    Narażenie na ryzyko jest elementem składowym ryzyka społecznego. W artykule przedstawiono analizę miar narażenia na ryzyko w ruchu drogowym. Przedstawiono ewolucję definicji narażenia na ryzyko w ruchu drogowym, a następnie scharakteryzowano najczęściej stosowane i proponowane do analizy miary narażenia na ryzyko. Wykorzystując analizę regresji korelacji określono siłę współzależności pomiędzy piętnastoma miarami narażenia na ryzyko, a wybranymi miarami ryzyka społecznego dla danych z sześćdziesięciu krajów. Na podstawie wyników tej analizy zarekomendowano do dalszego stosowania trzynaście miar narażenia na ryzyko dzieląc je na dwie grupy: miary główne i miary pomocnicze. Na koniec zaproponowano zasady doboru miar narażenia na ryzyko w zależności od stopnia dostępności danych.
    Exposure to risk is a component of collective risk. The article presents an analysis of measures of risk exposure in road traffic. It describes how the definition of road traffic risk exposure has evolved and gives the characteristics of most commonly used measures. The analysis of correlation regression was used to define the relations between fifteen risk exposure measures and selected collective risk measures based on data from sixty countries. The results of the analysis were used to recommend thirteen measures of risk exposure divided into two groups: primary and auxiliary measures. Finally, the article proposes some rules for selecting risk exposure measures depending on the availability of data.

Na przykładzie sytuacji po powodzi w Dolinie Iłowsko-Dobrzykowskiej pokazano kontrowersje towarzyszące ochronie przeciwpowodziowej i szanse jej realizacji przy wykorzystaniu środków nietechnicznych.
    This article presents the special role of non technical measures in flood safety system considering different scenarios proposed in Flood Safety System in Middle Vistula Water Area. Taking flood in Iłowsko-Dobrzykowskiej Valley as an example we show some controversy related to flood protection and chances for the realization with the use of non technical measures.

    Road crashes remain an important public health issue. This study aimed to assess the perceived importance of four types of measures for reducing traffic crash rates. For this cross-sectional study, data were obtained from a national sample of 1,200 Spanish drivers responding to a telephone-assisted survey. The most valued types of road safety measures were those related to users’ training/education and infrastructural improvements. Further, individual perceptions were influenced by both demographic and trip-related factors. The results of this study support the idea that user features remain a relevant issue to consider when developing and implementing road safety measures.

    Purpose: To identify and discuss the protective measures implemented to prevent SARS-CoV-2 infection among employees. Design/methodology/approach: The four-stage course of research. Case study and structured interviews with all employees, directly and indirectly, involved in food processing. Research questions: (R1) What measures have been taken to prevent the risk of infection among employees? (R2) What activities and responsibilities were the most difficult and easiest for employees to follow when implementing these measures? Findings: Administrative protective measures dominate in the organization. Wearing additional protective equipment, keeping distance, and following new hygienic procedures are the most difficult issues. Temperature self-measurement and signing of health declarations are not a problem for employees. It is a need to listen to employees about the protective measures. Research limitations/implications: The results refer to one unique case and should not be generalized. However, it is clear that protective measures and their implementation seem to make employees more aware of potential hazards. Therefore, the questions included in our interview can be recommended for use in other organizations, not only in food companies. Originality/value: The article fills in the research gap. According to the authors' knowledge, this is the first study in Poland that is based on the experience of a food company.

    One of the institutions competent in the matters of internal security is Forest Guard which is engaged in the fight against crime and delinquency concerning the disturbances of the forest and nature conservation and which also performs other tasks for the protection of property. In carrying out these tasks, it uses a number of rights, including the right of direct coercion, yet the rules governing these issues are not sufficiently detailed and exhaustive in this respect. Therefore, this article attempts to specify the statutory duties of Forest Guard and assign specific powers of this formation to them.
    Wśród instytucji właściwych w sprawach bezpieczeństwa wewnętrznego funkcjonuje m.in. Straż Leśna, która zajmuje się zwalczaniem przestępstw i wykroczeń w zakresie szkodnictwa leśnego i ochrony przyrody oraz wykonuje inne zadania w zakresie ochrony mienia. Realizując te zadania korzysta ona z szeregu uprawnień, w tym prawa stosowania przymusu bezpośredniego, przy czym przepisy regulujące tę problematykę nie są w tym zakresie zbyt szczegółowe i wyczerpujące. Dlatego niniejszy artykuł podejmuje próbę uszczegółowienia ustawowo określonych zadań Straży Leśnej i przyporządkowania im poszczególnych uprawnień tej formacji.

