The authors of this article are focusing on the role of the European Union in managing the crisis that occurred at its Eastern borders. The political conflict in Ukraine, which we have witnessed since 2013, entered a military phase. The European Union, in its sense of responsibility for shaping security at its borders, should have reacted adequately to circumstances. The implementation of the EU crisis response process occurred gradually, using, above all, diplomatic sources of crisis solving. All the same, despite the military capabilities for conflict management, the European Union did not decide to use them for shaping security in the Eastern part of Ukraine. The authors have attempted to describe the involvement of the European Union bodies in this process and to evaluate its effectiveness.In assessing such a critical but also sensitive area that is shaping security, it is important to remember about the limitations of the European Union as an organization consisting of sovereign states functioning in the international environment.The European Union, in its actions, needs to rely on the consensus of the variety of national interests of the member states as well as the credibility in implementing universal values, which the organization commonly declares and promotes among the international community.

When viewing the geopolitical map of the world, the fact that, in 2017, there exist several areas where conflicting interests of superpowers clash, can be observed. These areas include e.g. Syria and Ukraine. As far as Russia’s and the EU’s confl icting interests are concerned, the area of common neighborhood constitutes the greatest challenge for both sides. The present paper examines the situation of eastern neighborhood countries, which can be labeled as the area contested by the EU and Russia. Another term which may be applied to the region the EU and Russia compete for is the contested neighborhood. The neighborhood encompasses six post-Soviet states located on the one hand between the EU and NATO, and Russia on the other. These states encompass Belarus, Moldova, and Ukraine in Eastern Europe, and Armenia, Azerbaijan, and Georgia in South Caucasus. The discussion of the competition will be limited in time to the 21st century, especially to the period following the outbreak of the armed confl ict in Donbas between Ukraine and Russia (officially Donbas separatists supported by Russia), and the signifi cance of the conflict for the region. Individual sections of the paper will present the specific character of the EU and Russia’s common neighborhood, and soft and hard power applied by both superpowers. Furthermore, results of the competition of the powers in eastern neighborhood in the form of events of 2014, i.e. the Euromaidan and annexation of Crimea by Russia in particular, will be discussed.

The purpose of the publication is to study the state and peculiarities of teaching European studies for students of technical specialties in higher educational institutions of Ukraine, mainly on the example of Lviv Polytechnic National University (hereinafter LPNU), where the Erasmus+ Jean Monnet Chair project “European Studies for Technical Specialties” (hereinafter EUSTS) has been implemented since September 2022. The hypothesis of the presented research is the statement that with the strengthening of the European integration course of Ukraine the demand for knowledge about the European Union and the European integration of Ukraine among students of technical specialties is increasing, and university education is ready to satisfy such a request, applying the latest methods and approaches in the organization of education. The main focus is on clarifying the peculiarities of the formation of European studies in Ukraine; including not only classical, but also technical universities in this process; search for effective mechanisms for implementing knowledge about the EU into the educational process of students of technical specialties. To achieve the specified goals, a number of research methods were used, such as: historical-comparative, periodization, analysis of empirical data, systemic and structural-functional. It has been found that the development of European studies in Ukraine has gone through several stages of its formation. The first lasted from the moment Ukraine regained its state independence in 1991 and was characterized by the presence of limited opportunities in universities to introduce European studies in the conditions of a centralized higher education system. The second stage was marked by the adoption of the Law of Ukraine “On Higher Education” (2014), which, in fact, provided sufficient tools for the development of European studies in Ukrainian universities. Similarly, at that time, the study of the European Union and European integration was formed at Lviv Polytechnic National University, including for students of technical specialties. On the basis of statistical data, it has been concluded that among the students of the National Academy of Sciences, there is a growing interest in the study of academic disciplines related to the EU and the European integration course of Ukraine. To a large extent, this is explained by the current political status of Ukraine as a candidate for EU membership and the strengthening of Ukrainian society’s support for the process of European integration as a result of Russian aggression. Accordingly, a number of educational disciplines have been introduced for students of technical specialties at the level of LPNU in recent years, which form knowledge about the EU and European integration, but only thanks to the implementation of international projects here, mainly the Erasmus+ Jean Monnet programs. This creates prerequisites for the fact that, in the future, separate educational programs in European studies can be developed at the university, which are most expedient to implement at the second (master’s) and third (PhD) educational levels. It is important that they focus on those policies of the EU and European integration directions of Ukraine that are of particular interest to students of technical specialties, for example, EU digital policy, EU energy policy, EU policy in the field of climate, environmental protection, etc. The acquired competences will not only allow the graduates of LPNU to implement European standards and values in their professional activities, but also to more effectively use the EU toolkit in the post-war reconstruction of Ukraine. Also, taking into account the recommendations of the Ministry of Education and Culture of Ukraine and the political situation of the state, it is worth introducing a mandatory educational discipline for all students of technical specialties of Ukrainian universities on the topic of the European Union, its principles, foundations and values, as well as the features of Ukraine’s European integration progress in various areas.

