This essay diagnoses the condition of contemporary liberal democracies. It assumes that the current crisis of democracy is not the result of an external ideological threat, but it is the result of the lack of a coherent vision of democracy itself. The author recognises that the key symptom of the contemporary crisis is the decreasing involvement of citizens in public life and their growing reluctance to participate in public debate. He claims that the reason for this is the increasing social polarisation. The article considers two forms of polarisation: vertical (on the line: politicians–voters) and horizontal (on the line of ideological social divisions). The first form is illustrated by Colin Crouch’s considerations, while the second one by Fareed Zakaria’s thoughts. What finds its manifestation in both cases is the phenomenon of citizens’ resignation from participation in the public debate; in the first case it is because of the lack of faith in the effectiveness of this type of opiniongiving mechanism, while in the second case it is because of the lack of recognition of other political and ideological options in society. These reflections are concluded in the postulate that the basic task facing democracy today is to maintain the public sphere as open as possible, i.e. not excluding any ideological position in advance. This kind of conclusion is illustrated with the concepts of Chantal Mouffe (political perspective) and Helmuth Plessner (philosophical-anthropological perspective).

This paper examines the relationship between state and democracy in India. It probes the paradox that representative government is not always responsive government. There is a persistant gap between the practices of popular authorisation and the production of legitimacy. It examines this gap from two different directions. On the one hand, it looks at the the myriad mechanisms by which the strucutre of the state impedes democracy. On the other hand it looks at how inherited social inequality produces forms of politics that make the production of shared legitimacy difficult.

One of the basic assumptions of the article is to reflect on the issue of a modern education system for students of social sciences, which will meet the expectations and needs of students, academic teachers, researchers, practitioners and society on the one hand, and the numerous and increasingly ambiguous challenges of modernity on the other. We pay special attention to social work as an activity and profession in which we undertake scientific, research and practical activities. The forms of education, we focus on in the article are international projects based on the implementation by students of joint educational and social projects. Their use allows to achieve the most desired effects, among which one should distinguish the increase of awareness and reflectiveness, the pursuit of critical (self)development of young people and increases openness to knowledge, experience, innovation and changes. To exemplify, we used the analysis of an international project titled Social work with mentally ill people and their families in Germany, France and Poland implemented in cooperation with partner schools at the Institute of Sociology of the Jagiellonian University.

The school protest in the Polish part of Russia and Germany that took place in 1907 forced young Poles to educational emigration. In Galicia, Polish-language academic institutions have developed a new elite. Together with Polish graduates of Western European universities turned out to be the main factor consolidating society around the idea of rebuilding the state. In the revived Second Republic of Poland, academic circles proved a counterbalance to autocratic rule in 1926-1939. The more so because the number of universities increased from 8 to 32 and they represented a high, world class level of education. After 1945, the rapid reconstruction of Polish universities and the consolidation of the academic community have prevented the communists from taking over higher education. In addition, after the turn of 1956, the autonomy of Polish universities was expanded despite the riots in 1968. Martial law and the breakdown of Solidarność resulted in taking over the function of socio-political opposition by academic circles up to 1989. In turn, the breakthrough made at that time was also thank to Polish elites, but at the same time led to a rapid development of the number of universities and the birth of academic capitalism. An attempt to violate the autonomy of universities in 2005-2007 stimulated the academic community and contributed to the collapse of the PiS government in 2007. Universities and the elites educated in them are in the long run more important for society than the institution of the state, material or economic resources, or armed forces. From this perspective, the Polish case confirms the proposed thesis and the visibility of the third function: supporting democratization processes in the society.

