    Opis:
    The article discusses the importance of evaluation in shaping effective public policies. Its purpose is to answer the question of whether and in what conditions evaluations can be a tool for improving the efficiency of public policies. The article has a theoretical nature and is based on studies of both domestic and foreign literature. The analysis presented in the paper shows that from a theoretical point of view the evaluation (along with its methodology and analytical tools) can be an effective instrument for improving the efficiency of public policies. In practice, however, this efficiency mainly depends on such factors as: the model of governance or the mentality of public administration representatives.

    The purpose of this paper concerns the relation between delivery of electronic services (e-services) and evaluation of public administration performance. Public sector organizations should pay attention and determine the strategies to be followed in order to increase the satisfaction of citizens and businesses in relation to delivery of electronic services. The study aims to review the demands toward progress to the competitiveness, the sustainability, efficiency and effectives in public administration that have rapidly enforced the wide reforms in the public sector, in order to modernize the initiatives to offer better electronic services for the citizens. The article aims to present that the transformation process toward providing electronic services to the citizens should be assessed continuously, in light with challenges, demands and process of globalization, in order to strengthen the capacities of public administration and make it more efficient. In this regard, the regular evaluation and measurement of the public administration performance leads toward the promotion of enhanced public services and higher level of accountability. Through receiving the e-services, citizens can save their time, can reduce the expenses and create an easier access of communication with all levels of the government.

    Some aspects of discounting of infinite streams of economic quantities (consumption, saving, utility) are considered. The main points of the paper may be summarized as follows. The philosophy of discounting concerns methods of evaluation and/or comparison of multi-period phenomena and processes. The techniques applied (numerical, analytical) may equalize the gravity of subsequent generations or privilege certain generations rather than other ones. They can – to some extent – influence quality of life and the chances of survival in future generations. These (quite natural) connections between discounting and intergenerational justice and sustainability have been pointed out. Systems of axioms for “ethical” and “sustainable” preferences are presented, together with some related (sub)disciplines. Inspirations derived mainly from psychology suggest the modification of the geometric discounting paradigm by slowing down the convergence of discount factors to zero. It should be pointed out that such “heavy tailed” discounting has proved to be useful (and become strongly recommended) for evaluation of a variety of long-time horizon undertakings. Some examples of non-classical discounting rules are given. Finally, the author’s proposal of modeling the duration of the world as a Poisson random variable has been formulated.

    The geographical location and climatic conditions of Ukraine cause the active development of land reclamation, as it enables to ensure stable and high yields. The complexity of forecasting in this area, namely the dependence of the results on the changing weather and climate conditions, does not allow to effectively use the standard instruments for justifying the investment for agricultural and land reclamation innovation. The necessity of improving methodological approaches to evaluating the effectiveness of investments in projects in the field of agricultural production and land reclamation was substantiated. The proposed approaches were tested on the advanced technology of water treatment in irrigation based on using a vibrating gravitation filter enabling to perform simultaneously the processes of water treatment and filter element regeneration. The obtained results clearly show that the advanced technology of irrigation water treatment and the developed for this technology design of the vibrating gravity filter are cost-effective. The current payback period for irrigation projects when using the purified water under this advanced technology is 5 years. It is the same as for the irrigation projects when using clean irrigation water. Thus, our proposed approaches to the evaluation of investments in new water treatment technologies applied in irrigation enable to adapt the modern methodology of analysis of economic and investment efficiency of projects to the domestic needs of agricultural production, namely to take into account the impact of changing weather and climate conditions on the resulting economic parameters.

    The article attempts to define the category of publication efficiency in science, and in this context to determine the strength of connections between financial outlays, the number of academic staff and the number of publications on the Web of Science at Nicolaus Copernicus University in Toruń. Reference data are established by the indexes compiled analogously at the Polish national level. The obtained results suggest a positive trend in publication efficiency at both the national and NCU levels. However, the differences between faculties and disciplines are significant. Moreover, analysis makes it possible to say that the developed measures constitute a good, synthetic source of information.

    The approach to forest management has changed many times over the time. Forest receives increasingly a lesser extent as wood and wild game supplier. Social and protective functions of the forest have begun to play more and more essential role. Change in the perception of the forest functions entails the questions about the economic consequences of the forest management in an era of changing priorities. This paper aims to compare approaches to the economic consequences of actions undertaken in the forestry in different periods. The evolution of the approach to the economic analysis can be traced. Analysis of historical publications allows to observe the changes, starting from 1820, when no special attention to the uniformity of drawing income from the forest was paid, through the interwar period, when attempts were made to maximize the profitability of forestry and through the World War II, when no analysis of economic rationality was taken, to the current situation, when more and more attention is paid to the economic consequence of changes in forest management priorities. Presented issues should be a contribution to the discussion on economic issues associated with conducting forest management especially in the context of the tasks included in the forest management plan. It must be noted that, despite the provisions in the instructions for the analysis of forest economic conditions, they often were not reflected in the management plans. Studies aimed at awareness raising and, consequently, the development of the synthetic parameters of an objective description and comparison of the economic conditions of forestry functioning both within the forest district and larger units seem to be necessary.

