The main object of analyses provided in the paper is one of the key problems of contemporary Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at discrediting a rival in direct “confrontation” proves more beneficial than long-term planning resulting in realization of positive reform plan. As a result political elites cater to their own political needs forgetting about their social role in regard to citizens. As a consequence the gap between the society and politics grows even bigger. The society becomes more and more depoliticized. Indicators of associating oneself with political parties are the lowest in the whole of European Union. Most of the citizens admit they have no-one to vote for, they do not associate themselves even with the party they are voting for the general perception of politicians is extremely critical. It seems that it is important to put clearer emphasis on the fact that the whole of the political stage is responsible for said negative phenomenon.

In the article the most important characteristics of the Internet communication were exposed, seen not only from perspective of political actors, but also from voters' perspective. Emerging possibilities of the new medium were exposed in comparison to the radio, television and press. It helped to emphasize a new dimension of political competition. This procedure allowed to indicate an increasing role of the Internet in politics. Everything was supported by appropriate empirical data, conclusions of research and practical examples. The author of the article, at the same time, made an attempt to identify the impact that the communication channel could have on the democratic system. Special attention was paid to classic issue, focusing on the possibility and the need for implementation of the ideals of direct democracy. In this context, the author exposed some potential dangers that the Internet, considered as a  tool, can carry.
W artykule wyeksponowane zostały najistotniejsze, zdaniem autora, cechy komunikacyjne Internetu, widziane zarówno z perspektywy aktorów sceny politycznej, jak również wyborców. Powstające możliwości nowego medium przedstawiono na tle radia, telewizji i prasy, dzięki czemu podkreślony również został nowy wymiar rywalizacji politycznej. Taki zabieg umożliwił wskazanie, poparte praktycznymi przykładami, wzrastającej roli Internetu w świecie polityki, co zostało dodatkowo podbudowane stosownymi danymi empirycznymi i  wnioskami badaczy. Autor publikacji podjął jednocześnie próbę wskazania wpływu, jaki omawiany środek komunikacyjny może mieć na system demokratyczny. Szczególną uwagą objęta została klasyczna problematyka, koncentrująca się tak na możliwościach, jak i potrzebie coraz pełniejszego wprowadzania w życie ideałów demokracji bezpośredniej. W tym kontekście nie zabrakło również rozważań mających na celu ukazanie potencjalnych zagrożeń, które Internet, traktowany jako narzędzie, może nieść w stosunku do jednostki.

In the literature on democratization and autocratization, one of the areas which clearly shows a gap in the theoretical framework is a very important territorial dimension of theseprocesses. This article is aimed at proposing the theoretical approaches based on two main pillars, which can be used in studies on democratization and autocratization at the subnational levels. The first one refers to democracy and changes of political regimes (approaches to democratization / autocratization and more static issues of the quality of democracy and local democracy). The second one refers to the territorial politics, accounting for the multilevel and network governance as well as theories of decentralization. Eventually, the author also presents possible preliminary directions of research, within which the territorial politics can be either an independent, alternatively intervening variable (studies on causes of changes regarding the political regime) or a dependent variable (analysis of effects of these changes).

The problem of both political and sociological backgrounds is often the quality and level of political civic competence. They point out their importance for the development and consolidation of democracy as well as the quality of public life. Research on this topic is accompanied by a lack of interest in politics, knowledge of its basic mechanisms, limited social trust, and marginal participation, which may be the turnout in individual elections. At the same time, there is a lack of reflection on the sources of such behaviors, assuming (usually a priori) that they are in the historical experience, mentality, tradition or political culture prevailing in a given society. However, the observation of public life makes it possible to argue that the quality and level of political civic competences largely depend on the practice of political parties with regard to citizens in terms of both conventional and unconventional participation. Of course, it is difficult not to notice the interplay of political parties and citizens, one can even risk the notion that the "quality of citizenship" depends on the rulers, and these reflect the "quality of citizenship."

