    Celem badań była analiza procesów wytwórczych wpływających na bezpieczeństwo wyrobów w systemie obronnym państwa. Podjęto próbę systematyki elementów badań w zakresie bezpieczeństwa SpW w cyklu życia, ze szczególnym uwzględnieniem jego likwidacji i utylizacji. W badaniach zastosowano metody: interpretacji, wnioskowania, definiowania i modelowania procesów. Przedmiotowe bezpieczeństwo przekłada się na warunki w jakich działają przedsiębiorstwa przemysłu obronnego. Rola, zadania i działania każdej organizacji w przygotowaniach obronnych państwa wskazują na złożony problem organizacyjno-funkcjonalny oraz na zasadniczą misję przedsiębiorstwa przemysłu obronnego. Kontekst normatywno – prawny w zakresie przygotowań obronnych państwa pokazuje jak bardzo trudny jest to problem. Wyzwania przed jakimi stają organizacje wytwarzające wyroby obronne obligują do działań w kierunku redukcji ryzyka niespełnienia wymagań jakościowych, środowiskowych i prawnych w przedmiotowym zakresie. Problem badawczy kieruje na zagadnienia dotyczące likwidacji SpW w warunkach nadzorowanych. W tym obszarze tematycznym, na pierwszy plan wysuwają się problemy związane z kompetencjami i świadomością uczestników procesów. Mimo pogłębiającej się wiedzy i świadomości odnośnie wymagań prawnych, operacyjnych i środowiskowych, wciąż istnieje konieczność ich doskonalenia.
    The purpose of the article is to emphasize the importance of manufacturing processes affecting the safety of products in the defense system of the state. An attempt was made to systematize the elements of research in the area of SpW safety in the life cycle, with particular emphasis on its decommissioning and utilization. The research used methods of: interpretation, inference, defining and modeling processes. This security translates into the conditions in which defense industry companies operate. The role, tasks and activities of each organization in the defense preparations of the state indicate a complex organizational and functional problem and the basic mission of the defense industry enterprise. The normative and legal context in the defense preparations of the state shows how difficult this problem is. Challenges faced by organizations that produce defense products oblige to reduce the risk of failure to meet quality, environmental and legal requirements in this area. The research problem addresses issues related to, for example, liquidation and disposal of SpW in supervised conditions. In this thematic area, problems related to the competences and awareness of process participants are at the forefront. Despite the growing knowledge and awareness of legal, operational and environmental requirements, there is still a need to improve them.

    This article diagnoses and evaluates the process of selecting and preparing candidates for military pilots in Poland. The presented changes in the screening training system are to help with understanding the principles of organizing an effective system of recruitment and selection of military pilots at present. It also indicates directions for improvement. The organization of initial flight screening contributes to improving the efficiency of flight training and can serve as a model for use by flight training systems in other countries. The purpose of the article is to diagnose and evaluate recruitment and selection of candidates for military pilots in Polish Armed Forces. The problem that the author addresses is expressed in the following question: in what directions should the current solutions in the selection and training of candidates for military pilots, be improved in order to reduce the attrition rate at subsequent stages of flight training in the future? The research has been conducted at the Military University of Aviation using case study methods. The theoretical research methods, such as analysis and synthesis of information contained in literature and source materials, conclusions and comparison were used to develop the article. In order to confirm the conclusions drawn with the use of theoretical methods, an empirical method was used, which consisted in examining the opinions with the use of expert interviews. Experts were selected from the group of commanders of training units and military pilots involved in selection training, who had an impact on the applicable aviation training and recruitment system in Polish Armed Forces. The results shows main directions of military pilots initial flight screening improvement.

    The main goal of the research is to identify the key problems related to information security in the armed forces and to classify the most important factors and aspects necessary to increase security. The implemented research methods include a critical analysis of legal acts, organizational and competence documents, literature on the subject. Synthesis and inference were employed to achieve the formulated goals. The main findings indicate that the armed forces' information security system will play an increasingly important role in shaping the security of modern states and should be treated as a priority. The results of the analyzes indicate that in the coming years, the main challenge of modern armies will be to strengthen the offensive and defensive information capabilities of the state. The general findings of this article present the view that information security is a key task for the armed forces to ensure national security. Therefore, it is necessary to revise, clarify and tighten up the procedures in force for the protection of key information processed in the state -especially in the armed forces – which should have adequate capabilities to conduct complex operations in cyberspace. Moreover, the need for a thorough and comprehensive analysis of this topic is confirmed.