The article discusses the role played by the European Parliament (EP) in the EU–Ukraine Association Agreement. The aim of this process is to establish a close and mutual political and economic cooperation on both sides. By stressing the importance of EP as the only EU body having democratic legitimacy, and thus defines itself as a „guardian of democracy” in the modern world, analyzing its position on the conclu-sion of an EU association agreement with Ukraine. It should be noted that the EP pays particular attention in the context of the association to the development of democracy in Ukraine and its respect of democratic standards. This authority recognizing the geopo-litical importance of Ukraine is in favour of deepening the EU’s cooperation with that country through the conclusion of an association agreement and calls for granting Ukraine a potential European perspective. However, what is worth noting the EP in numerous resolutions makes conditional the progress in the bringing Ukraine to the EU from the incorporation of the values defined as European (democracy, rule of law, protection of minorities etc.) by Kiev. Therefore, events that indicate a crisis of democ-racy in Ukraine pay such important matter for the European Parliament (e.g. the imprisonment of opposition politicians, including former Prime Minister Yulia Tymoshenko) to which the authorities usually adopt a clearly negative position, often contrasting with more „balanced” opinions of other EU institutions.

Ukraine is the largest country that is included in European Neighborhood Policy. That is why the European Union should spotlight relations with this eastern partner, especially by foreign policy instruments like association agreement. The focus here is on the EU’s involvement in the Ukrainian crisis in period from Maidan revolution at the end of 2013, which was occasioned by the rejection of the association agreement with the EU by President Viktor Yanukovych, and to the presidential election in 2014. With the annexation of the Crimea by Russia in spring 2014, a new strategic situation in Europe occurs. Both a deep going geopolitical and a value confl ict is now determine the relations between the West (EU, NATO including the Ukraine) and Russia. Germany was faced with the failure of its policy of strategic partnership with Russia since the year 2000. Unfortunately, a critical examination of the errors of this policy since the chancellorship of Gerhard Schröder does not take place until now. The German political elite is still on the way to a new strategic concept to deal with the new situation, fluctuating between value-based policy and Realpolitik. However, the public opinion in Germany about Russian policy is getting more critical. Finally, the contribution analyses the actual challenges for the future of German policy towards Russia and try to describe the possible scenarios.

Having declared independence in 1991, after the dissolution of the Soviet Union, Ukraine gained strategic importance in terms of its geographical location. It is regarded a “buffer zone” for both the European Union (EU) and Russia. There is a division within the country into the pro-Western and pro-Russian options. Ukraine’s aspiration for the UE membership has faced Russia’s objection since time immemorial. In the past, Ukraine preferred to pursue a balance policy between Russia and the EU. Ukraine’s attempt to approach the West with the Orange Revolution, its inclusion in the European Neighbourhood Policy, its participation in the Eastern Partnership program were perceived as a threat by Russia. The Ukrainian crisis, in particular, brought these two countries face to face. This crisis also deeply affected both the EU’s energy policy and its relations with Russia. After all the developments that followed, the issue of Ukraine’s membership in the EU remains uncertain.

The aim of the study is to present the changes in the population and its demographic structure in Ukraine compared to other European post-communist countries. Classic demographic indicators were applied. In comparison to other analyzed countries, Ukraine has an average pace of population decline, a low aging rate and a persistently clear advantage of the number of women over men. This is the result of all three factors: loss of part of the territory with the population inhabiting it, natural decrease and negative migration balance.

The aim of this paper is to compare the secondary education reforms in Ukraine with reforms in the European Union. In the 21st century, education in the European Union is viewed from the standpoint of building a knowledge society, which actualizes the duration of school education as well as mastering the competences of its citizens. The reforms of the extension of school education and its transformation into a competence approach are embracing all European Union member states. In Ukraine, within the framework of the European integration, the reforms of school education (of the structure and of the content) are aimed at synchronizing the Ukrainian school with the European standards. In conclusion, challenges of this process are specified and recommendations are made.
Celem artykułu jest porównanie charakteru reform strukturalnych na Ukrainie na poziomie średnim z reformami w Unii Europejskiej. W XXI w. edukacja w Unii Europejskiej jest postrzegana z punktu widzenia budowania społeczeństwa opartego na wiedzy, które aktualizuje czas trwania szkolnej edukacji oraz kompetencje obywateli. Reformy rozszerzenia edukacji szkolnej i jej przekształcenie w „kompetencję” obejmują wszystkie państwa członkowskie Unii Europejskiej. Na Ukrainie w ramach integracji europejskiej reformy szkolnego sektora edukacji (struktury i treści) mają na celu synchronizację ukraińskiej edukacji szkolnej ze standardami europejskimi. W związku z tym w opracowaniu określono wyzwania związane z tym procesem i przedstawiono zalecenia.

