna–Whitney’a, Kruskala–Wallisa oraz Dunna w celu zidentyfikowania różnic pomiędzy krajami Europy Środkowo-Wschodniej i pozostałymi państwami OECD pod względem rozkładu badanego salda budżetowego w PKB.

    Celem artykułu jest przedstawienie koncepcji stabilności fiskalnej w świetle raportu Komisji Europejskiej Fiscal Sustainability Report 2012 oraz jego krytyczna analiza. Analiza rozpoczyna się od przedstawienia ogólnej koncepcji stabilności fiskalnej, a następnie wprowadza podejście zastosowane w raporcie. Szczegółowo przedstawione zostały wskaźniki stabilności fiskalnej S1 i S2 w kontekście kryzysu zadłużenia, procesu starzenia się społeczeństwa, a także przy uwzględnieniu implikacji płynących z ekonomii politycznej. Przyjęta przez autora metodologia opiera się na podejściu analitycznym, które umożliwia ocenę stabilności fiskalnej. Ponadto w artykule zastosowano analizę opisową oraz metodę porównawczą. Zostały skomentowane wyniki pomiaru stabilności fiskalnej w Europie i w Polsce. Zakres analizy stabilności finansów publicznych został rozszerzony o Polskę w celu uwzględnienia podwyższenia ustawowego wieku emerytalnego do lat 67 dla kobiet i mężczyzn oraz ukazania jego wpływu na stabilność finansów publicznych w średnim i długim horyzoncie czasowym. W końcowej części artykułu, oprócz wniosków, wyodrębnione zostały zalety i wady podejścia zastosowanego w raporcie. Pomimo faktu, że przedstawiona tam koncepcja nie może zostać bezpośrednio zastosowana w bieżącej polityce gospodarczej - ze względu na wysoką wrażliwość wskaźników stabilności na zmiany parametrów - Raport o stabilności fiskalnej powinien służyć jako istotny dokument rządowy, regularnie uaktualniany, niemniej wymagający sporej dozy obiektywizmu.
    The article focuses on the concept of fiscal sustainability in light of the European Commission’s Fiscal Sustainability Report 2012. The author discusses the concept of fiscal sustainability and examines sustainability indicators (S1 and S2) in the context of a sovereign debt crisis and population aging. The author uses an analytical approach as well as descriptive analysis and comparative methods in his research. He comments on the results of fiscal sustainability studies for Poland and Europe as a whole. The analysis of fiscal sustainability in Poland takes into account a recent increase in the statutory retirement age to 67 years for men and women and shows the detailed impact of that decision on the sustainability of public finances in the medium and long term. In the final part of the article, the author highlights the advantages and disadvantages of the approach used in the report. He concludes that the concept of fiscal sustainability cannot be used directly in day-to-day economic policy due to the high sensitivity of sustainability indicators to parameter changes. According to Ptak, the European Commission’s Fiscal Sustainability Report is an important policy document that should be updated regularly.