    Data Envelopment Analysis (DEA) is a well-established, popular, and often used method for efficiency evaluation of units from all sector, both commercial and nonprofit organisations, of any scale of operations. Network DEA models are a relatively recent approach used to examine the efficiency of decision-making units (DMUs) having an internal structure of sub-processes. The article presents the concept of DEA network models in estimating the efficiency of courier and messenger companies with relations to their business clients. The considerations are supported by an example of data concerning leaders from the sector of couriers and messengers in Poland and one of the biggest and most popular online stores. The results are compared with the traditional DEA approach. In addition, to measure reliability for DEA scores, the jackknife procedure was performed. The author proves the usefulness of network DEA as a research and management tool.

    Pojęcia kluczowe z punktu widzenia budżetu zadaniowego nie zostały jak dotąd w polskiej doktrynie jednoznacznie zdefiniowane, panuje wręcz swego rodzaju definicyjny chaos. Aby uporządkować, przynajmniej częściowo, terminologię w tym zakresie, niezbędne jest odróżnienie budżetu zadaniowego (budżetu jako instytucji prawnej), budżetu w układzie zadaniowym (budżetu w ujęciu ekonomicznym) oraz systemu planowania zadaniowego w sektorze finansów publicznych. Budżet zadaniowy jest jednym z podstawowych instrumentów nowego zarządzania publicznego (new public management) służących podnoszeniu efektywności (relacji nakładów do wykonanych usług publicznych) oraz skuteczności (jakości) funkcjonowania sektora publicznego. Pozwala on uzyskać istotne informacje na temat rezultatów uzyskiwanych przez administrację publiczną, jak również umożliwia uczynienie informacji budżetowych bardziej przejrzystymi (zrozumiałymi) zarówno na szczeblu centralnym, jak i lokalnym. Jednak aby budżet zadaniowy stał się rzeczywiście narzędziem racjonalizacji wydatków budżetowych, koniecznie jest dokonanie całościowej analizy funkcjonowania państwa w celu identyfikacji obszarów, w których konieczne jest dokonanie zmian w przepisach prawa, jak również zwiększenie egzekwowalności obowiązujących przepisów.
    The key terms of performance budgeting have not yet been yet clearly defined in Polish practice, there is even a kind of definitional chaos. To systematise, at least in part, the terminology in this area it seems necessary to distinguish between a performance budget (the budget as a legal institution); a task-oriented budget (the budget in economic terms); and the system of performance planning in the sector of public finances. The performance budget is one of the main instruments of the New Public Management that is used to increase the efficiency (ratio of expenditure for public services performed) and the effectiveness (the quality) of the functioning of the public sector. This allows the obtaining of relevant information about the results achieved by public administrations and permits more transparent (understandable) budgetary information at both central and local level. However, if we want to use the performance budget as a practical tool for the rationalization of public expenditure it is necessary to conduct a comprehensive analysis of the functioning of the state, in order to identify areas where it is necessary to make changes in the law or increase the enforceability of existing laws.

    Kapitał ludzki stanowi dziś jeśli nie najważniejszą, to jedną z najważniejszych wartości przedsiębiorstwa. Celem każdego przedsiębiorstwa jest osiąganie wytyczonej drogi m.in. przez mnożenie kapitału (jego rozwój). Współcześnie w osiągnięciu zmierzonych celów może pomóc Europejski Fundusz Społeczny, którego głównym założeniem jest właśnie poprawa jakości kapitału ludzkiego. Aktualnie nastał czas, by przypatrzeć się bliżej wydawanym na ten cel środkom z EFS i określić kierunki jego rozwoju, tak by przyniosły wymierny skutek przedsiębiorcom.
    Human capital is today, if not the most important, then one of the most important values of the company. The aim of any company is to reach the predefined path by, for example, multiplying the capital (the development). Nowadays, the European Social Fund, which main objective is the improvement of the quality of human capital, can help in achieving pursued objectives. Currently, it is time to look closer at funds issued for this purpose by the ESF and to define the directions of its development so that they would bring a tangible result to entrepreneurs.