The role of the public sphere has increasingly come to the fore in studies concerning the state of democracy in Europe. Similarly the role of culture in formations and transformations not only of personal but of political identities as well has attracted attention. It is the purpose of this article to bring these areas together in a comprehensive approach to media, culture and democracy with a view of the public sphere as a crucial mediating field. Article focuses on the role of media in sustaining and developing democracy, a democratic dialogue and in fulfilling the role of media as the critical watchdog of the political system and other powerful players on the European scene. The concept of knowledge democracy is meant to enable a new focus on the relationships between knowledge production and dissemination, the functioning of the media and our democratic institutions. The emerging concept of knowledge democracy moreover obliges us to realise that the institutional frameworks of today’s societies may appear to be deficient as far as the above mentioned undercurrents, trends and other developments demand change. Democracy is without a doubt the most successful governance concept for societies during the last two centuries. It is a strong brand, even used by rulers who do not meet any democratic criterion. Representation gradually became the predominant mechanism by which the population at large, through elections, provides a body with a general authorization to take decisions in all public domains for a certain period of time. Fragmentation of values has lead to individualisation, to uniqueness but thereby also to the impossibility of being represented in a general manner by a single actor such as a member of parliament. More fundamentally media-politics destroy the original meaning of representation.

Building and maintaining a high level of citizens’ political competences is the most important challenge of modern democracies. Political competence is not only a testament to the quality of democracy, but also gives hope for the stability of the regime. The subject of the present article are the different dimensions of civic political competence – namely, the axiological, psychological and systemic dimension. This approach to the matter allows to present a comprehensive overview of the phenomenon, analyzed both from the perspective of citizens – their skills, abilities and knowledge which can all be utilized to build and shape socio-political democratic structures, as well as from the point of view of wider social and systemic structures in which an individual operates. The elements named above together form the internal structure of civic political competence, wherein all its dimensions interact dynamically, and change thanks to this very interaction.

Individuals in “freer” media environments are assumed to have better choices among media and are thus able to make better and more effi cient use of media. Using the European Parliamentary Elections of 2009 as a highly visible political event, we fi nd that, as expected, individuals use media to satisfy informational needs about the elections in highly “free” media environments (Hallin & Mancini, 2004). In addition, we fi nd strong prima facie evidence that in “less free” media environments — distinguished by the strong alignment of parties, social and political cleavages, and media outlets — individuals also respond with higher information-seeking media behavior. For comparative media studies, by linking specifi c media environments to specifi c individual-level media behaviors, where media is used tells us more about how media is used.

The article focuses on the essence of populism and fascism in the context of the political regime in Romania. It analyses the real threat of fascism in the interwar period in Romania as well as a negative impact on the socio-economic sphere in the Romanian society. The article also points to the fact that the fascist party in Romania was short-lived. The dictatorship of Ion Antonesku and his followers, in fact, implemented some points of their program (eg, anti-Semitic activities), adopting mate nationalistic and conservative ideology, but it did not accept the fascist revolutionary ideas and totalitarian structures. Populism is a good option for election campaigns. After all, people always like a simple and understandable way without undue burden. Human logic and speculation aid such a way. Nevertheless, populism is a nourishment for authoritarian leaders.

Aim: This article describes ideas of Enlightenment thinkers about the building of a democratic state with responsible and rationally thinking citizens. The article starts with the ideas of Spinoza, formulated in the seventeenth century, and will end in our time, where democracy is under threat.   Design/Research method: The article relies on professional publications, both within the fields of philosophy and political sociology.   Conclusions/findings: The study concludes that the optimistic expectations about the increase of democracy and the stability of democratic institutions in the world are no longer valid.   Originality/Value of the article: Recent developments in the political field in the western world make this optimism questionable

