    Brexit will officially fall on 29 March 2019 at midnight, Brussels time, and will undoubtedly represents a milestone in the history of European integration: after long years of deepening and enlarging, this is the first time a sovereign member state will leave the EU. This article is a humble effort to provide an overview of Brexit, by identifying the interests and red lines of the EU and the UK, as well as pointing to the key elements of negotiations, as they are known at the time of writing, the end of May 2018. For the research primary and secondary sources have been analysed, and historical methodology has been combined with the critical analysis method to understand the background of the process and point to its main stumbling blocks. The paper concludes that despite apparent rigidities and deadlocks, mutual trust and goodwill, as well as time constraint and practical considerations, may help overcome divides and find technically workable solutions.

    The referendum on leaving the European Union held in the United Kingdom in June 2016 undoubtedly opened a new chapter in the history of the European integration. The general theory of international organizations tells us that countries normally leave international institutions as an act of last resort, when they are sidelined or feeling unable to shape their future. Was the UK in such a position in the EU? Or was the result of the British referendum rather a side effect of a small adaptability of the European institutions to global challenges, which in turn sparked a democratic revolt, erupted in an eurosceptic country? It is argued here that, regardless of the causes, the British issue influenced further polarization between federal and anti-federal forces in the European Union, and because the former are still in minority, the European Union will most likely pass over the Brexit to proceed according to the old agenda, maybe with some minor institutional changes, like readjustment of the seats in the European Parliament, but signifi cantly weakened on the global scene.

    Brexit is the result of long-maturing processes of economic and social development reinforcing each other. The referendum on EU membership was far from the mere technical issue of whether staying or leaving the integration – to most British citizens it was a desperate and legitimate answer to British and European (especially Brussels) elite politics that had discredited themselves. Will the elite learn from the result, will they reach a reasonable conclusion? European disintegration can take several forms ranging from allowing governments to ignore EU rules with impunity being the mildest, to letting member states to exit being the wildest. Apart exploring the origins of the current disintegration tendencies, with a special regard to those of Brexit, the purpose of this paper is to map both the risks and the opportunities associated with these disintegrative tendencies in Europe. For, as a hypothesis of this study, the author presumes that in such difficult times, perceived by many as crisis, it is not only a possibility to overcome the problems, but also a must to find out new ways of thinking, and proposing new paths of development in order to minimise the risks and turn challenges into opportunities.
    Brexit jest wynikiem długo dojrzewających procesów rozwoju gospodarczego i społecznego, które wzajemnie się wspierają. Referendum w sprawie członkostwa w UE nie było jedynie sprawą techniczną – zostać czy opuścić ugrupowanie integracyjne; dla większości obywateli brytyjskich była to zdesperowana i oficjalna odpowiedź dana brytyjskiej i europejskiej (a zwłaszcza brukselskiej) elicie politycznej, która sama się zdyskredytowała. Czy elita wyciągnie wnioski z tego wyniku, czy będzie w stanie osiągnąć rozsądne zakończenie? Rozpad UE może przybierać różne formy, począwszy od pozwalających rządom ignorować bezkarnie unijne przepisy, pozwalające państwom członkowskim na opuszczenie UE. Celem artykułu, oprócz badania początków obecnych tendencji rozpadowych, ze szczególnym uwzględnieniem brexitu, jest pokazanie zarówno zagrożeń, jak i możliwości związanych z tendencjami dezintegracyjnymi w Europie. Jako hipotezę autor przyjął, że w tych trudnych czasach, postrzeganych przez wielu jako kryzys, to nie tylko możliwość przezwyciężenia problemów, ale również konieczność znalezienia nowych sposobów myślenia i zaproponowania nowych ścieżek rozwoju, aby zminimalizować ryzyko i przekształcić wyzwania w szanse.
