Podstawowym celem artykułu jest określenie użyteczności koncepcji rządzenia (governance) dla analizy programów aktywnej polityki społecznej (APS). W opracowaniu wykazano, że governance jest szeroka perspektywą badawczą, która pozwala na wielowymiarowe badania empiryczne. Rządzenie jest właściwą kategoria do analizowania funkcjonowania podmiotów polityki społecznej odpowiedzialnych za programy aktywnej polityki społecznej. Podstawową zaletą governance jest aktualność tego podejścia, którą dobrze oddaje hasło „rządzenia bez rządu” w ramach powiązań sieciowych i z wykorzystaniem szerokie spektrum instrumentów współczesnego zarządzania.
The main objective of this paper is to discuss a general concept of governance for the analysis of active social policy programs (APS). The study shows that governance is a broad prospect research, which allows for multi-dimensional empirical studies. Governance is the right category to analyze the functioning of bodies responsible for social policy programs of an active social policy. The main advantage of governance is the relevance of this approach, which is well illustrated by the slogan “governance without government” in the network connections and using a wide range of contemporary management instruments.

Cu2+ and Pb2+ are widely used as activators for the flotation of stibnite. In this work, by the treatment of Cu2+ or Pb2+, the activation product and the thickness of activation layer on the stibnite surface were both investigated. Based on the flotation results, zeta potential analysis and X-ray photoelectron spectroscopy (XPS) study, it was found that Cu2+ was reduced to Cu+ at the stibnite surface and a layer of Cu2S was formed at the surface. While, a PbS layer presenting at the stibnite surface is responsible for the activation flotation of stibnite with Pb2+. Time of flight secondary ion mass spectrometry (TOF-SIMS) analysis further implies that, when stibnite was activated with 5×10-5 mol/dm3 of CuSO4 or Pb(NO3)2, the thickness of Cu2S layer on the Cu-activated surface was close to 2.7 nm, while the thickness of PbS layer was about 1.8 nm on the Pb-activated surface.

Opis:
Activation and grassroots initiative of inhabitants are components of social change affecting local development. It is here that ideas materialise through the actions of individuals. It is assumed that development always exists in an active relation to social and cultural change, involving human, financial, environmental and infrastructural resources. It includes primarily community interactions of individuals in the process of activation for the local environment. The study assumed the hypothesis that activation and grass-roots initiative have a significant impact on local development of auxiliary units. The management of local affairs is based on the assumption that inhabitants of a certain area constitute a community aware of their needs and objectives, able to manage their own affairs independently. Activation and development of the community is defined as a collective undertaking, which requires, among other things, emotional commitment and effort of residents. It is a process that follows the steps of planned operation which involves preparing the action programme, establishing the aim, and setting ways to its implementation. At the same time there must be determined a method which will allow to achieve the intended effectiveness of the undertaking. Comprehensive understanding of activation and grassroots initiative indicates the role of development planning, strategy, and the importance of citizen participation in building a better future for their own socio-cultural environment. Activation within the meaning of citizen activation is associated with the search for independence and identification with the community and place as a “little homeland.”

Opis:
The application of a Fast Neutron Activation Analysis (FNAA) technique on samples of pure gold, irradiated by a plasma focus of 7 kJ, has been investigated. The reaction was the inelastic scattering of neutrons, 197Au(n,n'gamma)197Aum. To avoid problems connected with peculiar features of the neutron emission from this kind of source, a preliminary standardisation of the method has been carried out. The results obtained have a practical interest in view of possible applications to the technology of extraction of minerals.

Opis:
Chrysocolla is a kind of copper oxide mineral which was difficult to float. In this study, Diethyldithiocarbamate (DDTC) was employed to modify the surface of chrysocolla to improve its xanthate adsorption and floatability. Flotation experiments showed that the DDTC exhibited ability to activate rather than acting as a collector for chrysocolla flotation. After DDTC activation, chrysocolla can be effectively recovered by xanthate. The activation mechanism of DDTC was investigated via Fourier transform infrared (FT-IR) spectroscopy and X-ray photoelectron spectroscopy (XPS). During the activation, DDTC bonded to the surface copper atoms of chrysocolla, and more Cu(II) species on the mineral surface were reduced to Cu(I) species, which caused the formation of larger amounts of Cu active sites as –N–C(=S)S–Cu(II)– and Cu(I) species. The results of the adsorption tests and zeta potential measurements revealed that the DDTC-modified mineral surface reinforced adsorption of xanthate ions, thereby improving the chrysocolla floatability. Therefore, the Cu ions double interaction of DDTC and xanthate on the chrysocolla surfaces enhanced the strength and stability of the hydrophobic layer, resulting in an enhanced hydrophobization of the chrysocolla for its flotation.

RESEARCH OBJECTIVE: The aim of the article is to present strengths and weaknesses of the Polish system of vocational guidance and career counselling for convicts on the example of occupational activation forms. The forms are presented in the context of the functionality of the system of career guidance and counselling provided to convicts in Poland, along with entities responsible for its implementation. THE RESEARCH PROBLEM AND METHODS: The research problem has been formulated as the following questions: What are the forms of occupational activation of convicts, considering the context of the functionality of the system of occupational guidance and career counselling for convicts in Poland? The following methods have been applied for the research: an on-line questionnaire survey and a free-form interview with targeted questions. THE PROCESS OF ARGUMENTATION: In the introductory part of the article the term of vocational guidance and career counselling is explained. Then the career counselling system in Poland is characterised. The considerations presented in the article are focused on strengths and weaknesses of vocational guidance and career counselling for convicts. RESEARCH RESULTS: The analysis refers the career guidance and counselling system for convicts. It also indicates a necessity of synergy which would incorporate all the elements into one system. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: Considering economic and social aspects, the functionality of the system of career guidance and counselling for convicts is highly significant. Occupational activation of convicts contributes to the prevention of recidivism and it allows them to find employment after they leave prison.