The problem of loneliness is spreading across modern societies faster than ever before. The main aim of this paper is to demonstrate that this change has negative effects not only on the wellbeing of individuals, but also on the political stability of democratic societies. Loneliness-induced impairments of social cognition make citizens maintain a hostile perception of others and prevent them from looking for truth and participating in reciprocal relationships. Inability to regulate emotions makes them, in turn, prefer affective narratives instead of facts, as well as succumb to manipulations or join unpredictable, deindividuating, totalitarian-like movements. The combination of aforementioned effects may pose a great threat to democratic systems. A suggested way to improve this situation is to fill in the gaps of human emotional instincts and ineffectiveness of welfare institutions, which endorse psychological and physical social isolation. It can be done by using various sorts of innovative applications of modern technologies.

Trust in political actors is currently low in all parts of Europe and the former Soviet Union. This paper proceeds by presenting recent evidence from the EU27 and the South Caucasus, and explores differences in levels of trust towards different political actors, between socio-demographic groups, and between countries. The differences are around generally low levels of trust. It is argued that this lack of trust needs to be set in the contexts of economic globalisation having widened inequalities while disempowering national politicians, and the absence of effective political checks on politicians’ actions. Throughout the analysis, contrasts are drawn between the relatively mature democracies of the west and the new democracies of Eastern Europe. The paper concludes by suggesting why, in certain regions, trust has been most easily maintained or restored in relatively undemocratic political systems and actors.

This article unravels the complex dynamic that had led to the September 2008 financial collapse and to the subsequent and continuing global economic downturn. Taking a longer historical perspective it argues for the need to go beyond the immediate causes that are most often cited, by academics and non-academics alike, as the main reason behind the crash. The essay is first focused on the evolution of societal values within a democratic society, with a specific focus on the United States, the quintessential Western democracy. It shows how the puritan values of social responsibility, hard work and prudence came to be replaced by the ‘me first culture’ characterised by self-realisation and instant gratification. The article also examines the various policies democratic leaders the world over have been implementing in an effort to meet the growing societal aspirations brought on by the normative changes.

It is no coincidence that anti-democratic changes in the recent years in Poland occurred alongside the rapid development of social media. Technologically advanced methods of discourse management (e.g., behavioral targeting) have successfully exploited the poor understanding of social media mechanisms among Poles1 (Drzewiecki, 2010) and created a fertile ground for undermining liberal democracy. Social media have endangered public debate by facilitating the spread of hate speech, fake news, deep fakes, trivialization of public discourse, astroturfing,2 and the use of bots for propaganda purposes. It seems that in the young and unstable Polish democracy, the combination of anti-democratic forces and dynamic development of social media poses a unique threat to the development of society.
Antydemokratyczne przemiany w Polsce zbiegły się nieprzypadkowo z wejściem na nowy poziom rozwoju mediów społecznościowych. Zaawansowane technologicznie metody zarządzania dyskursem (np. poprzez targetowanie behawioralne) współistnieją z niską wiedzą Polaków na temat tego jak funkcjonuje świat social media4 i niechęcią do zdobywania wiedzy na ten temat wśród polskich rodzin (Drzewiecki 2010). Staje się to żyznym gruntem dla rozwoju negatywnych zjawisk z punktu widzenia demokracji. Hejt, fake news i deep fake, trywializacja i banalizacja, astroturfing, wykorzystywanie botów w celach propagandowych… można w nieskończoność wymieniać niebezpieczeństwa związane z wpływaniem działań w social media na debatę publiczną. Stawiamy hipotezę, że w przypadku demokracji tak młodej i chwiejnej jak Polska, połączenie antydemokratycznych wizji państwa z tak dynamicznym rozwojem mediów społecznościowych stanowi wyjątkowe zagrożenie dla rozwoju społeczeństwa.