Key theoretical and methodological approaches of foreign and national scholars towards the understanding of the essence of «political person» in the ancient discourse are investigated in this article. The role of the politics in the process of the ancient state building and its influence on the formation of the notion of «political person» is analyzed. It is defined that the development of the political organization of the society, human pursuit of collectivity and sociality contributed to the participation of people in the politics. The definition context of the human problem in the age of antiquity outlines the importance of such categories as «spirituality» and «morality» as the key principles of social life conceptualization and the regulators of human behavior, which is governed by rational and irrational norms. The notion essence of «political person» and characteristic aspects of the meaning formation are studied. Human participation in political affairs of the ancient Greece and ancient Rome states is described separately. Various interpretations of the concept of political person are presented. Much attention is paid to the anthropocentric world view of Aristotle, especially his concept of man as a «political animal». The key role of the state in the process of the formation of a political person that became the main actor of the political arena of the polis life is emphasized. It is shown that outside of the family unit there is political space, which is formed with the «spirit» of liberty and publicity. The article researches in details the peculiarities of democratic form of government of the ancient Greece as well as reveals the advantages and disadvantages of the purposive involvement of the citizens into political life. It is stated that such political process on one side formed an active political actor and on the other – political career of the Athenian citizen took all of his life space. The reasons and process of the state building concentrating on the social part of human nature are studied and analyzed. The main features of anthropocentric conception of the ancient thinkers are studied; the key criteria for distinction of an animal and a human being are highlighted. The article defines and analyzes three main characteristic features that distinguish a human being from living creatures: sociality, intellect and language. The influence of the latter on the development of the state as an «institutional reality» built with words and symbols is proved. The article emphasizes the considerable significance of the communication and political discourse as crucial characteristics of a citizen that determine his political activity. The language is viewed as an art of relations and inseparable method of nonviolent political actions. In modern politological discourse there formed a tendency to define Athenian democracy as «the most conversable» state form. «Language» and «action» as two forms with political status are described separately. The article formulates synthetic definition of the concept of political person, considering the peculiarities of human essence interpretation in ancient discourse. The factors directly or indirectly influencing the definition of the notion «political person» has been described. It is emphasized that the interpretation of the essence of the human of the ancient times is based upon the definition of a person as a social, governmental and political being. In the process of the research it is defined that the notion of «political person» is a complex conceptual model that is formed with such essential features as «socializing person», «ideal citizen», «personality of law», «friendly being».

The aim of the article is to describe the process of democracy as it has been functioning in Poland over the last decade. The main research hypothesis in the article is that the political culture has had a crucial impact on the functioning of democracy in Poland. The author’s goal was to describe the process of political rivalry and the determinants of the process of consolidating democracy. The text is of an interdisciplinary character, since the research problem has been analyzed from the political, sociological and philosophical perspectives. While verifying the hypothesis put forward, it was observed that it is the low level of political culture that is very likely to have a negative impact on the functioning of democracy in Poland. An attempt to analyze the research problem may make a significant contribution to further study of the process of consolidating democracy in Poland.
Celem artykułu jest charakterystyka procesu funkcjonowania demokracji w Polsce w ciągu ostatniej dekady. Główna hipoteza badawcza postawiona w artykule brzmi: Kultura polityczna ma kluczowy wpływ na proces funkcjonowania demokracji w Polsce. Celem autora była charakterystyka procesu rywalizacji politycznej oraz czynników określających (warunkujących) proces konsolidacji demokracji. Tekst ma charakter interdyscyplinarny, problem badawczy został przeanalizowany z perspektywy politologicznej, socjologicznej i filozoficznej. Weryfikując hipotezę postawioną w pracy, zauważono, iż występuje duże prawdopodobieństwo, że to właśnie niska kultura polityczna ma negatywny wpływ na funkcjonowanie demokracji w Polsce. Próba analizy problemu badawczego może wnieść istotny wkład w dalsze badanie procesu funkcjonowania demokracji w Polsce.

It is obvious that the educational system shapes the skill of critical thinking, also in the sphere of the assessment of political phenomena. The educational background of a person determines the kind of decisions he or she makes. These decisions refer to political activity both defined as interest in political issues and manifested in the form of active political participation. The aim of this paper is to identify relations between holding a university degree and political subjectivity. The study, conducted with the use of a survey questionnaire, involved students from the University of Zielona Góra and from the Nicolaus Copernicus University in Toruń.

The film is one of few examples of political documentaries produced in Poland after 1989. It is not limited to merely outlining the political argument over General Jaruzelski’s decision to impose martial law. Although it concerns events in Polish history, it is not a historical documentary, as it brings forth present-day political conflicts that have arisen around historical events. Trying to reconstruct this current political argument, Zmarz-Koczanowicz reaches for a method developed in the 1970s by the so-called “Kraków School” led by Krzysztof Kieślowski. ^e “talking heads” method was meant to help documentary filmmakers in the Polish People’s Republic reach what the person in the street actually thought and avoid the distortions of propaganda. For Kieślowski, however, the overriding aim was conciliation and an attempt to understand both sides of the political barricade - the authorities and the vox popu- li. His attitude, according to the terminology suggested by Chantal Mouffe, was a post-political one striving for an agreement through a rational dialogue. Zmarz-Koczanowicz’s aim, however, is different: she is intent on showing a clash of different hegemonies that do not strive for consensus. Their agonistic argument, played out in the political register, rather than a moral one, is a guarantee, according to this Belgian philosopher of politics, that democracy will continue to exist.