Secondary activation of commercial activated carbon (AC) ORGANOSORB 10-CO was carried out at 600, 700 and 800°C with mass ratios of potassium to AC (K/AC) in range 1–3. Crucial samples have shown following CO2  uptakes and SSA – 3.90 mmol/g and 1225 m2/g, 4.54 mmol/g and 1546 m2/g, 4.28 and 1717 m2/g for pristine material and samples obtained at 700°C with K/AC = 2 and at 800°C with K/AC = 3 respectively. Last sample also indicated significant mesopore volume increase in diameter range 2–5 nm, from 0.11 to 0.24 cm3/g. CO2 uptake increase was explained by formation of micropores up to diameter of 0.8 nm, which distribution was established from CO2  sorption using DFT. Surface chemistry of all samples has not changed during modification, what was proven by XPS. Moreover, deeper incorporation of potassium ions into graphite at higher temperatures was observed as confirmed with EDS, XPS and XRD.

The flotation of rutile can be enhanced using lead ion as an activator. However, the binding behavior of collector on the activated rutile surface is still not fully understood. In this work, flotation and theoretical calculation approaches were employed to evaluate the activation behavior of lead ion in the flotation of rutile with octyl hydroxamic acid (OHA). Flotation results indicated that the activation flotation with lead ion should be conducted at pH 6.5. The binding features of OHA molecule on the inactivated and Pb-activated rutile surfaces were both investigated by density functional theory (DFT) studies. The OHA molecule may dissociate into OHA− anion on the inactivated rutile surface, generating a new Ti–O bond. Differently, the chelate complex of Pb-OHA anion was generated on the activated rutile surface, producing two Pb–O bonds. The adsorption of OHA onto the activated rutile surface was more stable than that on the inactivated rutile surface, due to the formation of more chemical bonds on the activated rutile surface. The DFT calculation results delineated the role of Pb2+ in the rutile flotation with OHA.

In this study, the effect of calcination temperature and time on the structure of calcinated magnesite was investigated. In addition, the effect of calcinated magnesite on rheology when added into bentonite suspension was also examined. Electrokinetic, rheological and stabilization studies including coagulation and gelation tests were performed to explain the mechanism of viscosity increase in bentonite suspension upon addition of the calcinated products. FTIR, SEM, BET analyses and rheological data were used to determine the transition degree of MgCO3 to MgO, and evaluate the structure of MgO and bentonite suspensions. The results from this study showed that specific surface area (SSA) and mean pore radius (MPR) values for the calcinated products were directly affected by the calcination temperature and time. According to the ignition loss and transition ratio from MgCO3 to MgO of the calcinated samples, it was found that the calcination was completed above 800 oC. In order to obtain a bentonite suspension with higher viscosity, interaction of the sufficient amount of MgO particles with bentonite particles were necessary. Based on these results, the formation of gelation and heterocoagulation between MgO and bentonite particles were found to be responsible for these effects.

Osoba niepełnosprawna nie jest pracownikiem „gorszym" czy mniej odpowiedzialnym. Zatrudnienie pozwala osobom niepełnosprawnym pokonywać własne ograniczenia, lęki oraz funkcjonować z innymi ludźmi. Jednakże muszą one zwalczać na rynku pracy wiele barier mentalnych, transportowych czy architektonicznych. Celem artykułu jest próba przedstawienia wybranych problemów osób niepełnosprawnych na rynku pracy oraz wyzwań związanych z aktywizacją tej grupy społecznej.
A disabled person is not "worse" worker or less responsible. Employment enables people with disabilities to overcome their own limitations and fears work with other people. However, they must overcome the labor market many barriers, including mental, transportation and architecture. The purpose of this article is an attempt to present some problems of people with disabilities in the labor market and the challenges associated with the activation of this social group.

The laboratory researches about the inhibiting effect of citric acid on the flotation performance of serpentine activated by Cu2+ and Ni2+ were carried out through micro flotation tests, zeta potential measurements, collector adsorption capacity measurements and solution chemistry analysis. The flotation results showed that Cu2+ and Ni2+ could remarkably activate the flotation of serpentine when the pH value was more than 6, however, this activation could be effectively weakened by adding citric acid. Zeta potential measurement and adsorption capacity measurement indicated that the presence of citric acid could prevent the adsorption of Cu2+ and Ni2+, and therefore reduce the adsorption amount of potassium butyl xanthate on serpentine surface. Furthermore, solution chemical analysis of the flotation system showed that copper hydroxide Cu(OH)2(s) and the nickel hydroxide Ni(OH)2(s) were the main component in the pH range of 9 to 10, which adsorbed onto serpentine surface and made it activated; while the citric acid could effectively prohibit the formation of these metal hydroxide in slurry so as to inhibit the activation impact.