Wspólnym mianownikiem jest dostrzeganie obszarów wspólnych i stwierdzenia, że bezpieczeństwo to stan w którym podmiot do którego się odnosi nie znajduje się w stanie zagrożenia, a także jest w stanie realizować stawiane jemu zadania czy też osiągać założone cele. Celem artykułu jest wykazanie, że określenie bezpieczeństwo logistyczne w odniesieniu do Sił Zbrojnych RP nie jest nadużyciem i jego stosowanie jako określenie stanu zaspokojenia potrzeb logistycznych i zdolności do realizacji zadań jest w pełni uzasadnione. W artykule przedstawiono jako podmiot Siły Zbrojne RP, które generują potrzeby logistyczne i ich zaspokojenie zapewnia warunki wykonania zadań co w konsekwencji zapewnia im bezpieczeństwo logistyczne.
    The concept of security is defined by different scholars. These definitions as they relate to the same matter differ in the details of the resulting from the point of view of the individual authors. The common denominator is the perception of common areas and determine that security is a State in which the entity to which it refers is not under threat, and is also able to carry out for him a task or achieve goals. The aim of the article is to demonstrate that the term security logistics for the armed forces of the RP is not abusive and its use as the State meet the needs of the logistics and the ability to carry out tasks is fully justified. This article presents as an entity armed forces RP, that generate the logistical needs and their satisfaction provides the conditions for the implementation of tasks which in turn provides them with security.

    Celem artykułu jest opisanie roli, jaką odegrał Śląsk Cieszyński w polskiej i czechosłowackiej wizji własnej państwowości w okresie odzyskania przez Polskę niepodległości i powstania Czechosłowacji. Zbrojna konfrontacja słowiańskich narodów w 1919 roku, późniejsze działania nieregularne okresu międzywojennego, które z punktu widzenia obecnej terminologii można określić mianem zamachów terrorystycznych, czy też militarne zajęcie Zaolzia w 1938 roku miały znaczący wpływ na poczucie bezpieczeństwa mieszkańców regionu bez względu na ich obywatelstwo, narodowość, przekonania. Warto podkreślić, że w wyniku działań zbrojnych w 1919 roku i Decyzji Rady Ambasadorów w Spa tysiące Polaków znalazły się poza granicami Polski.
    The aim of the paper is to present the role Cieszyn Silesia played in the Polish and Czechoslovakian vision of independent state. The military confrontation of Slavic nations in 1919, later actions in the interwar period, that can be recognized as terrorist incidents, military occupation of Zaolzie in 1938 had a great influence on the sense of safety to the region residents no matter their citizenship, nationality, beliefs. Due to the military actions in 1919 and the Spa’s Council of Ambassadors decision thousands of Polish people stayed outside the Polish borders.

    This paper presents a rocket flight safety analysis using methods from the internationally recognized standard RCC 321-20 with an emphasis on a suborbital launch from the Polish coast. Currently, several entities are launching (or planning to launch) suborbital rockets and land them in the Baltic sea – and such flights are expected to be performed using more and more capable rockets with increasing launch frequency. While the present approach in Poland is to close a predefined air space, monitor or close the maritime zone to any traffic and ensure that the impact point dispersion of all rocket elements will fit within that restricted area, established and proven methods often take advantage of advanced calculations of flight risk to the public, aircraft and vessels. This paper demonstrates this approach and compares relative rocket or missile flight safety from Poland to other locations frequently used for such exercises. The results of this work may also be beneficial when planning safety measures for military exercises involving missiles.

    The article characterises the evolution of the concepts of personal and structural security in the context of the tasks of the armed forces. It presents concepts of security in the context of the objectives of state and state power throughout history. These concepts have been undoubtedly formulated in a differentiated manner depending on the political and constitutional system formation dominating in a given historical period. The deliberations also highlighted the expectations of societies towards armed forces. Interestingly, not so much lethal armed struggle and mass killing, but limited armed action and low-intensity struggles, conducted in niches and causing little or no loss of life.
    W artykule dokonano charakterystyki ewolucji pojęć bezpieczeństwa personalnego i strukturalnego w kontekście zadań sił zbrojnych. Przedstawiono koncepcje bezpieczeństwa w kontekście celów państwa i władzy państwowej na przestrzeni dziejów. Koncepcje te były niewątpliwie formułowane w sposób zróżnicowany w zależności od formacji polityczno-ustrojowej dominującej w danym okresie historycznym. W rozważaniach zwrócono również uwagę na oczekiwania społeczeństw wobec sił zbrojnych. Co ciekawe, nie tyle śmiercionośnych walk zbrojnych i masowego zabijania, co ograniczonych działań zbrojnych i zmagań o małej intensywności, prowadzonych w niszach i powodujących nikłe lub żadne straty śmiertelne.

    The presented paper consists outline of the probabilistic method of evaluation of military aircraft crew’s safety, which took into consideration enemy counteraction. The specific attention was focused on estimation of durability of ejection seat, which is a means of pilot’s emergency escape from aircraft. The basis of the presented model is probability of pilot’s danger to life for single sortie caused by enemy. Formulated differentiation equation characterises process of increment of successful sortie number. The equation after transformation into partial differential equation served for establishing of successful sortie distribution function and subsequently for calculation of crew safety indicators.
    W artykule przedstawiono zarys probabilistycznej metody oceny bezpieczeństwa załogi wojskowego statku powietrznego uwzględniającej niszczące działanie przeciwnika. Największą uwagę skupiono na szacowaniu trwałości fotela katapultowego jako środka do awaryjnego opuszczania samolotu przez pilota. Podstawą prezentowanego modelu jest prawdopodobieństwo powstania zagrożenia dla życia pilota w pojedynczym locie statku powietrznego spowodowane przeciwdziałaniem przeciwnika. Sformułowano równanie różnicowe charakteryzujące w ujęciu probabilistycznym proces przyrostu liczby udanych lotów bojowych statku powietrznego. Równanie to po przekształceniu w równanie różniczkowe cząstkowe, posłużyło do wyznaczenia funkcji rozkładu udanych lotów bojowych, a następnie wskaźników bezpieczeństwa załogi.