Illiberal democracy seems to be one of the most important topics for political scientists studying the process of postcommunist democratisation. It may be – and often has been – considered as a real alternative for models of democracy developing in the Western political hemisphere. This article focuses on the sources of crisis of liberal democracy and possible political consequences of its replacing by an illiberal vision of political system. Author hypothesises that making illiberal democracy real requires the reinterpretation of main democratic principles, such as representation or separation of powers, as well as abandoning of political consensus, present in consolidated West European democracies after the Second World War, and, in effect, fundamental change of patterns of political behaviour. The question of the future of illiberal democracy is also posed and three possible scenarios are considered. Problematyka demokracji nieliberalnej wydaje się jednym z najważniejszych zagadnień, jakimi zajmują się badacze studiujący proces postkomunistycznej demokratyzacji. Może być – i często jest – uważana za realną alternatywę dla modeli demokracji rozwiniętych w zachodniej hemisferze politycznej. Artykuł koncentruje się na źródłach kryzysu demokracji liberalnej i możliwych konsekwencjach zastąpienia jej nieliberalną wizją systemu politycznego. Autor przyjmuje hipotezę, że urzeczywistnienie koncepcji demokracji nieliberalnej oznacza konieczność reinterpretacji głównych zasad demokracji, takich jak: suwerenność narodu, reprezentacja czy podział władzy, oraz odrzucenia liberalno-demokratycznego konsensusu obowiązującego po II wojnie światowej w Europie Zachodniej, a w rezultacie znaczącą zmianę dotychczasowych wzorców zachowania politycznego. Stawia też pytanie o przyszłość demokracji nieliberalnej, kreśląc trzy możliwe scenariusze dalszego rozwoju politycznego państw, które na tę drogę wkroczyły

Opis:
Tanzański sektor organizacji pozarządowych jest uznawany za jeden z najefektywniejszych w regionie Afryki Wschodniej. Od początku lat 90. NGO angażowały się w tworzenie przestrzeni dla aktywności społecznej i dążyły do uniezależnienia się od scentralizowanej władzy. To one rozpoczęły falę krytyki pod adresem partii rządzącej – w okresie, gdy opozycja była zbyt słaba, by wypełnić ten obowiązek. Pomimo różnorodnych trudności, udało im się zrealizować wiele z zakładanych celów. Obecnie jednak, niektóre z tych osiągnięć ulegają zniszczeniu na skutek decyzji podejmowanych przez partię rządzącą – które dodatkowo zaburzają równowagę pomiędzy sektorem pozarządowym a władzą. W związku z powyższym, celem niniejszego artykułu jest rozważenie sytuacji w sektorze NGO w odniesieniu do najistotniejszych zmian politycznych zachodzących w Tanzanii. Artykuł został przygotowany w oparciu o literaturę przedmiotu, materiały prasowe oraz wyniki badań terenowych, prowadzonych przez autorkę metodą wywiadów pogłębionych z reprezentantami sektora NGO w Tanzanii. Badania te były finansowane w ramach grantu z Narodowego Centrum Nauki – PRELUDIUM 9 Nr: 2015/17/N/ HS5/00408.
The non-governmental sector in Tanzania is recognized as one of the most powerful in the East Africa region. NGOs have worked laboriously since the beginning of the1990s to create a space for social activity and to gain independency from the government. They started waves of criticism against the ruling party at times when the opposition was too weak to fulfil this duty and, despite difficult economic and political conditions, they accomplished many of their goals. The current situation in the political sphere is destroying some of former achievements and is disturbing the balance between NGOs and the ruling party. Therefore, the aim of this paper is to examine the present situation in the NGO sector in relation to crucial political changes. The paper is based on a content analysis of subject literature sources and press releases as well as the field research and interviews that the author has conducted with the representatives of the NGO sector in Tanzania. The field research was funded by a grant from the National Science Centre – PRELUDIUM 9 Number: 2015/17/N/HS5/00408.