    Cel: Przedstawienie pojęcia badań ewaluacyjnych. Autorki skupiają się na wykorzystaniu ewaluacji w zarządzaniu, gdzie służy ona podniesieniu efektywności i utylitarności wdrażanych działań. Artykuł przedstawia wzrost zainteresowania badaniami ewaluacyjnymi i zwiększoną częstotliwość ich użycia jako wynik intensywnej praktyki w zakresie wdrażania programów, projektów i innych pomniejszych interwencji w zakresie zarządzania organizacjami. Autorki pragną skłonić odbiorcę do wnikliwszego zapoznania się z pojęciem i wprowadzenia go do praktyki organizacji. Wprowadzenie: W niniejszym artykule pokrótce scharakteryzowano pojęcie badań ewaluacyjnych, jego etymologię oraz specyfikę na tle wyrażeń takich jak „kontrola”, „audyt” czy „monitoring”. Przedstawiono historię ewaluacji – jej genezę. Autorki wyszczególniły podstawowe kryteria ewaluacyjne, a także starały się przybliżyć czytelnikowi, w świetle wcześniejszych informacji, najczęście używane typologie badań ewaluacyjnych. Artykuł ukazuje badania ewaluacyjne jako szczególny typ działań nastawionych na usprawnienie zarządzania. Ich wyjątkowość polega na wieloaspektowości – podejściu do badań nie tylko od strony badanego zjawiska, procesu, ale także na wykorzystaniu kontekstu i silnego sprzężenia na linii działanie – poddani działaniu. W tym kontekście ewaluacja jawi się jako bardzo demokratyczna i egalitarna metoda badawcza, co silnie wpływa na jej użyteczność w praktyce. Wnioski: Od wielu dekad ewaluacja jest użyteczną i przynoszącą wymierne skutki dla procesu efektywnego zarządzania formą praktycznego wykorzystania dorobku nauk społecznych. Badania ewaluacyjne, z uwagi na traktowanie jako ich istoty nie tyle samego działania, co jego silnej korelacji z bezpośrednimi odbiorcami i otoczeniem społecznym, są szczególnym przykładem metody służącej poprawie jakości zarządzania. Ewaluacja jest więc ciekawą propozycją dla praktyków silnie nastawionych na usprawnienie organizacji. Znaczenie dla praktyki: Przedstawienie badań ewaluacyjnych jako możliwości działania w obszarze zarządzania. Zapoznanie czytelnika z podstawową wiedzą w zakresie ewaluacji, jej podstawowych kryteriów i typów oraz kontekstów ich wykorzystania. Dzięki praktycznemu użyciu badań ewaluacyjnych możliwe będzie zwiększenie efektywności procesów zarządzania zarówno od strony merytorycznej, jak i administracyjnej.
    Aim: To introduce the concept of evaluation studies. The authors focus on the use of evaluation in management, where the concept is used to increase the efficiency and benefits of implemented actions. The article reveals the growth of interest in evaluation studies and increased frequency of its usage as a result of its intensive implementation in programmes, projects and other lesser interventions within the scope of organisational management. The authors wish to encourage readers to familiarize themselves with the concept and to introduce it within their area of business activity. Introduction: In this article the authors briefly characterized the concept of evaluation studies, its etymology, as well as its specific character in relation to phrases such as “control”, “audit” or “monitoring”. The article presents a history of evaluation, its roots and origins. The authors listed the basic criteria of evaluation and tried to familiarize the reader, in light of prior information, with the most frequently used approaches engaged in evaluation studies. The article presents evaluation studies as a distinctive series of actions aimed at improving management of an organisation. The uniqueness of evaluation study stems from its multi-dimensionality; a research approach, which evaluates a situation from several aspects, not only from the standpoint of observed events or process, but also from the use of context and strong correlation between action, and elements exposed to action. In such circumstances evaluation is seen as a highly democratic and egalitarian method of research, which strongly impacts on its usability in practice. Conclusions: For many decades evaluation, a practical application of achievements in social sciences, has generated benefits and brought measurable results to effective organisational management processes. Evaluation studies, because of their fundamental nature, not only as an isolated activity but in tandem with the strong correlation between beneficiaries and social environment, provides a specific example of an approach, which helps to improve the quality of management. Evaluation is therefore an interesting option for practitioners who are strongly focused on improving an organization. Practical Benefits: Presentation of evaluation studies as a tool, which may be harnessed in the field of management. Familiarise the reader with basic knowledge in the sphere of evaluation studies, its fundamental criteria, types and contexts of use. With the practical application of evaluation studies it will be possible to increase the effectiveness of management processes in terms of decision making and performance.

    The article is devoted to the actual scientific and practical problem of improving methodological and methodical approaches to the evaluation of design solutions in the water management and land reclamation industry based on the ecological and economic principles in conditions of uncertainty. The current stage of the development of the water management sector in Ukraine is characterized by a combination of past negligence and the present energy, food and water crises, as well as global climate change. To solve these problems, it is necessary to reform organizational-economic relations in the industry, including new sources and forms of financing for water management and land reclamation projects, introduction of new environmentally advanced technologies, and the improvement of the existing ecological and economic evaluation of investments. Based on scientific and methodological recommendations used for evaluating the effectiveness of investment in various spheres of economic activity, the authors developed and implemented an improved methodology for the evaluation of water management and land reclamation projects. It is based on methodological approaches that cover such elements as the variety of options, changes in the value of money over time, specific project implementation environment, including the impact of weather, climate and environmental factors on project performance, multilevel and gradual evaluation of a project against specific criteria and according to stages of the project cycle. The method was tested during the reconstruction of a rice irrigation system in the steppe zone of about 3000 ha in Ukraine. Economic results, namely the deterministic payback period and investment return index confirm that the proposed mechanism, unlike the traditional one, increases the economic and environmental feasibility of water management and land reclamation projects. Therefore, it stimulates investment in the land reclamation sector.