    W artykule przedstawiono analizę wypadków powodowanych upadkami z wysokości, zbadanych przez Państwową Inspekcję Pracy w latach 2013-2017. Wypadki przeanalizowano biorąc pod uwagę nieprawidłowości związane ze stosowaniem środków ochrony zbiorowej Do szczegółowych badań wybrano 121 zdarzeń, które wystąpiły na skutek braku lub niezastosowania środków ochrony zbiorowej. Wskazano 10 typowych robót budowlanych i wybrane czynności wykonywane podczas wypadków Przedstawiono analizę statystyczną wypadków powodowanych przez różne nieprawidłowości w stosowaniu środków ochrony zbiorowej, przytaczając wybrane opisy tych zdarzeń. Podkreślono, że środki ochrony zbiorowej przed upadkiem z wysokości w budownictwie są efektywnym prewencyjnym rozwiązaniem technicznym nie obciążającym fizycznie pracowników i nie powodującym ich dyskomfortu podczas pracy. Dlatego tez przepisy dają im pierwszeństwo w stosowaniu przed środkami ochrony indywidualnej.
    This article presents an analysis of accidents caused by falls from a height examined by the National Labour Inspectorate in 2013-2017. Accidents have been analyzed taking into account irregularities related to the use of collective protection measures 121 events, which had occurred due to the lack or non-use of collective protection measures, were selected for detailed study. The article discusses 10 typical worksites sand selected activities performed when accidents took place. It presents a statistical analysis of accidents caused by various irregularities in the use of collective protection measures and it presents descriptions of selected events. Using collective protection measures against falls from a height in the construction industry is an effective preventive technical solution, which does not physically burden workers and does not cause their discomfort at work. Therefore, legal provisions give them priority over personal protective equipment.

    Bezpieczeństwo jest jedną z podstawowych potrzeb każdego obywatela. W. Kitler przedstawia bezpieczeństwo narodowe jako najważniejszą wartość, potrzebę narodową i priorytetowy cel działania państwa, jednostek i grup społecznych, a jednocześnie proces obejmujący różnorodne środki, gwarantujące trwały, wolny od zakłóceń byt i rozwój narodowy, obronę i ochronę państwa jako instytucji politycznej oraz ochronę jednostek i całego społeczeństwa, ich dóbr i środowiska naturalnego przed zagrożeniami, które w znaczący sposób ograniczają jego funkcjonowanie lub godzą w dobra podlegające szczególnej ochronie. Jednym z uwarunkowań bezpieczeństwa narodowego są jego środki i narzędzia. Artykuł przedstawia trzy powiązane ze sobą zagadnienia tj. bezpieczeństwo narodowe, środki i narzędzia bezpieczeństwa oraz ewaluację warunków bezpieczeństwa wraz z rozwojem i zmianami zachodzącymi w działaniach (środkach) i wytworach ludzkich i naturalnych warunkujących bezpieczeństwo (narzędziach). Celem artykułu jest wskazanie jak ważne są odpowiednio dobierane środki i narzędzia dla dążenia do zapewnienia bezpieczeństwa narodowego. Autor stawia tezy, że bez środków i narzędzi stale zmieniających się, dostosowujących się do ewoluujących warunków zapewnienie bezpieczeństwa narodowego byłoby nieosiągalne, oraz że rozwój tych działań i wytworów może mieć konsekwencje pozytywne, ale też i negatywne.
    Security is one of fundamental needs of every citizen. W. Kitler defines national security as the most important value, national need, and prioritised objective of not only state but also individual and social functioning. National Security is also a process which entails a variety of measures, which guarantee a permanent and free from disturbance existence and national development. A state as a political entity along with individuals, the whole society, their properties and natural environment are defended and protected against threats which significantly affect their functioning or target values and goods subjected to special protection. What affects national security are, amongst the others, its measures and tools. The article includes three issues linked one with another i.e. national security, security measures and tools, and evaluation of security conditions affected by development and changes of human activities (measures) and man-made goods and resources (tools), which all affect security. The article’s objective is to emphasise how crucial a relevant selection of measures and tools is, when the goal is to ensure national security. The author proposes theses that without continuously changing measures and tools, which adjust to evolving conditions, ensuring national security would be virtually impossible. Moreover, the development of these activities and goods might have either positive or negative impact.