    Over the last two decades, China and Russia have been developing Anti-Access/Area-Denial (A2/AD) systems Mainly based on long range Air Defense, ballistic and cruise missiles, supported by Electronic Warfare and cyberattack capabilities. Initially, these systems were used for defense purposes, but over time it was recognized they could be also applied for imposing military situation in the specific regions and create effective response to NATO countries and their concept of conducting military operations. The main aim of the article is to asses and present the impact of Chinese and Russian Anti-Access/Area-Denial (A2/AD) systems on changes in global political relations and balance of military power. In the course of this study, the author used numerous analyzes, synthesis, comparisons and case studies methods mainly concentrated on presently operating A2/AD systems. This article undertakes the analysis of the Chinese bases located in the South China Sea and Djibouti, Russian A2/AD systems within Russia's borders with particular emphasis on Kaliningrad Oblast, and A2/AD systems in Crimea and Syria created as part of Russian military operations. This research allowed us to conclude that some of the A2/AD systems serve to defend borders, while the rest are created to influence the geopolitical and military situation or to gain an advantage in the area of military operations. It can be also evaluate that the use of these systems allow dominate future conflicts because they enable to establish a full control zones which are completely closed for opponents forces operations.

    The military cooperation between Poland and the USA so far has undoubtedly influenced the shape of the external security. The tangible expression of this cooperation is, among others, the signing of an agreement between Poland and the USA for the purchase of the Patriot system in July 2017. As a result, Poland joined the elite group of countries possessing weapons capable of countering enemy ballistic and maneuvering missiles. It also adjusts the domestic armed forces to the NATO standards and the requirements of the modern battle-field. An additional aspect of the existing cooperation between Poland and the USA is the agreement on the protection of classified information in the military sphere. In this context, the aim of this article is to identify the scope of cooperation between Poland and the USA in the area of security measures, which should guarantee the protection of classified information considering the interests of both countries. During the considerations, two basic research methods were used: analysis and synthesis. The former method was used in relation to the content of the concluded contract and the opinions presented in the literature on the subject. The latter method was used to formulate conclusions resulting from the conducted analysis. The considerations undertaken proved that there is an area of mutual cooperation in the field of protection of classified information between Poland and the USA. They also made it possible to obtain an answer to the question of what security measures determine the effectiveness of the protection of classified information in the military sphere between the contracting states.

    Polityka bezpieczeństwa prowadzona przez Polskę wobec swoich sąsiadów, jej kierunki, zakres i możliwości są determinowane sytuacją geopolityczną. Nasz kraj jako pełnoprawny członek Unii Europejskiej w swoich decyzjach zobligowany jest do kierowania się interesem wspólnoty do której należy, a także interesem własnym – polską racją stanu. Podejmując zagadnienie kierunków polityki bezpieczeństwa prowadzonej przez Rząd Rzeczypospolitej wobec Białorusi nie sposób pominąć siły wpływów Rosji. Współzależność geopolityczna, militarna, kulturowa i religijna czynią te kraje bardzo bliskimi sojusznikami. Władze naszego kraju formułując kierunki polskiej polityki zagranicznej uwzględniają również fakt przemian, jakie dokonały się w ostatnich latach w białoruskiej polityce wewnętrznej i zagranicznej. Dlatego ważnym kontekstem jest sytuacja opozycji białoruskiej, wśród której znajduje się również mniejszość polska. Relacje Polski z Białorusią w sferze bezpieczeństwa powinny uwzględniać zarówno potencjalne zagrożenie militarne, jak i gospodarcze, w tym również energetyczne. Szanując integralność Białorusi, tożsamość jej obywateli, Polska powinna przyczyniać się do demokratyzowania życia wewnętrznego, poszanowania praw i wolności człowieka przez władze Białorusi przy zachowaniu dobrosąsiedzkich stosunków.
    Security policy carried out by Poland towards its neighbors, the scope, directions and possibilities are determined by the geo-political situation. Our country as a full European Union’s Member State is obliged in its decisions to be guided by the interest of the community that it belongs to, as well as its own interest – the Polish reason of state. Dealing with the issue of security policy directions set by the Republic of Poland, one cannot omit the power of Russia’s influence. Geo-political, military, cultural and religious correlations make these countries close allies. Forming Polish foreign policy directions, our authorities take also into consideration the changes that have taken place recently in Byelorussian internal and foreign policies. Therefore the situation of Byelorussian opposition, the Polish minority including, is an important context. The relations between Poland and Byelorussia should involve potential military and economic threat, energy including. Respecting Byelorussia’s integrity, its citizens’ identity, Poland should contribute to internal life democracy, complying with human rights and freedom by Byelorussian authorities while keeping good neighborly relations.