W dzisiejszych dyskusjach na temat radykalizmu społecznego dominuje przekonanie, że niesie on poważne zagrożenia dla sfery publicznej, podobnie do wszelkich przejawów ekstremizmu, fundamentalizmu i innym skrajnych postaw. Tymczasem literatura przedmiotu wskazuje jak bardzo takie interpretacje są mylne i odbiegają od złożonej, w istocie, natury tego fenomenu. Przytoczone tu przykłady zastosowania pojęcia radykalizmu jako predylekcji filozoficznej, psychologicznej i społecznej skłaniają do rewizji tej, podszytej niepokojem społecznym, konwencjonalnej wykładni pojęcia i zjawiska radykalizmu.
There is a strong conviction about social radicalism carrying serious threats to the public spere, similiar to all manifestations of extremism, fundamentalism and other extreme attitudes. Meanwhile, subject literature indicates how misleading such interpretations are and deviate from the complex nature of this phenomenon. Various examples of the concept of radicalism understood as philosophical, psychological and social predicament, reviewed in this article, should lead to a necessary revision of the dominant conventional interpretation of radicalism.

The Social Credit System (SCS, 社会信用体系, shèhuì xìnyòng tĭxì), is an extremely interesting, ultimately nationwide pilot project, consisting of establishing the system of social rating, which, based on data collected over decades and stored both analog and with the use of state-of-the-art technologies will create profiles of citizens and businesses in the People’s Republic of China. The system focuses on four main spheres – national enterprises and economy, society, the judiciary, and public administration. It is in them that a higher level of social trust and security will be ensured, law regulations better observed, corruption eliminated, and proper transparency guaranteed. In analyzing the issue of the Western world’s attitude to the mechanism of digital surveillance and control of business and social activity in China, I should seek answers to the following questions, intriguing from the cognitive and practical perspective: Which of the above interpretations seems to be closer to the truth?; can the SCS have, at least partially, a universal character in the European Union, especially in the societies with a different system of values and the countries with a different political system than the one of the PRC?

John Dewey, as Sidney Hook characterized him, was the philosopher of science and freedom. Dewey, as Larry Hickman has demonstrated, was also a philosopher of technology. And, as most people familiar with Dewey know, he was a philosopher of education and democracy. The complex of technology, science, freedom, education and democracy requires re-examination, not only because of our contemporary cultural political situation but also because of our growing insights into the human condition thanks to the technosciences of life, especially human life. Dewey’s philosophical method of reconstruction, equipped with insights from evolutionary neuroscience and ecological psychology, offers means of reconceiving and thus reevaluating our conception of tools and technology within our cultural context. I begin to take up Mark Tschaepe’s challenge to neuropragmatism to counter what he calls “dopamine democracy” – Plato’s critique of democracy resurrected in neural garb coupled with a critical examination of how social media and other so-called “smart” technologies undermine healthy democratic life. Central to this neuropragmatist approach are cultural affordances – opportunities for action humans have created initially for specific purposes and later retrofitted for other ends-in-view. Dewey’s reconstruction – as method as well as the reconstruction of technology, science, freedom, education and democracy as an entangled complex – is thus imagined as our best strategy for achieving the culture of creative democracy.

In his essay, “Affording our Culture: “Smart” Technology and the Prospects for Creative Democracy,” Tibor Solymosi addresses my challenge for neuropragmatism to counter what I have elsewhere called dopamine democracy. Although I believe that Solymosi has begun to provide an explanation for how neuropragmatism may counter dopamine democracy, especially with his conceptions Œ and cultural affordances, I respond with a helpful addition to his approach by returning to the theory of inquiry as put forth by John Dewey. In particular, I focus on the phases of inquiry as colored by Dewey’s concept of humility. Solymosi does not pay adequate attention to the function of inquiry necessary for combatting dopamine democracy. His account of cultural affordances and education is strengthened by using Dewey’s concept of humility as a guiding disposition for neuropragmatic inquiry. Recognizing humility as an instrument of neuropragmatic inquiry provides us with a tool to better address the pitfalls of dopamine democracy, especially misinformation and incentive salience. My argument proceeds by first articulating dopamine democracy as a problem and Solymosi’s concept of cultural affordances and how he understands these as neuropragmatic tools to address the problem through education. I present humility as an instrumental concept derived from Dewey’s work on inquiry. I then suggest how humility may serve neuropragmatic inquiry to assist in combatting the problems of dopamine democracy.