    Celem niniejszego artykułu jest zwrócenie uwagi na znaczenie oceny ryzyka zawodowego w zawodzie strażaka. Zawód strażaka jest szczególnie narażony na czynniki, które negatywnie oddziałują na jego funkcjonowanie. Do tych czynników należą czynniki uciążliwe takie jak hałas czy wibracje oraz czynniki szkodliwe takie jak substancje żrące i trujące. Działanie tych czynników wpływa na jakość pracy strażaka. Mogą one powodować skutki takie jak: pogorszenie samopoczucia, dekoncentracja, rozkojarzenie, możliwość wystąpienia w późniejszym czasie choroby zawodowej. Kolejną grupą są czynniki niebezpieczne. To one mają bezpośredni wpływ na zdrowie, a nawet życie pracowników straży pożarnej. Do takich czynników w działaniach ratowniczo-gaśniczych należy przede wszystkim pożar. Jest to zdarzenie niekontrolowane niosące za sobą takie elementy jak wysoka temperatura, ogień, wysokie zadymienie, a także możliwość zawalenia konstrukcji na terenie których prowadzone są czynności ratownicze. Działania prowadzone przez strażaków mogą wpłynąć zarówno na ich bezpieczeństwo, jak i na bezpieczeństwo całego zespołu oraz osób którym niesiona jest pomoc. Ważną kwestią jest więc odpowiednio przeprowadzona ocena ryzyka zawodowego oraz prowadzenie działań mających na celu profilaktyczne uświadamianie pracowników straży o konsekwencjach nieprzestrzegania zasad bhp.
    The purpose of this article is to draw attention to the importance of occupational risk assessment in the firefighter profession. The profession of a firefighter is particularly exposed to factors that adversely affect its functioning. These factors include nuisance factors such as noise or vibration, and harmful factors such as caustic and poisonous substances. The action of these factors affects the quality of the firefighter's work. They can cause effects such as: deterioration in well-being, distraction, distraction, and the possibility of an occupational disease at a later date. Dangerous factors are another group. They have a direct impact on the health and even life of firefighters. Fire is one of such factors in rescue and firefighting operations. It is an uncontrolled event with elements such as high temperature, fire, high smoke, and the possibility of collapse of the structures in which rescue operations are carried out. Activities carried out by firefighters may affect both their safety and the safety of the entire team and people who are being helped. An important issue is therefore a properly conducted occupational risk assessment and carrying out activities aimed at preventive awareness of guard employees about the consequences of failure to comply with the principles of occupational health and safety.

    Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

    The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.

    The military cooperation between Poland and the USA so far has undoubtedly influenced the shape of the external security. The tangible expression of this cooperation is, among others, the signing of an agreement between Poland and the USA for the purchase of the Patriot system in July 2017. As a result, Poland joined the elite group of countries possessing weapons capable of countering enemy ballistic and maneuvering missiles. It also adjusts the domestic armed forces to the NATO standards and the requirements of the modern battle-field. An additional aspect of the existing cooperation between Poland and the USA is the agreement on the protection of classified information in the military sphere. In this context, the aim of this article is to identify the scope of cooperation between Poland and the USA in the area of security measures, which should guarantee the protection of classified information considering the interests of both countries. During the considerations, two basic research methods were used: analysis and synthesis. The former method was used in relation to the content of the concluded contract and the opinions presented in the literature on the subject. The latter method was used to formulate conclusions resulting from the conducted analysis. The considerations undertaken proved that there is an area of mutual cooperation in the field of protection of classified information between Poland and the USA. They also made it possible to obtain an answer to the question of what security measures determine the effectiveness of the protection of classified information in the military sphere between the contracting states.