W analizach stosunków zewnętrznych Unii Europejskiej, w tym polityki wschodniej, stanowiska i znaczenie Parlamentu Europejskiego są zwykle pomijane. Jednocześnie wiele miejsca poświęca się w literaturze problematyce interesów i wartości w polityce zagranicznej (wschodniej) UE. Stąd celem artykułu oraz zawartej w nim analizy wybranych dokumentów dotyczących konfliktu na Ukrainie (oraz szerzej, stosunków z Rosją i Ukrainą) jest weryfikacja hipotez na temat: 1) orientacji Parlamentu na wartości w opozycji do pragmatyzmu politycznego Rady UE; 2) orientacji mniejszych frakcji w PE na wartości wobec pragmatyzmu największych grup politycznych, tj. chadeków i socjalistów. Przyjęta metoda zakłada porównanie uchwalonych tekstów rezolucji PE z odnośnymi stanowiskami Rady z lat 2009-2015. Dokonano również przeglądu stanowisk poszczególnych grup politycznych w PE, celem uchwycenia różnic w orientacjach i dynamiki wpływu między nimi. W konkluzjach zawarto refleksję na temat dotychczasowej i przyszłej ewolucji stanowisk unijnych instytucji wobec konfliktu na Ukrainie.
In the analyses of European Union external relations, including eastern policy, the positions and importance of the European Parliament are often neglected. At the same time, there is abundant literature on the problem of interests and values in EU foreign (eastern) policy. Thus, the goal of this article containing an analysis of selected documents on the conflict in Ukraine (as well as on EU relations with Russia and Ukraine more broadly) is to verify hypotheses concerning: 1) the value-oriented position of the EP as opposed to the interest-based pragmatism of the Council; 2) the more principled and value-oriented positions of smaller EP political groups as opposed to the greater pragmatism of the biggest factions - Christian democrats and socialists. The method consists of comparing texts of adopted EP resolutions with related positions of the Council from the years 2009-2015. A review of positions of individual political groups is also conducted, in order to grasp differences and influence dynamics between them. The article concludes with reflections on the past and future evolution of the positions of EU institutions regarding the conflict in Ukraine.

This article seeks to grasp the current dynamic of the European Union’s enlargement policy as shaped by the exogenous shock of the Russian full-scale military invasion of Ukraine. It argues that external pressures matter as windows of opportunity, but the precise nature of the EU’s response to this geopolitical push is shaped by internal factors. Building on a recent work by Frank Schimmelfennig (2021), it further argues that the new enlargement dynamic can be usefully illuminated by the concept of bordering. More concretely, this research highlights external de-bordering and re-bordering strategies pursued by the relevant political actors within the EU, as they purposefully seek to use the geopolitical window of opportunity to transform existing bordering constellations in line with their preferences. Empirically, this article sheds light on Europe’s border-based games while drawing an analytical line between de-bordering and re-bordering strategies. The analysis reveals the limits of de-bordering, even under geopolitical and security emergency, but also underlines opportunities for agency.

The aim of this article is to present the liability of Russia and Ukraine regarding Crimea under the European Convention on the Protection of Human Rights. The author analyzes pending and possible prospective cases originating from the conflict around Crimea between Ukraine and Russia. Due to the inconsistency in case law of the EC-tHR it is difficult to clearly determine what state will be considered responsible for the violation of the rights of residents of Crimea resulting from the Convention. In author’s opinion the ECtHR could determine that the Russian Federation may be held respon-sible, as well as Ukraine. However, as it seems, the liability of Ukraine will be limited to the positive obligations under the ECHR.

Opis:
Against the backdrop of Russian aggression against Ukraine and its global consequences, the paper analyses the evolution of relations between Ukraine and the European Union throughout 2014-2022 and the prospects for Ukraine's European integration. It highlights the peculiarities of the formation of Ukraine's European policy as a strategic direction of foreign policy and a factor of its decisive civilizational choice. The main stages and problems in the implementation of Ukraine's European choice are analysed. The focus is on investigating key events and phenomena in the relationship between Ukraine and the European Union at a fundamentally new stage, from the signing of the Association Agreement in 2014 to granting Ukraine the status of a candidate for EU membership in 2022. It analyses the attitudes of individual European Union member states towards Ukraine's European integration prospects, the impact of the Russian-Ukrainian war on the positive change in the EU and its member states' attitude towards Ukraine and its European aspirations, and concrete measures and actions by the European Union aimed at providing moral and political support as well as economic, financial, humanitarian and military assistance to Ukraine in its heroic resistance to Russian aggression. It is emphasised that Russia's full-scale invasion of Ukraine on 24 February 2022 not only united Europe and improved the perception of the EU in member states' societies, where the positive image of the European Union reached its highest level in decades, but also maximised Ukrainian support for European integration, which has become the key to Ukraine's resilience in the fight against Russian occupiers
